    From buckets to BATTs — the SEI story

    by Howard Slutsken In the back of a tree-lined industrial mall a few miles from Vancouver International Airport, a fellow named Jerry is playing with water. It's his job to fill a big orange fabric bucket, lift it up into the air on a winch, and then hit a big black button to open a valve in the bottom of the bucket. Water cascades out in a controlled torrent, splashing into an inground pool. Over and over, he lowers the bucket down into the pool, refills it, winches it back up, and hits the button until he's satisfied with the bucket's performance. Jerry works for SEI Industries and he's testing a Bambi Bucket, the indispensable aerial firefighting tool invented and made in Canada. “Thousands and thousands have been sold,” said Sergio Fukamati, director of SEI's firefighting division, in a recent interview with Skies. “Our standard Bambi Bucket with a single drop valve is still the most popular one, but the Bambi MAX with its multi-drop valve is becoming the industry standard.” The flexible buckets are sized to match the lifting capability of virtually every helicopter type. Capacities range from a small 270-litre Bambi to the huge 9,800-litre bucket that's carried by heavy-lift helicopters like the Boeing Chinook or Russian Mil machines. The Bambi Bucket was invented by Don Arney in 1978, and the first model was delivered in 1982. Since then, the bucket has undergone continuous improvement, reflecting new technologies in manufacturing and materials. The latest version is the new i-MAX, currently in testing and scheduled to be commercially available later next year. “This is a Bambi that incorporates a load cell in the control head of the bucket where it hooks to the helicopter,” explained Fukamati. “It integrates with a touch screen control in the cabin, where a pilot can punch in a specific load, and the bucket adjusts.” Like other MAX buckets, this smart Bambi can be programmed to drop varying amounts of water over several drops. Bambi Buckets can also be equipped with a snorkel system to suck water out of an available source with a depth as little as 18 inches. This kind of product evolution is at the heart of SEI's mission – after all, the company's name stands for “Science, Engineering and Innovation.” The company has a team of 87 people working in its Delta, B.C., facility. “We have a very high engineering to salesperson ratio. There's one engineer for every salesperson, which is very unique,” said Paul Reichard, director of SEI's remote site division. “That gives us a lot of engineering bench strength. When customers come to us with a problem, we can do it from beginning to end and we can do it quickly.” SEI's focus on engineering expertise and nimble innovation has led the company to develop a wide range of products. Leveraging its knowledge of fabric materials and welding technologies, SEI has been manufacturing fuel bladders since the mid-1990s. With more than 45 unique products spanning a variety of climatic conditions and bladder capacities, SEI's remote site products are in service with more than 50 military forces and commercial companies worldwide. The crossover between military requirements and commercial opportunities has created an interesting path for SEI's product development. According to Reichard, the need to position water close to a forest fire for Bambi Bucket operations led to the “dip tank” – think of a flexible, portable above-ground swimming pool. The Canadian military saw the product and asked if it could be used as a drinking water supply for remote locations. So SEI reworked the dip tank, put a cover on it, and the “onion tank” was born. To move the fluids in and out of bladders and tanks, SEI created a range of pumping systems. Most recently, the company developed a containerized system for Japan's military that will be pre-positioned for quick emergency response. Then one day, a call came in from the Columbian military, a customer using SEI's bladder and pumping systems. The military was trying to solve its logistical problems with ground deliveries of fuel – their trucks were being hijacked or stolen. “They took the smallest bladder tank we made – which is 5,000 gallons – put it in a DC-3 and asked us to come down to Columbia to show us what they did,” explained Reichard. “The idea worked, and they had strapping systems to try and hold the thing down. But it was moving around, the straps were abrading, and it was leaking fuel in the aircraft. “I was sitting there thinking, ‘This looks so dangerous,' and they asked, ‘Well, can you make it safer for us?'” Yes, SEI could. And did. Designed specifically for the safe and efficient air transport of fuels, SEI's Bulk Aviation Transport Tank – or BATT – is a tank within a tank. The inner fuel resistant tank can store diesel, jet fuel or gasoline – or in the case of SEI's new Multi-fuel BATT, all three. To prevent the fuel from sloshing around in flight, the tank has a system of baffles – one version for airplane BATTs and one for helicopters, reflecting the differing in-flight dynamics. The outer tank is also fuel resistant, and the flexible material has the strength to handle the stresses of transport, as well as being abrasion and puncture resistant. The two tanks are connected at the ends with flanges and internal side straps, and the external tank has an integrated harness system to secure the BATT inside the aircraft. Working with its suppliers, SEI specifies the properties of the materials it uses to make its products. After cutting the components, radio-frequency fabric welding creates a joint that's equal in tensile strength to the base level's properties. It's so strong, it's as if there isn't a weld. The first BATT was delivered to the Columbian military in 2009. By 2012, the tanks were being sold to commercial operators in Canada. The smallest BATTs can be transported in a de Havilland Otter or a Cessna Caravan. The biggest BATT holds 9,500 litres of fuel, sized for large cargo planes serving mining, resource, military or other remote facilities, for example. Aircraft such as the Boeing 737 or Lockheed Martin C-130 Hercules can carry two BATT tanks at once. When a BATT is emptied, it can be rolled up to a fraction of its filled size. In Canada's North “a BATT tank and a ground bladder are a very efficient model for a small exploration site,” said Reichard. “Compared to fuel drums, these systems are a lot less likely to have fuel spills and to cause injuries because they're not handled as much. From an environmental perspective, it's a cleaner site.” SEI's portfolio covers aviation, fire suppression, fire, ignition, exploration and environmental management, including spill response and containment. This is serious business, balanced perhaps by the unique names bestowed upon the company's products. When a wildfire team must fight fire with fire, SEI's Dragon Egg ignition spheres can be used to create a controlled burn. Safer than using open torches, crews spread Dragon Eggs over the burn area. Smaller than a ping-pong ball, the timing of each Egg's ignition is carefully controlled by the last-minute injection of a triggering chemical. Also in SEI's product family are RainDrain, Drip Defender, and Spill Monkey fluid containment systems; Arctic King, Desert King and Jungle King bladder tanks; and Pumpkin and Heliwell water tanks. “Our owner has always been very active in the naming process; he wants us to keep a light heart in it, but also look for uniqueness,” said Reichard. So, how did the Bambi Bucket get its name? Some believe that the iconic orange water bucket was named after the famous animated deer. Others think that it honours a waitress named Bambi who worked in a pub in Boise, Idaho, where forest firefighters hung out. “Neither is true, and it's not a sexy story,” admitted Fukamati. He explained that in 1978, a marketer asked SEI founder Don Arney about a name for his soon-to-be industry-changing invention. “Don had to come up with a name, and just out of the air he said, ‘We'll call it the Bambi Bucket.'     The Sky’s No Limit – Girls Fly Too! event landing in Abbotsford in October

Everyone is welcome and events are always free for all participants to prevent barriers to participation. You may be aware that the event has previously been held in March during the week of International Women's Day. For reasons outside of Achieve Anything Foundation's (AAF) control, it had to postpone the 2019 event to Oct. 5-6, coinciding with the week of the Canadian-driven International Day of the Girl. It plans to evaluate the success and feedback from the fall dates, and then evaluate whether this should become a permanent change. The Sky's No Limit – Girls Fly Too! (GF2) is not an air show and the event is not just for “girls”. In fact, it's the world's largest gender diversity outreach event of its kind in aviation, aerospace, marine and defence and everyone is welcome. This is an international, multi-agency event to which the Canadian Coast Guard, Royal Canadian Mounted Police, municipal police forces, local and international search and rescue organizations, first responders, civilian companies, educational institutions, the United States and Canadian Armed Forces are invited to participate and highlight the various aspects of aviation, aerospace, marine and defence. The combined represented assets of these agencies totalled over a billion dollars in 2018. This Canadian signature annual event showcases an unprecedented international partnership towards the improvement of gender and cultural diversity in high-tech STEM fields. Over the weekend, tens of thousands of Canadian and U.S. citizens come to the completely free GF2 event to interact with military/civilian aircraft and tactical assets, hands on activities and interactive displays. Participants and major media representatives are present at the opening ceremony to listen to the leadership from Canada, United States, B.C. and other major government agencies, speaking to the importance of nurturing this international partnership toward improving gender and cultural diversity in high-tech fields.     RCAF to get 2 more CH-149 Cormorants as part of fleet modernization

    The Royal Canadian Air Force (RCAF) is to get at least two new Leonardo CH-149s as part of the Canadian government's $1.39 billion mid-life upgrade for its Cormorant fleet. Announcing the move Aug. 22 in Comox, B.C., Defence Minister Harjit Sajjan said the upgrades to the existing fleet of 14 Cormorants, which are primarily used for search and rescue (SAR) operations, would extend their life to at least 2042. The upgrade program will bring the Cormorants to the latest AW101-612 standard, currently being delivered to Norway to provide that country's new search and rescue fleet. The capability enhancements and equipment improvements in the upgrade include upgraded avionics in a new glass cockpit; new sensors, radar and search enhancement technology; more powerful digitally-controlled engines; wireless in-cabin communications; LED lighting; and rescue hoist upgrades. “Canadians rely on the women and men of the Royal Canadian Air Force to conduct successful search and rescue operations in challenging circumstances,” said Sajjan. “These enhancements to the CH-149 Cormorant fleet will ensure that search and rescue crews have the right equipment to continue providing these life-saving services.” The upgrade program also includes synthetic training solutions delivered by CAE, including Canada's first AW101 full motion simulator. Other companies working to deliver the upgrade include IMP Aerospace and Defence, GE Canada (which will provide the new engines), and Collins Aerospace (which will provide the new cockpit displays and avionics). “Every year, the Royal Canadian Air Force flies about 1,000 missions in support of search and rescue, a core mission of the Canadian Armed Forces,” said LGen A.D. Meinzinger, commander of the Royal Canadian Air Force. “These upgrades to the CH-149 Cormorant, and an increase in fleet size ensures the RCAF will continue to deliver search and rescue services in the challenging Canadian environment.” Canada's Cormorant fleet began service in 2000, and are currently based at 19 Wing Comox, B.C,; 9 Wing Gander, N.L.; and 14 Wing Greenwood, N.S. In 2005, CH-149s from the Trenton main operating base were redistributed to those three bases, but with the addition of at least two CH-149s to the fleet, the type will return to Trenton and replace Bell CH-146 Griffons in the SAR role.     Smol: Why Sweden is leagues ahead of Canada on fighter-jet technology

    With the election looming, the Liberal government has set in motion, at least on paper, its commitment to consider bids for the purchase of new fighter jets. Of course, how committed the government is to move ahead on its renewed commitment remains to be seen. Meanwhile, any Canadian truly committed to seeing a modern, well-equipped RCAF, supported by a capable military procurement program, should take special note of one of the top contenders to replace Canada's aging fleet of fighters: Sweden. This non-aligned country, approximately the size of Newfoundland and Labrador, with a population only slightly larger than that of Quebec, has not only succeeded in developing generations of fighter jets, but has seen impressive success in exporting them. Apart from Sweden, Saab's JAS 39 Gripen, the latest version released in 2016, is being used by the Czech Republic and Hungary within NATO. The governments of Brazil, South Africa and Thailand are also purchasing the aircraft. Other countries such as India, Botswana, Indonesia and the Philippines are seriously considering the Gripen. But instead of fretting about how much Canada's aging fighters stand to potentially be outdone by the air forces of the developing world, we should instead look squarely at how Sweden came to be a serious contender to arm and equip this country's emaciated airforce. Unlike Canada, and especially when it comes to defence, Sweden refuses to allow itself to fall into dependency status vis-à-vis Europe, NATO or any other military power. In other words, while they actively cooperate with NATO in the defence of Europe, they make it clear that the defence of Sweden is first and foremost a Swedish responsibility. It is why the Swedish army, navy and airforce use high-tech equipment, much of which is built by the Swedes themselves. It is why the Swedes supplement their advanced military technology with elaborate defence-in-depth war plans and civil defence policies. The manual, “If crisis or war comes,” has been recently mailed to every household in Sweden. By contrast, we Canadians have chosen a quasi-colonial mindset with respect to our defence, clearly reflected in our epically embarrassing procurement shortcomings and failures. For the last 60 years, beginning with the cancellation of the Avro Arrow, Canada has been falling into a pattern of dependency on the United States on all matters related to defence. Sweden, on the other hand, has remained committed to designing and developing much its own military aircraft, ships, submarines and army equipment. In the mid-1950s, both Canada and Sweden were working independently on their own advanced fighter aircraft. While Canada was working on the Arrow, the Swedish military and engineers were hard at work on the Draken, which came out the same year. The Draken had a similar delta wing design to the Arrow and was the first European-built fighter jet to break the sound barrier. But that is where the comparison ends; the two countries went on very different paths with respect to their airforces. Canada cancelled and destroyed its Arrow aircraft and took on second-rate Voodoo fighters from the United States. It is what we Canadians wanted, as no successive Conservative or Liberal government has since tried to “bring back the Arrow.” Sweden aggressively continued development of new fighter technology, replacing the Draken with the Viggen in the 1970s, while Canada continued to try to squeeze more life out of our then-aging fighter jets. In the 1980s, as Canada was finally taking on the U.S built F-18, Sweden was working on the first version of the modern Gripen. Of course, as had been well documented, the early Gripen had problems. But as with the Draken and Viggen, the Swedes, unlike Canada, stayed with their national fighter jet.     MDA Awarded $7.9 Million for Lunar Gateway Robotics Phase A Contracts

    The Canadian Space Agency (CSA) has awarded MDA two contracts related to the NASA led Lunar Gateway project which is part of the greater Artemis moon program. The contrast are a result of the Deep Space Exploration Robotics (DSXR) request for proposals the CSA had posted in April of this year. The DSXR initiative includes two Gateway External Robotic Interfaces. They include an “exploration large arm” (XLA) and an “exploration dexterous arm” (XDA). The first contract is for the development of robotic interfaces for the “exploration large arm” and is valued at $3,292,136.66. The second contract, also for the development of robotic interfaces, is for the “exploration dexterous arm” and is valued at $4,598,971.26. The Phase A work builds on the heritage of robotics MDA developed for the Canadarm on the Space Shuttles, and the Canadarm2 and Dextre on the International Space Station.     General Dynamics costs double original estimates

    DAVID PUGLIESE, OTTAWA CITIZEN The Liberal government is buying new armoured vehicles for the Canadian Forces but the sole source deal will cost taxpayers double what was originally estimated. Defence Minister Harjit Sajjan announced Friday that the government would buy 360 combat support Light Armoured Vehicles from General Dynamics Land Systems-Canada, with the project costing $3 billion. The project was originally announced by the Liberal government with an estimated cost between $500 million and $1.5 billion. The plan was to award the contract in 2023 after a competition. But with the federal election looming the deal was fast-tracked by the Liberals, joining a series of recent defence-related funding announcements. A competition was jettisoned, replaced with a sole-source deal with General Dynamics, based in London, Ont. The deal includes a $650 million repayable loan, but the Department of National Defence said it had no details on that arrangement. It referred questions to Global Affairs Canada, which noted in an emailed statement that the federal government is “willing to provide a loan to General Dynamics Land Systems Canada to ensure the timely delivery of the Light Armoured Vehicles for our men and women in uniform. The Government of Canada is providing a loan to GDLS-C to support jobs and suppliers as GDLS-C navigates a challenging and dynamic international defence market.” The terms of the loan would be negotiated over the coming weeks, Global Affairs Canada added. The DND noted that the project costs include not only the vehicles but logistics support and new infrastructure to house and maintain the equipment. General Dynamics will provide the new vehicles in eight variants. They will be used as ambulances and in other roles such as vehicle recovery, engineering, mobile repair, electronic warfare and as command posts. The current fleet of armoured support vehicles is comprised of the LAV II Bison and the M113 tracked vehicle. The federal government said it is in the final stages of contract negotiations with General Dynamics. The contract is expected in the coming weeks. It noted in a news release that fast-tracking the deal would allow the Department of National Defence to save costs associated with maintaining or extending the life of the current fleet. The DND stated the contract was sole-sourced to General Dynamics as the firm builds most other armoured vehicles for the Canadian Forces and having a vehicle based on the same chassis allows for savings in maintenance and training. The company's light armoured vehicle is the core of the Canadian Forces armoured vehicle fleet. In addition, as the company has recently completed the conversion of the light armoured vehicle fleet to a new configuration so it has the skilled workforce in place, according to the DND. That would reduce the risk of delays in delivery of the new vehicles, stated the DND in an email. “For these reasons, we believe it would not be in the public interest to solicit bids,” it added in an email. General Dynamics Land Systems – Canada is also building similar light armoured vehicles for Saudi Arabia in a deal worth $15 billion. The Liberal government launched a review of that controversial contract after the murder of journalist Jamal Khashoggi inside the Saudi consulate in Turkey. Earlier this year a United Nations report determined that Saudi Arabia was responsible for the killing of Khashoggi who was a critic of that country's regime. Saudi Arabia has also faced severe criticism for its role in the ongoing war in Yemen, with allegations it has conducted unlawful airstrikes on civilians. A dozen organizations sent Prime Minister Justin Trudeau a letter earlier in August, questioning the status of the review and pointing out that no updates on progress have been provided. The lack of such information has brought “the sincerity of the effort into question,” according to the letter endorsed by organizations such as Oxfam Canada and Amnesty International. The grader, valued at $223,728, will assist with the essential clearing of ice and snow from runways, taxiways and the apron.     Government of Canada awards third contract to help maintain Canada's fleet of combat vessels

    GATINEAU, QC, Aug. 15, 2019 /CNW/ - Through the National Shipbuilding Strategy, the Government of Canada is revitalizing a world-class marine industry in order to provide the women and men of the Royal Canadian Navy with the safe and effective warships they require to protect Canadian sovereignty. The government is investing more than $7.5 billion in the Royal Canadian Navy's 12 Halifax-class frigates to provide necessary ongoing maintenance until they are retired in the early 2040s. Today, the Government of Canada awarded a $500-million contract to Irving Shipbuilding Inc., of Halifax, Nova Scotia, to carry out maintenance work on the Halifax-class frigates. This initial five-year contract guarantees a minimum of three frigates for the shipyard, with work planned to begin in the early 2020s. The contract is expected to rise in value as additional work packages are added. This contract is expected to result in up to 400 jobs at the shipyard, plus hundreds of related jobs for marine sector suppliers and subcontractors across the country. On July 16, 2016, the Government of Canada awarded similar contracts to Seaspan's Victoria Shipyards Limited in Victoria, British Columbia, and Chantier Davie in Lévis, Quebec. The Canadian Surface Combatants will replace the Halifax-class frigates and the retired Iroquois-class destroyers. With them, the Royal Canadian Navy will have modern and capable ships to monitor and defend Canada's waters, to continue to contribute to international naval operations for decades to come and to rapidly deploy credible naval forces worldwide, on short notice. Of the current fleet of Halifax-class frigates, 7 have their home port in Halifax, Nova Scotia, while the 5 others are based in Esquimalt, British Columbia. The Royal Canadian Navy requires that at least 8 of the 12 frigates are able to deploy at all times to meet the Navy's commitment to the Government of Canada.
