    Government of Canada awards third contract to help maintain Canada's fleet of combat vessels

    GATINEAU, QC, Aug. 15, 2019 /CNW/ - Through the National Shipbuilding Strategy, the Government of Canada is revitalizing a world-class marine industry in order to provide the women and men of the Royal Canadian Navy with the safe and effective warships they require to protect Canadian sovereignty. The government is investing more than $7.5 billion in the Royal Canadian Navy's 12 Halifax-class frigates to provide necessary ongoing maintenance until they are retired in the early 2040s. Today, the Government of Canada awarded a $500-million contract to Irving Shipbuilding Inc., of Halifax, Nova Scotia, to carry out maintenance work on the Halifax-class frigates. This initial five-year contract guarantees a minimum of three frigates for the shipyard, with work planned to begin in the early 2020s. The contract is expected to rise in value as additional work packages are added. This contract is expected to result in up to 400 jobs at the shipyard, plus hundreds of related jobs for marine sector suppliers and subcontractors across the country. On July 16, 2016, the Government of Canada awarded similar contracts to Seaspan's Victoria Shipyards Limited in Victoria, British Columbia, and Chantier Davie in Lévis, Quebec. The Canadian Surface Combatants will replace the Halifax-class frigates and the retired Iroquois-class destroyers. With them, the Royal Canadian Navy will have modern and capable ships to monitor and defend Canada's waters, to continue to contribute to international naval operations for decades to come and to rapidly deploy credible naval forces worldwide, on short notice. Construction on the Canadian Surface Combatants is scheduled to begin at Irving in the early 2020s. Of the current fleet of Halifax-class frigates, 7 have their home port in Halifax, Nova Scotia, while the 5 others are based in Esquimalt, British Columbia. The Royal Canadian Navy requires that at least 8 of the 12 frigates are able to deploy at all times to meet the Navy's commitment to the Government of Canada. These frigates monitor and control Canadian waters, defend Canada's sovereignty, facilitate large-scale search and rescue activities, and provide emergency assistance when needed.     Radar upgrades for Halifax-class frigates and other news on defence contracts

    DAVID PUGLIESE, OTTAWA CITIZEN Here are some updates on defence and aerospace industry contracts and appointments, that I outlined in the latest issue of Esprit de Corps magazine: The Canadian government has awarded a contract to Saab Microwave Canada for radar upgrades on the Halifax-class frigates. The $21.7 million contract is to procure a modern electronically-stabilized antenna set for the Sea Giraffe 180 radar, already installed on the frigates. The contract includes an option to acquire 12 more antenna sets, which could bring the total investment to $97.5 million, according to the federal government. Sea Giraffe 180 is a medium-range air and surface search radar. The upgrades to the antenna set will enhance its performance, increase its reach to up to 180 km, and provide new 3-D detection and tracking capability, according to the government. The frigate to receive the first antenna is currently expected to be HMCS St John's, in early 2021. The installation will coincide with its planned maintenance period schedules. The first M-345 HET (High Efficiency Trainer) production basic/advanced trainer aircraft built by Leonardo successfully performed its maiden flight at Venegono Superiore airport in Varese, Italy in late December. The Italian Air Force, the launch customer, has a requirement for up to 45 M-345s (designated the T-345A by ITAF) to progressively replace 137 MB-339s, which first entered service in 1982, and to become the Italian Air Force's new aerobatic team airplane. At this point, the Italian Air Force has placed an order for five aircraft and the first will be delivered in early 2020. The new M-345s will integrate the M-346s used during the advanced training phase of the Italian Air Force's pilots. The new M-345 HET (High Efficiency Trainer) reduces the time required by Air Forces to train pilots, according to Leonardo. It also gives trainees the chance to fly an aircraft that features higher performance characteristics than other basic/advanced trainer aircraft currently in service around the world. The performance of the M-345 allows it to carry out the most demanding mission types found in a training syllabus, delivering high quality training at significantly lower cost. The M-345 cockpit architecture is the same as the frontline fighters. The M-345 can also perform operational roles, thanks to an extended flight envelope, with a high-speed maneuvering capability even at high altitudes, modern avionics systems, high load capacity and performance. Rheinmetall recently transferred a new nautical training facility to the German Navy School in Mürwik on the Baltic. One of the most advanced facilities of its kind, the German Navy will use it for training its bridge personnel, the company noted. It will be used for training all German Navy cadets, all future watch officers, and for preparing bridge personnel for nautical operations. The capability spectrum of the facility ranges from basic navigation and nautical training through to crew resource management, according to Rheinmetall. The facility includes two large and four small bridge simulators, six trainer stations, an auditorium for post-operation briefings as well as additional infrastructure for planning exercises and administrating and updating the database. Every surface combatant now in the German inventory – from minesweepers to supply ships – is modelled in the facility. This applies not only to the physical depiction of various ships and boats, but to their exact performance characteristics, Rheinmetall noted. In mid-December the Canadian Coast Guard received from Davie Shipbuilding the Captain Molly Kool, its first new icebreaker in the last 25 years. It is the first of three icebreakers that Davie will refit for the Coast Guard to fill a capability gap. The ship is named after Myrtle “Molly” Kool of New Brunswick who went on to become the first woman in North America to become a licensed ship captain. The federal government has approved a five-year contract extension with Quebec-based firm L3 MAS for the continued maintenance of the Royal Canadian Air Force's fleet of five CC-150 Polaris aircraft. The contract, valued at up to $230 million, is a renewal of the original in-service support contract awarded in 2013 to L3 MAS in Mirabel. The original contract included extension options for two five-year periods. The work will be done at Mirabel and at 8 Wing Trenton, ON where the fleet is based and operated by 437 Transport Squadron. The CC-150 Polaris is a multi-purpose, twin-engine, long-range jet aircraft that is used for strategic air-to-air refueling and transport. Two CC-150 Polaris aircraft are configured for strategic air-to-air refueling and the rest are used for transport and other roles. First-level maintenance will continue to take place at 8 Wing Trenton. The 30-day extension is a response to the coronavirus pandemic that has disrupted business operations globally, especially in the aerospace sector. “The COVID-19 pandemic is presenting numerous challenges for businesses and their workforce, including the eligible suppliers for the Future Fighter Capability Project,” said a spokesperson for the department in a statement on May 6. “The unprecedented situation has impacted proposal finalization. To support our commitment to conducting an open, fair, and transparent competition, the extension will ensure all suppliers are able to submit their most competitive offer to Canada.” Three qualified contenders remain in the competition to replace the Royal Canadian Air Force fighter jet fleet: Sweden's Saab Aeronautics with the Gripen E and the United States-backed Boeing F/A-18 Super Hornet and Lockheed Martin F-35A Lightning II. Dassualt Aviation and Airbus Defense and Space withdrew their entrants, the Rafale and Eurofighter Typhoon, in 2018 and 2019, respectively. The project, valued at up to $19 billion, is seeking proposals for 88 advanced aircraft to replace an aging fleet of 76 A and B model Hornets that began entering service in the mid-1980s. The bids will be evaluated on technical capability, worth 60 per cent of the evaluation; acquisition and operating costs (20 per cent); and economic benefit to Canadian industry, also 20 per cent and the highest weighting for economic return on any defence procurement to date. It's the second time this year the federal government has prolonged the deadline for the request for proposals (RFP). In February, at the request of one of the suppliers, it granted a three-month extension from March 30 to June 30. Release of the formal RFP was also pushed back several times before being issued in July 2019, to accommodate changes during the draft RFP process. The project is the largest acquisition in recent Air Force history and has faced numerous schedule changes over the past decade. This latest change comes a week after Canada submitted an annual payment of US$70.1 million to remain in the F-35 development program, which is being supported by nine partner countries. To date, the government has invested US$541.3 million since 1997 into the multi-variant, next-generation fighter program. However, Canadian companies have captured US$1.8 billion in work on the fighter. “This participation provides Canadian industry with contract opportunities that are only available to program participants,” a spokesperson for National Defence told Canadian Press. “Our membership will also allow us preferential pricing and sequencing in the build schedule should the F-35 aircraft be successful in the current future fighter capability program.” Despite the recent delay because of COVID-19, PSPC still anticipates to award a contract in 2022. The first new aircraft would be delivered in early 2025. In the interim, the government is acquiring and upgrading 18 operational Australian F/A-18A Hornets to augment the current fleet of 76 Hornets.
