Exportations françaises d’armement : net rebond attendu en 2021

Troisième pays exportateur d'armement en 2020, derrière les États-Unis et la Russie, avec 4,9 milliards d'euros de ventes, la France s'attend à un net rebond en 2021, notamment suite à la signature de contrats qui ont été discutés mais n'ont pas pu aboutir en raison de la crise sanitaire, et surtout à « l'entrée en vigueur des trois contrats de vente de l'avion de combat Rafale pour 7,7 milliards d'euros », comme l'a souligné Hervé Grandjean, porte-parole du ministère des Armées, qui a présenté, ce mercredi, le rapport sur les exportations d'armement en 2020 remis au Parlement. « Le contrat signé avec la Grèce est entré dans le carnet de commandes 2021. Notre objectif est une entrée en vigueur des contrats avec l'Égypte et la Croatie d'ici à fin 2021 », a-t-il ajouté. « Au total, l'Europe est la première destination de nos exportations avec 25% de la valeur, contre 17% en 2017. C'est la seconde fois que nous vendons autant en Europe, hors l'année 2019 (47%) marquée par des contrats exceptionnels», souligne Hervé Grandjean. Le Moyen-Orient a représenté 24% du total, l'Asie-Océanie 22%, et l'Afrique 16%.

    Brexit turns up the heat on access rules to EU defense coffers

    By: Sebastian Sprenger COLOGNE, Germany — European leaders should modify rules to include Britain and the United States in their defense-cooperation efforts, ending a simmering dispute that could turn toxic over time, according to the director general of the European Union Military Staff. “We will find a way [on] how to engage the United States and other third-party states,” Lt. Gen. Esa Pulkkinen told Defense News in an interview in Washington last week. But he cautioned that the unresolved issue could become a “permanent” thorn in the side of relations with the United States, in particular. At issue are the conditions for access to the multibillion-dollar European Defence Fund and its associated collaboration scheme, the Permanent Structured Cooperation, or PESCO. The funds are meant to nurse the nascent defense capabilities of the continent's member states, with the idea that NATO would be strengthened in the process. Officials have left the door open for the U.K., which recently left the EU, as well as its defense companies to partake in individual projects, given the country's importance as a key European provider of military capabilities. But the exact terms have yet to be spelled out, requiring a balancing act between framing member states as primary PESCO beneficiaries while providing a way in for key allies. Defense officials in Washington previously criticized the EU initiative, complaining that it would needlessly shut out American contractors. European leaders countered that the program is first and foremost meant to streamline the bloc's disparate military capabilities, stressing that avenues for trans-Atlantic cooperation exist elsewhere. “EDF and PESCO isn't everything in the world,” Pulkkinen said in Washington. “We are not going to violate any U.S. defense industrial interests. “The defense industry is already so globalized, they will find a way [on] how to work together.” While European governments have circulated draft rules for third-party access to the EU's defense-cooperation mechanism, a final ruling is not expected until discussions about the bloc's budget for 2021-2027 are further along, according to issue experts. Officials at the European Defence Agency, which manages PESCO, are taking something of a strategic pause to determine whether the dozens of projects begun over the past few years are delivering results. Sophia Besch, a senior research fellow with the Centre for European Reform, said the jury is still out over that assessment. “The big question is whether the European Union can prove that the initiatives improve the operational capabilities,” she said. Aside from the bureaucratic workings of the PESCO scheme, the German-French alliance — seen as an engine of European defense cooperation — has begun to sputter, according to Besch. In particular, Berlin and Paris cannot seem to come together on operational terms — whether in the Sahel or the Strait of Hormuz — at a time when Europe's newfound defense prowess runs the risk of becoming a mostly theoretical exercise, Besch said.     Bell 360 Invictus chosen to continue in U.S Army’s new scout rotorcraft competition

    Fort Worth, Texas, March 25, 2020 – Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, has been selected to continue its work on the U.S. Army's Future Attack Reconnaissance Aircraft (FARA) program. As part of the selection, Bell is designing, manufacturing, and testing the Bell 360 Invictus, a prototype rotorcraft designed to provide improved lethality, survivability, and extended reach for Army Aviation. This selection follows almost a full year of design and risk-reduction work by the Bell team as part of the initial contract phase. "The selection of the Bell 360 Invictus to continue in the FARA program builds on our decades-long legacy as an innovator in reconnaissance rotorcraft supporting the maneuver force," said Mitch Snyder, president and CEO of Bell. The Bell 360 addresses the requirements with a design optimized to achieve the performance, connectivity, sustainability, and reliability for soldiers to fight and operate in multi-domain operations. The aircraft is expected to meet or exceed the Army's requirements, using proven Bell technologies such as fly-by-wire flight controls, a proven articulated rotor design, and an innovative blade design to name a few. Additionally, Bell is partnered with industry leader Collins Aerospace to integrate a new generation of avionics hardware and software featuring cyber-hardened and digital backbone solutions to provide MOSA compliance in accordance with US Army FARA objectives. To ensure the team stays on schedule and on budget, Bell is using a digital design-as-built process. The team is able to connect and collaborate in a real-time digital environment to ensure alignment among all trades to facilitate smoother manufacturing, improve sustainability characteristics, and mitigate schedule risks. This process has been used and refined on Bell commercial projects, as well as during the recent U.S. Army Joint Multi-Role Technology Demonstrator program that produced the Bell V-280 Valor.     Kongsberg has signed CROWS contract worth MUSD 48

    Kongsberg Defence & Aerospace AS (KONGSBERG) has signed a new contract for new remote weapon stations (RWS) to the American CROWS-program, worth MUSD 48. The order intake from the CROWS-program has been good in the third quarter, and with this contract the total order income during the quarter from the CROWS-program amounts to MUSD 89. These orders are related to CROWS framework agreement (Indefinite Delivery/Indefinite Quantity - IDIQ), which was announced 14 September 2018 with a total scope up to MUSD 498.
