    Canada Mimics Marine Corps Makeover For F/A-18C/D Fleet

    Steve Trimble As Canada's CF-18 fleet enters an unexpected fourth decade of service, the details of a nearly $1 billion upgrade package are settled. With operators in Europe, the Middle East and Asia looking on, an upgrade package approved by the State Department on June 16 for up to 36 Royal Canadian Air Force (RCAF) F/A-18C/Ds cements a new configuration aimed at keeping the Boeing-made jets in service decades beyond their planned retirement dates. A group of Raytheon-made sensors and weapons—APG-79(v)4 active, electronically scanned array radars, AIM-9X Block II air-to-air missiles and AGM-154C Joint Standoff Weapons—will be included in the RCAF's newly defined Phase 2 upgrade to help keep a subset of the 94-member CF-18 fleet operating into the 2030s. The State Department previously cleared Canada to acquire 32 AIM-120D advanced medium-range air-to-air missiles for the CF-18. The package, defined in a Defense Security Cooperation Agency notification to Congress on June 16, offers few surprises. The Phase 2 Hornet Extension Program will be closely aligned with a U.S. Marine Corps initiative to keep at least two squadrons of F/A-18C/Ds in service beyond 2029, as both the Marines and the RCAF have waited longer than expected for a replacement jet to arrive. The U.S. Navy tipped the radar selection for the RCAF in a June 11 presolicitation notice that specified the APG-79(v)4, showing an intent to prevent Northrop Grumman from offering the APG-83 for the Canadian program. The Marines evaluated the APG-83 and the APG-79 two years ago, but selected the latter as the successor to the Raytheon APG-73 for the “classic” Hornet fleet. “Partnering with the [Marines], who are completing the same radar upgrade, will enable the introduction of this new capability faster, more efficiently and at reduced cost for both services,” the Canadian Department of National Defense (DND) tells Aviation Week in a statement. The upgrades by the Canadians and the U.S. Marines are driven by the same issue. A delayed delivery schedule for the Lockheed Martin F-35B has forced the Marines to keep a fleet of Legacy F/A-18s in service for a decade longer than planned. The Canadian government's 11-year-old pursuit of a CF-18 replacement (highlighted by failed attempts to acquire 65 Lockheed Martin F-35As in 2010 and an interim fleet of 18 Boeing F/A-18E/F aircraft in 2016) is still in competition mode, with a contract award for 88 fighters due in 2022. Three bidding teams—F/A-18E/F, F-35A and the Saab JAS 39 Gripen—must submit final bids by July 31, which includes a one-month delay to account for the effect of the COVID-19 pandemic on the industry. “These [CF-18] upgrades will provide a capability bridge until transition to a permanent replacement fighter,” the DND says. Canada's fighter delays have not been easy for the RCAF to manage. The current fleet, acquired in the early 1980s, was originally expected to be retired in the early 2000s. A retirement date in 2020 fell through as the government of former Prime Minister Stephen Harper stalled on signing the contract for the controversial F-35A selection. The new administration of Prime Minister Justin Trudeau pushed the selection process to 2022. The CF-18 is now set for retirement in 2032. The situation is different in Finland. Although the Finnish Air Force operates the youngest fleet of F/A-18C/Ds, the head of the HX fighter competition has roundly rejected calls to extend their service life into the 2030s, saying even a few extra years of operations would cost at least €1.2 billion ($1.35 billion). The State Department cleared the RCAF to buy 50 infrared-guided AIM-9X Block II missiles, 38 APG-79(v)4 radars and 20 AGM-154C glide bombs as part of an overall package worth $862 million. The bundle includes electronic equipment, tactical data and support. The CAD$1.3 billion ($960 million) CF-18 Hornet Enhancement Program is divided in two phases.     Talon Helicopters of Richmond, B.C., is ready to take on nighttime fire attack missions with its night vision goggle (NVG) approved Airbus AS365 N2 Dauphin — the only Transport Canada approved NVG night fire attack medium helicopter in Canada. The nine-passenger aircraft, configured with a night vision cockpit and cabin, has been approved for day and night fire attack operations with the Simplex Model 301 belly tank, which can hold up to 901 litres (238 gallons) of water. Peter Murray, president of Talon Helicopters, said the company is taking advantage of the benefits and safety factors of NVGs, and “the ability to not have a grounding time.” Talon's AS365 is approved to fight fires at night with the Simplex Model 301 belly tank, which can hold up to 901 litres of water. Heath Moffatt Photo He added: “With doing initial attack at night... if a fire starts at 11 p.m. and you're on it at 11:30 p.m., of course you're going to reduce the impact the fire makes if you're on it six or eight hours earlier than if you got on it in the daylight. . . . So we're right on the leading edge of all this.” The NVG certification for the Dauphin has been a multi-year project for Talon. Murray said the company has had the capabilities to fight fires at night for just under a year now, but recently received approval from Transport Canada for all part 702/703 operations with NVGs, which includes flying passengers at night. All of the company's pilots have completed basic NVG training, and “the AS365 pilots have done advanced NVG [training],” said Murray, “so they can go into remote areas and land at night with NVGs.” Murray said the Dauphin outfitted with the Simplex tank is 30 per cent faster than other belly tank-equipped mediums. “It's a fast tank for this machine. With the snorkel stowed, it's 140 knots VNE. . . . With the snorkel on its 120 [knots]. If you're going out to do initial attack and go a distance, you're going to go there at 140 knots and you're going to get there faster,” he said. The Simplex tank has an easy install process with four hard points on the aircraft, and can be removed just as easily for a different mission configuration. “You can probably do the whole hook change and remove the tank within 20 minutes or a half-hour,” said Murray. In place of the belly tank, the Dauphin can be equipped with a 350-gallon FAST Bucket for daytime wildfire operations. A multi-mission helicopter, Talon's Dauphin is also used for medevac, search and rescue, aerial lift work and passenger transport operations. “We call it the Swiss Army knife of helicopters because we have a full approved stretcher kit (we got that approved in Canada), and then we have the hoist as well; we're approved for day and night hoisting” using Transport Canada approved crew harnesses and evacuation equipment, and a 300-foot hoist cable with a 600-pound load limit. Along with its night fire attack and nighttime hoist certifications, Talon is approved for night hover entry/exit. The aircraft has a number of STC'd avionics upgrades including the Garmin GTN 750 touchscreen navigator, helicopter terrain awareness warning system, traffic collision avoidance systems, and automatic dependent surveillance-broadcast. Building on the company's NVG firefighting capabilities, Murray said Talon is looking into collecting data on daytime and nighttime fire attack operations to evaluate the difference in the cost of fighting the fires and the cost of losing resources like trees, as well as structures. For example, “what would happen if we put 20,000 litres of water around one burning tree at nighttime... what would we have in the morning? Would it be a mop up for a couple of days, instead of a two-month production?” he said. Trudeau waged a four-year campaign for a council seat in what he hoped would represent a vindication of his foreign policy — a staunch defense of pluralism and multilateralism at a time of global upheaval. But his brand of progressive politics sometimes fell flat and he's been criticized as being preachy on liberal values. “We listened and learned from other countries, which opened new doors for cooperation to address global challenges, and we created new partnerships that increased Canada's place in the world,” Trudeau said in a statement Wednesday after the vote. Foreign Affairs Minister Francois-Philippe Champagne said at a press conference the country's campaign allowed Canada to renew and strengthen bilateral connections across the world. The latest setback is just one of many recent struggles for Trudeau globally, including a deterioration of relations with China and Saudi Arabia and a disastrous state visit to India. Not Back But none, perhaps, are as big a personal setback for the prime minister as Wednesday's defeat. The government had seen a return to the security council as a fulfillment of the Canadian leader's promise — the day after he took power in 2015 — to bring the country “back” on the world stage. “Many of you have worried that Canada has lost its compassionate and constructive voice in the world over the past 10 years,” Trudeau said at the time. “Well, I have a simple message for you: on behalf of 35 million Canadians, we're back.” Canada received the support of 108 countries of a total 192 that voted Wednesday afternoon at UN Headquarters in New York. Norway and Ireland, Canada's two rivals, received 130 and 128 votes, passing the required two-thirds majority of 128 ballots. “It's really the biggest embarrassment he will suffer in his prime minister-ship in Canada, particularly on international affairs,” said Shuvaloy Majumdar, a senior fellow at the MacDonald Laurier Institute and former adviser on foreign policy in Prime Minister Stephen Harper's conservative government.     Major upgrades incoming for Canada’s fleet of CF-188 Hornets

    You can pick your own term. Generation 4.2? Gen 4.3? However you choose to define the upgraded Royal Canadian Air Force (RCAF) CF-188 Hornet, the fighter jet will have “operational parity” in a complex operating environment until the early 2030s. “It's not Gen 4, but it's not a true Gen 4.5 like the (F/A-18E/F) Super Hornet. It will be somewhere between there,” said BGen Todd Balfe, a CF-188 pilot and special advisor to the Fighter Capability Office. “The term we use is, it brings us to operational parity against current threats. That is an implicit statement recognizing we don't have operational parity right now. And that supports our [objective] of bridging towards the future fighter.” Under a program known as the Hornet Extension Project (HEP), the Air Force will upgrade its entire fleet of 94 aircraft to meet international aviation regulations and ensure interoperability with the United States and other allies, including NATO. It will also enhance the combat capability of 36 jets to operate globally against current threats. The program addresses what the RCAF is calling quantitative and qualitative capability gaps. The delivery and upgrade of 18 operational Australian F/A-18A Hornets, which will expand the current fleet of 76 to 94, gives the Air Force the necessary quantity to meet concurrent NORAD and NATO obligations. Upgrading the sensors, weapons, countermeasures and mission support of approximately two squadrons worth of fighters will resolve the qualitative concern. Previously two distinct projects to comply with changing civil aviation regulations and allied capabilities and to modernize combat capability, HEP will be completed in two phases. The first phase, set to begin shortly on all 94 Hornets, will include automatic dependent surveillance-broadcast (ADS-B) to replace the current transponder, Honeywell GPS/INS systems, Collins Aerospace AN/ARC-210 RT-2036 (Gen 6) radios, airborne Joint Tactical Radios, upgrades to the Lockheed Martin sniper targeting pod, enhanced mission computers and data transfer units, and software updates for the Advanced Distributed Combat Training System (ADCTS) for networked flight simulation exercises. “It will allow the aircraft to operate in civil airspace out to 2032, but more importantly ... to interoperate with allies,” said Balfe. “Our NATO allies and our U.S. allies are upgrading the interoperability standards on all their fleets of aircraft.” The second phase, to be completed on the 36 Hornets with the most remaining operational life, will follow shortly after. Though select weapons and sensor systems were upgraded prior to Operation Impact over Iraq and Syria in 2014 and 2015, the CF-188 has not had a major overhaul of its combat capability for almost 15 years, Balfe acknowledged. The most significant enhancement will be to the sensing capability, in particular the radar. The Air Force will replace the AN/APG-73 mechanically scanned radar, a multimode airborne radar system developed in the 1980s by Hughes Aircraft, now Raytheon, with a vastly improved APG-79(V)4 Active Electronically Scanned Array (AESA) radar, now standard on so-called fifth generation fighters and many allied upgraded fourth generation aircraft. “An AESA radar gives you much greater detection, less probability of being detected, and more capability to track and identify airborne and even surface targets,” said Balfe. “It is a scaled down version of the radar that is in the Super Hornet.” The Fighter Capability Office looked across allied F-18 operators for examples and “quickly landed upon the U.S. Marine Corps,” which operates a C variant of the Hornet, he said. “They have embarked upon a very similar upgrade path ... so much of the engineering effort has already been done. We will partner with the Marine Corps and put that in our aircraft.” The Hornets will also receive a new F/A-18A Wide Band RADOME to “be able to accommodate the full capability of the AESA radar,” he added. The new weapons package will include the Sidewinder AIM-9X Block II air-to-air short-range missile, the AIM-120D advanced medium range air-to-air missile, and the AGM-154 Joint Standoff Weapon (JSOW), an air-to-surface glide bomb with an unclassified published range of at least 100 kilometres “All the weapons are currently integrated on Marine Corps F-18s” and are used by select NATO allies, noted Balfe. “They are a significant increase in capability and survivability for our pilots.” Given the age of the Hornets, which were designed in the 1970s and produced in the 1980s, there would be limited value in modifying the airframe or enhancing the electronic warfare system to further increase survivability — the RCAF is anticipating about seven years of service life once the upgrades are completed in 2025. But the Air Force will add new expendable chaff and flare, the ADM-141C Improved Tactical Air-Launched Decoys, and an Automatic Ground Collision Avoidance System (Auto GCAS). “The system was not technically feasible before,” said Balfe. “It is now. The Marine Corps has found a solution.” Lastly, the RCAF will expand mission support and security with a new Joint Mission Planning System (JMPS) and security upgrades to portable, temporary secure facilities to conduct simulated weapons training and mission planning for pilots. “These new weapons come with a higher level of security,” he said, noting that the CF-188 operates at secret or below while newer fighters require top secret level classification. Though the enhanced combat capability might not match that of a true Gen 4.5 or greater aircraft, it will serve as a “transition activity” to the future fighter, which remains “on track,” said MGen Michel Lalumiere, chief of Fighter Capability. The government still expects to award a contract in 2022 for 88 advanced fighter jets to replace the current Hornet fleet, despite twice adjusting the request for proposals deadline, now set for July 31, and the challenges of coordinating paperwork and other activity among the Fighter Capability Office, the Air Force, other government departments and the three contending companies while working remotely during the coronavirus pandemic. Balfe suggested the combat systems introduced during HEP Phase 2, many of the which will be the same or similar on the future fighter, “will enable us to begin the transition of our people, our mindset, our procedures and our way of thinking for the capabilities that are going to come with the future fighter. We think HEP is a great bridge toward that path.” While data from the various sensors will still be “fused” by the pilot rather than an onboard computer, systems in CF-188, the enhanced sensing and data transfer will mean a clearer operating picture among RCAF pilots that can be shared to a degree with allies. “It will bring our pilots into a different level,” he said. One key approval milestone was reached on June 16 when the U.S. State Department approved the possible military sale to Canada of the AESA radar along with technical and logistics support, the RADOME, radios, data transfer units, the various missiles and tactical guidance units, the ADCTS, Auto GCAS, JMPS and other systems for an estimated US$862.3 million, according to the Defense Security Cooperation Agency. The combined HEP program is estimated to cost about $1.3 billion. The Air Force is anticipating an initial operating capability of six Hornets through both Phase 1 and 2 in 2023. Full operational capability of the entire 94 aircraft is expected in 2025. “We are doing this very rapidly,” noted Balfe. That timeline includes the introduction of 18 Australian flyable aircraft as well as delivery of a spares package and up to seven more F/A-18A jets for parts by 2022. So far, five have been delivered and two have completed testing and evaluation after undergoing a conversion program that includes Canadian operational flight program software, cockpit configuration, a naval aircrew common ejection seat, night vision imaging systems, external lighting on the tail, changes to the landing gear and installation of the Lockheed Martin sniper targeting pod. “The allocation (of the Australian aircraft) will be based upon squadron needs and aircraft fatigue,' said Balfe. “One of the benefits besides helping close that quantitative capability gap, they give us a bigger pool of aircraft over which to distribute the stress and strain of [fighter operations]. They also allow us to have aircraft out of service while they are going through various phases of upgrades under HEP.” Enhanced combat systems may put the CF-188 on a par with current threats for the next decade, but they don't negate the need for a more modern fighter, Balfe observed. “We have a limited window where the upgraded CF-188 will have operational parity. The U.S. State Department approved the proposed sale to Canada for the 50 Sidewinder AIM-9X Block II Tactical missiles, radars and other various equipment for an estimated cost of $862.3 million U.S. ($1.1 billion Canadian). U.S. Congress was informed of the deal on Monday. The Defense Security Cooperation Agency in the U.S. announced the news on Tuesday. The companies involved in the sale are U.S. firms, Raytheon, General Dynamics, Boeing and Collins Aerospace. “This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the military capability of Canada, a NATO ally that is an important force for ensuring political stability and economic progress and a contributor to military, peacekeeping and humanitarian operations around the world,” the Defense Security Cooperation Agency stated in its announcement. ”This sale will provide Canada a 2-squadron bridge of enhanced F/A-18A aircraft to continue meeting NORAD and NATO commitments while it gradually introduces new advanced aircraft via the Future Fighter Capability Program between 2025 and 2035.” Besides the 50 Sidewinder missiles, the deal will include training missiles, guidance systems, 38 specialized radar units, 20 Joint Standoff Weapons as well as support equipment. In an email the Department of National Defence stated that the U.S. approval for the missiles and related equipment is part of the “Hornet Extension Project” or HEP.     David Pugliese • Ottawa Citizen The cost of modernizing the planes used by the Snowbirds aerobatic team has more than doubled and could end up costing more than three times the original amount because of the needed upgrades. The Department of National Defence had budgeted $26 million to keep the Snowbirds aircraft operating until at least 2030, according to a briefing provided to aerospace industry representatives last year in Ottawa and obtained by this newspaper. DND officials couldn't explain Monday the difference in the cost estimates but when aerospace industry representatives were briefed last year the project at that point included modernizing aircraft avionics. The project details on the DND website have added a new ejection seat as well as modernized communications and navigation equipment for the Snowbirds CT-114 Tutor jets. Questions about the ejection seats in the Tutor aircraft fleet emerged after Capt. Jennifer Casey, the team's public affairs officer, died on May 17 when the Snowbirds aircraft she was a passenger in crashed in Kamloops, B.C. Video of the incident appears to show Casey and Capt. Richard MacDougall, the pilot of the CT-114 Tutor aircraft, eject from the plane shortly before it slammed into the ground. MacDougall survived with serious injuries. A Canadian Forces flight safety team has focused its investigation into the crash on a possible bird strike as well as on the performance of the aircraft's escape system, the team noted in a statement. A witness at the crash scene claimed that Casey's parachute did not open. The Canadian military knew in 2016 the ejection seat on Snowbirds aircraft needed to be upgraded but it acknowledged it is still only in the early stages of modernizing that system. The Royal Canadian Air Force has now started a project to upgrade the parachutes on the ejection seats. During the briefing last year, aerospace industry officials were told a request for bids to upgrade the Tutor jets would be issued next year. A contract would be awarded that same year, the briefing noted. The first of the upgraded CT-114 Tutors would be ready for the Snowbirds in 2022, according to the industry briefing. The project would be finished by 2025 with all upgraded planes delivered by then. “The project will life extend the CT-114 Tutor until the year 2030,” industry officials were told. The avionics upgrade is required if the planes are to continue flying in North American airspace. The Department of National Defence stated in an email to this newspaper that the analysis of what is needed for the aircraft modernization is almost complete. “The project is progressing into definition where design, engineering and prototyping will take place over the next 18 months,” the email noted. The cost to modernize the Tutors pales in comparison with the proposed price tag for replacing the aircraft. That project could cost between $500 million and $1.5 billion, according to the DND. The planes have been in the Canadian Forces inventory since 1963 and have been used by the Snowbirds since 1971. The Tutors were supposed to have been retired in 2010, but that date was then extended to 2020. The latest extension allows the aircraft to fly until at least 2030. The Royal Canadian Air Force, however, is facing a potential dilemma with replacing the aircraft. The federal government has indicated it wants the aerobatic team to continue operating and the Snowbirds are seen as a key public relations tool for the military.     Canada to pay $4.1B for Navy support ships in latest cost increase

    The Canadian Press OTTAWA — Canada's national shipbuilding plan was rocked by yet another cost increase on Monday as the federal government revealed it will pay $4.1 billion for two long-overdue support ships for the navy — an increase of $1.5 billion from initial estimates. The revelation came as Ottawa officially awarded a contract for the full construction of the two new Protecteur-class joint support ships to Vancouver's Seaspan shipyards, which has already started work on the first of the vessels. Seaspan was first tapped to build the two ships and several coast guard vessels in 2011, at which point the supply ships were expected to cost $2.6 billion. The figure was later revised to $3.4 billion before another $700 million was added Monday. The first of the support ships was to have been delivered by 2019. The government says it now doesn't expect the first ship before 2023, with the second due in 2025. Seaspan has been under contract to work on some parts of the first ship since June 2018. The Royal Canadian Navy has been without a full-time support ship since 2014 and is currently relying on a converted civilian vessel that is being leased from Quebec's Chantier Davie shipyard to fill the gap. That ship, the MV Asterix, was at the heart of the failed prosecution of retired vice-admiral Mark Norman. The Liberal government was playing down the cost increase to the support ships on Monday, with senior ministers touting the importance of the vessels to the Royal Canadian Navy and the jobs that the project is creating in Vancouver and elsewhere. "These new ships will provide a necessary capability for our Royal Canadian Navy, while providing significant economic benefits and jobs to Canadians, including thousands of jobs created or sustained," Defence Minister Harjit Sajjan said in a statement. Yet the cost increase is the latest to hit the shipbuilding plan, which has been plagued by delays and budget increases for years. The plan is intended to recapitalize the majority of Canada's naval and coast guard fleets. The entire plan to buy new warships to replace the navy's frigates and destroyers, several Arctic patrol vessels, a polar icebreaker and four science vessels for the Canadian Coast Guard in addition to the two support ships was pegged in 2011 at $35 billion. The warships alone are now expected to cost at least $65 billion while the rest of the projects have either seen similar budget increases or their budgets are under review. The delivery schedules for the projects have also been pushed back numerous times. Defence analyst David Perry of the Canadian Global Affairs Institute noted the new cost for the support ships is almost exactly how much Parliament's budget watchdog estimated following an analysis in 2013. The Conservative government at the time refuted the parliamentary budget officer's estimate, with then-public works minister Rona Ambrose saying appropriate safeguards had been put into place to protect taxpayers. "There's not a lot of detail in this today so it's hard to do a line by line," Perry said. "But superficially at least, the PBO's report from 2013 — which I recall being pooh-poohed pretty extensively — has held up pretty well." Ottawa has in recent years produced update cost estimates for most of the vessels being built through the federal shipbuilding plan. However, budgets for the polar icebreaker and an offshore science vessel for the coast guard are still under review.
