    AIR2030: A la rencontre de Dassault et du Rafale

    Alexis Pfefferlé Une industrie de la défense en Suisse ? Existe-t-il une industrie de la défense en Suisse ? Cette question, pertinente, fut posée par certains parlementaires à l'heure de décider si le programme AIR 2030 devait être conditionné à des affaires compensatoires. La réponse à cette question en Suisse n'est pas aussi claire que ce qu'elle pourrait être en France ou en l'Allemagne, pays qui possèdent des industries lourdes dévolues entièrement au secteur sécurité & défense. En Suisse, dont on rappelle que le tissu économique se compose à 90% de PME, l'industrie de la défense se compose d'une myriade de PME/PMI qui produisent principalement des machines ou des composants qui rentrent dans la chaine de production de groupes étrangers actifs dans le domaine. Par exemple, nos machines à haute précision sont aussi utiles et demandées dans le domaine civile que militaire. Selon SWISSMEM, l'association faîtière des PME et des grandes entreprises de l'industrie suisse des machines, des équipements électriques et des métaux (industrie MEM), l'industrie MEM concerne près de 320'000 emplois en Suisse et un chiffre d'affaire à l'export trois fois supérieur à celui de l'industrie horlogère. La part de l'industrie de défense est nettement plus faible mais permet de maintenir en Suisse des postes de travail à très haute valeur ajoutée. A la lecture de ces chiffres, les affaires compensatoires prévues dans le programme AIR2030 sont indiscutablement une opportunité exceptionnelle pour l'économie suisse. Au menu de ce jour, le Rafale du consortium Dassault – Safran – Thalès. Le Rafale est un biréacteur de 4ème génération voire 4ème génération +, selon les classifications, en vertu d'une certaine furtivité active et tactique. C'est le fleuron de l'armée de l'air française et probablement le chasseur européen le plus avancé en matière technologique. La présentation est dirigée par Monsieur Florent SEYROL, responsable du Business Développement et Coopération Internationale pour Dassault Aviation et par Monsieur Pascal DIDIERJEAN pour le groupe Safran. Le programme Rafale étant un programme achevé en matière d'étude et bien rodé en matière de production, la présentation de Dassault est principalement axée sur la compensation indirecte. Les maîtres mots de la présentation sont l'innovation et la recherche. Poids lourd de l'industrie française et mondiale, Dassault c'est 4.8mia de chiffre d'affaire dont 20% sont alloués à la recherche et au développement. Hormis les pharmas, peu de sociétés suisses ont accès à un tel niveau de financement. Le fil conducteur semble tout trouvé et le consortium formé par Dassault, Safran et Thalès, au travers de leurs divisions combinées, offre de nombreuses possibilités pour les sociétés suisses et des perspectives intéressantes en matière de croissance dans des secteurs allant de l'aéronautique à l'optique en passant par la motorisation et l'électronique. Monsieur Florent SEYROL le souligne, Dassault a une taille internationale, l'expérience de la croissance et des grands contrats, et c'est également cette expérience que le groupe transmet à ses partenaires pour que ceux-ci puissent exploiter pleinement leur potentiel économique. Monsieur Pascal DIDIERJEAN, pour le groupe Safran, abonde dans ce sens, illustrant son propos avec l'exemple de la technologie VTOL (Vertical Take-off and Landing aircraft), où la Suisse, je l'apprends, à une carte à jouer, surtout aux cotés d'un motoriste comme Safran. Premier avionneur à le souligner, Dassault est également très sensible à l'innovation dans le milieu académique et les succès suisses des EPF ne sont pas passés inaperçus. A l'heure des difficultés rencontrées par ces institutions dans le cadre des projets européens, des financements indirectes de ce type dans le cadre des affaires compensatoires seraient pertinents et bienvenus. Pour Dassault, la force de la Suisse c'est l'innovation et investir dans notre pays et nos entreprises c'est investir dans les technologies du futur, un win win français. On notera enfin que plusieurs sociétés suisses présentes se sont félicitées du contact franc et direct qu'ils ont pu avoir avec les représentants du consortium Rafale, plus faciles d'accès et moins rigides que certains concurrents. L'américain Palantir fait désormais face à une contre-offre française, dans le domaine stratégique du renseignement et de l'analyse de données massives ou big data. Hébergé parle Groupement des industries françaises de défense et de sécurité (Gicat), un cluster de 22 entreprises a donné, mardi 16 octobre, le coup d'envoi de la commercialisation de solutions big data 100 % françaises. «C'est une offre “post-Palantir”. Elle va plus loin, en couvrant des domaines plus larges et en intégrant davantage de couches d'intelligence artificielle.     Here’s when industry can expect to hear more on the Army’s tactical cloud

    By: Mark Pomerleau The Army plans to respond to more than 70 proposals from industry on how to best take advantage of the tactical cloud before the end of the year. As part of the service's efforts to modernize its tactical communications and network, the program office and the network cross functional team hosted an industry day in August in Raleigh, North Carolina. Army leaders discussed how to tell industry about the service's goals and to learn more about what industry can offer. Army officials described the industry day as market research, noting that contracts might not come out of it. “This is a technical exchange to help the Army solve complex problems,” Maj. Gen. Peter Gallagher, director of the network cross functional team told the audience during the August event. “This will not work without dialogue.” The Army received 78 white papers in response to the two day tactical cloud event, according to an Oct. 17 tweet from Program Executive Office Command, Control, Communications – Tactical. Army leaders expect to finish reviewing the white papers by the end of October and plan to respond in late November. Moreover, an Oct. 17 posting on the Federal Business Opportunities website noted that vendors with promising capability will receive an invitation for a no cost demo, around December and January. At these demonstrations, the posting said vendors will show their capability focused on three aspects; - Technical maturity - Operational relevance - Technical ability to integrate into the Army's network design Vendors will be expected to answer technical questions from a panel of government technical, program and operational subject matter experts, the post said, with government assessment leads presenting the demonstrations to the CFT and C3T leadership. “As part of these outcomes, the Army will develop an experimentation/assessment plan as well as identification of possible resourcing for promising capabilities.     DAVID PUGLIESE, OTTAWA CITIZEN Efforts are underway by Irving Shipbuilding to convince the federal government to build two more Arctic and Offshore Patrol Ships at its Halifax yard. Irving also wants all Halifax-class frigate maintenance work to remain with the yard in Nova Scotia. The federal government is looking at splitting up maintenance work on the Canadian navy's frigates between Irving and Davie in Quebec. It is facing objections from Irving and its workers. The Irving employees warn the change will mean lost jobs in Nova Scotia. There are seven frigates that will need maintenance on the east coast over a five-year period. But military and Department of National Defence officials are concerned the Irving yard in Halifax won't be able to handle all the work as it will also be in the midst of building the new fleet of Canadian Surface Combatant warships. There are concerns that the navy's capabilities could suffer if the work isn't split up between Davie and Irving yards. Each of the aging Halifax-class frigates will require about a year of maintenance work, and in 2020 the navy expects maintenance will be needed on two frigates at the same time. Irving argues it needs all the Halifax-class work and the construction of two more AOPS so it doesn't face any downturn in activity at the yard. “ We are hopeful that the Government of Canada will continue the work at Halifax Shipyard,” Irving spokesman Sean Lewis said of the frigate maintenance. Asked about the need for two more AOPS, Lewis stated the following: “We continue to work closely with the Government of Canada to explore the overall transition between the Arctic and Offshore Patrol Ship (AOPS) and Canadian Surface Combatant (CSC) programs. The construction of additional AOPS for Canada or international export opportunities is being considered and various options pursued. In a Oct. 15 statement, the JPO confirmed that the U.S. services and international partners have completed inspections of their F-35 inventories for faulty fuel tubes. The aircraft that are not impacted by the bad tubes — which are a component in Pratt & Whitney's F135 engine — are back in flying status. “The F-35 Joint Program Office continues to work closely with the military services to prioritize fuel tube replacements using the current spares inventory,” the JPO said. “Pratt & Whitney is rapidly procuring more parts to minimize the overall repair timeline for the remaining jets. Current inventory will restore about half of the impacted jets to flight operations, and the remaining aircraft are expected to be cleared for flight over the coming weeks.” Last week, all U.S. and international F-35s were momentarily grounded to allow for an enterprise-wide fuel tube inspection. The review began as a result of an investigation into a Sept. 28 Marine Corps' F-35B crash near Marine Corps Air Station Beaufort in South Carolina — the first F-35 crash in the jet's history. It is still unclear exactly how the defective fuel tubes impact the jet's performance or how serious a safety threat they pose during flight operations. Joe DellaVedova, a spokesman for the JPO, declined to discuss the specific problems that led the program office to call for a fleetwide inspection, saying that details could not be released until the Marine Corps completes its accident investigation. Also still up in the air is whether the Pentagon or Pratt & Whitney will be stuck paying the tab for retrofitting the fleet. Spokesmen from the U.S. Air Force, Marine Corps and Navy declined to lay out exactly how many of their aircraft had been impacted by the faulty fuel tubes. However, as Lockheed Martin delivered its 300th F-35 in June, 20 percent of the operational F-35 fleet can be estimated to be about 60 aircraft across the U.S. and international operators. The JPO called the fuel tube problem an “isolated incident” that would not impact F-35 deliveries. A total of 91 F-35s are planned to be delivered to the U.S. military and foreign customers this year. “The primary goal following any mishap is the prevention of future incidents,” the office said. “We will take every measure to ensure safe operations while we deliver, sustain and modernize the F-35 for the warfighter and our defense partners.” The problem with the defective fuel tubes is the latest in a string of recent supply chain issues that have plagued F-35 prime contractor Lockheed Martin and engine manufacturer Pratt & Whitney, and comes as Defense Secretary Jim Mattis sent a memo directing the Air Force, Marine Corps and Navy to boost the F-35′s mission capable rate to 80 percent. The Pentagon halted F-35 deliveries in March amid disagreements over whether the department or Lockheed should foot the bill for retrofitting part of the fleet that had not received corrosion-preventing primer in certain fastener holes. Deliveries resumed in May once the parties hammered out an agreement — although it was never revealed to the public exactly how the expenses would be paid off.     Army looking for software, not hardware for electronic warfare

    By: Mark Pomerleau Army leaders say they are looking for more software-centric solutions that would more quickly detect and understand signals in the electromagnetic spectrum, a move away from traditional hardware solutions that perform the same task. In the electronic warfare space, some nations, such as Russia and China, have been able to take advantage of advancements in software capabilities that allow them to rapidly changes signals and signatures, which makes defense and signal classification more difficult. As a result,“we're trying to get away from a hardware solution and go to more of a software solution so that way as that threat evolves we're able to more quickly address it,” Col. Kevin Finch, program manager for Electronic Warfare and Cyber at Program Executive Office Intelligence, Electronic Warfare and Sensors, told C4SIRNET sister site Defense News in an interview during the AUSA annual meeting in early October. “That's been one of our main thrusts.” Nations such as China are “masters of changing their signals,” Jerry Parker, senior vice president of C4ISR and electronic warfare at defense contractor CACI, said at the same conference. “Every day we're seeing new [radio frequency] signatures coming from them for a myriad of things, whether it's a new RF link for communications, a new RF link for controlling [an unmanned aircraft system],” he said. Parker said CACI wants to develop a more open architecture system for the government and other contractors to be able to create their own software based capabilities. This is similar to the iPhone model in which a single hardware box can host a variety of software applications developed my numerous third party organizations.
