La Marine recevra ses trois premiers Airbus Dauphin N3 le 1er décembre

Reconditionnés par Héli-Union, les trois premiers Airbus Dauphin N3 rejoindront la base d'aéronautique navale de Hyères, première équipée.

Ces Airbus Dauphin N3 sont reconditionnés par Héli-Union en France, en Norvège (deux appareils actuellement) et chez Hélidax dans les Landes. Le reste sera ensuite livré à la cadence de trois appareils par an en métropole (Lanvéoc) et outremer (Antilles, Réunion, Nouvelle-Calédonie, Polynésie). Le contrat de location FLIHPER (pour FLotte Intérimaire HélicoPtères EmbaRqués), couvrant dix ans d'exploitation, inclut un objectif de disponibilité extrêmement élevé (supérieur à 90%) que l'industriel dit pouvoir tenir gr'ce à sa connaissance de l'exploitation de l'offshore. Pas forcément simple avec des configurations différentes, dont certaines très complètes (pilote automatique 4 axes, boule optronique Euroflir 410).

MCO partagée

Des lots de déploiement sont prévus en ce sens, et Héli-Union interviendra dans le Pacifique pour assurer les visites périodiques de maintenance.
Ailleurs, et notamment sur les navires d'emploi de ces appareils, la Marine assurera la maintenance en ligne. Environ 300 heures de vol seront générées par chaque appareil par an. Le contrat couvre aussi la formation initiale des pilotes et mécaniciens. Des QT de navigants ont aussi été assurées par la société dans son centre d'Angoulême. Ce sont des navigants de la Marine qui se chargeront du convoyage.

En attendant l'Airbus Guépard

A l'issue des dix ans, la Marine disposera de suffisamment d'Airbus Guépard pour pouvoir se passer de ces appareils. Une prolongation sera toujours possible si ce n'est pas le cas. Avec cette location, Héli-Union reconvertit ainsi son parc de Dauphin auparavant utilisés dans l'offshore (à l'exclusion d'un unique appareil), une belle martingale d'avoir réussi à faire d'un passif inutilisé par la crise de l'exploitation pétrolière une flotte de location au profit des Armées. Un exploit également réussi pour les trois H225 destinés à DGA EV.

    By: Todd South ABERDEEN PROVING GROUND, Md. — As the Army looks to shrink its battlefield footprint, its researchers and engineers are finding ways to make the nerve center of the battle — command posts — lighter, more capable and easier to set up and tear down. A recently concluded three-year program aimed to do just that, with everything from the shelter devices used to house a command post's gear, to refitting old and new vehicles, to moving an entirely vehicle-mounted communications system off the truck and into the ruck, cutting its weight by two-thirds in the process. These are some of the ways that experts with the U.S. Army Research, Development and Engineering Command's Communications–Electronics Center are finding to make command posts more mobile, resilient and effective against enemies that can quickly target and destroy massed formations. Some of the advancements include the Expeditionary Command Post shelter, a 20-foot box with integrated power outlets, air conditioning, network cabling and video distribution system. It's containerized so that it can be hauled on a truck or sling loaded under a helicopter. A four-soldier team can set up the structure within 30 minutes as the remaining command personnel hook up the computers, radios and other devices inside of the structure. Jim Bell, operations expert with RDECOM, told Army Times that soldiers with the 1st Armored Division's 2nd Brigade Combat Team set up the shelter in those time frames during field exercises. And during an experiment at Fort Hood, Texas, soldiers moved the shelter with a CH-47 Chinook helicopter. An even more mobile option that researchers have put together is the Light-Mobile Command Post, a pull-out table and tent combination that is installed in the back of a Humvee. It includes fixed TV monitors, built-in radio networks, cabling and computers. The system was designed primarily for light infantry units, but a similar configuration has also been installed on tracked command vehicles for armor units. This post can be voice comm and position location tracking operational within 15 minutes and fully operational in 30 minutes. Another Humvee-based answer to mobile command is a reconfigured command and control vehicle dubbed the Command Post Platform–Improved. It has a built-in power and cooling system and spots for two cases containing the capacity for six computer servers, enough to run a brigade's worth of data. The setup includes seven radio nets, HF, UHF, VHF and SATCOM, and links for fiber optic, standard and secret lines of communication. A small but important feature allows the user to power the systems from either vehicle or external power. The system also has a 15-minute power backup so that the servers can continue to run as power is switched. Beyond a structure or tent solution, researchers have also outfitted small and mid-size all-terrain vehicles, specifically the Polaris MRZR. The focus of these is to provide airborne or air assault operations with a full-fledged command post in a smaller package. The smaller MRZR uses a modular system that can be pulled and reinstalled quickly into another vehicle, should the ATV be disabled. And it has an extra-powerful alternator that can produce 120 amps, double the amperage of a Humvee alternator. It also includes a first-ever all-around handset that can plug in and communicate whether the speaker is using radio, Voice over Internet Protocol or VOIP, and other computer-based voice applications. On top of all these advancements, the Army also is working on reducing what was 60 pounds worth of gear that previously was only used during mounted operations into a much lighter, man-portable package. “They were ripping stuff off of vehicles and coming up with a power source,” said Brad McNeilly-Anta, command post consultant for RDECOM. “That wound up with a 60-pound item, and they were jumping with it at the 82nd Airborne.” Not the most convenient package to haul to the ground. The expeditionary Joint Battle Command Platform is a line of sight, two-way transmission that includes a tablet, battery, peripherals and a new fueled power source that allows it to run for more than 24 hours of continuous operations. Adjustments and replacements to the ruggedized computer, power source, transceiver and encryption device have trimmed the weight down to 23 pounds.     America’s F-22 stealth fighter may be limited in Asia-Pacific conditions, China’s J-20 designer says

    Aircraft has been sent to the region but was designed for combat in Europe, which could affect its capabilities, according to Yang Wei China's answer to the Raptor has yet to be put to the test in a real combat situation, military expert notes Minnie Chan Published: 12:00am, 30 Jul, 2020 America's F-22 Raptor stealth fighter was designed for combat in Europe but is now being used in the Asia-Pacific, according to a top Chinese aircraft designer, who says the different conditions will limit its capabilities there. Yang Wei, general designer of China's first stealth fighter the J-20, said the twin-engine F-22s could face the same challenges in the region as the F-4 fighter-bombers the Pentagon sent to the Vietnam war between 1965 and 1973. “The complex environment and political constraints in Vietnam caused the F-4 to almost fail to show its high-speed performance and over-the-horizon combat capabilities,” Yang wrote in a paper published in Chinese aeronautics journal Acta Aeronautica et Astronautica Sinica last month. He said the F-22, a tactical fighter inspired by the Cold War between the United States and the former Soviet Union, was designed for battle in Europe and could face similar problems now that it had been deployed in the Asia-Pacific. Yang did not draw any comparisons between America's F-22 and China's J-20 both fifth-generation, twin-engine heavy fighter jets and of a similar size. But military experts said his remarks indicated that the J-20 Weilong, or Powerful Dragon, was clearly seen as China's answer to the F-22. Comparing the two, Song Zhongping, a military commentator in Hong Kong, said the J-20's biggest advantage was that it was developed later, meaning its designers could learn from the F-22 – including how to fix shortcomings, and what type of new technologies could be used to optimise the aircraft. “The F-22 was originally designed for combat with the former Soviet Union, or today's Russia, in Europe, but now the Raptor's main opponent is the [People's Liberation Army] in the Asia-Pacific,” Song said. “China's J-20 was inspired by the F-22's deployment. The Chinese aircraft designers used the Raptor as a rival and the F-35 [stealth multi-role fighter] as a tactical opponent to help them to come up with a more practical and capable fighter jet.” Both the F-22 and the J-20 have a ceiling of 20km (12.4 miles) and a maximum speed of over Mach 2 (2,470km per hour, or 1,535mph) – faster than the speed of sound. The F-22 has a comparatively shorter range – with a combat radius of 800km (497 miles), while the J-20's large internal fuel tank can sustain a longer combat radius of 1,100km (684 miles). But Beijing-based military expert Zhou Chenming noted that the J-20, which entered service in 2017, had yet to be put to the test in a real combat situation. Andrei Chang, founder of influential military magazine Kanwa Asian Defence, said that in contrast, the F-22's combat capabilities had been seen, most recently last year when the stealth fighters were sent to Qatar as tensions rose with Iran. “The operation of the F-22 has been perfected since it joined the US military in 2005. The Raptor has taken part in countless actual combat situations around the globe, including in the Middle East, Singapore and Okinawa in the Pacific,” Chang said. A military source close to the PLA believed the J-20 could counter the F-22 in a one-on-one combat situation, but said far fewer of the fighter jets had been made compared to America's Raptors. “At the moment China has about 60 J-20s – just one-third of the total number of F-22s,” said the source, who requested anonymity due to the sensitivity of the matter. “Now the US has deployed hundreds of F-35s to the region, so it's an even bigger threat to China,” he added. With F-22s being deployed to the Asia-Pacific region – and as relations worsen with Washington, including over the disputed South China Sea – Beijing has stepped up development of its new stealth fighter.
