    RCAF commander recaps 2018

    The following is excerpted from the 2018 holiday message that LGen Al Meinzinger, commander of the RCAF, sent to Air Force personnel and the extended RCAF family. We can honestly say that 2018 has been an extraordinary year for the Royal Canadian Air Force (RCAF). The year was bookended by the Sea King, with the last east coast operational flight of our maritime helicopter taking place in January and the official farewell and final flights taking place in December. It's hard to say farewell to an old friend such as the Sea King, but the Cyclone is proving to be a tremendous asset to the RCAF and the Royal Canadian Navy, and the first operational deployment of the Cyclone onboard HMCS Ville de Quebec was a tremendous milestone. This year also brought our participation in a major UN peacekeeping operation, with stellar work being carried out by our Air Task Force personnel in Mali under Op Presence. We also continued our contributions to Op Caribbe and Op Impact. On the space aspect of “air and space power,” we are now an integral part of the Combined Space Operations Centre in California, with a member of the RCAF serving as the combined deputy director. Meanwhile, at home, our ongoing, essential search and rescue (SAR) missions continued, as well as sovereignty operations and exercises in the North. We responded to several Op Lentus missions, including fires in British Columbia and Manitoba, flooding in Kaschechewan, Ont., and storm damage on les Îles de la Madeleine. We also participated in marking a number of significant anniversaries this year, including the 60th anniversary of NORAD. We also marked the 100th anniversary of the Royal Air Force and, as part of those celebrations, sent a contingent to the United Kingdom to undertake Public Duties–guarding the residences of Her Majesty the Queen. 2018 also brought the 100th anniversary of the end of the First World War, as well as the 75th anniversary of the Dambusters Raid. In April, I was privileged to attend the opening of the International Bomber Command Centre in England, which is mandated to preserve and honour the memory of all those who served in the Command. I was reminded powerfully of the courageous contributions of our RCAF personnel, noting that we lost some 10,000 RCAF personnel during the bombing campaign. As we look forward to 2019, we must continue to focus on our anchor points: our people, our defence policy, our program and our posture. First and foremost among these are you, our people. Successful delivery of air and space power relies on well-led, robust, healthy and inclusive squadrons and tactical units.     China’s advances in Arctic may pose security threat to Canada

    By EMANUELE SCIMIA Calgary academic believes Beijing will conduct naval operations in the Arctic soon and that China's next-generation nuclear subs will have 'under-ice' capabilities China's growing focus on the Arctic Ocean has drawn the eye of circumpolar nations, including Canada, which lays claim to the waters of the Northwest Passage. The Canadian government tends to downplay the military threat posed by Beijing, but at the same time has voiced concern about its disrespect for international rules in dealing with territorial disputes in the China seas, and the possibility that it could replicate its intimidatory tactics in the High North. The Chinese rolled out their Arctic policy last January. The Asian giant considers itself a “near-Arctic” state, and wants a stake in the region's development as ice melting is creating new business opportunities – a concept reiterated by Gao Feng, China's special representative for Arctic Affairs, at the Arctic Circle Conference in Seoul on December 8. Beijing aims to set up the polar leg of its Belt and Road Initiative for better connectivity across Eurasia and beyond. The Chinese are keen to utilize new Arctic sea routes to narrow the distance and cut transport time with Europe for their cargo ships, besides exploiting the region's natural resources and investing in infrastructure projects. Canada's Department of National Defense spokesperson Jessica Lamirande told Asia Times that her country was committed to cooperation with other states in the Arctic, provided they abide by international law, including environmental, navigation and other standards. Against this backdrop, “Canada welcomes continued discussions with China on Arctic issues,” she said. Arctic militarization Militarization of the Arctic is becoming reality. Russia is busy reinforcing military positions in its polar territory and will require foreign warships that want to sail through its Arctic waters to give prior notification to the Defense Ministry starting from next year. The USS Harry S Truman sailed beyond the Arctic Circle in October, the first time a US aircraft carrier has operated in these latitudes since the early 1990s. The warship then joined the Northern Atlantic Treaty Organization in Norway for its largest military exercises after the fall of the Soviet Union. Still, it is worth noting that the British-led Joint Expeditionary Force also includes circumpolar states such as Norway, Denmark, Sweden and Finland, which are all concerned with Russia's military build-up in the High North. But Lamirande said the Canadian armed forces had not seen an increase in Chinese military presence in the country's Arctic region. “While there is no immediate military threat in Canada's Arctic, our military carefully monitors the changing security environment in the polar areas and is focused on exercising surveillance and control there,” she insisted. “All of the waterways that are commonly referred to as the Northwest Passage are internal waters of Canada and we have an unfettered right to regulate them.” Underestimating China's challenge Not everyone shares Canada's optimistic view of the Chinese commitment to the Arctic. Robert Huebert, a senior fellow at the University of Calgary's Center for Military and Strategic Studies, thinks it is naive on the Canadian government's part to believe that China will not conduct naval operations in the Arctic in the future. “The Chinese have expanded their overall naval capability from 1994 on to the point of becoming the real world's second-largest navy,” he said. “Not to mention that China's naval shipbuilding currently surpasses that of any other country, including the United States.” Huebert noted that Beijing had shown its interest in having Arctic and near-Arctic operations in 2016 when it sent a five-vessel taskforce to the Bering Sea, and later deployed naval units to visit some Nordic countries and hold drills with the Russian navy in the Baltic Sea. “All of this points to a Chinese desire to have vessels that will be able to operate globally,” the Canadian scholar said. “Given the activities of both American and Russian submarines in the Arctic, and given the Chinese intention to become a challenger to both of these navies, it is inevitable that China will soon have an Arctic capability for its naval forces.” Cooperation with the US Canada is trying to beef up its military potential in the High North, but it may not be up to the task of coping with a serious external threat in the region. The Royal Canadian Navy will have six new Arctic and offshore patrol ships down the line. Lamirande explained that jetty infrastructure was being upgraded at Esquimalt and Halifax dockyards to berth these vessels. She said that a new jetty was under construction at Halifax, Canada's naval base on the Atlantic coast, and would be ready for use in the spring of 2019. Similar work is also underway for two new jetties at the naval facility in Esquimalt, which hosts the country's Pacific fleet, with this project expected to be completed in the late 2020s. “Work to establish a docking, replenishing and refueling facility in Nanisivik [in Canada's northern Nunavut territory] is well advanced and expected to be operational in 2019,” she added. According to Huebert, the new Arctic and offshore patrol ships are not designed to respond to an expanding Chinese (and Russian) submarine threat in the Arctic. “The vessels are important in providing Canada's navy with the opportunity to learn how to operate in the Arctic region,” he pointed out. However, to be able to counter the Chinese and the Russians in the Arctic waters, he said Canada would have to work closely with the United States to improve the underwater mission of NORAD (North American Aerospace Defense Command). “It was agreed in 2005 that NORAD would have a maritime detection mission, but there have been limited efforts to actually operationalize this requirement,” Huebert admitted, adding that prospects of any improvement in the immediate future were not that great, given the strained relations between US President Donald Trump's administration and the Canadian government. To complicate the issue, Washington asserts that the Northwest Passage is an international strait, and not Canadian territorial waters. “Nevertheless there will be a requirement to improve underwater detection systems, and those that can in fact operate at a distance from the northern section of North America,” Huebert said. “Given the range of new weapon systems that are now coming online, this will be an increasingly complicated challenge for the two North American countries.” Submarine deployment China launched its first home-built polar icebreaking vessel in September and is said to be working on a nuclear-powered icebreaking cargo vessel. A Chinese icebreaker made its way into the Canadian Arctic in August 2017. Professor Huebert noted that the Chinese navy actually has more icebreakers operational today than either the American or Canadian naval forces. More importantly, it has been reported that the Chinese are studying submarine technology for deployment in the Arctic waters. For Huebert, an increase in China's submarine activities in the polar region is a plausible scenario, and Ottawa should not underestimate it. “As the emerging naval challenger to the United States, China will inevitably develop a submarine capability to enter the Arctic,” he warned.     Criteria for “Boeing clause” in fighter jet competition to be outlined in the new year

    DAVID PUGLIESE, OTTAWA CITIZEN In October, the Canadian government sent out its draft request for proposals to aerospace firms expected to bid on replacing the CF-18 fighter jets. The aircraft that are being considered in this competition are Lockheed Martin's F-35, the Eurofighter Typhoon, Saab's Gripen and the Boeing Super Hornet. The aerospace companies will provide feedback on the draft request for proposals and after that is received the final RFP will be issued and bids required by May 2019. Industry is expected to provide feedback on a number of issues, including the so-called “Boeing clause.” The Canadian government has introduced the change to the standard procurement process with a new provision that defence analysts say was aimed directly at Boeing. The move came after the U.S. firm complained to the Trump administration that its Quebec-based competitor Bombardier was receiving unfair Canadian government subsidies on the production of its C-Series civilian passenger aircraft. The U.S. ruled in favour of Boeing, resulting in Bombardier facing duties of almost 300 per cent on sales of its C-Series planes in America. The Liberal government retaliated against Boeing's complaint by cancelling plans to buy 18 of the company's Super Hornet fighter jets at a cost of around $6 billion. In addition, as part of the competition for the new fighter jets, Canada announced it would assess a company's “economic behavior” in the years leading up to the competition. Navdeep Bains, the Minister of Innovation, Science and Economic Development, said if a firm has caused economic harm to Canada that would be at a distinct disadvantage in the fighter jet competition. But the Canadian government hasn't yet outlined its criteria for the controversial clause. Jeff Waring, director general for industrial benefits policy at Innovation, Science and Economic Development Canada recently told Esprit de Corps military magazine that the federal government is “still finalizing the assessment tool” for that clause and will continue to discuss the issue with industry.     A year-end Q&A with Defence Minister Harjit Sajjan

    By Charlie Pinkerton Federal Defence Minister Harjit Sajjan spoke with iPolitics for a year-end interview. Here's what he had to say. Q: During your time as Canada's defence minister, what are you most proud of? A: The thing I'm most proud of is that our defence policy is focused on looking after our people. I've always said our Number 1 asset is our people; if we look after them, everything else will start to fall into place. I'll give you an example of this: putting the tax-free allowance in the defence policy; if you're deployed on an operation internationally, it's tax-free. That gives families back home tremendous flexibility with what they can do. That's one of the things I'm proud of. We also include families as part of our defence policy. We're seeing tangible results. We've done some work, we've got more work to do. As you can see, this is what I'm focused on. Those procurement projects — ships, jets — are absolutely important, right? But the thing is, if we don't look after our people, those ships and jets don't mean anything. And that's probably what I'm most proud of: turning into a reality our focus in the defence policy, which is to our people. Q: What do you regret during your tenure as defence minister? A: Sometimes things can't move as fast as you want. I wouldn't call it a regret, but you want to see progress as fast as possible, and sometimes you end up pushing so hard, like with procurement: Why aren't we moving faster? We have these questions, and we're reminded that we need to hire enough people to move on these files. And so it's a reminder — it's not a regret — to never put your people in a position to over-extend themselves. You need to have a holistic Canadian Armed Forces that will look after itself. This whole conversation of more teeth, less tail — I hate that. In reality, making sure your pension cheques are given on time is just as important. Q: Is there something you really want to accomplish during the time remaining in your mandate? A: It goes back to my first point: making sure we have enough momentum that we're able to start executing all the things that we want, and having the right number of people to be able to move our projects forward. Also, making it a reality that, from the time somebody joins the military, we're focusing on resilience and that they know the country has their backs. For example, with the Transition Group, we've ensured that no future government can ever take that focus away from the people ever again. Q: Whether you or someone else takes over in a year's time, what will be the most pressing issue he or she faces? A: For me, a Number 1 priority will be making sure the environment inside the Canadian Armed Forces is one that's inclusive, that's harassment-free, and I know it seems very idealistic to say this, but any other goal is unacceptable, because it leaves leeway for things, because when you create that environment, you'll be able to get the best potential out of your people at the same time. That's the challenge we're working on. General (Jonathan) Vance is aggressively dealing with this, and Operation Honour is showing results. To me, it's a challenge, and a challenge that has to be met, regardless of who's in this position. Q: Is there something you wanted to accomplish that was pushed aside by larger or more pressing priorities? A: There's one thing I was really looking forward to doing, which is learn French. I sort of underestimated the time required of the job. However, I am still committed to learning French. I do what I can in my own time, and I'll learn it when I leave politics, because I think it's important for all Canadians to be able to speak both official languages. Q: You're up for re-election. You've been defence minister for three years, which is a relatively long time. Aside from Peter MacKay, who held the job for about six years, you've had one of the longest tenures of the past 20 years. If re-elected, will you seek re-appointment? A: I got into politics because I wanted to represent the neighbourhood I grew up in of Vancouver South, and I was very privileged to have that honour. When it comes to the next election, my job is going to be to make sure I connect with my community in my riding. That's the Number 1 job that I'm fighting for: to become the member of Parliament for Vancouver South. If the prime minister thinks again that my skills are needed, regardless of portfolio, I'd be honoured and privileged to serve. Q: Considering you got into politics to represent Vancouver South, is there something that being defence minister prevented you from doing, and that, given another term, you'd like to take on? A: In Vancouver South, my focus has been a lot on the youth, and I've done a lot of things in the riding, but I always feel like I wish I could do more. I want people to know that I — a person who grew up in that riding — can do some interesting things, and reach this portfolio, and that every single (constituent) can reach the highest levels. So that's the one thing I wish I had a little bit more time to do.     Chief of the Defence Staff says natural disasters pose ‘significant threat’ to Canadians

    By Amanda Connolly National Online Journalist Global News There are not many military threats that directly loom over Canadians as the country heads into the new year. But of those that do, one of the most significant is the increased frequency of major natural disasters. In a year-end interview with the West Block‘s Mercedes Stephenson, Chief of Defence Staff Gen. Jonathan Vance said while there are a number of threats that are evolving and taking shape, one of the most concrete ones the military is facing right now comes from Mother Nature herself. “There are very few large military threats to Canada,” he said. “There are certainly threats that are evolving right now that can reach Canada, be they missiles or threats against our cybersecurity, threats to our oceans and to our shores. We face a significant threat almost every year now with natural disasters, forest fires and floods and so on that affect Canadians. So in our role to defend Canada and protect Canadians, that's been significant.” The military gets called in to help with the response to natural disasters when those disasters overwhelm provincial authorities, which have the first responsibility to respond when things like floods, forest fires or ice storms hit. Military responses to natural disasters happen under what's known as Operation Lentus. In 2018, the military deployed to six natural disasters after provincial authorities in all cases determined the scale of the damage was too much for them to handle alone. Those disasters included the winter storms in Eastern Quebec and the Iles-de-la-Madeleine in November, sending hundreds of soldiers and transport aircraft to assist with evacuations from the B.C. and Manitoba forest fires and deploying to take on the heavy spring flooding in B.C., New Brunswick and on the Kashechewan First Nation. Forest fires and severe flooding saw the military also respond to six disasters last year. Both represent sharp increases compared to years past as climate change continues to cause more extremes that result in the droughts, storms and thaws behind things like dangerous forest fires and floods. In 2016, for example, the military only deployed once: to the devastating Fort McMurray wildfires. They deployed twice in 2015, four times in 2014, once in 2013, three times in 2011 and once in 2010. In addition to continuing to deploy to missions overseas, the added demands on responding to disasters at home mean the military will need to increase recruitment or start to feel the strain, Vance said. And in an uncertain world, the circumstances around those missions continues to evolve. Most recently, Russia attacked three Ukrainian naval vessels passing through the shared territorial waters of the Kerch Strait. Dozens of Ukrainian sailors on those ships were detained by the Russians as prisoners of war. Vance said while that kind of aggression from Russia doesn't directly impact Canadians deployed in the ongoing training mission in Ukraine, it does factor into considerations of what they are ultimately going to be able to achieve. “It raised the stakes somewhat,” he said. “It hasn't affected this mission Operation UNIFIER at this juncture, but it doesn't point to a peaceful and ultimate resolution of Ukraine that we'd like to see.” The 24 detained Ukrainian sailors have yet to be released. © 2018 Global News, a division of Corus Entertainment Inc. https://globalnews.ca/news/4785907/jonathan-vance-canadian-forces-natural-disasters/

    New fighter jets ‘can’t arrive quickly enough,’ Canada’s top military commander says

    By BRUCE CAMPION-SMITH Ottawa Bureau OTTAWA—A new fighter jet “can't arrive quickly enough” for Canada's Air Force as it deals with aging CF-18s that are approaching the end of their useful life, the country's top military commander says. Gen. Jonathan Vance, the chief of defence staff, acknowledged that an old fighter and personnel shortages present challenges for the Air Force. “The F-18 is clearly an aircraft that is one that is coming to the end of its useful life. But it's not at the end,” Vance told the Star in a year-end interview. “I'm real keen to get the future fighter in place as quickly as possible. Until then we've got the F-18. We're going to have to invest in it to ensure that our aircrew, the RCAF, can continue to ... protect Canada and Canadians and be valued in operations,” he said. A recent report by the federal auditor general's office put the challenges facing the Air Force into stark focus with its findings that the CF-18s, first delivered in 1982, are increasingly obsolete. But more critically, the report said the bigger challenge was a shortage of technicians to maintain the 76 existing jets and pilots to fly them. Vance said the military is moving to address its personnel shortages. On the pilot front, the problem isn't attracting new recruits, he said. It's training them and then keeping them in uniform at a time when civilian airlines are dangling the promise of big paycheques and better quality of life. “I'm not going to lie to you. It's not going to be easy,” Vance said. “There's no way we're ever going to be able to compete with private industry. We never have. You don't join the military for the paycheque,” he said. But he said the Air Force is considering a number of measures, from better compensation and benefits to addressing complaints about postings and desk jobs that contribute to drive pilots from the ranks. Lt.-Gen. Al Meinzinger, RCAF commander, told the Commons public accounts committee in December that pilots quit because of family challenges, tempo of operations, work-life balance and geographic postings. “My assessment is that it's going to take us approximately five to seven years to grow the crew force. Again, a lot of the considerations are in the future. We have to stave off the attrition we're experiencing today. We're getting at that as a priority in terms of some of the retention ideas we have,” Meinzinger told the committee. A tortured procurement stretching over several governments, with several false starts, has delayed the purchase of new fighters, leaving the Air Force with the CF-18s, which require 24 hours of maintenance for every hour they fly. Jody Thomas, the deputy minister of defence, told the Commons public accounts committee in December the government now expects to release a request for proposals next spring with bids submitted in 2020 and a contract award in 2022. Under that timeline, deliveries of 88 new fighters would occur between 2025 and 2032. “We expect to achieve initial operating capability by 2026 with nine advanced fighters ready to fulfil the NORAD mission,” Thomas said. That still means the CF-18s have to remain airworthy and combat capable for up to 12 more years to help bridge the transition, a tall order for jets that are already three decades old. To help augment the fleet and spread the flying hours, the federal government has purchased 18 used F-18s from Australia. The first of those aircraft is expected to arrive late winter. They will require maintenance checks and some upgrades to make them compatible with existing fleet. National Defence expects to spend almost $3 billion to extend the life of its current fleet and to buy, operate and maintain the interim aircraft. The auditor general's report noted the CF-18 has not undergone any significant upgrade to its combat capabilities since 2008. That's because the Air Force thought they would be replaced. Now, analysis is underway on how best to upgrade some of the CF-18s as early as 2020 in the areas of sensors, weapons, self-protection and mission support capabilities. “Those capability upgrades are sufficient ... to keep the aircraft at an acceptable level of combat capability until the future fleet arrives,” Vance said.     Feds, Irving ask trade tribunal to toss challenge to warship contract

    By Lee Berthiaume, The Canadian Press — Dec 25 2018 OTTAWA — The federal government and Halifax-based Irving Shipbuilding are asking a trade tribunal to throw out a challenge to their handling of a high-stakes competition to design the navy's new $60-billion fleet of warships. In separate submissions to the Canadian International Trade Tribunal, the federal procurement department and Irving say the challenge filed by Alion Science and Technology of Virginia does not meet the requirements for a tribunal hearing. Alion was one of three companies, along with U.S. defence giant Lockheed Martin and Spanish firm Navantia, vying to design the new warships, which are to be built by Irving and serve as the navy's backbone for most of this century. While Lockheed was selected as the preferred bidder and is negotiating a final design contract with the government and Irving, Alion alleges the company's design did not meet the navy's requirements and should have been disqualified. Two of those requirements related to the ship's speed, Alion alleged, while the third related to the number of crew berths. Alion has asked both the trade tribunal and the Federal Court to stop any deal with Lockheed. But the government and Irving say the contract is exempt from normal trade laws, which the tribunal is charged with enforcing, because of a special "national security exception," meaning there is "no jurisdiction for the tribunal to conduct an inquiry." Another reason the challenge should be quashed, they argue, is that Alion is not a Canadian company, which is a requirement for being able to ask the tribunal to consider a complaint. Alion's challenge has been formally filed by its Canadian subsidiary, but the government and Irving say that subsidiary was never actually qualified to be a bidder in the competition — only its American parent. The responses from the government and Irving are the latest twist in the largest military purchase in Canadian history, which will see 15 new warships built to replace the navy's 12 aging Halifax-class frigates and three already-retired Iroquois-class destroyers. The trade tribunal ordered the government last month not to award a final contract to Lockheed until it had investigated Alion's complaint, but rescinded the order after a senior procurement official warned that the deal was "urgent." The procurement department has not explained why the deal is urgent. Lockheed's bid was contentious from the moment the design competition was launched in October 2016. The federal government had originally said it wanted a "mature design" for its new warship fleet, which was widely interpreted as meaning a vessel that has already been built and used by another navy. But the first Type 26 frigates, upon which Lockheed's proposal was based, are only now being built by the British government and the design has not yet been tested in full operation. There were also complaints from industry that the deck was stacked in the Type 26's favour because of Irving's connections with British shipbuilder BAE, which originally designed the Type 26 and partnered with Lockheed to offer the ship to Canada. Irving, which worked with the federal government to pick the top design, also partnered with BAE in 2016 on an ultimately unsuccessful bid to maintain the navy's new Arctic patrol vessels and supply ships. That 35-year contract ended up going to another company. Irving and the federal government have repeatedly rejected such complaints, saying they conducted numerous consultations with industry and used a variety of firewalls and safeguards to ensure the choice was completely fair.     AhlulBayt News Agency (ABNA): A consignment of armored vehicles has left Canada for Saudi Arabia despite Prime Minister Justin Trudeau's declaration that Ottawa was ready to halt a $13 billion arms deal with Riyadh. Military manufacturer General Dynamic Land Systems Canada has been contracted to deliver 742 armored vehicles to the kingdom whose war on Yemen has recently come under increased scrutiny. Canada has been exporting arms to Saudi Arabia based on the 2014 contract won by the Canadian unit of US weapons maker General Dynamics Corp. On Sunday, a cargo ship loaded with armored vehicles left the port of Saint John for Saudi Arabia, a day after protesters gathered in the rain and fog to condemn the shipment, Canada's leading daily the Globe and Mail reported. The protesters held signs and passed out pamphlets detailing concerns about the Saudi-led war in Yemen, which the United Nations has called the world's worst humanitarian crisis, the paper said. The cargo was apparently delayed for a day after longshoremen refused to cross the protest line, forfeiting their day's wages, it added. The longshoremen, the paper said, could face repercussions from their employer for their decision not to cross the protest, even though the combat vehicles were eventually transported. The shipment came even though Trudeau said in October that Canada was ready to halt the arms deal with Saudi Arabia if it concluded the weapons had been misused. "We strongly demand and expect that Canadian exports are used in a way that fully respects human rights," Trudeau said in the parliament. "We have frozen export permits before when we had concerns about their potential misuse and we will not hesitate to do so again," he added. His remarks, however, drew a warning from General Dynamics Corp which warned Canada against stopping the sales. "Were Canada to unilaterally terminate the contract, Canada would incur billions of dollars of liability to General Dynamics Land Systems-Canada," it said. David Perry, defense analyst at the Canadian Global Affairs Institute, called the warning “unusual” at the time. He said General Dynamics Land Systems-Canada would normally keep a very low profile. "I can't imagine they are anything other than extremely worried," he said. Trudeau, himself, had previously acknowledged that there would be “huge penalties” if Ottawa turned its back on the deal. The Canadian premier, known for trying to portray himself as a human rights advocate, has been under pressure to scrap the deal inked by the previous government.     THE CANADIAN PRESS OTTAWA — U.S. Defense Secretary Jim Mattis' decision to resign creates a void for Canada, says former Defence Minister Peter MacKay, because of Mattis's deep understanding of Canada's role in joint NATO and UN missions and good ties with Canadian security officials. His years of experience in the U.S. military and on-the-ground understanding of the parts of the world where he served as a Marine general, particularly in Iraq and Afghanistan, are “virtually irreplaceable,” MacKay said. After serving for two years at the top of the U.S. military machine, Mattis announced Thursday that he'd resign as of the end of February, in a move widely seen as a rebuke of Trump's decision to abrupt withdraw U.S. troops from Syria. The retired general has been considered a moderating influence on Trump over his last two years as Pentagon chief, which is why concerns have been raised by ally nations about how his departure could affect U.S. security and foreign policy. These concerns are particularly focused on America's role in the NATO transatlantic alliance after Trump said this week that not only will the U.S. military pull out of Syria, but the number of U.S. troops will also be cut in half in Afghanistan, where the U.S. is part of the NATO-led joint mission Operation Resolute Support. “In spite of the moniker ‘Mad Dog Mattis' he was anything but. He was a highly intelligent, highly rational guy and he saw first-hand the integration of defence, diplomacy, development that Canada was doing and was very full of praise and admiration for that,” MacKay said. Mattis's departure is even more keenly felt in light of the departures of H.R. McMaster and John Kelly, who U.S. President Donald Trump also appointed to serve in his administration, MacKay added. McMaster was an army general who was Trump's national-security adviser for a year; Kelly is a retired Marine general who served as secretary of homeland security and then Trump's chief of staff. McMaster resigned last April; Kelly is to leave the White House at the end of this year. “Jim Mattis and the others have and feel an abiding respect for Canada and our role in NATO and in NORAD, for our niche capabilities, what we were able to do along with others in the coalition, both the UN and NATO coalition in Afghanistan, our support role in other missions,” MacKay said. “That, too, is in some jeopardy depending on who replaces Gen. Mattis.” But in spite of ongoing political tensions at the top, Canada's defence and security relationship with the U.S. is hardwired at the bureaucratic and institutional levels and has not materially changed with the election of Donald Trump, said Fen Hampson, director of the global security and politics program at the Centre for International Governance Innovation. Mattis' resignation will not alter those ties, he said. “There's a constant flow of exchanges and communication on, I would say, almost an hourly basis. That's not really going to change in substantive terms,” Hampson said. “I think where it's going to be probably felt most keenly is at the cabinet-to-cabinet level where our officials have met with Mattis and (Secretary of State Mike) Pompeo on a pretty regular basis and that's where the hole is going to be felt.” Dave Perry, a senior defence analyst with the Canadian Global Affairs Institute, echoed this, saying he has heard of little change on the ground when it comes to the day-to-day bilateral work and partnerships between Canadian and American officials. “It's a relationship that's pretty embedded at the working level in institutional agreements, exchanges, all the Canadians that work directly within the U.S. defence structure in the United States — so I think the degree of change has probably been overstated with this administration,” he said. “A lot of things on the defence front have continued to work quite well quietly and will likely do so in the future.” While many analysts agree that Canada should be concerned about losing an ally in the Trump administration like Mattis, who acted as a stabilizer at the highest levels, this concern could be eased depending on whom Trump nominates as his replacement. “The void now, within the defence and security world, will hopefully be filled with someone of his ilk and his acumen,” MacKay said of Mattis. “Hope burns eternal. I remain very optimistic about the resilience of the Canada-U.S. relationship.
