    LEONARDO SIGNS DEAL WORTH AROUND €180M TO UPGRADE NATO'S ELECTRONIC WARFARE TRAINING EQUIPMENT

    Leonardo will deliver a range of new equipment to NATO JEWCS, the Alliance agency which supports armed forces training to face hostile electro-magnetic conditions Equipment will cover air, land and maritime domains and also includes a capability for training crews to defend against anti-ship missiles Leonardo's range of contracts in support of NATO signal a leadership position in a number of areas. This leadership position is driving sustainable growth, as laid out in the Company's 2018-2022 Industrial Plan Leonardo has signed a contract worth approximately €180M to provide new electronic warfare training equipment for the NATO Joint Electronic Warfare Core Staff (JEWCS). Leonardo was selected in an international competition and will incorporate technology from partners Cobham and Elettronica. The contract was placed by the UK Ministry of Defence as the host nation for NATO JEWCS, which is based at the Royal Naval Air Station (RNAS) in Yeovilton. Equipment will be delivered in tranches over the next 4 years from Leonardo's Electronic Warfare (EW) centre of excellence in Luton, UK. NATO JEWCS is the Alliance agency responsible for the high-tech world of electronic warfare. When NATO forces go on operations, they can expect the enemy to try and disrupt their radars, GPS and communications. Therefore, to train realistically, it is important that NATO Forces experience these effects and practice how to counter them. Part of NATO JEWCS's remit is to improve armed forces training by simulating the effects of an enemy's latest electronic warfare equipment during exercises, creating a ‘hostile environment' in which to train. To deliver the service, NATO JEWCS deploys high-tech EW equipment at training sites around Europe, allowing armed forces to practice their skills in areas such as electronic surveillance and electronic countermeasures while facing true-to-life attempts to disrupt their activity. In delivering this support, it is important that the EW effects being simulated are state of the art, keeping pace with opposing forces' latest tech developments. Leonardo is Europe's leading provider of electronic warfare technology and training and will be providing representative equipment across three domains: air, land and maritime. In the air, highly capable and flexible pod-based EW systems will be supplied for deployment on aircraft, alongside a NATO Anti-Ship Missile Defence Evaluation Facility (NASMDEF). NASMDEF comprises a set of pods that can be installed on aircraft to simulate anti-ship missiles. They allow forces to train in the use of ‘soft-kill countermeasures' which are used to protect ships from incoming threats. Cobham will be Leonardo's principle sub-contractor for these elements. For land and maritime applications, fully ruggedised shelters and vehicles will be provided, equipped with modular and flexible EW simulators, stimulators and jamming equipment. Elettronica will act as Leonardo's principal sub-contractor for these elements. Leonardo's electronic warfare expertise includes designing and manufacturing protective and ISR (Intelligence Surveillance and Recconaisance) equipment for UK and allied aircraft such as the Eurofighter Typhoon and AW159 helicopters, delivering specialist EW training at its Academy in Lincoln and investing in the development of the latest generation of countermeasures such as the anti-IED ‘Guardian' system for troops on the ground and the ‘BriteCloud' decoy for fighter jet pilots. This contract to upgrade electronic warfare equipment is just the latest example of Leonardo's on-going provision of security technology and expertise to NATO. Leonardo is the Alliance's cyber security mission partner, working with the NATO Communications and Information Agency to protect more than 70,000 Alliance users around the world from cyber-attacks. The Company has also provided a significant amount of equipment and support for the NATO Air Command and Control System (ACCS). In October 2018, Leonardo received the NATO Science and Technology Organization's (STO) Scientific Achievement Award for its contributions to the development of a promising new approach to modelling, simulation and training.     Le 1er février 2019 – Ottawa (Ontario) – Défense nationale/Forces armées canadiennes Le ministère de la Défense nationale (MDN) investit dans la recherche et le développement en matière de défense afin de trouver des solutions novatrices aux défis de surveillance auxquels les Forces armées canadiennes (FAC) sont confrontées, particulièrement dans le Nord canadien.     DARPA: Building Trusted Human-Machine Partnerships

    A key ingredient in effective teams – whether athletic, business, or military – is trust, which is based in part on mutual understanding of team members' competence to fulfill assigned roles. When it comes to forming effective teams of humans and autonomous systems, humans need timely and accurate insights about their machine partners' skills, experience, and reliability to trust them in dynamic environments. At present, autonomous systems cannot provide real-time feedback when changing conditions such as weather or lighting cause their competency to fluctuate. The machines' lack of awareness of their own competence and their inability to communicate it to their human partners reduces trust and undermines team effectiveness. To help transform machines from simple tools to trusted partners, DARPA today announced the Competency-Aware Machine Learning (CAML) program. CAML aims to develop machine learning systems that continuously assess their own performance in time-critical, dynamic situations and communicate that information to human team-members in an easily understood format. “If the machine can say, ‘I do well in these conditions, but I don't have a lot of experience in those conditions,' that will allow a better human-machine teaming,” said Jiangying Zhou, a program manager in DARPA's Defense Sciences Office. “The partner then can make a more informed choice.” That dynamic would support a force-multiplying effect, since the human would know the capabilities of his or her machine partners at all times and could employ them efficiently and effectively. In contrast, Zhou noted the challenge with state-of-the-art autonomous systems, which cannot assess or communicate their competence in rapidly changing situations. “Under what conditions do you let the machine do its job? Under what conditions should you put supervision on it? Which assets, or combination of assets, are best for your task? These are the kinds of questions CAML systems would be able to answer,” she said. Using a simplified example involving autonomous car technology, Zhou described how valuable CAML technology could be to a rider trying to decide which of two self-driving vehicles would be better suited for driving at night in the rain. The first vehicle might communicate that at night in the rain it knows if it is seeing a person or an inanimate object with 90 percent accuracy, and that it has completed the task more than 1,000 times. The second vehicle might communicate that it can distinguish between a person and an inanimate object at night in the rain with 99 percent accuracy, but has performed the task less than 100 times. Equipped with this information, the rider could make an informed decision about which vehicle to use.     By: Ben Werner Defense officials routinely tout the hypersonic weapons they hope to develop and field, but Raytheon's leadership sees anti-hypersonic defensive technology as the better long-term business bet. Raytheon is very interested in expanding its hypersonics business, especially hypersonics defense capabilities, Raytheon chief executive Tom Kennedy said during a Thursday conference call with Wall Street analysts. “We think the hypersonic defense market is larger than the hypersonic market,” Kennedy said. There is a market for creating an offensive hypersonic attack system, Kennedy said. However, developing a hypersonics defense system involves creating the sensors used to track incoming hypersonic weapons and creating a vehicle that can successfully intercept the incoming projectile. Raytheon considers developing hypersonic technology a crucial part of its Missile Systems business's ability to compete for future government contracts. With 2018 sales of $8.3 billion, Raytheon's Missile Systems business is the largest division by sales, representing about 30 percent of Raytheon's total $27.1 billion in sales for the year, according to the company's recently filed fourth quarter financial report. In 2019, Raytheon expects the Missile Systems business to record sales of between $8.9 billion and $9.1 billion. In the meantime, Kennedy said Raytheon is pleased with the rollout of its new Naval Strike Missile (NSM). The Navy awarded Raytheon a $14.8-million contract for the first order of NSM, which will be used by both the Freedom and Independence variants of the Littoral Combat Ship. The contract has options that would total $847.6 million. “Our goal with NSM is to replace the existing domestic and international inventory of Harpoon and other international surface-to-surface missiles, making this another multi-billion franchise opportunity for the company,” Kennedy said. Raytheon also is marketing its Standard Missile-3 Block IIA missiles, which Kennedy said are the only such missiles that can be fired from land or sea and intercept a missile in space.     What do Cyber Command’s acquisition requests reveal?

    By: Mark Pomerleau U.S. Cyber Command is looking to beef up its main acquisition and capabilities development arm with contractor support. In a Jan. 25 request for information released on the FedBizOpps website, Cyber Command's J9, or advanced concepts and technology directorate, is seeking feedback on a statement of work to provide front office support. The feedback will help craft the eventual requirements. Previously, the J9 was known as the Capabilities Development Group. The CDG had a three-pronged mission: planning and synchronizing capability development for the joint cyber force; developing capabilities in order to reduce risk or meet urgent operational needs; and maintaining the command's technical baseline. It was established in 2016 to coordinate, integrate and prioritize cyber tool development and delivery efforts across the services given the joint nature of cyberspace and the need to enable greater synergy across the joint cyber mission force. CDG was recently redesignated as the J9. This was done to clarify its goals and mission and to better align with Joint Staff and other unified combatant commands — all of which have J9s — a Cyber Command spokesman told Fifth Domain. Cyber Command, stood up in 2009, itself was elevated to a full unified combatant command in May 2018. As the command is looking to scale up its operations and its capabilities, it is going to need a more robust staff. Experts have noted that the CDG, now J9, has been very stressed over the past few years with a limited staff and burdened by developing tools for current operational needs — namely the fight against ISIS, called Joint Task Force-Ares. Cyber Command's top acquisition official, Stephen Schanberger, said as recently as September 2018 that the command is in its infancy from an acquisition perspective, adding that the command at the time had one contracting officer, one specialist and a couple of contractors aside from himself in the contracting shop. He did say he expected those numbers to double in the next three months at the time. Congress granted Cyber Command limited acquisition authority in 2016 following the model of Special Operations Command. It capped acquisition funds at $75 million, sunsetting in 2021. The thinking at the time, according to congressional staff, was to take a crawl, walk, run approach and see if the command could demonstrate it could properly exercises its limited authority. Schanberger said they want the command to show Congress it can use the authority in the way it's supposed to and start to stand up the backbone of a contracting organization. This includes being able to put together solicitation packages, plan contracting strategy for years ahead and be able to effectively implement and put out proposals and award them without making a mess. Schanberger added in September that the command wants a ceiling of $250 million and a sunset of 2025. In the recent request for information, Cyber Command is seeking a full range of program support, policy support and advisory and assistance services to support the needs of the J9 executive front office, which will assist in long-range planning, development of strategic communications, review of policies and procedures, recommending documentation and policy updates, consulting and reporting. A few of the specific tasks the document asks contractors to perform include: J9 strategy and policy — Contractors should help with interagency coordination, drafting policy, doctrine and concepts, provide long term planning strategy to support the growth and evolution of the command to include manpower, workforce structure, fiscal and acquisition expertise.     For DoD cyber, 2019 is the year of doing

    By: Mark Pomerleau Following a year of cyberspace strategizing, 2019 will be all about implementing rules and tools, according to the Department of Defense's top uniformed cyber policy adviser. Appearing Jan. 29 before the Senate Armed Services Subcommittee on Cybersecurity, Brig. Gen. Dennis Crall said the department knows where it needs to head following last year's DoD cyber strategy (the first in three years) and now is the time to show results. “This is the year of outcomes and that's what we're focused on — delivering the capabilities and improvements that we've discussed for some time,” he told the committee, adding that the strategy process allowed them to take a look at some departmental gaps and get after them. The strategy actually has actionable lines of effort and there are things they can do to measure progress, he said. The document lays out five objectives and five areas of interest under its strategic approach. The five objectives include: Ensuring the joint force can achieve its missions in a contested cyberspace environment; Strengthening the joint force by conducting cyberspace operations that enhance U.S. military advantages; Defending U.S. critical infrastructure from malicious cyber activity that alone, or as part of a campaign, could cause a significant cyber incident; Securing DoD information and systems against malicious cyber activity, including DoD information on non-DoD-owned networks; and Expanding DoD cyber cooperation with interagency, industry, and international partners. The five areas of interest under the guise of its strategic approach include building a more lethal joint force; competing and deterring in cyberspace; strengthening alliances and attracting new partners; reforming the department; and cultivating talent. The strategy also notes DoD must take action in cyberspace during day-to-day competition to preserve U.S. military advantages and defend U.S. interests. The focus will be on nation states that can pose strategic threats to the United States, namely China and Russia. “We will conduct cyberspace operations to collect intelligence and prepare military cyber capabilities to be used in the event of crisis or conflict,” the document says. Dana Deasy, the department's chief information officer, told the same committee that the threat from Russia and China is so acute he is briefed weekly from U.S. Cyber Command and the National Security Agency on them. This allows him to understand their offensive and defensive posture relative to the DoD. “Suffice to say that these are very strong, capable adversaries, but at the same time we have some strong, capable abilities ourselves,” he said. Cyber Command has now assembled a full force of cyberwarriors and received limited acquisition authority to start equipping them. However, there is much more work to be done. In fact, aside from individual tools, the force is still in need of a training range where cyberwarriors can do individual and collective training, as well as mission rehearsal, similar to rifle ranges or national training centers in the physical world. The Persistent Cyber Training Environment, being run by the Army for the joint force, will get after this; however, it is still in the prototype phase with a limited capability delivered to users. Additionally, the force needs a large-scale command-and-control platform that will house tools, provide commanders global situational awareness of forces and enable forces to plug into operations from remote locations.
