  German Cabinet approves new cybersecurity agency

  By: Sebastian Sprenger COLOGNE, Germany – Germany is one step closer to getting its own version of a Defense Advanced Research Projects Agency, as officials here seek to bolster the country's cybersecurity posture. The Cabinet of Chancellor Angela Merkel this week approved the new organization, to be headed jointly by the Defense and Interior ministries. The outfit is slated to get a budget of €200 million ($230 million) between 2019 and 2022. The new “Agency for Innovation in Cybersecurity” will eventually have 100 employees. The German parliament, the Bundestag, will debate the proposal in the upcoming months. Once the funding is cleared, analysts will begin their work in earnest next year. While the Pentagon's DARPA served as a model in creating the new organization, the American agency's funding and personnel commitment dwarfs that of new German effort. But the move is still a major step forward here because it shows a political commitment to cyberspace in the context of defense and security that officials said was previously lacking. Notably, one of the explicit goals is to speed up the acquisition cycle for cybersecurity technology. That puts Germany in the same boat as many governments around the world, where officials have found themselves perennially lagging behind sophisticated attack schemes employed by hackers.   French, German leaders provide fresh top cover for new warplane, tank projects

  By: Sebastian Sprenger COLOGNE, Germany — German and French officials emerged from a meeting in Toulouse, France, this week with fresh promises that a next-generation aircraft program and new European battle tank spearheaded by the two countries would advance soon. The summit declaration follows repeated reports that both projects are at risk of failure due to political and industry-related differences. In the case of the Future Combat Air System — a next-generation fighter jet with sidekick drones — Berlin and Paris have long been at odds about the exportability of the future weapon, with Germany favoring a more restrictive stance than France. Airbus and Dassault are the two main industry players in FCAS. The Main Ground Combat System — the two countries' idea for a European tank ready for action in the late 2030s — had been caught up in a maneuver by German manufacturer Rheinmetall to take over the Franco-German industry team of Nexter and Krauss-Maffei Wegmann, called KNDS. According to a report in Germany's newspaper Frankfurter Allgemeine Zeitung, officials recently came to an agreement in which Rheinmetall would become a subcontractor in the project, receiving 25 percent of the work share, with Nexter getting 50 percent and KMW getting 25 percent. The aircraft and tank projects made it into the Toulouse declaration only in passing, expressed in the typical diplomatic rhetoric of bilateral enthusiasm meant to mask whatever problems brew underneath. The envisioned cooperation “requires mutual trust and common rules,” the document read. Specifically, both sides negotiated a binding agreement on arms exports in Toulouse that would be implemented once unspecified “final steps” are taken, it added. French newspaper La Tribune reported that the Oct. 16 meeting reiterated the objective of awarding study contracts for an FCAS demonstrator early next year. That means the financial commitments will now begin to grow larger, eventually reaching a level of billions of Euros in just a few years' time. German lawmakers, meanwhile, are still awaiting details on exactly how the government plans to proceed.   UK Ministry of Defence orders more than 500 Boxers in €2.6 billion contract

  November 8, 2019 - The Artec consortium, led by Rheinmetall and Krauss-Maffei Wegmann (KMW), has signed a contract with the UK Ministry of Defence (MoD) to produce more than 500 Boxer 8x8-wheeled armoured vehicles for the British Army. The total current value of the order is approximately €2.6 billion (£2.3 billion). The contract has been awarded to Artec via the European procurement agency Organisation for Joint Armament Cooperation (OCCAR). The contract awarded to Artec falls under the UK's Mechanised Infantry Vehicle (MIV) procurement programme and includes more than 500 vehicles. Artec will each sub-contract 50% of the order volume to Rheinmetall and Krauss-Maffei Wegmann. The total number of Boxer vehicles already delivered by Artec or currently on order now exceeds 1,400 vehicles. The Boxer vehicles ordered by the British Army will be supplied in several different configurations, including an armoured personnel carrier, command vehicle, specialist carrier and field ambulance. Delivery of the vehicles is expected to start from 2023. Most of the production will take place in the UK, ¬safeguarding and creating a substantial number of British jobs. Full-scale production will begin in Germany, but 90% of the Boxer vehicles destined for the British Army will be produced in the UK, principally at plants operated by Rheinmetall BAE Systems Land (RBSL) and KMW's subsidiary WFEL. This order marks the return of the UK to a European defence programme having taken part in the Boxer project when it was still in its infancy. Boxer is now on its way to becoming one of NATO's standard vehicles. A modular vehicle – versatile, tried and tested The Boxer is a highly protective 8x8-wheeled armoured vehicle. Its modular architecture enables more operational configurations than any other vehicle system. At present, some 700 vehicles in twelve different versions are on order from three different NATO nations: Germany, the Netherlands and Lithuania. Australia has also ordered 211 Boxer Combat Reconnaissance Vehicles (CRV) in seven variants, the first of which was recently delivered. Artec GmbH was established in 1999. It is a joint venture of Krauss-Maffei Wegmann GmbH & Co. KG, Rheinmetall Military Vehicles GmbH, and Rheinmetall Defence Nederland B.V..
