Australia’s C-130J Super Hercules airlifters to get SATCOM upgrade

MELBOURNE, Australia — Australia is undertaking a series of upgrades to the Lockheed Martin C-130J Super Hercules airlifter, improving connectivity, fuel payload and surveillance capabilities with the addition of new equipment.

Working together with industry, the Royal Australian Air Force, or RAAF, has installed a wideband satellite communications system and is planning on fitting Litening pods onto one of its C-130J used as a capability demonstrator aircraft. RAAF is fitting external fuel tanks on its C-130J fleet.

Group Capt. Tony Bull, director of capability development and transition at the RAAF's Air Mobility Group, told Defense News at the ongoing Avalon Airshow that these modifications are part of the RAAF's Plan Jericho umbrella, which seeks to transform the service into an integrated and networked 5th-generation Air Force.

The SATCOM suite features Honeywell's JetWave Ka-band satellite communications hardware and Inmarsat's Global Xpress satellite network. Since it was fitted onto the Jerich Demonstator C-130J in 2017, the suite has successfully demonstrated its ability to use a number of secure military applications that previous technology couldn't enable due to bandwidth restrictions, including live video streaming and encrypted file transfer.

According to Bull, the SATCOM system allows personnel on board to be linked with command elements and forces elsewhere, improving their situational awareness even while in transit and allowing missions to be replanned, to assess the battlefield environment.

He said that the SATCOM trials have now proven the concept, and the program has since transitioned into a RAAF minor project with the intention being to eventually fit all of the RAAF's 12 C-130Js with the SATCOM capability.

This SATCOM capability has not gone unnoticed by the U.S. Air Force, with personnel from Yokota Airbase in Japan, who also operate the C-130J, saying they were impressed by the capability when they encountered it during their interactions with the RAAF.

Bull also added that the plan to fit the Rafael/Northrop-Grumman AN/AAQ-28 Litening pod to the C-130J demonstrator, which was revealed recently, will allow the C-130J to conduct surveillance of a target area.

He gave the example of its potential use during disaster relief operation, with the pod being able to provide vision of a target area. Forces could then assess needs from either on board the aircraft, or use the SATCOM to stream video to a command or headquarters element elsewhere, and make decisions based on the situational awareness provided.

These capability improvements are meant to enhance the C-130J's primary role as an airlifter, however, and the RAAF has no intention to expand the C-130J's missions into that of a surveillance aircraft, for example.

Australia has a number of surplus Litening pods as it starts the withdrawal of its F/A-18A/B Hornet multirole fighters over the next few years. The pods were acquired by Australia in 2008 as part of its program to upgrade its fleet of Hornets.

Bull also touched on the installation of external fuel tanks onto the C-130Js, with five sets of external fuel tanks now available for use on the C-130Js. In addition to extending the range of the airlifters, the tanks could also be utilized during the forward arming and refuelling point or FARP operations to offload fuel without having to sacrifice the C-130J's own internal fuel capacity or carry it in its main cabin. This frees up space in the aircraft to carry other cargo.

These modifications to the RAAF's C-130Js are being conducted in conjunction with Airbus, which is also responsible for providing through life support for Australia's C-130J fleet. The company, which has supported the fleet since 2009, signed a rolling contract in late 2018 to continue the work for an additional six years through to 2024.

Frantzman JERUSALEM — Israel Aerospace Industries on Monday announced more than $100 million in contracts for loitering munitions in three deals that include the Rotem VTOL and the Harop drones. The latter was sold in its land and naval versions. In keeping with the usual policy in Israel, the company did not reveal its customers, only saying that a foreign country acquired Rotem, while the naval and ground versions of Harop were sold in Asia. IAI said the contracts are proof of the importance that modern armies place in having accurate munitions, noting the deals may serve as a “harbinger of additional business activity.” Loitering munitions are sometimes referred to as kamikaze drones because they can be used as a weapon by crashing into a target. These weapons can also hunt down enemy air defenses, among other critical targets. The Harop maritime variant provides an operational solution for a range of vessels, IAI said. “In a complex naval theater, the Harop system gives mission commanders in a fleet of ships the capability to independently and organically collect intelligence, assess targets and strike,” the firm has said. It can also be used as an alternative to or complement sea-to-sea missiles, and is useful in both low- and high-intensity conflict as well as counterterror operations, according to the company. It is also equipped with day and night cameras. The Harop is sometimes seen in sets of nine on land vehicles but can be configured to a different format for use at sea. The electro-optical assets of the Harop aid the man-in-the-loop operator and also provide for deep strike air superiority capabilities, IAI said. The Rotem is a vertical-takeoff-and-landing drone used by several countries. “The system provides a reconnaissance, observation and attack envelope with maximum autonomous performance, integrating a simple and intuitive operation interface that can be used by a single fighter from a touchscreen tablet,” IAI said. According to Yoel Guzansky, a senior fellow at the Institute for National Security Studies at Tel Aviv University, the recent Abraham Accords that saw relations improve between Israel and its neighbors, including the United Arab Emirates and Bahrain, has opened a niche in which Israel is more “kosher” to do deals with. That opens doors in the Gulf region and to Muslim countries globally, where Israeli sales would otherwise be viewed skeptically or be very sensitive. Other events boosting sales, he noted, include tension with Iran and the Nagorno-Karabakh conflict, during which Azerbaijan used loitering munitions against Armenian forces. Israel often doesn't identify the countries to which it sells defense systems because it doesn't want to appear to be part of conflicts, Guzansky explained. But “usually in reports when they don't disclose, it can be an Arab or Muslim country or Singapore, so usual suspects could be Taiwan, Singapore, Philippines, etc.,” he added. “Israel must be sensitive, to think hard at what kind of weapon systems and to whom [it is selling],” Guzansky said, as the government doesn't want to become entangled in a conflict between rival countries or have its arms end up in the hands of those for which they were not intended. Tal Inbar, an expert on defense and missile systems and a former chief of the Space Research Center at the Fisher Institute, also pointed to the recent Armenian-Azeri conflict as showcasing the use of loitering munitions. Amid the Abraham Accords, “I believe we will see [a] dramatic increase in [sales of] Israeli products.” Three and a half decades of experience in producing UAVs has led IAI to this point. Its family of systems also include the Harpy, Mini Harpy and Green Dragon. The Harpy was developed with an anti-radiation seeker to suppress surface-to-air missile radar. IAI predicts a future where militaries will use multiple layers of unmanned and remotely operated systems.     Will defense budgets remain ‘sticky’ after the COVID-19 pandemic?

    By: Eric Lofgren Congress' unprecedented fiscal response to COVID-19 has many in the defense community wondering whether belt tightening will hit the Pentagon. On May 19, the Congressional Progressive Caucus wrote a letter arguing for substantial defense budget cuts to support additional spending on the pandemic. Nonprofit progressive supporters have been asking to cut a much larger $350 billion each year from the Pentagon in their “Moral Budget” proposal. What the progressives perhaps do not fully appreciate is the “stickiness” of defense budgets. In economics, stickiness refers to rigidity in the movement of wages and prices despite broader economic shifts pushing for new equilibrium. The phenomenon is apparent in defense budgets as well. Most expectations are that the fiscal 2021 budget will remain over $700 billion. Consider an analogy: the 2008 financial crisis. Lehman Brothers collapsed just a couple weeks before fiscal year 2009 started, leaving that $666 billion defense budget largely beyond recall. The following years' budgets were $691 billion, $687 billion, $646 billion and then finally in FY13 a more precipitous 10 percent fall to $578 billion. It took four years for the Pentagon to really feel the squeeze of the financial downturn. The uninitiated may believe COVID-19 happened with enough of lead time to affect the FY21 budget. Congress received the president's budget in February 2020 and has until the start of October to make targeted cuts without encountering another continuing resolution. The defense budget, however, represents the culmination of a multiyear process balancing thousands of stakeholder interests. It reflects a vast amount of information processed at every level of the military enterprise. The Pentagon's work on the FY21 budget request started nearly two years ahead of time and includes a register of funding estimates out to FY25. Moreover, defense programs are devised and approved based on life-cycle cost and schedule estimates. Cuts to a thorough plan may flip the analysis of alternatives on its head, recommending pivots to new systems or architectures and upsetting contract performance. Not only are current budgets shaped by many years of planning, but they get detailed to an almost microscopic level. For example, the Army's FY21 research, development, test and evaluation request totaled $12.8 billion, less than 2 percent of the overall Pentagon request. Yet the appropriation identifies 267 program elements decomposing into a staggering 2,883 budget program activity codes averaging less than $10 million each. Congressional staff is too small to understand the implications of many cost, schedule and technical trade-offs. To gather information on impacts, the Pentagon is thrown into a frenzy of fire drills. More draconian measures, like the FY13 sequestration, leading to indiscriminate, across-the-board cuts can sidestep hard questions but comes at a significant cost to efficiency. Targeted cuts at a strategic level, such as to the nuclear recapitalization programs and other big-ticket items, can expect stiff resistance. First, there is real concern about great power competition and the damage that may be wrought by acting on short-term impulses. Second, targeted programs and their contractors will immediately report the estimated number of job losses by district. Before measures can get passed, a coalition of congressional members negatively impacted may oppose the cuts. Resistance is intensified considering the proximity to Election Day. Budget stickiness is built into the political process. The FY22 budget is perhaps the first Pentagon budget that can start inching downward. More than likely, severe cuts aren't in the offing until FY23 or FY24 at the very earliest. That gives time for policymakers to reflect on the scale of the rebalancing between defense and other priorities. In some important ways, congressional control of the Pentagon through many thousands of budget line items restricts its own flexibility. For example, continuing resolutions lock in program funding to the previous year's level until political disagreements can be resolved. The military cannot stick to its own plans, much less start new things. If budget lines were detailed at a higher level, such as by major organization or capability area, then the Pentagon could make more trade-offs while Congress debates. Similarly, if the Pentagon had more budget flexibility, then Congress could more easily cut top lines and allow Pentagon leaders to figure out how to maximize with the constraint during the year of execution. Congress could gain the option to defer the hard questions that can make cuts politically difficult. The Space Force recently released a proposal for consolidating budget line items into higher-level capability areas. It reflects the idea that portfolio-centric management is an efficient method of handling rapid changes in technologies, requirements or financial guidance resulting from economic shocks.     Air Force Eyes Drones For Adversary And Light Attack Roles As It Mulls Buying New F-16s

    The future of the U.S. Air Force's tactical aircraft fleet is under review, with some radical ideas under discussion. BY THE WAR ZONE STAFF JANUARY 22, 2021 The U.S. Air Force is in the midst of a major review of its tactical aircraft fleets. This includes investigating the possibility of using drones equipped with the artificial intelligence-driven systems being developed under the Skyborg program as red air adversaries during training, and potentially in the light attack role. The service is also exploring a potential purchase of new F-16 fighter jets, likely based on the Block 70/72 variant, two decades after the service ordered its last Vipers as it shifted focus to the F-35A Joint Strike Fighter. In an interview with Steve Trimble, Aviation Week's Defense Editor and good friend of The War Zone, earlier this month, which you can find here, now-former Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Will Roper, provided insight into the ongoing tactical aircraft review, including particularly intriguing comments about forthcoming unmanned aircraft system programs and buying additional F-16s. These and other ideas are being scrutinized as the service looks toward its Fiscal Year 2023 budget request, which, barring any complications, would be unveiled in the spring of 2022. Roper had been the chief architect and advocate of the Air Force's Skyborg program, which the service revealed in 2019, and is developing a suite of new autonomous capabilities for unmanned aircraft with a heavy focus on artificial intelligence (AI) and machine learning. The service has said that the goal is to first integrate these technologies into lower-cost loyal wingman type drones designed to work together with manned aircraft, but that this new “computer brain” might eventually control fully-autonomous unmanned combat air vehicles, or UCAVs. The Skyborg effort has been heavily linked to other Air Force programs that are exploring unmanned aircraft designs that are “attritable.” This means that they would be cheap enough for commanders to be more willing to operate these drones in riskier scenarios where there might be a higher than average probability of them not coming back. With this in mind, Skyborg technology has previously been seen as ideal for unmanned aircraft operating in higher-threat combat environments. However, in the interview with Aviation Week, Roper suggested that they might also first serve in an adversary role. In this way, these unmanned aggressors would test combat aircrew, either standing in for swarms of enemy drones or conducting the kinds of mission profiles for which an autonomous control system would be better suited. As the proliferation of advanced drone capabilities continues, adversary drone training systems will become a pressing capability. Even using drones to stand in for or augment manned adversary platforms is one of the potential solutions to the problem of needing far more targets in the air at one time to stress fleet pilots. Operating huge fleets of manned adversaries is highly cost-prohibitive. For example, Air Combat Command shortlisted seven companies for a combined total of $6.4 billion of potential aggressor contract work in 2019; details of the first five bases to receive this support were revealed last year, as The War Zone reported at the time. Other solutions, including augmented reality, are being looked at to solve this problem, as well. You can read more about this issue in this past exclusive of ours. “I think, at a minimum, attritables ought to take on the adversary air mission as the first objective,” Roper said. “We pay a lot of money to have people and planes to train against that do not go into conflict with us. We can offload the adversary air mission to an artificially intelligent system that can learn and get better as it's doing its mission.” Roper's specific mention here of attritable drones is interesting and could perhaps hint that the manned aircraft they would battle with might, at least on some occasions, also shoot them down. If that were to become a reality, it would provide pilots with a highly realistic element to their training that would potentially be far more valuable than the relatively “canned” type of live-fire gunnery or missile firing that they are exposed to today. The Air Force Research Laboratory (AFRL) is already in the midst of an effort, separate from Skyborg, to develop an autonomous unmanned aircraft that uses AI-driven systems with the goal of having it duel with a human pilot in an actual fighter jet by 2024. Roper also clearly sees the use of drones equipped with the Skyborg suite of systems as a potential way to bring down the cost of the entire red air training enterprise, reducing the requirement to procure more expensive manned aircraft and teach the instructors required to fly them. Beyond cost-saving, however, there is still a demand for higher-end red air capabilities, especially stealthy ones, that contractors can't really provide. This is one of the reasons why early-model F-35s have been chosen to equip a future aggressor squadron. While this will go some way to meeting the demand for advanced threat simulation, it is likely to be a limited and costly fleet. Stealthy, but attritable drones, such as the XQ-58 Valkyrie, would certainly be a possibility for adding additional capacity here at a lower cost. As well as training the human elements, introducing Skyborg-enabled drones into large-force exercises would also help train them, enhancing their own AI algorithms, and building up their capabilities before going into battle for real. Essentially, algorithms need to be tested repeatedly to make sure they are functioning as intended, as well as for the system itself to build up a library of sorts of known responses to inputs. Furthermore, “training” Skyborg-equipped drones in this way in red air engagements inherently points to training them for real air-to-air combat. Air-to-air combat isn't the only frontline role the Air Force is eying for drones carrying the Skyborg suite. “I think there are low-end missions that can be done against violent extremists that should be explored,” Roper said. This opens up the possibility that lower-cost unmanned aircraft using AI-driven systems could help the Air Force finally adopt a light attack platform after more than a decade of abortive efforts in this regard. Despite initial plans to buy hundreds of aircraft, the service dramatically scaled back its most recent attempt, known as the Light Attack Aircraft program, in 2019. U.S. Special Operations Command (SOCOM) subsequently tried to revive the project, but Congress blocked that effort in its annual defense policy bill, or National Defense Authorization Act (NDAA), for the 2021 Fiscal Year. So, there remains a requirement for a light attack platform that could potentially be filled by an advanced unmanned alternative. In the meantime, the Air Force had also attempted to cease buying MQ-9 Reaper drones, which currently undertake many of these types of lower-end combat missions, but this was ultimately blocked by Congress, too. Still, close air support (CAS) is a mission that still benefits hugely from a human in the cockpit. As such, the exact capability set of a semi-autonomous drone, in this regard, may be limited. One could imagine giving the targeting control directly to those the drone is tasked with supporting on the ground though. This could compress the kill-chain and help with providing CAS in contested environments where a stealthy and attritable airframe may be overtly beneficial. Just such a concept was floated by the then Air Force Chief of Staff General Mark Welsh, who described it as “a flying Coke machine.” You can read all about that in this past article of ours. Roper had also indicated in his interview that perhaps the cost-savings from using drones in the adversary role might free up funds to otherwise address the light attack issue, as well as other needs the Air Force might have. Replacing “adversary air [with attritable unmanned aircraft] would save us money up front,” Roper explained. With regards to manned tactical aircraft, Roper also revealed in the interview that the Air Force is looking at new purchases of F-16s. “As you look at the new F-16 production line in South Carolina, that system has some wonderful upgraded capabilities that are worth thinking about as part of our capacity solution,” he said. Roper was almost certainly referring to the latest Block 70/72 variants of the F-16C/D that Lockheed Martin has been successfully selling on the export market in recent years. The company also offers an upgrade package to bring existing Vipers up to a similar configuration, known as the F-16V. In September 2020, the defense giant announced plans to standardize its F-16 offerings around a base model derived from the Block 70/72 configuration, which you can read about more in this past War Zone piece. New Vipers based on this standardized model are what the Air Force would likely be looking to buy in Fiscal Year 2023 or beyond. The latest Block 70/72 jets are already highly capable, featuring sophisticated avionics, mission systems, active electronically scanned array radar, extended range, and a digital electronic warfare suite. In the meantime, the Air Force is working hard to wring the most out of existing F-16 inventory, updating many with the Scalable Agile Beam Radar (SABR) and the new electronic warfare package from the Block 70/72.
