DÉFENSE Difficultés de financement de la BITD : résultats du rapport de l'Assemblée nationale À l'issue de quatre mois de travaux, les députés Françoise Ballet-Blu (LaREM, Vienne) et Jean-Louis Thiériot (LR, Seine-et-Marne), rapporteurs de la mission sur le financement de la base industrielle et technologique de défense (BITD), ont confirmé lors de la présentation du rapport qu'il existe bien une réticence des banques à financer les industries de la défense. Jean-Louis Thiériot accorde un entretien à La Tribune. « Le GICAT a raison à 80%. Il existe une vraie frilosité concernant le financement de l'exportation vers certains pays. Le GICAT a parfaitement raison de tirer la sonnette d'alarme », souligne-t-il.« Les auditions que nous avons menées ont confirmé deux tendances profondes qui rythment désormais la vie des entreprises de défense : les règles de « compliance », notamment la loi Sapin 2, renforcent considérablement les exigences imposées aux entreprises, et le risque réputationnel est devenu absolument majeur pour les banques », explique M. Thiériot, qui conclut : « pour sauver notre industrie d'armement, qui est indispensable à notre modèle de défense, basé à la fois sur une production nationale et à l'exportation, il faudra, d'une manière ou d'une autre, trouver une structure publique de financement de l'industrie de défense et de ses exportations ». Les députés proposent, par exemple, de créer un label industrie de souveraineté pour les PME/PMI, afin de leur permettre de mieux négocier leurs demandes de crédits. Ils proposent aussi qu'une mission d'accompagnement des PME à la conformité soit confiée à l'Agence française anticorruption et à Bpifrance. Ils plaident, de plus, pour déplafonner les seuils d'intervention de Bpifrance s'agissant des crédits export, en passant de 25 à 50 millions d'euros pour les financements en solitaire et de 75 à 100 millions pour les opérations en cofinancement. Le MDN et les FAC recherchent des solutions scientifiques et technologiques (S & T) novatrices pour relever les défis classifiés du Canada en matière de défense et de sécurité par le biais d'un processus d'appel de propositions classifié. Les défis classifiés auront une désignation de sécurité secrète. Le MDN/FAC appuiera les défis du volet classifié afin d'augmenter la base de fournisseurs ayant des capacités classifiées pour le MDN, et de traiter des sujets spécifiquement liés à la mission du MDN/FAC. Les partenaires de la chaire Défense et Aérospatial (Sciences Po Bordeaux et l'université de Bordeaux) ont souhaité poursuivre leur engagement au sein de la chaire pour trois années supplémentaires, à compter du 1er janvier 2021. La chaire est le fruit d'une coopération entre deux établissements de l'enseignement supérieur et de la recherche, Sciences Po Bordeaux et l'université de Bordeaux, et cinq acteurs majeurs de la base industrielle et technologique de défense : ArianeGroup, le CEA et sa Direction des Applications militaires, Dassault Aviation, Safran et Thales. Initiée fin 2013 par le général Jean-Marc Laurent, la chaire est devenue opérationnelle le 1er janvier 2015, pour trois années initiales. Ses partenaires industriels se sont déjà réengagés pour une deuxième période de trois ans (2018-2020). WASHINGTON — The Navy is searching for solutions from industry that can fill needed gaps in cyber warfare capabilities to secure weapon systems and exploit cyberspace. The Naval Air Systems Command Cyber Warfare Detachment is looking for white papers for research and development efforts on resilient cyber warfare capabilities, according to a Feb. 11 posting to a government contracting website. The proposals should offer advancements or improvements to fill gaps, the notice stated, listing eight buckets of technological interests: Size-, weight- and power-sensitive cyber resiliency for real-time operating systems and aviation warfare environment Access point identification, prioritization and defense Cyber-electronic warfare convergent capabilities Full acquisition cycle cybersecurity measures Cyber test, inspection and incident response concepts Cyber warning system techniques Cyber fault, risk and threat assessment methodologies Resilient network concepts NAVAIR provided a more in-depth list of 36 specific areas, including full-spectrum cyber response and enablement capabilities for multiple weapon system kill chains, sacrificial infrastructure and reactive cyber “armor,” deceptive/misinformation software and hardware capabilities, threat attribution, identification and geolocation, software defined radio protections and capabilities networking, tools for weapon system cyber protection teams for incident response and inspection, and suppression and discovery of malware command and control mechanisms to include triggering, reconnaissance and logic bombs.
