    By: Beth Stevenson FARNBOROUGH, England — UMS Skeldar has launched a new version of its flagship unmanned helicopter that has a longer-endurance capability, as the company continues its aggressive campaign to promote the system for a number of ongoing international naval requirements. The Skeldar V-200B has a five-hour endurance due to a 10-kilogram weight reduction in the aircraft, something the company claims will up its appeal because of the increased performance and reliability. The new model is now the baseline offering that UMS Skeldar will pitch to customers. UMS Skeldar is a joint venture between Saab and UMS that formed in 2015 to primarily promote the V-200, a UAV that had previously struggled to secure customers despite years of development and marketing by Saab. “It [the V-200B] is almost a completely new aircraft — a new build since the Saab days,” David Willems, head of business development at the company, told Defense News. The "B" model is the result of work carried out under the partnership, he added, and features new GPS antennas and software in addition to the weight decrease, as well as better fuel consumption due to engine modifications. Endurance can be increased, or an extra 10 kilograms of payload can be carried by Skeldar, Willems said. Notably, the way the V-200B has been developed will allow for the drone's industrialization, moving from one-off manufacture, as was the case with the previous variant, to serial production. The Asia-Pacific region is the most active market for Skeldar, Willems says. The company is seeing potential in South Korea, and it has been specifically targeting Australia for some time now, where it is expanding its industrial base to potentially support work transfer. “It is a very interesting time there, and we are building a small Australia ecosystem,” he said. Australia is acquiring a number of types of unmanned systems under ongoing programs, seeking systems such as ship-based UAVs under its Project Sea 129 Phase 5 effort, supporting its aim to operate a comprehensive fleet of unmanned aircraft that includes the Insitu ScanEagle and Northrop Grumman MQ-4C Triton. Skeldar is most often pitched against Schiebel's unmanned Camcopter helo, a system that has seen more commercial success in both the military and civil markets, although UMS Skeldar has been demonstrably active in marketing its system since the joint venture was formed. A heavy-fuel variant of Camcopter has been undergoing trials in Australia under work that will act as risk-reduction efforts for the Project Sea 129 Phase 5 program. UMS is also active in Germany where it is teaming with ESG to pitch to the Navy for similar requirements to Australia.     Comme mentionné dans l'énoncé de la politique de défense du Canada Protection, Sécurité, Engagement, la capacité de s'adapter et d'innover rapidement est nécessaire à la mise sur pied et au maintien de capacités permettant de s'attaquer aux enjeux associés à l'évolution de l'environnement de défense et de sécurité dans le monde d'aujourd'hui. Dans cette optique, il est essentiel que le Canada et ses alliés misent sur l'innovation, le savoir et les capacités de résolution de problèmes afin d'être en mesure d'atténuer les menaces et de répondre aux besoins changeants en matière de défense et de sécurité. Dans un tel contexte, le programme Innovation pour la Défense, l'excellence et la sécurité (IDEeS) a comme but de stimuler la créativité et l'ingéniosité au Canada en créant des réseaux d'experts, en offrant du soutien et des possibilités aux innovateurs, et en facilitant l'intégration et l'adoption de nouvelles capacités pour la défense et la sécurité.     ‘Gamechanger’ aerial drone arrives in UK after mammoth 24-hour transatlantic flight

    By: Beth Stevenson RAF FAIRFORD, England — General Atomics Aeronautical Systems' developmental MQ−9B SkyGuardian made the first ever transatlantic flight of a medium-altitude, long endurance aerial drone. The unmanned aerial vehicle completed touched down at RAF Fairford in the United Kingdom after a 3,760 nautical mile sortie from the U.S. July 11 that began at the Grand Forks test site in North Dakota 24 hours and 2 minutes prior. The journey was the first transatlantic flight of both the SkyGuardian and any MALE UAV, but also the first U.K. appearance of the UAV that the Royal Air Force will operate under its Protector program. The U.K. is the launch customer for SkyGuardian, and the journey to RAF Fairford to take part in the Royal International Air Tattoo (RIAT) ties in with the RAF's centenary celebrations, as the MQ−9B will be one of the next combat aircraft types delivered to the service. L3 Technologies Communication Systems provided Ku-band satellite communication (SATCOM) to control the UAV throughout the flight with no handover to a control station in the U.K, although Inmarsat Government provided a backup L-band SATCOM capability in case of failure. A line-of-sight ground control station was shipped to Fairford and was responsible for taxiing the aircraft once it had carried out its automatic landing. It flew at approximately 27,000 feet for most of the flight, dropping to 9,000 feet and maintaining a holding pattern near Fairford for some 2 hours ahead of landing, transiting initially via Canada, over to the South of Ireland, and then over Wales before reaching its end destination. Jonny King, vice-president of GA-ASI UK, told a media briefing at Fairford that the transit demonstrates that the UAV is self-deploying, and the journey was relatively routine for the test aircraft — just with a different landing destination. It has previously flown a sortie of more than 48 hours, King noted, and for the transatlantic flight it was able to fly under the U.S. Federal Aviation Administration's authorization, with support from the U.K. Civil Aviation Authority that granted an overflight permission for the transit into U.K. airspace. While the U.K. is on record as being the launch customer for the SkyGuardian through its Protector effort, the aircraft is yet to go through certification testing — one of the most distinguishing features of this variant — and will not be delivered to the RAF until the early 2020s. Development and certification contracts for Protector have been signed, but a production contract for the buy is not expected to be signed for some time, the RAF told Defense News. Air Marshal Julian Young, chief of materiel for air, defense equipment and support for the RAF, said that it is expected that Protector will be acquired under two direct commercial sales contracts and two foreign military sales deals with the U.S. government, covering the various elements of development and acquisition. “Protector is one of the most exciting projects I have to deliver,” Young said, adding that it will be a “gamechanger” in its ability to fly alongside manned aircraft under the remit of air traffic control, with the ultimate goal of being able to fly in open airspace alongside uncontrolled aircraft. “This is a key component of the future of the RAF's air power,” he told media at the aircraft landing event. “I hope this is going to set the standard for aviation. The U.K. is very happy to be the lead with this unique capability.” SkyGuardian has been in test flight for some 18 months so far, King said, adding that the second test aircraft – YBCO2 – will join the first aircraft in test flight in the next month or so. In accordance with the U.K.'s 2015 Strategic Defence and Security Review, the RAF will more than double its MALE UAV capability, which is currently fulfilled by a fleet of 10 Block 1 MQ-9 Reapers, so as few as 21 could be acquired, although 26 is a figure that has been previously touted. The RAF has claimed that integrating UK-made weaponry is a priority for the program, so it will operate MBDA's Brimstone ground attack missile and Raytheon UK Paveway IV laser-guided bombs, although contracts for these have also not yet been signed. “Sovereignty is clearly an important issue,” Young told Defense News, adding that while the Reapers that were bought in the same configuration operated by the U.S. Air Force have been a capability that the U.K. has been able to effectively exploit, more sovereignty would have been an advantage. But “this comes at a cost.” He added that the training capability that the U.K. will use is still undecided on, although the U.K. is open to this taking place domestically or with other partners should another nation elect to acquire aircraft.     By: Valerie Insinna LONDON — The Pentagon and Lockheed Martin have reached a handshake deal for the eleventh batch of F-35 joint strike fighters, the Pentagon's top acquisistion official confirmed July 15. The lot 11 order will be the largest so far for the F-35 program, purchasing 141 jets for U.S. and international customers. "The JPO and Lockheed Martin have made progress and are in the final stages of negotiation on the Lot 11 production contract,” said Ellen Lord, the Pentagon's undersecretary for acquisition and sustainment, in a statement. “We have a handshake agreement which symbolizes the Department of Defense's commitment to not only equip our warfighters with the world's greatest fifth generation aircraft, but it also represents great value to the U.S. taxpayers, our allies and international partners. With each production lot, the F-35 unit recurring flyaway costs continue to come down across the board.” Neither the Defense Department nor Lockheed disclosed either the total contract value nor the unit costs of the latest order, but a Lockheed spokesperson said the company remains on track to decrease the unit cost of an F-35A conventional takeoff and landing model — the most widely used variant — to $80 million by 2020. In a statement, the Lockheed spokesperson stated that the total contract value and price per copy would be released once the contract was finalized, but the “unit price for all three F-35 variants went down significantly in the latest negotiation, demonstrating the program's continued progress, maturity and cost reduction.” A contract for the tenth lot of low rate initial production (LRIP) F-35s, as announced in February 2017, lowered the price of an F-35A to $94.6 million — the first time any version of the joint strike fighter had been sold for less than $100 million. The F-35B jump-jet model used by the U.S. Marine Corps came in at $122.8 million, while the F-35C carrier version sat at $121.8 million. Lockheed and the Pentagon took longer to reach a final contract agreement than either party would have liked, as the department's F-35 Joint Program Office had hoped to finalize an LRIP 11 contract last year. However, the deal could represent a sea change for the relationship, which soured considerably during the LRIP 9 and 10 negotiations. After months of LRIP 9 negotiations went nowhere, the JPO in 2016 forced Lockheed Martin to abide by a unilateral contract action, which allowed the Pentagon to set the price of an aircraft and Lockheed's fee without input from the company. Then, F-35 costs came under fire from President Donald Trump, who publicly lambasted the program and positioned Boeing's Super Hornet as an alternative. The pressure helped the Pentagon and Lockheed make a deal on LRIP 10 in February 2017, with unit costs reduced by about 7.5 percent when compared with the ninth batch of jets. The announcement of the today's deal follows a $2 billion contract award made to Pratt & Whitney in May for the eleventh batch of F-35 engines. Pratt manufactures the F135 engine used in every version of the jet. Going forward, Lockheed and the Pentagon will negotiate lots 12, 13 and 14 together as part of a block buy that will initially encompass international orders but could also accommodate the U.S. services as early as lot 13.     The Navy is looking at an unmanned helicopter to make its newest ships more lethal — and it just passed the first test

    Christopher Woody The Navy recently completed initial testing of the MQ-8C Fire Scout, an unmanned helicopter capable of carrying three times as much payload as an earlier version. The Navy hopes to deploy the MQ-8C aboard littoral combat ships, augmenting their limited range and firepower. More testing is needed however, and the Navy is still evaluating how the arm the drone helicopter. On June 29, US Navy crews completed the first comprehensive initial operational test and evaluation of the MQ-8C Fire Scout, an unmanned helicopter the Navy hopes will increase the lethality of the service's new littoral combat ships. The aircraft carried out several mission scenarios from the USS Coronado, an LCS commissioned in 2014. The Coronado's crew and members of Air Test and Evaluation Squadron 1 performed simulated engagements in order to review the MQ-8C's target-identification, intelligence-gathering, and surface-warfare abilities. The testing showed "cohesion between the surface and aviation platforms," the Navy said in a release published on July 9. "The results, lessons learned, and recommendations reported on following this underway test period are absolutely invaluable to the future of the MQ-8C Fire Scout's mission effectiveness and suitability to perform that mission," Lt. Cmdr. Seth Ervin, leader of the Air Test and Evaluation detachment on the Coronado, said in the release. The testing also looked for ways to simultaneously operate both the Fire Scout and a MH-60S Seahawk manned helicopter onboard an LCS, finding that such operations were possible but required extensive planning and coordination. "It has been challenging and rewarding to be one of the first maintainers afforded the opportunity to take both aircraft aboard the ship. Working together, we made the overall product more functional and efficient for the fleet," Aviation Machinist's Mate Second Class Salvatore Greene, a member of the testing squadron, said in the release. The Coronado previously hosted tests of the smaller MQ-8B, which has been used in Afghanistan to detect improvised explosive devices. The larger MQ-8C, which is based on the Bell 407 manned helicopter, retains the hardware and software for the smaller model but has twice the range and can carry a payload three times bigger. The MQ-8C can also fly for 11.5 hours because the redesign for the Fire Scout program fitted the Bell 407's passenger and cargo spaces with fuel tanks, according to Jane's 360. The MQ-8B was to be equipped with a multimode maritime radar and the Advanced Precision Kill Weapon System, consisting of modified 70 mm Hydra rockets fitted with a guidance system. The MQ-8B was limited to three tube launchers, but Capt. Jeff Dodge, the Navy's Fire Scout program manager, told USNI News the service was looking to put seven tubes on the MQ-8C. Limited space aboard the LCS complicates decisions about arming the Fire Scout. The LCS has one magazine that would store all weapons used by aircraft and the ship's own weapon systems. Dodge said in April that the Navy was still deciding how to fit Fire Scout armaments in with the LCS's own weapons. Those complicating factors had effectively put a hold on efforts to arm the MQ-8C until 2023, Dodge said at the time. The MQ-8C can land and takeoff autonomously from any aviation-capable ship and can carry out anti-submarine, anti-surface, mine warfare, and search-and-rescue operations, according to Northrop Grumman. Northrop has also touted the MQ-8C as a range-extender, adding up to 300 miles by providing targeting data for the LCS's over-the-horizon surface missile. The company plans to upgrade the MQ-8C with a new radar and datalink that allow it to send air-to-air and surface targeting information to surface ships. The MQ-8C did its first ship-based flight in December 2014 on the USS Jason Dunham, an Arleigh Burke-class destroyer. It also did underway-testing aboard the littoral combat ship USS Montgomery in April 2017, when it took its first flight from an LCS. Initial operational testing and evaluation for the MQ-8C began on April 16. Pierside testing focused on maintenance and cyber capabilities will continue on the Coronado through mid-July, the Navy said. Initial operational capability is expected by the end of this year.     Lockheed to double Patriot missile production as orders explode

    By: Jen Judson WASHINGTON — Lockheed Martin is planning to double its most advanced Patriot missile's production in the coming years to deal with exploding orders of the weapon from the U.S. Army and its allies, according to a company executive. The U.S. Army has dramatically increased its Patriot Advanced Capability-3 Missile Segment Enhancement, or PAC-3 MSE, orders to not just account for full-rate production of the missile but to increase the stockpile on hand as operations overseas continue to eat up the inventory. The MSE version has a larger, dual-pulse solid-rocket motor and larger control fins that double the missile's reach and improve performance against evolving ballistic and cruise missiles. Meanwhile, several new customers abroad have joined the ranks of Patriot air and missile defense owners to include Poland, Romania and Sweden this year. This includes the purchase of a number of the MSE missiles as part of the initial order. For example, Lockheed would build 576 PAC-3 MSEs just for the three European countries that recently signed on to buy Patriot. Romania plans to buy 168 PAC-3 MSEs for its Patriot system as part of its order. Poland wants to buy 208 of them. Sweden intends to buy 200. The reason for such an explosion in PAC-3 MSE buys is due to the proliferating threat both in the Middle East and in Europe as the U.S. and its allies remain embroiled in conflict in the Gulf region, and as European countries work to build up robust air defenses to deter Russia. By: Aaron Mehta A comparison of the U.S. Army's fiscal 2018 and fiscal 2019 budget justification documents show the service drastically increased its planned buys — in some cases more than doubling — across FY18 through FY22. The Army had planned to buy roughly 95 missiles per year from FY18 through FY22, but a year later the service increased the 2018 order from 93 to 240 to include those bought with overseas contingency operations funds. In FY19, the Army asked for 240 missiles again. And the base orders for the missile in FY21 and FY22 total 160 each year. The Army's plans to dramatically increase its PAC-3 MSE production going forward has seen unanimous congressional approval, although the final FY19 defense appropriations bill has yet to become law. House and Senate appropriators are fully funding the production of 179 MSE missiles in FY19 in the base budget. Lockheed is no longer selling its original PAC-3 missiles, but it is still producing them for one customer, according to Bob Delgado, director of international business development for integrated air and missile defense at Lockheed Martin, who spoke to Defense News in a recent interview at the defense conference Eurosatory in Paris. This means Lockheed can make room for PAC-3 MSE production, which received the go-ahead to move into full-rate production by the U.S. Army in April. “There is a lot of interest in [PAC-3 MSE], so much so we are doubling our capacity,” which equates to up to 500 of the missiles per year, Delgado said. This will likely mean adding an extra production line, he added. The Slovakian Defence Ministry's announcement Wednesday means the F-16 has beat out the Saab Gripen. In a statement on the ministry's website, Defence Minister Peter Gajdoš said the U.S. jets were selected because they are “state-of-the-art modern machines,” and the ministry statement said the U.S. planes were cheaper according to an analysis done through 2040. However, the ministry did not put a final price tag on the F-16 purchase, but Reuters reported that the dollar figure could be €1.1 billion (U.S. $1.3 billion) for the 14 jets. “We are pleased Slovakia has selected the F-16 Block 70,” Lockheed spokesman John Losinger said. “This partnership will deliver new capabilities to the Slovak Armed Forces and strengthen Slovakia's strategic partnership with NATO and the U.S.” In April, the U.S. State Department OK'd the potential sale of 14 Block 70/72 F-16Vs for Slovakia, indicating the process for getting those planes on contract should be fairly smooth. Slovakia's choice of the U.S. jet over its Swedish counterpart is notable in a regional context, as two of its closest neighbors ― Hungary and the Czech Republic ― operate the Gripen. Poland, however, operates the F-16, as do a number of other NATO nations. Lockheed's sale of the F-16 to Slovakia is the second order since the company made the decision to move its production line from Fort Worth, Texas, to Greenville, South Carolina. The Slovakian sale, coupled with the Bahrain deal cemented last month, will help Lockheed keep production of the F-16 going while its biggest potential customer, India, figures out what it wants out of a future fighter.
