    Major contract awarded for work on the Joint Support Ships

    Mississauga-based INDAL Technologies Inc. has been awarded a contract to provide the helicopter handling system for the Joint Support Ships North Vancouver, BC – Seaspan Shipyards (Seaspan) has awarded INDAL Technologies Inc. (INDAL) of Mississauga, Ontario, a contract valued at almost $20M for work on Canada's new Joint Support Ships (JSS). INDAL represents one of more than 60 Ontario suppliers to date that Seaspan is working with to meet its commitments under the National Shipbuilding Strategy (NSS). INDAL is providing its Aircraft Ship Integrated Securing & Traversing (ASIST) System for JSS. The ASIST System is a state-of-the-art integrated helicopter handling system for surface combatants. The System provides the functionality necessary to support helicopter handling, including deck securing on touchdown, on-deck manoeuvring and traversing to/from the hangar space, and helicopter launch. INDAL will also be supplying all the installation support and training, as well as the required maintenance and logistics documentation. A distinct capability of this System is its ability to straighten and align the helicopter remotely from the ASIST Control Console using combined operations of the on-deck Rapid Securing Device (RSD) and Traverse Winch sub-system. Straightening and alignment is achieved with no requirement for external cables attached to the helicopter. Various configurations of INDAL's ASIST systems are operating successfully with navies from around the world including Chile, Turkey and Singapore. ASIST has also been selected by the U.S. Navy as an integral capability within its DDG-1000 “Zumwalt” destroyer program and by the Royal Australian Navy for its Air Warfare Destroyer and SEA 5000 Programs.     By Charlie Pinkerton The United States will no longer abide by its nuclear arms agreement with Russia and will be removing itself from the treaty in six months if Russia doesn't come back into its compliance, but Defence Minister Harjit Sajjan said it's too early to think about what the ripple effects could be for Canada. In a written statement, U.S. President Donald Trump said his country will be removing itself from the Intermediate-Range Nuclear Forces (INF) Treaty. Russia and the United States agreed to the treaty in 1987. It eliminated all nuclear and conventional missiles and launchers that had ranges of 500 to 5,500 kilometres. Trump said the U.S. will no longer abide by the treaty as of Saturday and will formally withdrawal in six months. “The United States has complied with the INF Treaty for more than 30 years, but we will not be held back while Russia cheats,” says the White House statement, which repeatedly blames Russia for not conforming to the requirements of the arms treaty. “We agree with our allies' assessment that Russia has been in a breach of the INF Treaty,” Sajjan said. Sajjan said that he and new acting Secretary of Defense Patrick Shanahan didn't discuss the INF “directly” today in Washington, where Sajjan had his first meeting with Shanahan since he's been acting as the U.S. defence chief. Shanahan was previously the deputy secretary of defence but was appointed to the more senior role in an acting capacity after Jim Mattis resigned following U.S. President Donald Trump's announcement of his intention to remove American troops from Syria. “For non-proliferation and (nuclear) disarmament to occur, everyone needs to make sure they're in compliance with the treaty,” Sajjan said. According to the statement from the White House, only Russia's destruction of its INF-violating missiles and launches will keep the U.S. in compliance and stop them from withdrawing completely in August. The defence minister acknowledged that a treaty-free Russia could cause uneasiness for Canadian and U.S. allies in Europe, but that it's too early to say what the impacts could be domestically. “It's important for us to send a unified message to Russia to come back to the rules based order so that we can maintain the stability that we have known for some time,” Sajjan said. “This decision solely rests on the actions of Russia.     DJALLAL MALTI Agence France-Presse Airbus veut profiter de son implantation industrielle croissante en Amérique du Nord pour accélérer dans la défense aux États-Unis et au Canada, avec comme argument clé d'être un acteur local qui investit et crée des emplois sur place. « Pour n'importe quel acteur du secteur aéronautique et défense, jouer aux États-Unis, c'est aujourd'hui pratiquement incontournable », relève Philippe Plouvier, directeur associé au cabinet de conseil Boston Consulting Group. « Parce que dans la défense, les États-Unis, c'est 50 % des budgets mondiaux. » Mais « jouer en Amérique du Nord, c'est avoir une base industrielle sur place. Il n'y a pas de grand acteur là-bas qui n'ait pas une base importante », souligne ce spécialiste de l'aéronautique et de la défense. Airbus a renforcé son empreinte industrielle outre-Atlantique ces dernières années. Déjà présent aux États-Unis depuis 2004 avec une usine d'hélicoptères à Columbus, il a inauguré en 2015 une ligne d'assemblage finale (FAL) destinée à l'A320 à Mobile. Mais avec la prise de contrôle du programme CSeries de Bombardier, il a encore accru cette présence. Au Canada, il a « hérité » de la ligne d'assemblage de l'A220 à Mirabel et aux États-Unis, il a décidé d'en implanter une seconde, à Mobile, ce qui fait du géant européen un acteur local. Airbus se targue d'avoir dépensé 48 milliards de dollars aux États-Unis ces trois dernières années, ce qui se traduit par 275 000 emplois américains soutenus par l'avionneur. « Lorsqu'un industriel de la défense veut vendre ses produits dans un autre pays que le sien, il y a généralement trois étapes à franchir », relève Stéphane Albernhe, du cabinet Archery Consulting. Les deux premières sont les compensations au transfert de technologies. « La troisième, qui est particulièrement importante aux États-Unis, c'est la capacité à être perçu comme un actual good US citizen, qui consiste à mettre les conditions pour que l'industriel soit considéré par les Américains comme pleinement américain. » « Pour réussir cela, beaucoup de leviers peuvent être activés », mais « ce qui compte pour remporter un contrat au-delà du respect des spécifications techniques et du prix, c'est véritablement de s'intégrer pleinement dans le paysage américain. » « Le meilleur avion pour l'armée la plus puissante » Huit ans après avoir perdu celui des avions ravitailleurs face à Boeing, Airbus s'est allié à Lockheed Martin pour répondre aux besoins de l'armée de l'air américaine en termes de ravitaillement en vol. Le géant européen propose son A330 MRTT, qu'il a déjà vendu à une douzaine de pays. « Je ne comprends toujours pas pourquoi l'armée de l'air la plus puissante du monde ne volerait pas avec le meilleur avion ravitailleur sur le marché ? Parce que c'est clairement ce qu'est le MRTT », a lancé le président exécutif d'Airbus, Tom Enders, récemment à Mobile. « Nous avons remporté toutes les compétitions à part les États-Unis », a-t-il poursuivi. « Alors tout ce que nous voulons faire est d'amener l'avion ravitailleur le plus performant à la plus grande armée de l'air du monde. Au Canada, il est en lice avec l'Eurofighter Typhoon pour l'appel d'offres qu'Ottawa doit lancer en mai pour remplacer sa flotte d'avions de combats : 88 appareils à livrer en 2025, un contrat estimé à 19 milliards de dollars. Tom Enders a laissé entendre qu'une partie de l'assemblage pourrait se faire sur place. « Quatre-vingt huit appareils, c'est important pour le Canada, ce serait important pour nous aussi », a-t-il l'ché. À plus long terme, Airbus vise le remplacement des ravitailleurs de l'armée de l'air canadienne, à l'horizon 2021-2022.     OTTAWA — Canada is being forced to shoulder a bigger share of the costs of developing F-35 fighter jets even though it has not decided whether it will actually buy any. Canada is one of nine partner countries in the F-35 project, each of which is required to cover a portion of the stealth fighter's multibillion-dollar development costs to stay at the table. Each country pays based on the number of F-35s it's expecting to buy. Canada has pitched in more than half-a-billion dollars over the last 20 years, including $54 million last year. But that amount was based on the Stephen Harper government's plan to buy 65 new fighter jets to replace Canada's aging CF-18s, which the Trudeau government has since officially increased to 88. Even though Canada has not committed that those 88 jets will be F-35s, the Department of National Defence says that change means it will have to pay more to remain a partner — including about $72 million this year. “Canada's costs under the F-35 (partnership agreement) are based on an intended fleet size,” Defence Department spokeswoman Ashley Lemire said in an email. “Canada changed its fleet size within the F-35 (agreement) from 65 to 88 aircraft to align with government decisions on the size of the intended permanent fighter fleet to be acquired through competition and the payment increased accordingly.” The F-35's development costs have been a constant source of criticism over the life of the stealth-fighter program, which Canada first joined under the Chretien government in 1997. The entire program is believed to have already cost more than US$1 trillion. The Trudeau government says it plans to keep Canada in the F-35 development effort until a replacement for the CF-18s is chosen — partners in the development work can buy the planes at a lower price and compete for work associated with their production and long-term maintenance. Canadian companies have so far won more than $1.2 billion in contracts related to the F-35, according to the government. The F-35 is one of four planes slated to participate in the $19-billion competition that the government plans to launch this spring, the others being Boeing's Super Hornet, Eurofighter's Typhoon and Saab's Gripen.     Dominique Lemoine - 30/01/2019 Trois contrats fédéraux de systèmes intégrés de technologies de l'information pour les Forces armées du Canada ont été attribués à General Dynamics Mission Systems, une entreprise qui est basée en Virginie aux États-Unis. Services publics et Approvisionnement Canada (SPAC) affirme que la valeur totale de ces trois contrats atteint 621,5 millions de dollars, et que ces derniers doivent « générer des retombées économiques », dont le « maintien » de 494 emplois à Ottawa et à Calgary. Selon SPAC, ces trois contrats de cinq ans visent à « fournir aux militaires l'équipement dont ils ont besoin pour s'acquitter de leur travail », et ils concernent « le soutien du système C4ISR de commandement, contrôle, communication, informatique, renseignement, surveillance et reconnaissance ». Le C4ISR est un « ensemble de systèmes tactiques intégrés qui est composé de réseaux interconnectés de systèmes d'information et de communication numériques », précise SPAC, qui soutient aussi que « l'Armée dépend de ces systèmes de communication et d'information pour diriger les opérations terrestres et obtenir l'information requise à cette fin ».     Trois contrats pour renforcer les systèmes intégrés de technologie de l'information des Forces armées canadiennes OTTAWA, le 30 janv. 2019 /CNW/ - Le gouvernement du Canada fournit à ses militaires l'équipement dont ils ont besoin pour s'acquitter de leur travail et protéger la population canadienne, tout en générant des retombées économiques optimales pour celle-ci. Services publics et Approvisionnement Canada a attribué, au nom de la Défense nationale, trois contrats, dont la valeur totalise 621,5 millions de dollars, à l'entreprise General Dynamics Mission Systems-Canada. Ces contrats permettront d'assurer le soutien du système de commandement, contrôle, communication, informatique, renseignement, surveillance et reconnaissance (C4ISR) terrestres pendant plus de cinq ans. L'Armée canadienne dépend de ces systèmes de communication et d'information pour diriger les opérations terrestres et obtenir l'information requise à cette fin. Le soutien en question comprend ce qui suit : Soutien en ingénierie de cybersécurité : contrat d'une valeur d'au plus 56,5 millions de dollars pour le soutien de la protection des systèmes d'information et de données contre le vol et les dommages à l'information qu'ils contiennent. Soutien en génie et intégration : contrat d'une valeur d'au plus 367,25 millions de dollars pour assurer la pleine intégration du système de C4ISR terrestres. Soutien du logiciel de transition : contrat d'une valeur d'au plus 197,75 millions de dollars pour assurer un soutien logiciel servant à intégrer différents points de données, tels que les relevés de positions GPS, en un seul système qui favorisera la prise de décisions éclairées en temps opportun. Ensemble, les trois contrats permettront de maintenir plus ou moins 494 emplois hautement spécialisés à Ottawa(Ontario) et à Calgary (Alberta).     Industry, government, and law enforcement have a responsibility to work together to protect aircraft and airports from drones

    New Advisory Bulletin on drone-related disruption to aircraft operations published Montreal, 28 January 2019 – Airports Council International (ACI) World has today published an Advisory Bulletin to help airports address the risks posed by drone-related disruption to aircraft operations. ACI World believes that, while regulators and police will likely be the authority in addressing both enforcement and the preparation of anti-drone measures, all industry stakeholders must work with the relevant agencies to take action to protect the safety of aircraft operations. The recent disruption caused by the reported drone sightings at London Gatwick Airport – and recent temporary cessation of some operations at London Heathrow Airport and Newark Liberty International Airport following reported sightings of a drone – are the most widely-publicised of a series of incidents which have created debate about the best approach to preparing for – and dealing with – drone-related issues. ACI's latest Advisory Bulletin proposes that airports lead the discussion and work closely with national authorities and local law enforcement agencies to develop a risk-based approach to dealing with the risks of drone incursions. This approach should take into account the impact on aircraft operations and available mitigation measures including anti-drone actions. “The recent drone-related disruption at airports in Europe, and their potential impact on airport safety and operations, have raised significant questions for airport operators around the world on their preparedness to handle situations like this,” ACI World Director General Angela Gittens said. “The highest authority for enforcement activities and initiating anti-drone measures will clearly be the relevant national authority, such as the Civil Aviation Authority in the case of the UK, and local law enforcement agencies. “It is incumbent on all industry stakeholders, however, to take action to protect the safety of aircraft operations in coordination with these agencies. Airport operators should be aware of national laws and regulations pertaining to drones, with an understanding that these may reside outside of civil aviation.” The Advisory Bulletin lays out actions that an airport could take to lead the discussion with governments, regulators and law enforcement agencies to strengthen anti-drone measures and mitigations; they include: Coordinating with national authorities on the creation of bylaws governing the operation of drones in the vicinity of the airport Identifying geographic boundaries of “No Drone Zones” (no fly zones for drones) on and in the vicinity of the airport, especially approach and take-off flight paths Coordinating with authorities on regulations and obtaining guidance on the requirements for airports to implement anti-drone technologies Reviewing its assessment of the security risks associated with the malicious use of drones as part of the airport Security Risk Assessment Establishing means to suppress/neutralize unauthorized drones within the airport boundary especially adjacent to runways and flight paths, and agreeing which agency is responsible for areas outside the airport boundary or not on the airport operator Ensuring that any new anti-drone measures do not create unintended safety hazards and unmitigated risks to other manned aircraft, authorized drones and aviation infrastructures, and Establishing a Concept of Operations and Standard Operating Procedure for anti-drone measures based on advice from the national authorities. ACI World has requested that members share their experience and lessons learnt on anti-drone measures and drone related incidents so that relevant practices can be adopted across the industry.
