Pentagon officials see ‘troubling’ small business decline since COVID

WASHINGTON ― Over recent months, the U.S. Defense Logistics Agency has awarded hundreds of millions of dollars in contracts for the federal response to the coronavirus pandemic, but that's not necessarily benefitting the Defense Department's usual vendors.

In fact, the Pentagon contracting arm is seeing fewer small businesses in its traditional supplier base competing for contracts in the wake of the coronavirus pandemic, the director of the DLA's Office of Small Business Programs, Dwight Deneal, said Tuesday.

“Our percentages [of small business involvement] are as high as they've ever been over the past five years, but we are recognizing that the participation level from our supplier base's standpoint has steadily declined,” Deneal said at a small business panel at the Association of the U.S. Army's annual meeting, which was being conducted virtually.

“So [the DLA is] looking at the gaps in there and how do we strategically attack those areas where some of our suppliers are just not participating in or winning some DLA contracts,” Deneal said, adding that the agency plans to roll out a new virtual outreach effort next month to reengage its small suppliers.

The comments came as the Pentagon faces congressional scrutiny amid reports it awarded lucrative contracts for disposable medical gowns to a handful of unexpected and inexperienced companies despite bids from more than 100 vendors with track records of successfully completing federal procurement contracts.

To boot, the Pentagon's allocation of $688 million to aid troubled suppliers of aircraft engine parts as well as shipbuilding, electronics and space launch services is facing anger on Capitol Hill because the money wasn't spent to increase the country's supply of medical equipment. Pentagon officials have denied any wrongdoing and stressed the need to support companies large and small that make up the defense industrial base.

Without mentioning either controversy, Deneal said the DLA's dealings on personal protective equipment contracts reflected a commitment to small businesses and efforts to revive domestic supply chains for PPE, widely regarded as a necessity in the wake of the pandemic.

“A lot of companies are starting to pivot their assembly lines to start to get into the business of producing PPE, and that has been quite clear from some of our last solicitations ... for gowns, where we had robust competition from small businesses ― companies that had traditionally never bid on government contracts,” Deneal said.

“We were able to allow that competition pool and subsequent awards to be small business awards, and I think that speaks to the importance that DLA sees and [places on] the small business community,” Deneal added. “It goes to show how our acquisition community is forward thinking and forward leaning.”

The decline in small business participation extends beyond the DLA. The director the Navy's Office of Small Business Programs, Jimmy Smith, said his data showed a similar and “troubling” trend in need of targeted contracting activity by the Navy.

“We're spending about the same, equivalent money every year, but one of the things we're watching in our supplier base is a pretty steep decline in industry partners in certain areas,” Smith said. “I think [it's] incumbent upon us to understand what those shortcomings are and [offer] some solicitations, sources sought in a number of areas where we are seeing a decline in industry partner involvement.”

Smith plans to address the gap in the coming year by pushing contacting officers to directly deal with small businesses and by enforcing agreements with large contractors that they flow work to smaller partners.

“It's definitely troubling from our standpoint on making sure we've got a viable supplier base,” Smith said. “Having a fragile supplier base does us no good, and it actually impacts the war fighter in negative ways.”

The US fears Chinese investments could create dependencies on China's companies and countries, and is working to prevent them. The next challenge: the Chinese and the power companies. In coming days, a decision will be made whether to award the Chinese government company China Harbor's bid for the power plant of Ramat Hovav, part of the huge reform of Israel's once government-owned electricity sector. “The fact that the (Pompeo) visit takes place in these problematic times proves its urgency ” an Israeli source told BD. Pompeo came to Israel with a very strict message – stop all Chinese investment in Israel, either in high tech companies or infrastructure. Israeli officials said the message relayed during Pompeo's visit included a very specific political warning – Israel must stop any action that strengthens the Chinese Communist Party, even if that means canceling planned projects. A Military Times in-depth review of 5,500 aviation accidents that have occurred since 2013 found that accidents among the nation's manned fighters, bombers, tankers, tilt-rotor and helicopter aircraft has increased 39 percent. In the Air Force, the most serious Class A mishaps have declined, but the number of non-fatal Class C mishaps is increasing, causing some experts to warn that future problems could be on the horizon if the issue is not dealt with. To address concerns among the aviation community, Congress created an eight-person independent commission to review the mishap spike in the 2019 defense bill. For its part, the Air Force conducted a wave of one-day safety stand-downs of flying and maintenance wings over the summer. Air Force Chief of Staff Gen. Dave Goldfein ordered the stand-down in May, after several high-profile mishaps, including the May 2 crash of a WC-130 Hercules and the March 15 loss of an HH-60G Pave Hawk in western Iraq, both of which killed all on board. In a September news release, the Air Force said their review of the data identified six potential risks to aviation safety: stress caused by high operations tempos; a lack of time to properly focus on flying basics, mission activities and training; pressure to accept risk; a culture that pushes airmen to always execute the mission; decreased availability of aircraft; and the potential for airmen to become complacent when carrying out routine tasks. “The review proved tremendously helpful as we continue to seek both high levels of safety with intense and realistic training," Goldfein said in the release. The full report summary, provided at Air Force Times' request, also raised concerns about the increasing requirements on maintainers, and low experience among some maintenance personnel. The service has distributed those findings to the field, according to the release. The findings will help flying and maintenance leaders guide their decisions. “We're taking necessary steps to ensure our airmen operate as safely as possible in an inherently dangerous business,” Goldfein said. “I want to train hard and I want commanders to push themselves and their airmen to achieve high levels of readiness. Sometimes the right answer is knock it off ... sometimes it is push it up. Confidence in the air, safety on the ground and in the air, it's a commander's business.” The summary also cites the aging fleet of Air Force aircraft as a problem contributing to increased maintenance requirements and decreased aircraft availability. By THERESA HITCHENSon April 16, 2020 at 4:28 PM WASHINGTON: The Air Force wants Congress to approve new powers allowing the service to fund space acquisition in ‘blocks' that would allow it more freedom to shift funds from one specific program to another, says service acquisition head Will Roper. The idea, he told reporters today, is to give the Space Force acquisition authorities that mimic those used by fast-moving and highly capable organizations such as the Special Capabilities Office and the NRO. The mechanism: putting multiple programs into one budgetary program element (PE) number so priorities can be juggled or monies shifted to ailing programs to help them cope with cost or schedule overruns. “One of the things that we are very passionate about for space acquisition is trying to consolidate the space portfolio into a few number of program elements,” Roper said, noting that when he headed the SCO “we funded almost all of our programs out of one program element. That's really important because it let me optimize the portfolio of programs, not just do individual programs,” he explained. “Well, the way that the Air Force and now Space Force put their budget submissions into Congress, it puts all of the programs into individual program elements, and that's like locking [each] program into a little financial prison.” Although it is true that other organizations with acquisition powers — including SCO, NRO and the Missile Defense Agency — have such flexibility, it is unclear whether Congress will acquiesce to the same for the Space Force. The 2016 NDAA created a new “major force program” — MFP 12 — for DoD reporting on the national security space budget precisely to overcome: a) the lack of transparency in DoD budgeting for space programs, and b) the long-standing Air Force practice to shift space funds to air power programs that were suffering setbacks. However, an MFP does not allow the Air Force or other space services to move money around without congressional assent. As late as the 2020 budget request, DoD admitted that it still had not sorted out how exactly to meet the MFP-12 requirement as it was still developing standard practices for determining what should be included or not. Joshua Huminski, director of the National Security Space Program at the Center for the Study of the Presidency and Congress (CSPC), said wryly that the Air Force request is likely to “require very artful selling to Congress.” He explained in a phone conversation today that congressional leaders already are keeping the Air Force on a short leash regarding space acquisition. Roper said the request for such new authorities will be included in the space acquisition report Air Force Secretary Barbara Barrett is required to send to Congress under language in the 2020 National Defense Authorization Act (NDAA). That report was due March 31 but has yet to be transmitted. Roper said the report is finished but is being reviewed by Defense Secretary Mark Esper. As I've reported, Barrett's report will punt on the question of whether the NDAA-required Space Force acquisition executive will be a fully separate office or will be organized in some fashion as a subunit of Roper's current shop. It's no secret that Roper has strenuously opposed a fully bifurcated space acquisition office. Roper confirmed today that the pending report is concentrating on how the service hopes to use its current, and newly proposed, acquisition authorities to speed the often decades-long process of moving new space capabilities from design to procurement. He explained that the Air Force will wait until after Congress decides on its proposal for future space acquisition authorities before circling back to the organizational question — in effect, meaning that the service will not address the issue until after the 2021 NDAA is passed. “And then once we determine what will be given to us or not, then for round two, we'll look at what's the right way to organize with these new authorities, and at that point we'll take on the question of whether there should be one or two service acquisition executives,” he elaborated.
