Supacat and Soucy team to offer composite rubber tracks for UK armoured fleet upgrades

21 May 2020, Leading high mobility military vehicle developer, Supacat, with operations in Devon, UK, and Melbourne, Australia, signed a Teaming Agreement in March 2020 with Soucy International Inc., the Quebec, Canada, based global leader in Composite Rubber Tracks (CRT) for defence equipment.

The teaming offers Soucy's market leading, high performance Composite Rubber Track systems to meet the requirements of the UK armed forces, and others, to upgrade their new and legacy armoured fleets from Steel Track to Composite Rubber Tracks.

The integration and support for Soucy tracks could be provided by Supacat, an established prime contractor to both the UK and Australian MoDs, thus securing high value jobs within local supply chains. Supacat's OEM engineering capability and experienced field support teams would ensure the long-term sustainment of vehicles fitted with Composite Rubber Tracks and a commitment to support troops in peacetime and during operations.

Soucy has been in the vanguard of Composite Rubber Track development to not only match but surpass the performance of steel track systems in all measurable areas, from mobility and traction to cost per Km. Soucy provides defence tracks up to a GVW of 50mT and continues developing compounds for higher GVW. Soucy tracks are approved by military forces worldwide and it has supplied Composite Rubber Tracks for platforms such as M113, Warthog, Bronco, BVS10, BAE Systems MPF, CV90 and Redback, with many more in development.

The value of the UK armed forces' requirement is estimated at £500m in track sales over 25 years but deliver potential savings to the UK MoD of £330m from just four platform configurations transitioned to Composite Rubber Tracks, based on current track mileage allocations.

For the UK MoD, the Soucy – Supacat teaming enables it to acquire global market leading technology through an innovation led British SME and level up employment into South West England; and post Brexit, to further the UK – Canada trade partnership in helping Soucy expand its presence in the UK to create new job opportunities. Other armed forces in Europe are planning upgrades but acceptance onto some of the British Army's larger fleet is key to the UK-Canada team.

Composite Rubber Tracks reduce the noise and vibration levels generated by steel that impact the health of both vehicle system and user. They significantly improve crew safety, durability and system life while lowering fuel and life cycle costs. Rubber tracks also benefit programmes with weight restrictions, such as the Mobile Fires Platform (MFP).

    Ottawa pushes navy's planned supply ships to the front of the construction queue

    Murray Brewster · CBC News The Liberal government has decided to pull out all the stops on the construction of the navy's planned permanent supply ships — a move that's raised questions about how quickly the Canadian Coast Guard will get a critical oceanographic science vessel. Public Services and Procurement Canada (PSPC) issued a statement Tuesday that announced the re-sequencing of the construction schedules for vessels being built at the Vancouver Shipyard, which is owned by Seaspan. The company has already started preliminary construction work on the first of the navy's long-awaited Joint Support Ships and the federal government says the work will continue until the vessel is completed. Under the National Shipbuilding Strategy, Seaspan was suppose to first construct three small fisheries research ships and a larger oceanographic vessel before working on the navy's long-awaited supply ships. Adhering to that plan in the face of repeated organizational delays meant delivery of those supply ships — which are considered critical to allowing the navy to operate beyond Canadian shores — would not happen until 2023 at the earliest. The PSPC statement said that once the first supply ship is finished, Seaspan will turn its attention to the coast guard oceanographic ship and then build the last planned naval supply ship. "Given the complexity of this build, this change in sequencing will ensure focused engineering resources on each of the projects, while allowing for time between construction of the first and second [Joint Support Ship] to incorporate lessons learned," said PSPC spokesman Pierre-Alain Bujold in a statement. "Moreover, this allows for uninterrupted work at the shipyard, mitigating the risk of potential layoffs and production gaps between builds." Bujold said additional details on the construction schedule will be released at a later date. The change to the schedule was, according to sources in the defence industry, agreed upon at the recent Trudeau government cabinet retreat in Sherbrooke, Que. Rob Huebert, a defence expert at the University of Calgary, said the decision "leaves most people scratching their heads" because of the difficulty involved in getting a shipyard to switch up construction between different types of vessels. "Why you would interrupt the building of ships by putting another style and class of vessel in the middle completely boggles my mind," said Huebert, a noted expert on the Arctic. "I don't know why you would do it." If anything, he said, the federal government should simply build both naval ships and then move on the coast guard ship. The re-sequencing means the navy could be waiting until the late 2020s for its second supply vessel, which would make the program a multi-decade odyssey. The Liberal government of former prime minister Paul Martin originally ordered the replacement of the auxiliary ships in 2004, but the program was cancelled in 2008 by the Conservatives when cost estimates exceeded the budget envelope. Huebert said Tuesday's announcement also raises questions about when Canadians will see the heavy icebreaker that Seaspan is also slated to build. The PSPC website says the program is under review and "no activities are planned until work on other projects has advanced." The federal government apparently has not yet formally notified Seaspan of the schedule change, although the shipyard has awarded a series of sub-contracts to companies such as INDAL in Mississauga, Ont., and L3 MAPPS in Montreal, for supply ship components. Seaspan is expected to announce another contract on Wednesday with Lockheed Martin Canada related to the supply ships. Ever since the Conservatives cancelled the first iteration of the supply ship project, the federal government has struggled to get it back on track, setting and missing several deadlines. The supply ships were supposed to arrive in 2017. The date was pushed back to 2019, and then to 2022. The absence of a supply ship prompted the Davie shipyard, in Levis, Que., to pitch a converted civilian cargo ship for navy use. That $668 million lease deal is at the centre of the breach-of-trust case against Vice-Admiral Mark Norman. Davie is pitching the federal government on leasing another cargo ship. A spokesman for Davie, Frederik Boisvert, called Tuesday's decision "an insult to taxpayers" and claimed that Seaspan has failed to deliver on the supply ship project and "should be blacklisted by the government and not rewarded for failure." The effect of switching up the schedule means the navy might not need a second supply ship leasing deal.     More than 100 military procurements facing delays: Defence Department

    The delivery dates for new or upgraded equipment, some of which is needed urgently, have been pushed several years into the future by Lee Berthiaume OTTAWA — The Department of National Defence has identified delays in more than 100 planned military purchases and facility upgrades, most of which have flown under the radar as attention has focused on the government's problems buying new fighter jets and warships. While some of the schedule setbacks revealed by the Defence Department are relatively minor, others are significant, with the delivery dates for new or upgraded equipment — some of which is needed urgently — pushed several years into the future. Those include new engineering vehicles and machine-guns for the army, new drones for the navy to hunt mines and satellite hookups for its submarines, and upgrades to the air force's aging fighter-jet and surveillance aircraft fleets. More than half the list of 117 delayed projects is infrastructure projects on military bases, including health facilities, maintenance and storage hangars, armouries and ammunition depots. The list was produced by the Defence Department and recently tabled in the House of Commons in response to a request from the official Opposition Conservatives. Federal officials have to get better at setting “predictable” schedules when it comes to purchasing new equipment, Troy Crosby, whose job as assistant deputy minister of materiel is to oversee procurement at the Defence Department, acknowledged in an interview. Yet Crosby believes much of the frustration around military procurement is the result of unrealistic expectations born of a lack of understanding and appreciation for how the system, which is dealing with more projects than at any time in recent history, actually works. “The complexity of what it takes to bring a new piece of equipment into service is extraordinary, and early, early, early in a process, when we don't even know what it is we're going to buy or from where, there's a lot of uncertainty around those schedules,” he told The Canadian Press. “I think people will understand ... you can't nail a date down to a month in a year specifically. And then if you're two days late or two months late or what have you, are you really late or was there just an amount of uncertainty around those schedules to begin with?” As an example, Crosby pointed to the delayed delivery of new search-and-rescue airplanes, where the air force has been wrangling with the manufacturer Airbus over the level of detail that must be in the aircraft's technical manuals before the military will accept the planes. “Three years into the contract, we're behind 18 days,” he said. “That's not a failure. If the standard is perfection, will defence procurement ever be not broken? I'm not sure. I think you're holding us to a pretty amazing standard.” At the same time, Crosby noted that the air force's Buffalo and Hercules airplanes, which have been performing search-and-rescue missions in Canada for decades, continue to operate despite being long past their replacement dates. “Do we want to get (the Forces) even better equipment so they can be even more effective at the job using modern technology? Yes,” said Crosby. “But the Buffalo and those (search-and-rescue) crews are delivering for Canadians now. So I wouldn't want to leave the impression there that suddenly these capabilities don't work.” Yet there have been several examples in recent years of the military either doing without because equipment got too old to use or the government investing taxpayer dollars to keep old gear going longer than anticipated. Those include the navy having been without destroyers for the past few years, the government spending nearly $700 million to lease a temporary supply ship and plans to spend more than $1 billion to keep CF-18 fighters from the 1980s flying to 2032. While some of those problems were caused by political dithering or mismanagement, they nonetheless underscore the real cost of delays. The list of delayed projects produced by the Defence Department included brief explanations for why each procurement has been delayed. Some, such as the purchase of new machine-guns, related to problems with industry and fell outside government's control. Others were afflicted with unforeseen technical issues and many of the delays were the result of “detailed schedule analysis” by government officials, suggesting the original timeframes were unrealistic or otherwise inaccurate. There were also several delays, such as a plan to upgrade the sensors and weapons on the air force's Griffon helicopters, attributed to a shortage of procurement staff and other internal government resources. Despite the delays, Crosby said he felt military procurement is “in a good place,” listing the recent delivery of new armoured vehicles and trucks for the army and the pending arrival of new Arctic patrol ships for the navy and the search-and-rescue planes for the air force. “A lot is moving out,” he said. “There's a lot of movement.” Conservative defence critic James Bezan, however, suggested the delays were the result of Liberal government mismanagement. “The Trudeau Liberals continue to dither and delay when it comes to procuring new equipment for the Canadian Armed Forces,” he said in an email. “It is clear that the Trudeau Liberals repeatedly fail when it comes to procuring and upgrading equipment for our military heroes.” Defence Minister Harjit Sajjan's press secretary Floriane Bonneville defended the Liberals' record on procurement. “Overall, 90% of procurements are delivered within their planned scope and budget,” she said in a statement. “Our defence plan, Strong, Secure, Engaged, helps build strong, healthy communities and secures well-paying middle class jobs for Canadians.     Textron Aviation recently announced it delivered a Beechcraft King Air 350ER aircraft to Australian aviation service company Skytraders, which will operate and maintain the aircraft on behalf of Victoria Police. The aircraft has also recently entered service. The Beechcraft King Air350ER is designed and manufactured by Textron Aviation Inc., a Textron Inc. company. The King Air 350ER will primarily support Victoria Police Air Wing (VPAW) and its team of tactical flight officers, who lead airborne law enforcement, training, search and rescue, and extended offshore marine safety missions throughout the state of Victoria, Australia. “By integrating the King Air 350ER into their fleet, Victoria Police Air Wing greatly enhances the capabilities of the professionals who respond to more than 5,000 taskings every year,” said Bob Gibbs, vice-president, Special Mission Sales for Textron Aviation. “The turboprop's unique combination of proven performance, range, speed and ease of operation makes it a trusted platform for large law enforcement agencies like Victoria Police.” The custom-configured mission package for Victoria Police includes advanced mission management system, ground moving target indicator object detection, tactical flight officer workstations, tactical radios, satellite communications and a data downlink.
