The Sky’s No Limit – Girls Fly Too! event landing in Abbotsford in October

You're invited to attend the world's largest event to inspire female future leaders in aviation, aerospace, marine and defence, and other high-tech STEM fields. Everyone is welcome and events are always free for all participants to prevent barriers to participation. This is made possible by the generous support of agency, industry, community and education partners.

You may be aware that the event has previously been held in March during the week of International Women's Day. For reasons outside of Achieve Anything Foundation's (AAF) control, it had to postpone the 2019 event to Oct. 5-6, coinciding with the week of the Canadian-driven International Day of the Girl. It plans to evaluate the success and feedback from the fall dates, and then evaluate whether this should become a permanent change.

The Sky's No Limit – Girls Fly Too! (GF2) is not an air show and the event is not just for “girls”. In fact, it's the world's largest gender diversity outreach event of its kind in aviation, aerospace, marine and defence and everyone is welcome. This is an international, multi-agency event to which the Canadian Coast Guard, Royal Canadian Mounted Police, municipal police forces, local and international search and rescue organizations, first responders, civilian companies, educational institutions, the United States and Canadian Armed Forces are invited to participate and highlight the various aspects of aviation, aerospace, marine and defence. The combined represented assets of these agencies totalled over a billion dollars in 2018.

This Canadian signature annual event showcases an unprecedented international partnership towards the improvement of gender and cultural diversity in high-tech STEM fields. Over the weekend, tens of thousands of Canadian and U.S. citizens come to the completely free GF2 event to interact with military/civilian aircraft and tactical assets, hands on activities and interactive displays. Participants and major media representatives are present at the opening ceremony to listen to the leadership from Canada, United States, B.C. and other major government agencies, speaking to the importance of nurturing this international partnership toward improving gender and cultural diversity in high-tech fields.

Entering its eighth year, its had over 67,300 in attendance at the GF2 events, with 9,172 girls and women given free first-time helicopter flights. With the successful conclusion of GF2 2019, AAF anticipates surpassing 100,000 participants and achieving 12,000 free flights.

    Why can't Ottawa get military procurement right?

    Murray Brewster · CBC News The last couple of weeks may go down in the Trudeau government's public record as the point when the desires of deliverology met the drawbacks of defence procurement. Remember 'deliverology'? That lofty concept — measuring a government's progress in delivering on its promises — was the vogue in policy circles at the beginning of Prime Minister Justin Trudeau's administration. While it's sometimes derided as an empty concept, deliverology must have seemed tailor-made for a new government inheriting a troubled defence procurement system. The Canadian International Trade Tribunal's decision Tuesday to step into the brawl over which multinational consortium will design and support the construction of the navy's new frigates is another lesson in how (apologies to Robert Burns) the best laid plans of mice and men go awry. The tribunal's decision to order Ottawa to put the frigate project on hold pending the completion of their probe into a complaint by a failed bidder comes at a politically awkward time for the Liberals. One week ago, Auditor General Michael Ferguson delivered an ugly report on the Liberals' handling of fighter jet procurement — specifically, the plan to buy interim warplanes to cover the gap until the current CF-18 fleet can be replaced with new aircraft. Self-inflicted wounds A cynic's reflex (given the checkered history of defence purchasing over the last decade) might be to consider these two events as just another day at the office for the troubled government procurement system. That might not be entirely fair. Still, experts were saying Wednesday that the government is suffering from numerous self-inflicted political and administrative wounds on this file. With a federal election on the horizon, and in a climate of growing geopolitical instability, the question of what the government has actually managed to deliver on military procurement is an important one to ask, said Rob Huebert, an analyst in strategic studies at the University of Calgary. While the system, as the Trudeau Liberals and previous governments have constructed it, seems to be the perfect model of the "evidence based" policy making promised by the champions of deliverology, it's also not built for speed. Some would suggest the deliverology model was followed to the letter in the design competition now tied up before the trade tribunal and in Federal Court. What seemed like endless consultations with the bidders took two years. The government made up to 88 amendments to the tender. And in the end, the preferred bid was challenged by a competitor that claims not all of the navy's criteria were met. Alion Science and Technology Corp. and its subsidiary, Alion Canada, argue the warship Lockheed Martin Canada and BAE System Inc. want to sell to Ottawa cannot meet the speed requirements set by the tender without a substantial overhaul. It does not, the company claims, meet the government's demand for a proven, largely off-the-shelf design. Michael Armstrong, who teaches at Brock University and holds a doctorate in management science, said the government could have avoided the challenges and accompanying slowdowns had it been more precise in its language. "They could have been more clear and firm when they use the words 'proven design'," he said. "Did they literally mean we won't buy ships unless they're floating in the water? Or did they mean that British one that doesn't quite exist yet is close enough? "If they would have been more firm and said, 'We want a ship that actually exists,' that might have simplified things at this stage." Huebert described the auditor general's report on the purchase of interim fighters as an all-out assault on evidence-based policy making. "It is just so damning," he said. A break with reality The Conservatives have accused the Liberals of avoiding the purchase of the F-35 stealth jet through manufacturing a crisis by claiming the air force doesn't have enough fighters to meet its international commitments. The auditor found that the military could not meet the government's new policy commitment and even ignored advice that one of its proposed solutions — buying brand-new Super Hornets to fill the capability gap —would actually make their problems worse, not better. That statement, said Huebert, suggested a jaw-dropping break with reality on the government's part. "They [the Liberals] were just making things up," he said. It might have been too optimistic to expect the Liberals to fix the system, said Armstrong, given the short four years between elections. But Huebert said Ottawa can't carry on with business as usual — that the government now must deliver on procurement, instead of doubling down on rhetoric. The problem, he said, is that governments haven't really paid a price in the past for botched military procurement projects. There was "no political pain for the agony of the Sea King replacement, as an example," he said, referring to the two-decade long process to retire the air force's maritime helicopters. "The thing that makes me so concerned, even outraged, is that we are heading into a so much more dangerous international environment," said Huebert, citing last weekend's clash between Russia and Ukraine over the Kerch Strait and ongoing tension with Beijing in the South China Sea.     Trade tribunal calls for review of west coast vessel contract

    DAVID PUGLIESE, OTTAWA CITIZEN The Canadian International Trade Tribunal is recommending a review of key performance requirements used in the procurement of two emergency towing vessels for the west coast. Heiltsuk Horizon, a partnership of majority partner Heiltsuk Nation of Bella Bella, British Columbia and Horizon Maritime Services Limited, a Canadian marine services company, complained to the CITT in August that the winning supplier did not meet important safety requirements of the tender process. The CITT has recommended Public Services and Procurement Canada re-evaluate some of its mandatory requirements and that no further expenditure under the contact be undertaken. However, the tribunal also recommended that the contract remain with the winning bidder, Atlantic Services Limited/Atlantic Towing, until the evaluation can be completed. In August, the federal government announced the firm had been awarded a three-year contract worth $67 million for the lease of two emergency offshore towing vessels that would operate in the waters off the coast of British Columbia. The vessels were to be capable of towing large commercial ships in distress, such as tankers and container ships, before they get too close to shore, according to the federal government. As part of the contract, the firm, which is an Irving company, would also provide training in offshore emergency towing to Canadian Coast Guard personnel and partners, including Indigenous communities, involved in marine safety. But Heiltsuk Horizon challenged that award, pointing out that the contract was awarded without the required proof the vessels met the mandated towing power. The firm welcomed the CITT ruling. “From day one, we stated the procurement process was flawed,” Chief Councillor Marilyn Slett, Heiltsuk Nation, Bella Bella, BC, said in a statement Tuesday. In a letter to Heiltsuk Horizon, the CITT recommends Public Services and Procurement Canada reevaluate the “bollard pull” (towing power) of the vessels in all bids received. The CITT also awarded Heiltsuk Horizon costs incurred in submitting the complaint. In a statement late Tuesday, Public Services and Procurement Canada noted it is currently reviewing the CITT's reasons and recommendations in order to determine its next steps. “The contract with Atlantic Towing remains in place,” it added. “Given the importance of the services provided by the Emergency Offshore Towing Vessels in the context of Canada's Oceans Protection Plan, these services will continue. It is important to note that one of the two vessels has already been used in an emergency situation.” Mary Keith, vice president of communications for Irving, issued a statement from Atlantic Towing, pointing out that the tribunal did not declare the firm's bid non-compliant. “This is good news and reaffirms the integrity of the rigorous and transparent award process by PWGSC that also involved a third party fairness monitor,” the statement added. “The Tribunal has requested verification of one item and we are confident in our full compliance.     National Defence doesn’t know impact of carbon tax on fuel costs

    By Charlie Pinkerton The Department of National Defence hasn't yet measured how much more it will be paying for fuel under the federal carbon tax. The military spends around $200 million on fuel per year. In response to an order-paper question in mid-December, National Defence parliamentary secretary Serge Cormier said the department “is in the process of determining the broad implications of the price on carbon pollution.” A spokesperson from the department confirmed today it hasn't yet decided how it will assess these costs. The Canadian Armed Forces uses different types of fuel to run its vehicles, aircraft and naval vessels, and for heating, cooking and generating power. While costs follow the ebb and flow of fuel prices in Canada, the military has spent over $183 million in each of the last five years. The highest total was in 2014, when it spent $246 million. Last year, the total came to $195 million. Since it buys fuel in Canada and abroad, it won't have to pay a tax on all purchases. The exact costs will vary by province or territory, but the federal government's fuel charge will be $20 per tonne of carbon emissions in 2019, increasing by $10 per tonne each year until it reaches $50 per tonne in 2022. For a tank of gas, the tax is expected to add 4.4 cents per litre in 2019 and 11 cents per litre in 2022. The federal government says 90 per cent of what it collects will be returned directly to Canadians, which will amount to about $300 per Ontario household, what the government estimates more than 70 per cent of Canadian households will pay. National Defence will eventually have to determine the impact of the carbon tax on its operations and maintenance budget. In its response to Conservative MP Karen Vecchio's order-paper question, the military declined to say how much it expects the price on carbon will cost the department in each of the next five years. It says costs “are not tracked or forecast,” and it couldn't formulate a response in the time allowed. This is typical for order-paper questions, since the government is required to respond in 45 days. According to the Liberals' new defence policy, they plan to invest $225 million in infrastructure projects by 2020.
