    Australia’s C-130J Super Hercules airlifters to get SATCOM upgrade

    By: Mike Yeo Correction: The fuel tanks fitted on the C-130Js are new and not repurposed from the older "H" models, as originally described by the Royal Australian Air Force. MELBOURNE, Australia — Australia is undertaking a series of upgrades to the Lockheed Martin C-130J Super Hercules airlifter, improving connectivity, fuel payload and surveillance capabilities with the addition of new equipment. Working together with industry, the Royal Australian Air Force, or RAAF, has installed a wideband satellite communications system and is planning on fitting Litening pods onto one of its C-130J used as a capability demonstrator aircraft. RAAF is fitting external fuel tanks on its C-130J fleet. Group Capt. Tony Bull, director of capability development and transition at the RAAF's Air Mobility Group, told Defense News at the ongoing Avalon Airshow that these modifications are part of the RAAF's Plan Jericho umbrella, which seeks to transform the service into an integrated and networked 5th-generation Air Force. The SATCOM suite features Honeywell's JetWave Ka-band satellite communications hardware and Inmarsat's Global Xpress satellite network. Since it was fitted onto the Jerich Demonstator C-130J in 2017, the suite has successfully demonstrated its ability to use a number of secure military applications that previous technology couldn't enable due to bandwidth restrictions, including live video streaming and encrypted file transfer. According to Bull, the SATCOM system allows personnel on board to be linked with command elements and forces elsewhere, improving their situational awareness even while in transit and allowing missions to be replanned, to assess the battlefield environment. He said that the SATCOM trials have now proven the concept, and the program has since transitioned into a RAAF minor project with the intention being to eventually fit all of the RAAF's 12 C-130Js with the SATCOM capability. This SATCOM capability has not gone unnoticed by the U.S. Air Force, with personnel from Yokota Airbase in Japan, who also operate the C-130J, saying they were impressed by the capability when they encountered it during their interactions with the RAAF. Bull also added that the plan to fit the Rafael/Northrop-Grumman AN/AAQ-28 Litening pod to the C-130J demonstrator, which was revealed recently, will allow the C-130J to conduct surveillance of a target area. He gave the example of its potential use during disaster relief operation, with the pod being able to provide vision of a target area. Forces could then assess needs from either on board the aircraft, or use the SATCOM to stream video to a command or headquarters element elsewhere, and make decisions based on the situational awareness provided. These capability improvements are meant to enhance the C-130J's primary role as an airlifter, however, and the RAAF has no intention to expand the C-130J's missions into that of a surveillance aircraft, for example. Australia has a number of surplus Litening pods as it starts the withdrawal of its F/A-18A/B Hornet multirole fighters over the next few years. The pods were acquired by Australia in 2008 as part of its program to upgrade its fleet of Hornets. Bull also touched on the installation of external fuel tanks onto the C-130Js, with five sets of external fuel tanks now available for use on the C-130Js. In addition to extending the range of the airlifters, the tanks could also be utilized during the forward arming and refuelling point or FARP operations to offload fuel without having to sacrifice the C-130J's own internal fuel capacity or carry it in its main cabin. This frees up space in the aircraft to carry other cargo. These modifications to the RAAF's C-130Js are being conducted in conjunction with Airbus, which is also responsible for providing through life support for Australia's C-130J fleet.     Bell out to win Australia’s bid for special ops helicopters

    By: Mike Yeo MELBOURNE, Australia – Bell is positioning itself for Australia's special operations helicopter requirement by showcasing its offerings and promoting local industry tie-ups at the Avalon Airshow. Speaking to Defense News, Dan McQuestin, Bell's business development director for Australia, New Zealand and Papua New Guinea, confirmed that the company responded to a request for information issued by the Australian Army, offering the Bell 407 or Bell 429 helicopters with local partner Hawker-Pacific. The helicopters being offered for Australia's Land 2097 Phase 4 requirement will be commercial off the shelf, with kits developed to meet the majority of mission requirements spelled out in the RFI. These include air assault, intelligence-gathering, and troop transport. There is also a potential requirement for the helicopter to be weaponized in the future. McQuestin said that 60 weaponized Bell 407 are already operating with a customer in the Middle East, and existing customers have expressed interest in an armed configuration of the Bell 429. The company is preparing to offer a similar weapons kit tfitted to the 407 on the 429, with two, four or six weapons stations. McQuestin also confirmed that four Bell 407s can fit inside a Boeing C-17A Globemaster III airlifter, adhering to one of the requirements set out in the RFI. He added that testing is ongoing with the Bell 429 to assess its compatibility on the C-17 with government customers elsewhere. The company has its Bell 407 and 429 helicopters painted in camouflage on the static display at the show currently being held at Avalon Airport outside Geelong in Victoria, Australia. Partner Hawker Pacific in Australia submitted the response to the RFI as the prime contractor. Trevor Thomas, government relations adviser to Hawker Pacific in Australia added that the company, which is well-established in defense and performance-based sustainment contracts in Australia, is a “natural fit” with Bell. It also has local experience with special operations equipment, and is fulfilling a sustainment contract to support the Royal Australian Air Force's fleet of 49 Pilatus PC-21 trainer aircraft. Defense News reported last year that Land 2097 Phase 4 is seeking at least 16 helicopters to fulfil the requirement, with major delivery of equipment to be delivered in 2022 and initial operating capability to follow soon after.     Australia changes how it will buy drones for shipborne operations. How is industry reacting?

    By: Mike Yeo MELBOURNE, Australia — Australia's search for a new unmanned aircraft system to operate from its naval vessels has taken a new twist, as the service announced tweaks to its procurement program to streamline the process and put it in a position to take advantage of future technological advances. Speaking at a media event during an unmanned aircraft conference during the ongoing Avalon Airshow, officers from the Royal Australian Navy, or RAN, confirmed that it was rolling its two-stage procurement program into one. The program, Project Sea 129 Phase 5 Maritime Tactical Unmanned Aerial Systems, will look for a single prime contractor to offer a system to operate from all of the RAN's major fleet units, primarily its upcoming 12 offshore patrol vessels and nine future frigates. Sea 129 Phase 5 had previously been split into two stages, with the first seeking a system to operate from the OPVs and the second to equip the frigates. According to RAN Capt. Adrian Capner, Sea 129 Phase 5 will seek a platform systems integrator, or PSI, to be put in charge of the entire program, with the ability to meet capability requirements taking precedence over platform. “We will tell you what we want the system to do; you are going to come forward and show us how you expect to achieve that,” Capner told the audience. These requirements include being able to operate from the flight deck of a German-designed Lurssen OPV 80-class ships selected by Australia, which are the smallest ships slated to use the selected UAS. The aircraft must be able to perform surveillance and maritime domain awareness missions in Antarctic conditions, and participate in humanitarian assistance and disaster relief. Capner said the RAN is open to using multiple platforms to achieve the program's capability goals, adding that the PSI will also be responsible for constant upgrades to the UAS, as the service needs the system to stay relevant over the next few decades. The program is currently at the request for information stage, with Capner confirming that a request for tender is expected in the first half of 2020 and an initial operating capability planned for the mid-2020s. This change in procurement strategy appears to reduce the burden of risk on the RAN and lessen concerns about operating outdated technology by the time the platform enters service. Rather, these burdens shift to the winning PSI, who will be responsible to managing the program and adjusting for technological changes when the system is in service. The reaction to these changes from potential bidders has been mixed. James Lawless, business development manager at Saab Australia, called it an “intelligent way to approach [the program],” noting that it mirrors Saab's strategy in partnering with UMS Skeldar and Airflite to offer the UMS Skeldar V-200 UAV. Meanwhile, Melissa Pina of Northrop Grumman told Defense News that the company will continue looking for its offering based on the latest development. Northrop Grumman previously offered its MQ-8C Fire Scout drone for Sea 129 Phase 5 Stage 2 for the RAN's future frigates. The Fire Scout is slated to be the platform of choice to go onboard U.S. Navy ships, . Doué d'intelligence artificielle, ce Boeing Airpower Teaming System pourrait épauler un véritable avion de chasse. Actuellement en Australie, près de Melbourne, se tient le salon professionnel aéronautique international Avalon 2019. C'est sur cet équivalent du salon du Bourget destiné à la zone Asie-Pacifique que Boeing vient de dévoiler son projet Airpower Teaming System. Il s'agit d'un drone à vocation militaire doté d'intelligence artificielle. Sur le stand de Boeing, une maquette de cet appareil, dont le concept sera baptisé Loyal Wingman, dévoilait des lignes conçues pour atténuer la signature radar de l'appareil. Cet avion sans pilote de 11,7 mètres de longueur disposera d'un rayon d'action d'environ 3.700 kilomètres. Ses missions seraient multiples : reconnaissance, renseignement et surveillance. Flexible, modulable, économique Il devrait également accompagner les avions de combat en soutien. Ainsi, le patron de la recherche chez Boeing a expliqué que quatre à six de ces avions pourront évoluer aux côtés d'un F/A-18 Super Hornet, l'avion de combat majoritaire des forces aériennes royales australiennes. Dans cette situation, en plus de pouvoir être télécommandé à partir du sol ou en l'air, l'appareil serait boosté par de l'intelligence artificielle pour pouvoir évoluer de façon autonome en sécurité lors des formations de vol serrées. Boeing expliquait également que pour réduire les coûts, l'avion sera propulsé par un seul réacteur provenant de l'aviation civile. Avec une telle motorisation, pour le moment, il est donc difficile de savoir quelles pourraient être ses limites en accompagnement d'un véritable avion de chasse. L'appareil sera développé entièrement par la filiale australienne de Boeing. Pour l'avionneur, ce sera d'ailleurs le plus grand budget consacré à un programme de drone en dehors des États-Unis. Ce développement sera soutenu par un investissement de près de 30 millions de dollars américains de la part du département de la défense du pays.     By: Nigel Pittaway MELBOURNE, Australia — The commander of the Royal Australian Air Force's Air Combat Group has provided insight into his experience with the Lockheed Martin F-35A Joint Strike Fighter, during the 2019 Avalon Airshow this week. Australia has 72 F-35As on order to replace the F/A-18A/B “Classic” Hornet fleet, as it's known Down Under; the country has received 10 aircraft to date. Two aircraft were delivered to RAAF Base Williamtown, north of Sydney, in December 2018, and a further eight are based in the United States at Luke Air Force Base, Arizona, in support of international F-35 pilot training with the U.S. Air Force's 61st Fighter Squadron. Air Commodore Mike Kitcher said two more aircraft will be delivered to Australia in early April and eight will have arrived by the end of 2019. “Those two jets at Williamtown are flying five to six sorties a week, largely for aircrew training at the moment. We'll add another two aircraft to that fleet in early April, and we'll have another four by the end of this year and eight aircraft in Australia by the end of the year,” he said. Kitcher also described a sortie he flew in the Red Flag 19-1 exercise held in Nevada in February, in which RAAF Hornets flew with U.S. Air Force F-35As as part of an international strike package. “One of the key strike missions I did that day was to watch an eight-ship [formation] of F-35s kick open a door, which was a fairly hard door to open. Some F-22s came in after that to hold the door open, and the F-35s went back and picked up a strike train that consisted of [RAAF] Hornets, Super Hornets from the U.S. Navy, Typhoons from the [British] Royal Air Force and U.S. Air Force F-16s, supported by U.S. Navy [EA-18G] Growlers and U.S. Air Force F-16s,” Kitcher said. “That was the first time I've been in a high-end exercise, involving a significant air threat, a significant surface-to-air threat and even a cyberthreat. You could see the way the F-35 was working with Classic Hornets, Super Hornets, Typhoons and Growlers to solve a very difficult problem.     Simulation manufacturer expands its footprint in support of Australian Seahawk operations

    By: Mike Yeo MELBOURNE, Australia — Synthetic training aids are an integral part of educating the crews that operate Australia's Sikorsky MH-60R Seahawk anti-submarine helicopters, as its Navy balances training needs against operational requirements for its helicopter fleet. The Royal Australian Navy, or RAN, operates a fleet of 24 MH-60Rs, known locally as the Romeo, from Nowra, south of Australia's largest city Sydney when the helicopters are not deployed at sea. The helicopters were ordered from the United States under the Foreign Military Sales program in 2011 and delivered to Australia between 2013 and 2016. Australia's MH-60Rs are split among two squadrons at the RAN base at Nowra, HMAS Albatross, with the 725 Squadron primarily assigned to training duties, while its sister unit 816 Squadron handles operational duties. According to Cmdr. Stan Buckham, the commanding officer of 725 Squadron, splitting up the fleet into two squadrons allows each to concentrate on their respective primary tasks, while operating next door to each other means they can interact and support one another. Both units operate out of new, purpose-built facilities at the base designed just for the MH-60R. These facilities include a suite of synthetic training devices that have helped the RAN train personnel while reducing demand on the aircraft. This suite of training devices, operated and maintained on site by the Canadian-based CAE, include two tactical operational flight trainers, or TOFT, a composite maintenance trainer, an avionics maintenance weapons loading trainer, and four other devices to train RAN MH-60R pilots, flight crew and maintenance crew. The two TOFTs, which can be linked so crews can operate together, are certified by an independent simulator evaluation authority to level D, the highest qualification for flight simulators. These have six degrees of freedom and can replicate a variety of day, night and weather conditions. CAE is also due to deliver an aircraft flight control system trainer to the RAN, completing its suite of nine training devices to support the country's MH-60R training program. Buckham describes the MH-60R as a “great capability” and has called the work between the RAN and CAE at HMAS Albatross “a step change in integration with industry.” The company has an extensive footprint across Australia and New Zealand, delivering training and simulator services across 13 sites in both countries. Together, these training devices have enabled the RAN to stand up eight flights of MH-60R crew that are either deployed or ready for deployment. Each flight consists of two sets of flight crews and a maintenance team that totals about 18 personnel.     New Swiss defense chief orders second opinion on huge air-defense revamp

    By: Sebastian Sprenger COLOGNE, Germany — Switzerland's new defense chief, Viola Amherd, has intervened in the course of the multibillion-dollar “Air 2030” program, tasking a former Swiss astronaut with critiquing its underlying premises. Claude Nicollier, an astrophysicist and former military pilot, has until the end of April to review a 2017 expert report on the $8 billion project to buy a new fleet of fighter aircraft and ground-based air-defense gear. The second opinion is expected to delay the political process for the program. Technical evaluations of contractor offerings will proceed as planned this spring and summer, the defense ministry said in a statement. Former defense chief Guy Parmelin had planned to present a full program and investment plan for Air 2030 to parliament in February. Government officials still want to subject the proposal to a referendum in 2020. Replacing the country's decades-old F/A-18 and F-5 jets will eat up the lion's share of the program, at roughly $6 billion. The rest will go to new, ground-based, air and missile defense weapons. The envisioned concept of operations dictates that a fleet of 30 or 40 aircraft will intercept those targets outside of the ground weapons' range. Officials want enough capacity to have four planes in the air at any given time during crises. Defense ministry spokesman Renato Kalbermatten told Defense News that Nicollier's scope for critiquing the 2017 expert report is wide open, which means anything from aircraft numbers to cost is open for scrutiny. It is not expected, however, that the review will question the overall need for the program, he said. Notably, a reassessment of the threats expected to be countered by the modernization program is part of Nicollier's mandate. Swiss officials received offers from five aircraft makers on Jan. 25: Airbus with its Eurofighter, Boeing's F/18 Super Hornet, Dassault's Rafale, Lockheed Martin's F-35A and Saab's Gripen E. In the ground-based interceptor portion of the program, the Eurosam consortium is expected to offer its SAMP/T; Israel's Rafael is pitching David's Sling; and Raytheon wants to sell its Patriot system. The three vendors met with Swiss industry representatives earlier this month in preparation for a requirement to offer offset deals worth 100 percent of the eventual contract.     By: Jarosław Adamowski WARSAW, Poland — Polish Defence Minister Mariusz Blaszczak announced Thursday he signed a military modernization plan document under which the country will spend 185 billion zloty (U.S. $49 billion) on new weapons and military equipment by 2026. The acquisition of 32 fifth-generation fighter jets is one of the priority procurements that are to be carried out under the program, the minister said. “I expect both the chief of the General Staff, and the chief of the Armament Inspectorate to immediately initiate actions to perform this task,” Blaszczak said in a Feb. 28 ministerial statement. The acquisition aims to help Poland replace its outdated Soviet-era Sukhoi Su-22 and Mikoyan MiG-29 aircraft. Other acquisitions to be financed by the multiyear program include short-range air defense systems, combat helicopters, cybersecurity systems and new submarines for the Polish Navy, according to Blaszczak.
