Feds to invest billions less in new military equipment, may fall short on NATO spending target

The federal government will invest billions of dollars less in new military equipment than promised this year, raising concerns about the readiness of the Canadian Forces and the prospect that Canada will fall short on another NATO spending target.

The Trudeau government in 2017 released a defence policy that included dramatic increases in the amount of money to be spent on new aircraft, ships, armoured vehicles and other military equipment each year for the next two decades.

The investments are considered vital to replacing the Canadian Forces' aging fighter jets, ships and other equipment with state-of-the-art kit.

Yet while the government is on track to invest more in new equipment for the second year in a row, budget documents show the Defence Department will still fall short more than $2 billion on the government's plan to spend $6.5 billion.

The government spent $2.3 billion less than planned last year, largely because of delays in projects such as the government's huge plan to buy new warships, though also because some things ended up costing less than expected.

The department's top civil servant, deputy minister Jody Thomas, told a House of Commons committee last week that about $700 million was because some projects came in under budget and other “efficiencies, so we didn't need that money.”

But Thomas acknowledged the department was to blame for some of the other underspending and industry has also faced challenges in delivering on projects – though she said it shouldn't be a surprise there have been some problems given the number of projects underway.

“There are going to be some slowdowns by us,” she said, adding: “If money isn't moving quite quickly enough because of a problem with a particular supply chain, a particular supplier, a contract, the way we've defined a project, we work with industry to try to resolve that.”

While the fact the department saved money on some projects was seen as a positive development, Conservative defence critic James Bezan said he is nonetheless concerned that hundreds of millions of dollars in promised new investments aren't being realized.

“Despite the explanation that was given by officials at committee, we still feel projects are falling behind, promises are going to be broken and ultimately the Canadian Armed Forces will not get the equipment that it needs in a timely manner,” Bezan told The Canadian Press.

“The whole idea that they're finding efficiencies is good news. But at the same time, those dollars should be getting re-invested in other capital projects that aren't off the books yet.”

Thomas did not say which projects will be affected by the underspending.

And the underspending doesn't just mean delivery of some promised equipment will be delayed, said defence analyst David Perry of the Canadian Global Affairs Institute; it also threatens Canada's ability to meet a key NATO spending target.

All members of the military alliance agreed in 2014 to spend two per cent of their gross domestic products on the military within a decade – a commitment that has since taken on new importance with U.S. President Donald Trump's demanding all NATO allies spend more.

While Canada has long resisted that target and the Liberal defence policy shows spending only reaching 1.4 per cent of GDP by 2024-25, the Liberal government has said it will achieve another NATO target to direct 20 per cent of defence spending to new equipment.

“So the military is not getting re-equipped as fast as intended when the defence policy was published,” Perry said in an interview. “And we had basically reassured NATO that we were going to really do a good job at spending on recapitalization, and we're not nearly as far ahead as we should be on that.”

The team uses red, white and blue smoke to enhance its visual presentation. The Red Arrows were formed in 1965 and have performed over 5,000 displays in 57 countries around the world. The Folland Gnat was replaced in 1980 with their current aircraft, the BAE Systems Hawk T1 trainer. The Hawk is a standard military two-seat advanced trainer with a tweaked engine to allow for faster response times. The Red Arrows performed a flypast in Halifax this past weekend and will perform in Toronto on Labour Day weekend, and in Victoria and Vancouver between September 24 and 27.     Canada extends ban on arms sales to NATO ally Turkey

    Murray Brewster Canada's ban on new arms exports to Turkey has been extended indefinitely, Global Affairs confirmed today. The Liberal government imposed a suspension on the approval of export permits last fall after Turkish forces launched an incursion into northern Syria. Charles-Marie Matte, deputy director of the export controls division at Global Affairs, said in an email that approvals have been suspended "until further notice." The government of Turkish President Recep Erdoğan has insisted the incursion was necessary to create a buffer zone against Kurdish militia forces. Turkey is on a Canadian government list of "trusted" countries where Canadian defence contractors can safely do business and sell sophisticated, restricted weapons. While some permit applications are reviewed on a case-by-case basis, the revised notification makes it clear that certain military items "will be presumptively denied" to Turkey. In other words, companies with those goods shouldn't even bother applying for permission to sell them to Turkey. 'Exceptional circumstances' The items in question include ammunition, light weapons, armour, protective equipment and electronics. "Exceptional circumstances" related to Canada's international alliance commitments might see the government consider issuing a permit, the notice said. An example might be the export of components for "a NATO missile defence system," Matte said in an email. Turkey has said it's willing to buy U.S.-made MIM-104 Patriot air defence missiles system if it gets a good price from Washington. The country's foreign minister, Mevlut Cavusoglu, was quoted in international publications last week saying his country was interested in the purchase as part of a solution to the stalemate with the Trump administration over the Erdogan government's purchase of a Russian-made S-400 air defence system. Cavusoglu also repeated Turkey's offer to lead "a technical working group" with NATO to iron out concerns about his country operating the Russian system while still being part of the alliance. U.S. defence contractor Raytheon, which has a branch in Canada, manufactures the Patriot missile system. Rising tensions with Syria Since the incursion last fall, tensions between Turkey and Syria have only increased and came close to boiling over last winter. There were direct clashes between the Turkish army and Syrian government forces in late February and early March. An air strike on rebel-held territory in the northwestern Syrian province of Idlib on Feb 27 killed 34 Turkish soldiers. In response, Turkey shot down three Syrian warplanes and has used armed drones to carry out several attacks on forces loyal to Syrian dictator Bashar al-Assad.     Government of Canada awards third contract to help maintain Canada's fleet of combat vessels

    GATINEAU, QC, Aug. 15, 2019 /CNW/ - Through the National Shipbuilding Strategy, the Government of Canada is revitalizing a world-class marine industry in order to provide the women and men of the Royal Canadian Navy with the safe and effective warships they require to protect Canadian sovereignty. The government is investing more than $7.5 billion in the Royal Canadian Navy's 12 Halifax-class frigates to provide necessary ongoing maintenance until they are retired in the early 2040s. Today, the Government of Canada awarded a $500-million contract to Irving Shipbuilding Inc., of Halifax, Nova Scotia, to carry out maintenance work on the Halifax-class frigates. This initial five-year contract guarantees a minimum of three frigates for the shipyard, with work planned to begin in the early 2020s. The contract is expected to rise in value as additional work packages are added. This contract is expected to result in up to 400 jobs at the shipyard, plus hundreds of related jobs for marine sector suppliers and subcontractors across the country. On July 16, 2016, the Government of Canada awarded similar contracts to Seaspan's Victoria Shipyards Limited in Victoria, British Columbia, and Chantier Davie in Lévis, Quebec. The Canadian Surface Combatants will replace the Halifax-class frigates and the retired Iroquois-class destroyers. With them, the Royal Canadian Navy will have modern and capable ships to monitor and defend Canada's waters, to continue to contribute to international naval operations for decades to come and to rapidly deploy credible naval forces worldwide, on short notice. Construction on the Canadian Surface Combatants is scheduled to begin at Irving in the early 2020s.
