    MPF: Light Tank Competitors BAE & GD Head For Soldier Tests

    BAE and General Dynamics are vying to build 504 Mobile Protected Firepower vehicles to support light infantry units, especially in places the massive M1 Abrams cannot go. SYDNEY J. FREEDBERG JR. WASHINGTON: After 24 years without a light tank in Army service, soldiers will climb aboard brand-new Mobile Protected Firepower prototypes this January. “It's not just PowerPoint” anymore, Maj. Gen. Bryan Cummings, the Army's Program Executive Officer for Ground Combat Systems (PEO-GCS), told me in an interview. “On Jan. 4th, we will have ... vehicles arriving at Fort Bragg.” Army experts have already started safety testing on prototype MPF vehicles, officials told me. Actual combat soldiers will start training on two platoons of prototypes in January – four MPFs from BAE, four from rival General Dynamics – with field tests scheduled to begin in April. A formal Limited User Test will start in August or September, with the Army choosing the winning design in 2022 and the first operational unit of MPF entering active service in 2025. A General Dynamics spokesperson told me they've already delivered five MPF prototypes to the Army, with two more in final checkouts and another five being built for delivery by the end of the year. BAE Systems is also building 12 prototypes, but they declined to say whether they'd delivered vehicles yet or not. While the Army can't comment on either contractor while the competition is ongoing, Cummings said, “both are on track to meet the major milestones” – despite the disruptions of COVID-19. After three months of training, the troops will start what's being called the Soldier Vehicle Assessment (SVA): four to five months of intensive field testing, including force-on-force wargames. It's all part of the Army's new emphasis on getting real soldiers' feedback on new weapons early and often. “The soldiers actually get to drive the vehicles around, shoot them, train with them,” BAE business developer James Miller told me. “Their feedback [is] likely to be the most critical factor ... in the decision the Army's going to make about who wins this contract.” The soldier assessment isn't just testing out the vehicles, however, Cummings told me: It's also a test of the Army. Specifically, how can light infantry brigades, which today have few vehicles or mechanics, sustain and operate a 20-plus-ton tank? The crucial distinction: MPF is not going to the Army's heavy brigades, which have lots of support troops and specialized equipment to take care of tracked armored vehicles. Instead, 14 MPFs per brigade will go to airborne and other light infantry units, which haven't had tracked armor since the M551 Sheridan was retired and its replacement cancelled in 1990s. Now, MPF won't be as fuel-hungry or maintenance-intensive as the massive M1 Abrams, America's mainstay main battle tank. Even with add-on armor kits for high-threat deployments, it'll be less than half as heavy as the M1. That's because MPF isn't meant to take on enemy tanks, at least not modern ones. Instead, it's designed to be light enough to deploy rapidly by air, simple enough to sustain at the end of a long and tenuous supply line, but potent enough to take on enemy light armored vehicles, bunkers, dug-in machineguns, and the like. That's a tricky balance to strike. In fact, the Army has never found a light tank it really liked despite decades of trying. Only six M22 Locusts actually fought in World War II, the M41 Walker Bulldog was too heavy for airborne units, the M551 Sheridan was plagued by technical problems throughout its service from Vietnam to Panama, the M8 Armored Gun System and the Future Combat System were both cancelled. So how do BAE and General Dynamics plan to square this circle? General Dynamics emphasized lethality in their interview with me. Their Lima tank plant builds the M1 Abrams, and while the MPF is smaller – though the company didn't divulge details, GD's version reportedly has a 105mm cannon, compared to the Abrams' 120mm – it will have the same fire controls and electronics as the latest model of its big brother. “If you sat in a Mobile Protected Firepower turret, you would think you were sitting in a [M1] SEPV3 turret,” a GD spokesperson told me. “It's all the same displays, architectures, power distribution, etc.” GD's design evolved from their Griffin demonstrators, prominently displayed for several years at AUSA annual meetings. It's got automotive components derived from the ASCOD/Ajax family widely used in Europe and an 800 horsepower engine. GD didn't tell me how much their vehicle weighed, but, depending on the armor package installed, the demonstrators ranged from 28 tons to 50 tons. Those figures would give horsepower/weight ratios ranging from 28 hp/ton, better than any model of the Abrams, to 16, which would make MPF much more sluggish. BAE, by contrast, emphasized their design's compactness and ease of maintenance – considerations as critical as firepower for a light infantry unit. BAE actually built the M8 AGS cancelled in the '90s drawdown, and while they've thoroughly overhauled that design for MPS with a new engine, new electronics, and underbody blast-proofing against roadside bombs, they've tried to preserve its airborne-friendly qualities. “The old M8 fit inside a C-130; in fact, it was air droppable,” Miller told me. “There's no requirement for that in the current MPF program, but we decided to stick with that as a design constraint: [Our MPF can] fit inside a C-130; we can do three on a C-17.” BAE's engine is less potent than GD's, with only 550 horsepower. With the base configuration coming in at under 30 tons, that equates to over 18 hp/ton, with heavier armor packages reducing performance from there. But the big selling point of the engine is ease of access, Miller argued. Engine maintenance on a tank requires a crane and partially disassembling the armor, but a mechanic can slide the BAE MPF's engine in and out of the chassis with a hand crank. If the MPF breaks down or gets stuck, it can be towed away by a truck, without requiring a special heavy recovery vehicle as an M1 does. “The infantry brigades are light. They don't have long logistics tails. They don't have a ton of mechanics and recovery vehicles,” Miller emphasized. “The vehicle has to be as mobile as them and fit inside their organization.” The Army estimates the life-cycle cost of MPF, from development to procurement to maintenance and retirement, at $16 billion.     Soldiers to evaluate new light tank prototypes

    Jen Judson WASHINGTON — The U.S. Army is preparing a soldier vehicle assessment of two different light tank prototypes for infantry brigade combat teams that will start in January 2021 at Fort Bragg, North Carolina. The assessment will run through June 2021, according to the service. BAE Systems and General Dynamics Land Systems were chosen in December 2018 to each build 12 prototypes of the Army's future mobile protected firepower, or MPF, vehicle identified in the service's ground combat vehicle strategy published in 2015. The service had found the capability one the service lacks. GDLS is building a vehicle that takes the United Kingdom's AJAX chassis and combines it with an M1 Abrams tank turret. BAE Systems' design is an updated M8 Buford armored gun system with new capabilities and components. “I just had my deep dive today on the SVA [soldier vehicle assessment] with the 82nd [Airborne],” Maj. Gen. Brian Cummings, the Army's program executive officer for ground combat systems, told Defense News in a recent interview. Work is ongoing to prepare ranges and roads for the arrival of the prototypes, he said. The MPF is going to be critical for the infantry because it provides infantry brigade combat teams with an organic capability to take care of impediments to forward progression such as gunfire from a machine gun nest or another enemy vehicle. The Army is expected to choose a winner in 2022. The first units will get MPF in fiscal 2025. The Army plans to initially build 26 vehicles, with an option to build 28 more and retrofit eight prototypes. GDLS told Defense News in an interview ahead of the Association of the U.S. Army's annual conference that it has delivered three vehicles to the Army. One is at Aberdeen Proving Ground, Maryland, going through characterization and mobility testing and preparing for firing. Another is at Yuma Proving Grounds, Arizona, undergoing desert testing and preparing for soldier training. Five more prototypes are in “some form of checkout, getting ready for their final inspection report to deliver to the government,” a GDLS spokesperson said, and the company is on track to deliver all of the vehicles this year. BAE is looking forward to the assessment because the two prototypes are so different from one another, said Jim Miller, the company's senior business development director for combat vehicles. The BAE's offering is smaller — fitting in between the Joint Light Tactical Vehicle and a Stryker in terms of size — while GDLS' vehicle is bigger, as it's based on the M1 Abrams chassis. The BAE's MPF prototype can be transported via a C-130 aircraft. Three can fit on a C-17 aircraft. And even though it is small, it has the survivability of BAE's Armored Multipurpose Vehicle, Miller said. The Army is requiring the vehicle be C-17 transportable. Soldier assessments for other recent competitions have weighed heavily into decisions, Miller added. “I think the soldier vehicle assessment is going to be really important,” he said. “Did we get this right? Larter WASHINGTON – The US Navy's top officer has tasked a former surface warfare officer turned engineering duty officer to create a powerful, all-connecting network service leaders believe they will need to fight and win against a high-end foe such as China. Chief of Naval Operations Adm. Michael Gilday tasked Rear Adm. Douglas Small to lead an effort that will “develop networks, infrastructure, data architecture, tools, and analytics that support the operational and developmental environment that will enable our sustained maritime dominance.” Calling the effort “Project Overmatch,” Gilday called it the Navy's top priority after the Columbia-class ballistic missile submarine. “Beyond recapitalizing our undersea deterrent, there is no higher developmental priority in the U.S. Navy,” Gilday said. “All other efforts are supporting you. Your goal is to enable a Navy that swarms the sea, delivering synchronized lethal and non-lethal effects from near-and-far, every axis, and every domain.” In the past, Gilday has referred to the effort to field a powerful network as its “Manhattan Project,” harkening back to the rapid development of the atomic bomb in the 1940s. The urgency behind the effort to create this network highlights the growing sense of unease the Navy has around its position in the world as China builds towards its goal of achieving first-rate military power status by 2049. “The Navy's ability to establish and sustain sea control in the future is at risk," Gilday said in his letter. “I am confident that closing this risk is dependent on enhancing Distributed Maritime Operations through a teamed manned/unmanned force that exploits artificial intelligence and machine learning. I am not confident we are building the Naval Operational Architecture connecting and enabling this future force as quickly as we must.” The network is to connect with the Air Force's Joint All-Domain Command and Control effort, which the services are all lining up behind. Breaking Defense first reported the memo. Small started his career as a surface warfare officer but became an engineering duty officer in 1997. He has a background in electronic warfare and above-water sensors, as well as work at the Missile Defense Agency. In the Oct. 1 memo, Gilday has tasked him to report after 60 days, then every 90 days after that. In a separate memo to Vice Adm. James Kilby, the Navy's top warfighting requirements officer, Gilday said he wanted the Navy to develop both a concept of operations and a coherent kill chain based on an “any-sensor, any-shooter,” construct, an idea that would mean that any track obtained by any sensor can be passed to any ship or platform with a missile with which to kill it, something that would be enabled by Small's network. ‘We don't have and adequate net' In comments last year, Gilday said the Navy needed to move out with urgency to create a powerful network. “The biggest challenge for us is to join all the main command and control,” Gilday said. “We're building netted weapons, netted platforms, and netted [command-and-control] nodes, but we don't have an adequate net, and that's a critical piece.” The Navy has been working toward a concept of operations that links its ships, aircraft and unmanned platforms by way of communications relay nodes — such as small drones — or whole ships — such as the future frigate or high-tech aircraft like the E-2D Hawkeye. The idea is to spread the force out over a wide area, as opposed to clustered around a carrier, to put a maximum burden on Chinese intelligence and reconnaissance assets. This spread-out, networked force would connect the various shooters so that if any individual node in the network sees something to kill, any Navy or Air Force asset with weapons within range can kill it. This has led to a push for ever-longer-range missiles. But to make it work, all the pieces must be linked on a reliable communications network.     Mike Glenn The Army signed an $87 million deal with Saab to arm its soldiers with the latest version of the Swedish manufacturing company's powerful 84mm bunker-busting, Carl-Gustaf anti-tank weapon. The seven-year contract calls for Saab to provide an indefinite number of the shoulder-fired weapons, designated as M3E1, to the military.     Pentagon officials see ‘troubling’ small business decline since COVID

    Joe Gould WASHINGTON ― Over recent months, the U.S. Defense Logistics Agency has awarded hundreds of millions of dollars in contracts for the federal response to the coronavirus pandemic, but that's not necessarily benefitting the Defense Department's usual vendors. In fact, the Pentagon contracting arm is seeing fewer small businesses in its traditional supplier base competing for contracts in the wake of the coronavirus pandemic, the director of the DLA's Office of Small Business Programs, Dwight Deneal, said Tuesday. “Our percentages [of small business involvement] are as high as they've ever been over the past five years, but we are recognizing that the participation level from our supplier base's standpoint has steadily declined,” Deneal said at a small business panel at the Association of the U.S. Army's annual meeting, which was being conducted virtually. “So [the DLA is] looking at the gaps in there and how do we strategically attack those areas where some of our suppliers are just not participating in or winning some DLA contracts,” Deneal said, adding that the agency plans to roll out a new virtual outreach effort next month to reengage its small suppliers. The comments came as the Pentagon faces congressional scrutiny amid reports it awarded lucrative contracts for disposable medical gowns to a handful of unexpected and inexperienced companies despite bids from more than 100 vendors with track records of successfully completing federal procurement contracts. To boot, the Pentagon's allocation of $688 million to aid troubled suppliers of aircraft engine parts as well as shipbuilding, electronics and space launch services is facing anger on Capitol Hill because the money wasn't spent to increase the country's supply of medical equipment. Pentagon officials have denied any wrongdoing and stressed the need to support companies large and small that make up the defense industrial base. Without mentioning either controversy, Deneal said the DLA's dealings on personal protective equipment contracts reflected a commitment to small businesses and efforts to revive domestic supply chains for PPE, widely regarded as a necessity in the wake of the pandemic. “A lot of companies are starting to pivot their assembly lines to start to get into the business of producing PPE, and that has been quite clear from some of our last solicitations ... for gowns, where we had robust competition from small businesses ― companies that had traditionally never bid on government contracts,” Deneal said. “We were able to allow that competition pool and subsequent awards to be small business awards, and I think that speaks to the importance that DLA sees and [places on] the small business community,” Deneal added. “It goes to show how our acquisition community is forward thinking and forward leaning.” The decline in small business participation extends beyond the DLA. The director the Navy's Office of Small Business Programs, Jimmy Smith, said his data showed a similar and “troubling” trend in need of targeted contracting activity by the Navy. “We're spending about the same, equivalent money every year, but one of the things we're watching in our supplier base is a pretty steep decline in industry partners in certain areas,” Smith said. “I think [it's] incumbent upon us to understand what those shortcomings are and [offer] some solicitations, sources sought in a number of areas where we are seeing a decline in industry partner involvement.” Smith plans to address the gap in the coming year by pushing contacting officers to directly deal with small businesses and by enforcing agreements with large contractors that they flow work to smaller partners. “It's definitely troubling from our standpoint on making sure we've got a viable supplier base,” Smith said. “Having a fragile supplier base does us no good, and it actually impacts the war fighter in negative ways.” https://www.defensenews.com/2020/10/13/pentagon-officials-see-troubling-small-business-decline-since-covid/
