    Pilots try out new helmet in F-16V flight tests

Frantzman JERUSALEM — Recent flight tests of the F-16V fighter jet incorporated a new version of the pilot's helmet that introduces a visor with optical inertial trackers and is designed to provide improved durability, accuracy and comfort for long flights. The Joint Helmet Mounted Cueing System II is manufactured by Collins Elbit Vision Systems, a joint venture between Collins Aerospace and Elbit Systems of America. The flight tests followed a safety qualification test for the helmet last year meant as a step toward making the JHMCS II the baseline helmet for the F-16 Fighting Falcon Viper (V) Block 70/72, made by Lockheed Martin. The safety test was performed on the ground, and the helmet was subjected to wind blasts. Jeff Hoberg, a co-general manager with the joint venture, said the helmet was specifically created for aircraft like the F-16V and builds on the legacy of the earlier JHMCS variants used on F-15, F-16 and F-18 jets. With an optical inertial tracker, the JHMCS II is more accurate than previous models, and its improved center of gravity mitigates pilot fatigue, as the helmet aligns better with the spine, Hoberg said. The optical tracking is made possible by upgrades to algorithms and software, the placement of a tracking part on the front of the helmet above the eyes, and a reference unit on the dashboard console of the aircraft. “Likewise it has a color display, and when you add color to the display, air crew can absorb more information,” he added. The next step for the helmet, Hoberg explained, is to continue flight tests this year and through early next year, with the expectation that the new variant will be certified as the baseline helmet for the F-16V. The JHMCS II is the only helmet-mounted display integrated and tested on the F-16V. “Flight tests is the next milestone as we partner with Collins Elbit Vision Systems on the JHMCS II, and we look forward to continued collaboration,” said Danya Trent, vice president of the F-16 program at Lockheed. The F-16V aircraft, equipped with an active electronically scanned array radar, are part of a new Lockheed production line in Greenville, South Carolina, announced last year. The company said in a 2019 interview that it expected hundreds of aircraft to be upgraded to the Viper model and up to 500 more to be sold in the next decade, with F-16s estimated to be keep flying into the 2040s. The fourth-generation “V” model first flew in 2015 and is going through a flight test phase.     With its new space centre, NATO seeks the ultimate high ground

    Murray Brewster It's not the Space Force you may have heard about. Still, NATO's newly announced space centre boldly takes the seven-decade-old institution where no international military alliance has gone before. Most of its leading members and adversaries have sought individual advantage in the final frontier over the decades. And while the European Space Agency is a collective body, its civilian mission and its politics are inarguably different from those of NATO. That difference was on display this week as NATO defence ministers, meeting online, put the final pieces in place for the new centre, which has been in the works for a couple of years. "The space environment has fundamentally changed in the last decade," said NATO Secretary-General Jens Stoltenberg. "Some nations, including Russia and China, are developing anti-satellite systems that could blind, disable or shoot down satellites and create dangerous debris in orbit." NATO "must increase our understanding of the challenges in space," he said. Unlike U.S. President Donald Trump's much-hyped plan to make the Space Force a separate branch of the U.S. military, the North Atlantic alliance has been careful to present its space centre not as a "war fighting" arm but as something purely defensive. A 1967 international treaty commits 110 countries, including the United States and Canada, to limiting their use of space to "peaceful purposes" alone and prohibits the basing of weapons of mass destruction (nuclear bombs, for instance) in orbit. It further prohibits the militarization of the moon and other celestial bodies. Stoltenberg has insisted that alliance activities will be in line with international law. The rising threat of war in space That's an important point for Paul Meyer, adjunct professor of international studies in international security at Simon Fraser University in B.C. He warned in a recent policy paper for the Canadian Global Affairs Institute that the "prospects for armed conflict in space appear more likely than they have been since the days of the Cold War." Meyer said world leaders should think hard about what role — if any — arms control could play in avoiding a war in space. "Diplomatic solutions are not being pursued, despite the fact that irresponsible state conduct in space can ruin it for everyone," he said Friday. NATO has no satellites or space infrastructure of its own — but many member nations do and Stoltenberg said the alliance will draw on their expertise in setting up the new centre. Almost all modern militaries rely on satellites. In any major conflict between NATO and either Russia or China, the orbital communication and navigation grid would be the first piece of infrastructure to be hit. Not only does NATO need satellites for surveillance, reconnaissance and communications, an increasing number of military operations are being targeted from space. A good example is the 2003 U.S. invasion of Iraq, during which 68 per cent of airstrikes employed smart bombs guided by lasers and satellites. Those "eyes in the sky" are also important for defence against ballistic missiles and (naturally) weather forecasting. Diplomacy and deterrence Dan Coats, the former U.S. director of national intelligence, warned Congress almost two years ago that China and Russia have trained and equipped their military space forces with new anti-satellite weapons. Those warnings have not been limited to the Trump administration. In the spring of 2019, Norway accused Russia of "harassing" communications systems and jamming Norwegian Armed Forces GPS signals. Last spring, the NATO space centre reported that Moscow had test-fired a satellite-killing missile. Frank Rose, a senior fellow at the Brookings Institution, said in a recent online policy analysis that outer space will need to be "mainstreamed" within NATO when it comes to planning and operations. He also argued that the alliance will need to find a way to "incorporate diplomacy into any eventual strategy." Meyer agreed and noted in his October 2020 policy paper that Canada is largely absent from any meaningful debate on the militarization of space. The Global Affairs website, he said, contains outdated material, is full of banal, non-specific references and is largely devoid of Canadian content. "Pity the Canadian citizen who wishes to understand where our country stands on this troubling issue of outer space security," Meyer wrote. It's not clear what sort of contribution Canada might make to the new NATO space centre. In a statement, Defence Minister Harjit Sajjan said it's important for Canada's allies to develop a strategy that "ensures a peaceful use of space while protecting ourselves.     U.S. Coast Guard Signs $117 Million Contract for Small Unmanned Aircraft

    Boeing subsidiary Insitu just inked a $117 million contract to provide small unmanned aircraft systems services across the fleet of U.S. Coast Guard National Security Cutters. The award for the Insitu ScanEagle UAS was finalized late last week and announced on Monday. The contract covers installation and deployment of the system, and provides 200 hours of flight time per 30-day patrol, according to the company. The contract marks the end of what had become a multi-year testing process for the Coast Guard to find an unmanned aircraft to assist with its ongoing mission to stop drug smuggling and human trafficking. “The UAS has already proven itself to be a transformational technology, and the deployment of this capability to the entirety of the [National Security Cutter] fleet is an incredibly important first step in realizing the Coast Guard's vision of fleet-wide UAS implementation,” Cmdr. Daniel Broadhurst, unmanned aircraft systems division chief in the Office of Aviation Forces, said in a statement. A draft request for proposal was released in March 2017 after the service hadn't found an existing platform that met the Coast Guard's needs, USNI News previously reported. The RFP had stated the Coast Guard was looking for a “persistent, tactical airborne intelligence, surveillance, and reconnaissance (ISR) capability that can remain airborne for at least twelve hours per day.” The Coast Guard had been using ScanEagle in a limited basis when the system deployed aboard USCGC Stratton (WMSL-752). The Coast Guard credits ScanEagle with helping Stratton's crew interdict an estimated $165 million worth of cocaine during a two month period in 2017. “When ScanEagle initially deployed with the Stratton, we recognized what an incredible opportunity we had to partner with the U.S. Coast Guard to bring dynamic improvements to mission effectiveness and change aviation history,” Don Williamson, Insitu Defense vice president and general manager, said in a statement. ScanEagle can remain aloft for more than 24 hours, can cruise at 55 knots with a maximum speed of 90 knots, and has service ceiling of 15,000 feet, according to Insitu. The system is shot from a pneumatic launcher and recovered using a hook and arresting wire. ScanEagle is 8.2-feet long and has a 16-foot wingspan. Insitu plans to start installing ScanEagle hardware on USCGC James (WMSL-754) this fall, then on USCGC Munro (WHEC-724) in early 2019, and on USCGC Bertholf (WMSL-750) in late spring or early summer 2019. https://news.usni.org/2018/06/12/34300
