    Inflection point: Army wrestles to strike balance between current and future capability

    WASHINGTON — The Army is at an inflection point. It's a statement its top leaders have acknowledged countless times in recent months as they have made the case to begin major investment in future capability. But to bring online state-of-the-art technology and weapons and equipment that will maintain overmatch against peer adversaries like Russia and China, the Army will need money. Lots of money. And that means, at some point soon, the Army will have to make difficult decisions on how long legacy weapon systems and planned upgrades for those capabilities can — or should — carry the service into the future. It is Army Secretary Mark Esper and Army Chief of Staff Gen. Mark Milley's goal and mandate to have a fully modernized Army that aligns with the service's multidomain operations doctrine by 2028. It logically follows that to get there, much has to happen in the 10 years between now and then. The Army wants longer-range fires, new combat vehicles and tanks, two new helicopters, highly capable autonomous vehicles and aircraft, a robust and resilient network tying together everything on the battlefield, a layered and more advanced air-and-missile defense capability and more lethal systems for warfighters. These capabilities all fall under the Army's top six modernization priorities, which the service laid out a year ago in an overarching modernization strategy. The Army then stood up Army Futures Command — a new four-star command — that will focus on rapidly bringing online modernized equipment and weapons that fit under the top six priorities. And it put a general officer in charge of a cross-functional team for each priority to advance prototypes and technology development.     US Army triggers start of possible ground mobility vehicle competition after long delay

    By: Jen Judson WASHINGTON — The Army seemed geared toward holding a rapid competition to buy a Ground Mobility Vehicle in 2016, but the plan was delayed without much explanation in favor of buying an interim vehicle already in use by special operations forces. Buying the GMV was a top priority following the fall 2015 release of the Army's Combat Vehicle Modernization Strategy, which called for such a vehicle in future and current operations. After a competition never materialized, however, rumors began to swirl that the Army may decide to buy more of the U.S. Special Operations Command's GMV — General Dynamics Ordnance and Tactical Systems' Flyer 72 — even after the service had spent several years prior testing a wide variety of commercial off-the-shelf options. But Congress spurred the effort in its fiscal 2018 defense policy bill, mandating the Army hold a competition and move forward with a program. The Program Executive Office Combat Support and Combat Service Support's product lead for the GMV has quietly stated on its website that the Army plans to pursue a competition for the GMV — calling it an Infantry Squad Vehicle — as a formal program of record. The office states that it is projected to enter into a production contract in fiscal 2020 to procure 2,000 vehicles, roughly a year later than originally planned. The Army took a big step forward on Sept. 24, releasing a market survey to industry, via the Federal Business Opportunities website, soliciting offerings for an Infantry Squad Vehicle. The notice states the service is looking for a vehicle that provides mobility for a nine-soldier infantry squad as well as its associated equipment to “move around the close battle area.” The vehicle should be lightweight, highly mobile and transportable “by all means” to include CH-47 Chinook cargo helicopters, UH-60 Black Hawk utility helicopters and by Low Velocity Air Drop. Responses to the solicitation are due on Oct. 26. While the Army has already bought quantities of the SOCOM vehicle for five airborne infantry brigade combat teams, other companies have continued to wait in the wings for the possibility to compete. And the pool of readily available ultralight vehicles is deep. In addition to GD's Flyer, these vehicles all participated in vehicle demonstrations at Fort Bragg, North Carolina, in 2014: Boeing-MSI Defense's Phantom Badger. Polaris Defense's air-transportable off-road combat vehicle DAGOR. Hendrick Dynamics' Commando Jeep. Vyper Adamas' Viper. Lockheed Martin's High Versatility Tactical Vehicle, which is a version of the British Army's HMT-400 Jackal. The Army launched its new-start GMV program in 2017 as planned, based off the service's new combat vehicle modernization strategy released in 2016, which called for the capability. The Army planned to reach a full-rate production decision on a vehicle by the end of FY19. But then it decided to split GMV procurement into two phases in the FY18 budget request and, in the first phase, planned to exclusively buy 295 of GD's Flyers through a previously awarded contract with U.S. Special Operations Command. The second phase would open up into a competition to build 1,700 more GMVs.     Decision coming soon on who will build prototypes for a new Army light tank

    By: Jen Judson WASHINGTON — The Army is expected to make a decision by the end of the year on which companies will build prototype vehicles as part of its light tank competition. The requirement for a Mobile Protected Firepower vehicle to provide infantry brigade combat teams a protected, long-range, cyber-resilient, precision, direct-fire capability for early or forcible entry operations was first laid out in the Army's combat vehicle modernization strategy released in October 2015. The Army is looking to rapidly procure this capability by turning to commercial off-the-shelf technology rather than spend years developing it. Several competitors submitted offerings to the competition in late February in the hopes that they are selected to build 12 prototypes that will be demonstrated and evaluated — and that will ultimately lead to the service selecting a winner to go into production. The low-rate initial production plans are for roughly 54 vehicles — 26 to start, with an option to build 28 more, as well as retrofitting eight of the prototype vehicles. The first unit equipped is planned for 2025. If selected, the contractors have 14 months to deliver MPF prototypes to the Army. A final request for proposals will likely come out in late October or November, and the service will make a decision shortly thereafter. SAIC partnered with Singapore's ST Kinetics and Belgium-based CMI Defense; BAE Systems and General Dynamics Land Systems all submitted written proposals, vehicles and armor coupons for testing. The SAIC team integrated CMI's Cockeril 3105 turret on an ST Kinetics next-generation armored fighting vehicle chassis as its offering. BAE Systems is offering an M8 Buford Armored Gun System with new capabilities and modernized components. GD submitted an offering that combines a version of its latest Abrams turret with a chassis that leverages experience from the United Kingdom's AJAX program. “We have additional new and proven technologies to meet MPF specific requirements,” a GD spokesperson said. The Army has already moved through its testing and evaluation ahead of a decision later this year. Vehicle bid samples were tested to evaluate mobility and firepower performance, and the armor coupons were tested to evaluate protection performance. According to Jim Scanlon, senior vice president and general manager of SAIC's defense systems group, the company did both pre-validation and follow-on testing of its vehicle offering before and after the Army's own evaluation period. The company has brought the vehicle to the Association of the United States Army's annual conference. If selected, SAIC plans to perform final integration work in its Charleston, South Carolina, facility, with the other companies in the team building their contributions in their own facilities. However, Scanlon said, the company is working to come up with ways to do more and more of the production work in the United States, and both companies involved are on board and see moving some work into the country as a necessary investment as big combat vehicle programs gain traction. All options are being considered, Scanlon said. BAE plans to build its EMD prototypes within its manufacturing network including York, Pennsylvania, Aiken, South Carolina, Anniston, Alabama and Sterling Heights, Michigan, according to the company's MPF capture lead Greg Mole. GD said it would not release build locations for the vehicles at this time.     By: Valerie Insinna WASHINGTON — General Dynamics and AeroVironment are teaming up to integrate ground combat vehicles with drone technology in preparation for two high-stakes Army and Marine Corps vehicle programs, the companies announced Oct. 8. General Dynamics Land Systems and AeroVironment plan to network GD's entrant for the Marine Corps' armored reconnaissance vehicle, or ARV, program with the drone makers' Switchblade missile and the Shrike 2 unmanned aerial system still in development by the company, said Dave Sharpin, AeroVironment's head of tactical UAS. The first tests will begin this fall. The recently unveiled Shrike 2 is a hybrid vertical-takeoff-and-landing drone, with rotors that allow it to take off and land like a helicopter. It also has fixed wings to provide more endurance and the ability to fly like an airplane. It “will be the eyes in the sky, going out and doing the reconnaissance mission, finding things, reporting them back, and then once we have that situational awareness, then a Switchblade will be launched if we want to go do something kinetic with the target,” he said. The hope, Sharpin said, is to fill a need expressed by the Marine Corps but also relevant to the Army — a vehicle that can interface with a UAS that is organic to it, as well as a new way to strike targets that would be found by the drone. Ultimately, the companies believe they can parlay that concept into offerings for both the Marine Corps' ARV program as well as the Army's Next Generation Combat Vehicle. “The purpose of this partnership is to deliver a decisive advantage to ground combatants, to see first and strike first, across the tactical landscape,” Don Kotchman, U.S. vice president and general manager of General Dynamics Land Systems, said in a statement. “We're confident this integrated capability, expanding the warfighter's situational awareness, survivability and over-the-next-obstacle lethality, will define the market for years to come."     By: Jen Judson WASHINGTON — The Army has entered the final stages of hashing out requirements for ramping up Stryker combat vehicle lethality and will make a decision in January on what it wants in order to increase its battlefield effectiveness. The service in January will hold an Army Requirements Oversight Council meeting, with Army Chief of Staff Gen. Mark Milley, to cement requirements on how it will improve the Stryker fleet's lethality, according to Lt. Gen. James Pasquarette, the service's new G-8 lead, in charge of program development and justification. The AROC will produce a “kind of ‘Y in the road' of what we think we are going to want to look at,” when it comes to making the Stryker more lethal, Pasquarette told Defense News in an interview ahead of the Association of the United States Army's annual meeting. The Army conducted a test fire of one of its 30mm cannon solutions on Stryker at Aberdeen Proving Ground, Maryland, as recently as last month, he noted. “We know we believe the Stryker has to have capability to defeat light armor,” Pasquarette said. “We are developing the concept more to validate that on the front-end.” The Army is looking at roughly three different caliber weapons systems, he said. They include a couple of Common Remotely Operated Weapon Stations with different caliber weapons, as well as a 30mm cannon like what was outfitted on Strykers that went to the 2nd Cavalry Regiment in Germany earlier this year. “We want to make sure the concept is tight, about what we think we need based on threat and capability we want to have, then we will have to see what direction we go,” which could include competitions to upgun the fleet — or parts of the fleet — in the future, Pasquarette said. “We are still determining balance.     The Army’s future tank may not be a tank

Ross Coffman, who is in charge of combat vehicle modernization, told Defense News in an interview at the Association of the U.S. Army's annual show. While the M1 Abrams tank still has life in it yet, the Army is starting to begin the thinking and planning process for a future tank, “which is really exciting because it might not be a tank,” Coffman said. “It is decisive lethality and what that decisive lethality is will be determined by academia, our science and technology community within the Army and industry.” The Army will choose a path in 2023 on how it plans to replace the Abrams and some of the ideas cropping up in discussions have been “everything from a ray gun to a Star Wars-like four-legged creature that shoots lasers,” Coffman said, “but the reality is that everything is on the table. “We have to get away from these paradigms that we created that decisive lethality must come from a tank,” Coffman said. “It may be a tank in the end and that would be great, but we need choices for our soldiers, so we can really move into a position of lethal advantage over the enemy.” Coffman is spearheading that effort along with some more near-term plans to replace the Bradley Fighting Vehicle with an Optionally Manned Fighting Vehicle and bring online the Army's Armored Multi-Purpose Vehicle (AMPV) and a light tank called the Mobile Protected Firepower (MPF) system.     Oshkosh robot trucks could roll out to the Army by 2020

    By: Kelsey Atherton Simple subtraction explains the impetus for self-driven supply convoys: For every autonomously driven vehicle, that's one fewer human driver needed, and likely one or two fewer human escorts in the vehicle itself. Fewer humans means fewer injuries and deaths whenever the convoy encounters violence, like an ambush or an improvised explosive device. Then there is multiplication: Take the driver and the escorts out of each truck in a seven-truck convoy, and that's suddenly 14 to 21 soldiers that can do other tasks, like escorting the convoys in other, better-armored vehicles, ones that can withstand IEDs or provide more protection from small arms fire.
