General Dynamics costs double original estimates

The Liberal government is buying new armoured vehicles for the Canadian Forces but the sole source deal will cost taxpayers double what was originally estimated.

Defence Minister Harjit Sajjan announced Friday that the government would buy 360 combat support Light Armoured Vehicles from General Dynamics Land Systems-Canada, with the project costing $3 billion.

The project was originally announced by the Liberal government with an estimated cost between $500 million and $1.5 billion. The plan was to award the contract in 2023 after a competition.

But with the federal election looming the deal was fast-tracked by the Liberals, joining a series of recent defence-related funding announcements. A competition was jettisoned, replaced with a sole-source deal with General Dynamics, based in London, Ont.

The deal includes a $650 million repayable loan, but the Department of National Defence said it had no details on that arrangement. It referred questions to Global Affairs Canada, which noted in an emailed statement that the federal government is “willing to provide a loan to General Dynamics Land Systems Canada to ensure the timely delivery of the Light Armoured Vehicles for our men and women in uniform. The Government of Canada is providing a loan to GDLS-C to support jobs and suppliers as GDLS-C navigates a challenging and dynamic international defence market.”
The terms of the loan would be negotiated over the coming weeks, Global Affairs Canada added.

The DND noted that the project costs include not only the vehicles but logistics support and new infrastructure to house and maintain the equipment.

General Dynamics will provide the new vehicles in eight variants. They will be used as ambulances and in other roles such as vehicle recovery, engineering, mobile repair, electronic warfare and as command posts. The current fleet of armoured support vehicles is comprised of the LAV II Bison and the M113 tracked vehicle.

The federal government said it is in the final stages of contract negotiations with General Dynamics. The contract is expected in the coming weeks.

It noted in a news release that fast-tracking the deal would allow the Department of National Defence to save costs associated with maintaining or extending the life of the current fleet.

The DND stated the contract was sole-sourced to General Dynamics as the firm builds most other armoured vehicles for the Canadian Forces and having a vehicle based on the same chassis allows for savings in maintenance and training.

The company's light armoured vehicle is the core of the Canadian Forces armoured vehicle fleet.

In addition, as the company has recently completed the conversion of the light armoured vehicle fleet to a new configuration so it has the skilled workforce in place, according to the DND. That would reduce the risk of delays in delivery of the new vehicles, stated the DND in an email. “For these reasons, we believe it would not be in the public interest to solicit bids,” it added in an email.

General Dynamics Land Systems – Canada is also building similar light armoured vehicles for Saudi Arabia in a deal worth $15 billion.

The Liberal government launched a review of that controversial contract after the murder of journalist Jamal Khashoggi inside the Saudi consulate in Turkey. Earlier this year a United Nations report determined that Saudi Arabia was responsible for the killing of Khashoggi who was a critic of that country's regime.

Saudi Arabia has also faced severe criticism for its role in the ongoing war in Yemen, with allegations it has conducted unlawful airstrikes on civilians.

A dozen organizations sent Prime Minister Justin Trudeau a letter earlier in August, questioning the status of the review and pointing out that no updates on progress have been provided. The lack of such information has brought “the sincerity of the effort into question,” according to the letter endorsed by organizations such as Oxfam Canada and Amnesty International.

Various groups have demanded the Liberals cancel the Saudi deal, which was negotiated by the previous Conservative government.

    Christopher Reynolds, The Canadian Press On a crisp day in early March, Tony Boemi looks out on the stacked shipping containers that stretch into the horizon of the 26 kilometre-long Port of Montreal. "We've been going up tremendously," the port authority vice-president says. Traffic at Canada's second-largest port rose nine per cent in 2018 to the equivalent of more than 1.6 million 20-foot containers for the fifth straight year of record volumes, prompting concerns the docks will be overloaded by 2022. Vancouver and Halifax, the largest and third-largest ports, respectively, also saw record container traffic last year. "I'd be lying if I said we weren't struggling with managing the sudden surge," Boemi says. Driving the boom is Canadian demand for clothing, appliances and other consumer products made in Asia, as well as a new free trade agreement with Europe. However, the surge in traffic comes with a downside: The additional containers present an opportunity for criminals to capitalize on limited law enforcement resources and hide more contraband among the legitimate goods. Bud Garrick, an investigator with Presidia Security Consulting and former deputy director-general of the RCMP's criminal intelligence service, said imported drugs and exported stolen cars constitute the biggest smuggling problem, with authorities nabbing only a small fraction of the spoils. "Marine ports are an attractive environment for individuals with ill means and mind to smuggle things into Canada," he said. "The amount of cargo -- shipping containers -- that moves in and out of ports is phenomenal...It's a magnitude problem." The criminal allure of ports is simple. Airports are under too much scrutiny, and air freight is costly. Overland smuggling does occur, but on a smaller scale. "Trying to intercept smuggled cargo at a port is expensive and disruptive, and you'll never have enough resources to catch most things through random screening," Peter Hall, an associate professor of urban studies at Simon Fraser University, said in an email. "Mostly 1/8the CBSA 3/8 focus on screening for terrorist and bio-hazards." A 2015 federal auditor general's report found that the Canada Border Services Agency "did not fully have the necessary authorities, information, practices and controls to implement its enforcement priorities and prevent the export of goods that contravene Canada's export laws." Just like legitimate trade, black market port activity works both ways. Incoming ships bring drugs such as cocaine and heroin, while outbound ships contain a growing number of stolen vehicles. "The most prolific is actually in Alberta," said Henry Tso, vice-president of investigative services at the Insurance Bureau of Canada. "A lot of the cars are being shipped from Alberta to various ports in Canada, mainly Vancouver." More than 25,000 vehicles were stolen in Alberta in 2018, part of a 50 per cent increase over the past five years that stems in part from overseas demand for high-end pickup trucks and SUVs. The thefts, which recent cases have linked to criminal organizations in West Africa, northern Europe, the Middle East and China, rely on human as well as technological flaws. "Certain docks, there are some you know are run by organized crime. Even in Quebec, like the Montreal ports, one terminal is clean, the other one is not clean," said Tso. "The major issue is corruption," said Anthony Nicaso, who has authored more than two-dozen books on organized crime. "There is no political will to fight organized crime," he said, "probably because money does not stink, so who cares -- money is money." Back at the Montreal port, Boemi estimates the CBSA thoroughly inspects about three per cent of containers that roll through the port. The CBSA declined to give statistics, but noted that screening devices such as gamma-ray detectors -- which sense radioactive material -- scan each container. "The CBSA requires marine carriers to electronically transmit marine cargo data to the Agency 24 hours prior to the loading of cargo at a foreign port. This requirement allows the CBSA to effectively identify threats to Canada's health, safety and security and take actions prior to cargo and conveyances leaving foreign ports," the CBSA said in an email. A Canadian Senate report from 2006 found that 15 per cent of stevedores and more than two-thirds of checkers who worked at the Montreal port had criminal records, along with more than half of the workers at an outside company contracted to pick up waste and maintain ships at the docks. In an effort to boost security, the Port of Montreal now requires that truckers with Transport Canada security clearance have their fingerprints scanned upon entry. The port and CBSA have signed on for a trial run of blockchain technology that aims to better secure and streamline freight shipping. Jean-Pierre Fortin, president of the Customs and Immigration Union representing some 10,500 CBSA employees, is not satisfied.     Safety and situational awareness cited among reasons to not use hearing protection The cost of health claims related to hearing loss among members of Canada's military is rising, due in part to the reluctance of members to wear protective equipment and because the most suitable devices aren't always provided. Explosions, gunfire, engine noise and alarms all contribute to hearing loss among military members. Almost a third of them have chronic hearing problems by the time they retire, according to surveys by Veterans Affairs. A 2016 study obtained by Radio-Canada looked at how to better protect the hearing of members with pre-existing hearing loss, and found that military personnel were reluctant to wear hearing protection. Some of the reasons were: Discomfort. Incompatibility with other head gear. The feeling of isolation that comes with sound dampening. But the biggest reason was that earplugs or whatever other protection device used would impair situational awareness, safety and "interfere with successful completion of the mission," wrote Dr. Sharon Abel, a senior scientist at Defence Research and Development Canada. That has led to increased health costs for the military. The Canadian Forces Health Services Group spent about $890,000 in 2013-14 on health costs related to hearing loss, followed by $937,000 in 2014-2015. In 2015-16, the last year for which data is available, it was close to $1.1 million. Different soldiers, different needs Richard Blanchette, a retired major-general who suffered hearing loss during his years of service, said the Department of National Defence does everything in its power to protect members and it's the responsibility of the members to do their part. Nobody else can do it for them, he told Radio-Canada. Different military members, however, have different issues. Abel's study found while earplugs may reduce the risk of hearing loss for people with normal hearing, they would increase impairment for people with pre-existing hearing loss. Those people would be better served by more specialized protection, she wrote. "Insufficient consideration is given to the selection of devices that will support the auditory tasks being carried out or suit the hearing status of the user." The military has set up an awareness program for its members about hearing loss, said Pierre Lamontagne with Canadian Forces Health Services​. But soldiers remain reluctant to use some of the equipment they may need because it adds to the considerable weight they may already be carrying in the field, he said. Health consequences Lamontagne said he makes recommendations to commanders of the units, but it's the commanders who make the purchases. While about one in five soldiers needs specialized protection for hearing loss, the devices may be purchased based on general rather than individual needs, he said. The consequences of hearing problems are not always recognized because they are invisible, according to Chantal Laroche, a professor of audiology at the University of Ottawa. However, the side-effects — persistent ringing in the ear, for example, or an inability to communicate with others — can cause other serious health problems, including mental health issues, she said.
