    Halifax Shipyard launches Canada’s second Arctic and Offshore Patrol Ship

    HALIFAX, Nova Scotia, Nov. 10, 2019 (GLOBE NEWSWIRE) -- The Royal Canadian Navy's second Arctic and Offshore Patrol Ship (AOPS), the future HMCS Margaret Brooke, was launched today, Nov. 10, 2019, at Halifax Shipyard. The launch of the second of six AOPS for the Royal Canadian Navy, marks a significant milestone for Canada's National Shipbuilding Strategy (NSS) and the revitalization of the Royal Canadian Navy's combatant fleet. The 103-metre future HMCS Margaret Brooke transitioned from Halifax Shipyard's land level facility to a submersible barge on Nov. 8, 2019 and launched in the Bedford Basin today. The ship is now pier side at Halifax Shipyard where work continues to prepare the ship for sea trials and handover to the Royal Canadian Navy late next year. The future HMCS Margaret Brooke joins Canada's lead AOPS, the future HMCS Harry DeWolf, pier side at Halifax Shipyard. The future HMCS Harry DeWolf is in the final stages of construction and is preparing for initial builder sea trials at the end of November. Inside Halifax Shipyard's facilities, the Royal Canadian Navy's third and fourth AOPS, the future HMCS Max Bernay and the future HMCS William Hall, are under construction. The first two major sections of the future HMCS Max Bernay are scheduled to be moved outside in spring 2020. Canada's NSS was created to replace the current surface fleets of the Royal Canadian Navy and the Canadian Coast Guard. Over the next few decades, Halifax Shipyard will build six AOPS for the Royal Canadian Navy, two AOPS for the Canadian Coast Guard, and 15 Canadian Surface Combatants for the Royal Canadian Navy. As a result of the NSS, Irving Shipbuilding has become one of Atlantic Canada's largest regional employers, with thousands of Canadians now working in skilled, well-paying jobs. Halifax Shipyard, long at the centre of Canadian shipbuilding, is now home to the most modern, innovative shipbuilding facilities, equipment, and processes in North America. Halifax Shipyard is also continuing its legacy as the Halifax-class In-Service Support Centre of Excellence, with HMCS Charlottetown currently in the graving dock for an extensive docking work period.     France Hébert appointed VP of Defence and Security for CAE Canada

    CAE has announced the appointment of France Hébert to the position of vice-president, Defence and Security for the Canada region. Hébert will be taking on the position on Nov. 4, 2019 and she will report to Marc-Olivier Sabourin, vice-president, Defence and Security, CAE International. Hébert will lead the Defence and Security (D&S) business in Canada, shaping the vision and the operational and commercial strategy for the division, which includes 14 sites across the country. She will strategically position CAE to win large-scale procurement opportunities and continue to protect and maintain our leading position in the military training systems and solutions in Canada with our current programs. As an influential leader, she will be CAE's representative for D&S Canada with the federal Government and Canadian stakeholders. Over the course of her career, Hébert has held senior positions in strategy, business development and operations. She brings extensive leadership experience with a proven track record on complex, billion-dollar defence and aerospace programs. Through her varied career, she was an officer in the Canadian Armed Forces and worked for three companies playing major roles in Canada, namely: Bombardier, Nortel and General Dynamics Mission Systems – Canada (GDMS-C).     DAVID PUGLIESE, OTTAWA CITIZEN Troy Crosby has been appointed Assistant Deputy Minister of Materiel at the Department of National Defence. His appointment is effective Nov. 11. The ADM Materiel position opened up in August when Pat Finn decided to retire. At that time, Crosby (pictured above) assumed the role of Acting ADM(Materiel). In addition, Rear Admiral Simon Page will retire from the Royal Canadian Navy and will be appointed Chief of Staff Materiel.     A new Defence Procurement Agency – Would it solve anything?

    By Brian Mersereau Defence Watch Guest Writer During the recent federal election, the issue of considering a new Defence Procurement Agency or DPA surfaced again. The Liberals made such an organization part of their defence platform this time around as part of their plan to improve military procurement. While positive outcomes could result from a new organizational structure, simply installing one will not in and of itself create an efficient procurement model. It most certainly will not address in any substantive manner why taxpayers pay far too much to acquire the defence capabilities Canada needs to protect our sovereign interests in a world that has become increasingly unstable in recent years. It appears that, in many cases, Canada pays more per unit of capability to satisfy its defence needs than most of its allies. Unfortunately, though quite logically, this phenomenon has effectively shrunk the size of our armed forces as the number of platforms we can afford to acquire continues to dwindle due to high costs. While this approach can create short-term jobs, they are ultimately unsustainable since there is no international market for our higher-priced solutions. This is not the direction in which Canada should be headed. Before Canada decides to move ahead with a new procurement agency, it should assemble a “smart persons” panel or forum to thoroughly review the existing system and establish the mandate and objectives of whatever type of organization results from said review. Such a review group must be composed of people from the public and private sector with significant experience, not skewed with staff whose procurement experience primarily consists of exposure to the Canadian “way”. During this review, the panel must examine various issues which are currently perceived to be an impediment to the efficiency of Canada's procurement system. Based on my own years of experience on both the buy and sell sides of the procurement equation, the following areas merit some serious thought: Organizational Structure The fewer individuals, departments and oversight committees with their fingers in the “procurement pie”, the quicker and more coherently things will get done. Even at today's interest rates, time really is money for all involved in the process. Adding more time to a schedule for another management review quite often has a negative impact. While I understand governance and oversight committees have their place, their overinvolvement can produce negative outcomes if mandates are not absolutely clear and if individuals on these committees have limited experience with respect to the issue at hand. Risk Canada's ongoing method for defence procurement is that it will not assume any risk on their side of a contract. If Canada insists the private sector must accept all risk, the private sector will so oblige – but at a significant price and to the detriment of schedules and timelines. As contract prices necessarily increase, so do governments costs to manage the contract. In reality, the most efficient procurement solution for Canada would see some elements of risk managed by the buyer, rather than entirely borne by the seller. More consideration needs to go into balanced risk-sharing formulas. Process Canada has an extremely hands-on procurement process for major systems during the competitive phase, as well as during the implementation of the contract. Even in this digital age, Canada hamstrings its own progress with the sheer degree of detail and bureaucracy it requires; unbelievably, freight trucks are still required to deliver proposals. It seems as though, on occasion, the buyer thinks it knows more about designing and engineering the defence systems Canada needs than the actual designers and engineers for whom it is a primary occupation. Requirements of little or no consequence are painstakingly spelled out in the greatest of detail. Such an approach has a tremendous impact on the amount of time consumed by both the buyer and seller, again driving up costs and extending schedules. Less “hand holding” by the customer must be seriously considered. Sole Source In the procurement world, “sole source” is often viewed as a dirty phrase. Frequently, Canada attempts to run competitions in scenarios where the chances of achieving any meaningful savings or benefits related to competition are low at best. This takes years and drives costs higher at no measurable gain for the buyer. The parameters of when and under what circumstances Canada should move directly to a sole source should be thoroughly reviewed. Significant resources are being wasted managing nearly meaningless processes. Skills Canada's internal skill set for managing large, complex defence procurements does not appear to be adequate. As a result, it turns more and more often to the expertise of external third parties in order to keep up with large private sector firms at the negotiation table from a knowledge and experience standpoint. While there will always be a need for some third-party expertise, project managing many external suppliers in the negotiation phase – each of whom have their own agendas – only further complicates the already convoluted procurement process. Canada would be much better off with an enhanced internal core staff. If Canada takes the time to review the appropriateness of some form of DPA model, it must cast the net wider and review other critical aspects of the procurement process – or else any organizational changes will inevitably succumb to the systematic inertia of the overall process. A failure to do so means Canada will continue struggling mightily to stand-up the level of defence and security necessary to secure its citizens in an increasingly turbulent world. https://ottawacitizen.com/news/national/defence-watch/a-new-defence-procurement-agency-would-it-solve-anything

    Air-traffic control changes in U.S., Europe may force Ottawa to buy new executive jets

    OTTAWA -- The federal government could be forced to buy new executive jets to transport the prime minister and other VIPs because of changes to air-traffic control rules in the U.S. and Europe. Two of the four Challenger jets currently used by the Canadian Forces for executive transport lack the equipment needed to comply with the new ADS-B system, which replaces radar-based air-traffic control with the transmission of GPS-based data. That will curtail the aircraft's ability to fly in the U.S. and Europe beginning next year. The U.S. Federal Aviation Administration has set Jan. 1, 2020, as the date aircraft will require ADS-B transmitters to operate legally in most airspace. Europe is implementing the system in June 2020. It doesn't make sense to install the equipment on two of older 1980s-era Challenger 601 jets flown by 412 Squadron, the defence department says. "Given the age of the fleet, investing in an ADS-B modification/upgrade would not be cost effective," the department said in an email. "We are therefore looking at other mitigation options. Timelines and costs will be determined once options have been selected." Buying new executive jets to replace the aging Challengers could be politically risky for the Trudeau government when it still hasn't acquired fighter jets to replace the aging fleet of CF-18s. Opposition parties of all stripes have assailed governments for what they considered profligate use of government aircraft in the past. "The executive fleet has been perennial issue where the country is penny-wise and pound-foolish," said David Perry, a defence procurement expert with the Canadian Global Affairs Institute. "We don't want to spend the money to buy aircraft and we have this bizarre expectation where you're taking the people in government whose time is most valuable and making them fly economy, basically, around the world." The continued use of older aircraft makes Candians look like "cheapskates," he said, comparing political opposition to the planes with the government's refusal to renovate 24 Sussex, the prime minister's official residence. The defence department projects spending between and $20 million and $49 million to "consolidate" the Challenger fleet, a figure likely based on acquiring used aircraft. Sources familiar with the operation of 412 Squadron say it would be difficult to meet its mandate with only two aircraft available to travel outside the country. The jets are used to transport the prime minister and Governor General and cabinet ministers, as well as the chief of defence staff, and visiting members of the Royal Family. But the jets are also on-call for medical evacuations, deploying advance teams with the Disaster Assistance Relief Team (DART) and, on occasion, covertly transporting Canadian special forces personnel. With only four Challengers, the squadron is operating close to capacity and losing two aircraft could threaten its ability to perform these missions, the sources said. If the government chose to acquire brand-new aircraft, it might be tempted to consider the Bombardier Global Express, which is faster and has a longer range than the smaller Challenger, making travel to Europe and Asia easier. Most of the aircraft is assembled in Canada. The German government currently uses four of Bombardier's Global 5000 jets for executive transport. Other documents show DND is projecting spending up to $249 million to extend the lifespan of the five larger Airbus 300-series jets beyond 2026, including one that prime minister and his staff fly on occasion. Once dubbed "the flying Taj Mahal" by then-opposition leader Jean Chretien, the Airbus is antiquated compared to most modern commercial aircraft, though it does have a private room for the prime minister to sleep in.     SkyAlyne: A True Canadian Collaboration for FAcT

    In May 2018, CAE and KF Aerospace joined together to form SkyAlyne Canada – a 50/50 joint venture to focus on developing and delivering military pilot and aircraft training in Canada. These two companies currently deliver all phases of pilot training to the Royal Canadian Air Force through the NATO Flying Training in Canada (NFTC) program and the Contracted Flying Training and Support (CFTS) program. These programs will come to an end in the next few years and Canada is looking to award a new contract to renew its existing aircrew training services through the Future Aircrew Training program (FAcT). Vanguard recently had the opportunity to speak with Peter Fedak, Program Solutions, SkyAlyne Canada. Can you tell us a little more about this joint venture between CAE and KF Aerospace? Peter Fedak: CAE and KF Aerospace are the current providers of all phases of military pilot training and air combat system operator training in Canada. Since we have the knowledge, experience, and credibility with the RCAF in providing these training services to them, we thought that by joining together we can provide the best solution for Canada. The best way to do that was to create an entirely new entity – a 50/50 joint venture – with two leading air training Canadian companies. That led to the birth of SkyAlyne, a true collaboration to bring the best solution for the future, provided by a truly Canadian organization. The expertise that we possess – right here in Canada – is a real benefit to Canadians and the RCAF. What are some of the top training challenges with the current programs? PF: With any government program, the most important thing to taxpayers is cost. In Canada, we have some unique environmental challenges that drive the cost up, like the weather, flying below 40 degrees Celsius or above 40. This requires infrastructure, aircraft requirements, and personnel to operate in these extreme temperatures. Another challenge is timing. The NFTC program will expire in 2023, with an option year to 2024. The timeline to engineer the transition, planning, and infrastructure is a challenge that we and the government recognize, but we are ready to face it. With our ongoing programs, we are well situated to seamlessly make the transition for Canada. If SkyAlyne is selected for the FAcT program, what are some of the capabilities that this joint venture will bring to the table? PF: A key part in the lead up to FAcT will be to maintain the existing training programs while transitioning to the new program. We have the employees, technical and infrastructure base with the current programs and the ability to seamlessly move between the two. The most valuable resource is people and under NFTC and CFTS, we have a true core human resources capability of trained, qualified and professional people that work under these programs every day and are committed to the success of the pilot training program for the RCAF. Having these personnel is a real core capability for us to maintain the production of pilots while moving forward. Can you share with us some of the lessons or takeaways from the CFTS program that you think would be important to incorporate into the FAcT program? PF: The key lesson is the relationship. We didn't create this program and then offer it to the RCAF. We are here because of the RCAF and the Government of Canada. We are here to support them by understanding the culture and people and building on that by working closely with them to keep the program moving forward. This is truly a long-term relationship, like a marriage. We are here for 22 years under this contract and looking for another 25 years. So, it's a matter of establishing and maintaining that trust going forward. That's the only way you can get through these long-term complex contracts – building a good relationship.
