PAL Aerospace seeks talent for SAR operating bases

PAL Aerospace is on the hunt for maintenance, materiel, information technology and other support talent to staff the Royal Canadian Air Force's (RCAF's) four search and rescue main operating bases.

Twenty months after the federal government selected 16 Airbus CC-295W fixed-wing search and rescue aircraft to replace six CC-115 Buffalos and 12 CC-130 H-model Hercules, St. John's, N.L.-based PAL is ready to hire the team that will deliver in-service support (ISS) for the new fleet.

“PAL Aerospace will be providing a wide assortment of program management services as we prepare to undertake the maintenance and logistics support, heavy maintenance, including a mobile repair team, and centralize supply chain management activities for this aircraft,” Eva Martinez, vice-president of ISS, told the Abbotsford Aerospace, Defence and Security Expo (ADSE) in August.

As a supplier to Airbus, PAL is responsible for maintenance and material support of the new fleet, providing an integrated team of aircraft maintenance engineers (AMEs), warehouse and tool crib personnel, a technical library and a contractor field office at four main operating bases in Comox, B.C., Winnipeg, Man., Trenton, Ont., and Greenwood, N.S. Each base will require around 11 people.

PAL will also establish and maintain a maintenance, repair and overhaul (MRO) facility in Winnipeg for heavy maintenance work. The shop will be co-located with its central warehouse, and will be home base for the mobile repair team. In total, PAL expects to hire around 28 people to staff the facility.

As for material, PAL will provide ground support equipment, a 30-day supply of aircraft consumables at each base, personal protective equipment, and shipping and handling of all aircraft spare parts, said Martinez, an aerospace engineer who served 13 years in the Air Force.

Through a joint venture with Airbus called AirPro, PAL will collaborate on the integration of all ISS services.

“Our hiring target as it stands right now is 73,” she said. “As we work with Canada and Airbus to fully define the maintenance tasks, we could see an increase in the level of effort required...for AMEs.”

That workload is based in part on RCAF plans to locate three CC-295W at each base. Two more will reside with the operational training unit in Comox while a final two will serve as floaters.

“They will be moved around depending on the induction into heavy maintenance as well as the operational tempo,” said Martinez.

Comox, which will include the RCAF's new search and rescue training centre, will stand up in 2019 to coincide with the arrival of the first aircraft, expected by the end of next year. The front, mid and rear fuselage sections have been delivered to Airbus's pre-final assembly line in Tablada, Spain, and the final aircraft is expected to roll out in the first quarter of 2019.

Airbus Photo The Royal Canadian Air Force (RCAF) will take delivery of the first of 16 Airbus C295W search and rescue aircraft in April 2020 at a renewed main operating base at 19 Wing, scheduled to be stood up in December 2019. Airbus was awarded a $2.4 billion contract in December 2016 to replace the RCAF's fleet of six CC-115 Buffalos and several CC-130H Hercules assigned to search and rescue duty. The contract includes delivery of the aircraft, construction of a state-of-the-art training centre, and the first five years of maintenance and support. Options for an additional 15 years of maintenance and support services could extend the agreement to 2042 and the total value to $4.7 billion. As part of the Airbus team, PAL Aerospace will provide program management services, in-service support (ISS), maintenance and logistics support, heavy maintenance, a mobile repair team, and manage a centralized supply chain. The two companies have created a Canadian joint venture called AirPro to serve as the ISS integrator. And as a Tier 1 supplier to Airbus, PAL will provide direct maintenance, repair and overall (MRO) services as well as logistics and engineering augmentation. While CAE Canada has responsibility for the training program, infrastructure and support, PAL has the task of creating a contractor field office and tool and parts warehouse and staffing an integrated team of aircraft maintenance engineers (AMEs) at the four main operating bases in Comox, Winnipeg, Trenton, Ont., and Greenwood, N.S. It will also set up a central warehouse in Winnipeg to supply all four bases, alongside an MRO facility for heavy inspections and the mobile repair party. An interim warehouse will be created in St. John's, N.L., until the Winnipeg facility is ready in December 2022. “Next year, we begin the wave of hiring,” said Martinez, noting that AMEs, a senior maintenance manager and other personnel will all need to be in place as the facilities and services at each main operating base come online, starting with Comox and then likely Winnipeg, Trenton and Greenwood, “though that may change.” This rendering shows the new fixed-wing search and rescue training centre to be built at 19 Wing Comox, B.C. Although St. John's-based PAL has been providing airline, aviation and manufacturing services since 1972, establishing a global reputation in the process, the FWSAR contract has helped put the company “on the map” in Canada, Martinez acknowledged. As part of its central role in the program, PAL will be leaning on a wider supply chain of small and medium Canadian companies to achieve its industrial and technological benefits (ITB) obligations. “[We] will be expecting [our] suppliers to provide the support that we need so we too can meet our ITB and value proposition contractual commitments,” she said. As one of the first large projects to move through the procurement process since the government in 2014 introduced a defence procurement strategy emphasizing value propositions (VP) to enhance economic returns, the “FWSAR contract is actually the first in Canada to fall under a measured VP,” Martinez noted. “In other words, [the VP] wasn't just used for bid evaluation. A variety of tasks have already been pre-determined against which every Tier 1 will have to identify their labour hours specific to each of those tasks.” While Airbus will have an obligation to invest at least 15 per cent of its ITB commitments in small and medium enterprises, PAL's requirement is just 1.4 per cent. Martinez stressed, however, that the company would be looking well beyond that for additional Canadian content. “That does not mean we are going to cap ourselves at 1.4 per cent.     Murray Brewster · CBC News Liberals plan to modernize and sail the navy's 4 aging submarines until 2040 The Canadian navy's stock of survival suits, which allow submariners to escape in an emergency from a sunken boat, has been thrown a lifeline after much of the equipment had reached its expiry date, federal documents reveal. The critical safety suits give stranded crew members the ability to ascend from a depth of 183 metres and protect against hypothermia. They even inflate into a single-seat life raft once on the surface. The orange whole-body suits were part of the original equipment aboard the Victoria-class submarines, diesel-electric boats originally built for the Royal Navy and purchased from Britain in the late 1990s. Documents obtained by CBC News show there was concern among naval engineers, in late 2016, that many of the suits had passed or were about to pass their best-before, safety dates. A spokeswoman for the Defence Department said a decision was made to extend the life of suits while the federal government procures new ones — a process that is ongoing. There is no threat to safety, said Jessica Lamirande. "The service life extension was approved based on successful, rigorous testing at the Naval Engineering Test Establishment on a representative sample of suits that had passed their intended service lives," said Lamirande, in a recent email. "Testing consisted of detailed visual inspection, leakage tests, and functional testing." Fleet sailing until 2040 But defence experts say it is a small project that speaks volumes about the Liberal government's plan to modernize and keep operating the four submarines until 2040, a proposal that was articulated in the latest defence policy. Retired commander Peter Haydon, who also taught defence policy at Dalhousie University in Halifax for years, said keeping submarine replacement parts and equipment in the system has been an ongoing headache for the navy, dating back to the 1980s. However, the bigger concern is: As the boats age, the strength of their pressure hulls declines. The government plans to modernize the boats, but Haydon said that's fine for the electronic and other components. "You can modernize most things, but you can't modernize the hull, unless you build a new hull," he said. Pressure to buy new The Senate and House of Commons defence committees have recommended the government begin exploring options now for the replacement of the submarines, which took years to formally bring into service after they were purchased. The government, in its response to a committee report last fall, argued it is already fully engaged building Arctic patrol ships and replacements for frigates and supply ships. Buying new submarines is a topic that has been debated behind the scenes for a long time at National Defence with one former top commander, retired general Walt Natynczyk ordering — in 2012 — a study that looked at the possible replacements. They're running a risk with the lives of sailors, the older these vessels get in an extremely dangerous environment, especially when they're submerged.— Michael Byers, University of British Columbia University of British Columbia defence expert Michael Byers has been quoted as saying he's worried Canada "will lose its submarine capability through negligence rather than design," noting that it is politically more palatable to refurbish the underwater fleet rather than endure a painful procurement process. "They're running a risk with the lives of sailors, the older these vessels get in an extremely dangerous environment, especially when they're submerged," said Byers, who pointed to the loss of the Argentine submarine San Juan and its crew of 44 in 2017. "I would be more comfortable with a decision to buy a new fleet submarines than the current path that we're on. I have been skeptical as to whether we need submarines, but better a new fleet than send our sailors to sea in these old vessels." Since Canada does not have the technology, nor has it ever constructed its own submarines, the federal government would be required to go overseas to countries such as Germany or Sweden to get them built. Restricted diving In the meantime, Haydon said he's confident ongoing maintenance and the stringent safety standards among Western allies will keep the Victoria-class submarines in the water and operating safely. He cautions, however, like Canada's previous submarines retired in the 1990s, the Oberon class, the older the current fleet gets, the more their diving depth will eventually have to be restricted. As the hull and its valves weaken, the less pressure they can sustain.
