A l'occasion du Paris Air Forum, une table-ronde sur la question des exportations françaises a réuni Thierry Carlier, directeur du développement international à la Direction générale de l'armement (DGA), Philippe Keryer, directeur général adjoint, Stratégie, Recherche et Technologie chez Thales, Alexandre Ziegler, directeur de l'international et des relations institutionnelles de Safran, et Cédric Perrin, vice-président de la commission des affaires étrangères, de la défense et des forces armées du Sénat. Thierry Carlier souligne que l'exportation d'armements représente pour la France, qui est capable de fournir l'ensemble du spectre de matériel militaire, la manifestation d'une volonté politique et l'expression d'une politique étrangère. C'est aussi le moyen de garder les compétences et une industrie dans le pays : un point de vue partagé par Philippe Keryer, qui estime que l'exportation permet notamment de lisser les cadences et de rentabiliser l'innovation, tout en maintenant en France de l'emploi qualifié. Pour Alexandre Ziegler, il est indispensable de trouver des clients à l'étranger en l'absence de préférence européenne. Le sénateur Cédric Perrin insiste sur la nécessité de l'exportation pour garantir la pérennité de la BITD, indispensable à l'autonomie stratégique. Les intervenants se sont montrés optimistes sur le développement des programmes européens de défense : le lancement du SCAF ou de l'Eurodrone, notamment, permettront de mettre en place des règles communes, et de gagner en autonomie stratégique. Bruno Even, président d'Airbus Helicopters, Pierre-Eric Pommellet, PDG de Naval Group, Eric Béranger, PDG de MBDA, et Hervé Grandjean, Conseiller pour les affaires industrielles auprès de la ministre des Armées, ont livré, au cours d'un débat organisé par La Tribune lors du Paris Air Forum, leurs retours d'expérience sur l'industrie de défense française face à la crise. «L'industrie de défense a été résiliente», affirme Hervé Grandjean : «La lutte contre le terrorisme et les opérations extérieures ne s'arrêtent pas et on ne peut pas mener ces opérations sans les industries de défense qui, embarquées avec nous dans la défense du pays, assument d'une certaine manière une mission régalienne». Bruno Even indique que les hélicoptères ont continué de voler pendant cette période, avec «très peu d'annulations». Bruno Even et Eric Béranger précisent toutefois qu'un impact de la crise sur l'activité «d'ici deux ou trois ans» n'est pas à exclure. «L'export est l'un de nos enjeux majeurs de la période», souligne Bruno Even. Le reste sera ensuite livré à la cadence de trois appareils par an en métropole (Lanvéoc) et outremer (Antilles, Réunion, Nouvelle-Calédonie, Polynésie). Le contrat de location FLIHPER (pour FLotte Intérimaire HélicoPtères EmbaRqués), couvrant dix ans d'exploitation, inclut un objectif de disponibilité extrêmement élevé (supérieur à 90%) que l'industriel dit pouvoir tenir gr'ce à sa connaissance de l'exploitation de l'offshore. Pas forcément simple avec des configurations différentes, dont certaines très complètes (pilote automatique 4 axes, boule optronique Euroflir 410). MCO partagée Des lots de déploiement sont prévus en ce sens, et Héli-Union interviendra dans le Pacifique pour assurer les visites périodiques de maintenance. Ailleurs, et notamment sur les navires d'emploi de ces appareils, la Marine assurera la maintenance en ligne. Environ 300 heures de vol seront générées par chaque appareil par an. Le contrat couvre aussi la formation initiale des pilotes et mécaniciens. Des QT de navigants ont aussi été assurées par la société dans son centre d'Angoulême. Ce sont des navigants de la Marine qui se chargeront du convoyage. En attendant l'Airbus Guépard A l'issue des dix ans, la Marine disposera de suffisamment d'Airbus Guépard pour pouvoir se passer de ces appareils. Une prolongation sera toujours possible si ce n'est pas le cas. Avec cette location, Héli-Union reconvertit ainsi son parc de Dauphin auparavant utilisés dans l'offshore (à l'exclusion d'un unique appareil), une belle martingale d'avoir réussi à faire d'un passif inutilisé par la crise de l'exploitation pétrolière une flotte de location au profit des Armées. DEFENSE Le maintien de la BITD, enjeu stratégique pour la souveraineté française La question de la résilience et de l'autonomie stratégique de la filière défense française a été examinée dans le cadre du Paris Air Forum 2020, lors d'un débat réunissant Christian Cambon, président de la Commission des Affaires étrangères, de la Défense et des Forces armées au Sénat, le général Philippe Lavigne, chef d'état-major de l'Armée de l'Air et de l'Espace, Patrice Caine, PDG de Thales, et Elie Girard, directeur général d'Atos. Patrice Caine a souligné la bonne résistance de l'industrie de défense : «nous avons été capables de maintenir la continuité des opérations critiques, pour la défense notamment», a-t-il constaté. Thales est «assis sur un socle technologique transverse et puissant, qui s'appuie sur 30 000 ingénieurs et nous permet de servir différents marchés», a affirmé le dirigeant, soulignant que le défi pour la filière est de préserver la base industrielle et technologique de défense (BITD) et ses entreprises de la supply-chain. «Protéger la BITD au sortir d'une telle crise présente des difficultés spécifiques, au sens où les industries de défense de manière générale sont un secteur particulier. On peut imaginer qu'en l'absence d'un volet plan de relance bénéficiant aux industries de défense, les marchés en cours ne vont pas apparaître tout de suite pour soutenir les activités de nos entreprises», analyse pour sa part Christian Cambon, président de la Commission des affaires étrangères, de la défense et des forces armées au Sénat. «Nous attendons une action ferme» a indiqué le sénateur : «nous comptons sur la mobilisation de l'État pour que même s'il n'y a pas de volet industrie de défense dans le plan de relance, on tente de maintenir la LPM».
