Exportations françaises d’armement : net rebond attendu en 2021

Troisième pays exportateur d'armement en 2020, derrière les États-Unis et la Russie, avec 4,9 milliards d'euros de ventes, la France s'attend à un net rebond en 2021, notamment suite à la signature de contrats qui ont été discutés mais n'ont pas pu aboutir en raison de la crise sanitaire, et surtout à « l'entrée en vigueur des trois contrats de vente de l'avion de combat Rafale pour 7,7 milliards d'euros », comme l'a souligné Hervé Grandjean, porte-parole du ministère des Armées, qui a présenté, ce mercredi, le rapport sur les exportations d'armement en 2020 remis au Parlement. « Le contrat signé avec la Grèce est entré dans le carnet de commandes 2021. Notre objectif est une entrée en vigueur des contrats avec l'Égypte et la Croatie d'ici à fin 2021 », a-t-il ajouté. « Au total, l'Europe est la première destination de nos exportations avec 25% de la valeur, contre 17% en 2017. C'est la seconde fois que nous vendons autant en Europe, hors l'année 2019 (47%) marquée par des contrats exceptionnels», souligne Hervé Grandjean. Le Moyen-Orient a représenté 24% du total, l'Asie-Océanie 22%, et l'Afrique 16%.

    Pandemic doesn’t slow cyber training for the Army

    Mark Pomerleau While much of the national security community has had to rethink or delay operations and business practices because of the global pandemic, the Army's cyber school has been able to carry on business as usual due to prior investments in online tools and virtual training environments. “Our virtual training environment had existed prior to COVID and that was really what our students logged into and that's where our training ranges are and where we do a lot of coding and where we ... conduct our courses,” Col. Paul Craft, the Fort Gordon-based school's commandant told Fifth Domain in an interview. “Because we had that environment, we were already prepared, we were already postured.” This environment is called the Virtual Training Area or VTA. It is a conglomeration of open-source technologies that Army users can login from around the world on the open internet, not the closed DoD network, to access course prep materials, courses, tests or even to note curriculum changes. Now, all the officer courses are conducted remotely in the unclassified environment. With the empty classroom space this creates, the enlisted student body can now meet in person and still follow Centers for Disease Control mandated social distancing standards. For some of the classified material, officers still need to come into classes, also adhering to social distancing mandates and wear masks. “We did not change. For us, it just occurred over a weekend where our students backed out and said ‘I'm going to log in [from home]' ... continue to train like we were logging into that virtual training environment and we're still going to conduct the classes,” Craft said. “We set up for a success that we didn't know we needed to have.” This change is especially important as the cyber school expanded to teach “operations in the information environment,” which incorporates how cyber operations, electronic warfare and information operations interact. Within the last two years, the Army merged the electronic warfare and cyber branches together. While much of the rest of the world has been forced to either halt operations or drastically change practices, many within the military cyber community have been able to lean on technical advancements to continue training. In addition to the Army Cyber School, U.S. Cyber Command is conducting its annual major training event in June almost entirely remote relying on a virtual training platform for the first time called the Persistent Cyber Training Environment. Craft explained that when PCTE comes fully online for all of the Defense Department, the plan is to migrate operations from the VTA to PCTE to conduct their training. Migrating to an almost entirely remote environment on the officer side has also allowed the school to open up more seats to more trainees since they aren't limited to physical space. It's also reduced travel costs for those who need training, Craft said. For example, personnel can take courses from their home stations without having to travel all the way to Fort Gordon.     Boeing Awarded $1.5B Contract for 28 Kuwait Super Hornets

    By: Ben Werner Boeing was awarded a $1.5 billion contract to build 28 F/A-18E/F Super Hornets for the Kuwait Air Force, according to a Wednesday Pentagon contract announcement. Kuwait is buying 22 of the single-seat “E” variant and six of the two-seat “F” variant Super Hornet. The deal has been in the works since late 2016 when U.S. State Department notified Congress about Kuwait's intent to purchase Super Hornets. On March 30, Boeing was awarded a $1.16 billion contract to research, development and testing for the Kuwait deal. The deal Kuwait finalized Wednesday is a scaled-down version of the initial purchase announced in 2016 which involved 40 aircraft. At the time, the deal was considered significant by industry analysts and U.S. government officials because it would keep Boeing's Super Hornet production line operational. Since the 2016 announcement, Boeing has courted several potential international Super Hornet customers, including Finland, India, Switzerland and Germany. The U.S. Navy has announced it plans to purchase 116 additional Super Hornets — bringing its fleet up to 480 aircraft. When the Navy orders are added to possible international sales, the St. Louis-based production line could remain running for more than a decade. The Boeing Co., St. Louis, Missouri, is awarded a $1,504,995,240 fixed-price-incentive-firm contract that provides for the production and delivery of 22 F/A-18E and six F/A-18F Super Hornets in support of the government of Kuwait. Work will be performed in El Segundo, California (41.4 percent); Hazelwood, Missouri (28.2 percent); Fort Worth, Texas (4.7 percent); Santa Clarita, California (4 percent); Bloomington, Minnesota (3.3 percent); Greenlawn, New York (2.8 percent); Endicott, New York (2.3 percent); Santa Ana, California (1.9 percent); Clearwater, Florida (1.5 percent); Clifton, New Jersey (1.3 percent); Mesa, Arizona (1.3 percent); Torrance, California (1.2 percent); Ontario, Canada (1 percent); Vandalia, Ohio (0.9 percent); Kalamazoo, Michigan (0.8 percent); Fort Walton Beach, Florida (0.8 percent); East Aurora, New York (0.7 percent); and various locations outside the continental U.S. (2.1 percent), and is expected to be completed in January 2021.     Air Force to Add 12 Weapons Systems for AI/ML-Informed Predictive Maintenance This Year

    The U.S. Air Force is to add a dozen weapons systems to its Enhanced Reliability Centered Maintenance (ERCM) model that employs artificial intelligence/machine learning (AI/ML) for predictive maintenance. Those systems are the Boeing [BA] F-15 fighter, B-52 bomber, RC-135 reconnaissance plane, C-17 transport, and A-10 Thunderbolt II close air support aircraft, the Lockheed Martin [LMT] AC/MC-130 gunships, F-16 fighter, and HH-60 helicopter, the Bell [TXT] and Boeing CV-22 tiltrotor, the Northrop Grumman [NOC] RQ-4 Global Hawk and the General Atomics‘ MQ-9 Reaper. “We have a couple of different initiatives under what we would call the umbrella of predictive maintenance,” Air Force Lt. Gen. Warren Berry, the service's deputy chief of staff for logistics, engineering and force protection, said during a July 9 Mitchell Institute for Aerospace Studies' Aerospace Nation virtual discussion. “One is Condition Based Maintenance Plus [CBM+]. We have three weapons systems in there right now: the C-5, the KC-135, and the B-1. They've been doing it for about 18 to 24 months now, and we're starting to get some real return on what it is that the CBM+ is offering us. The other element is called Enhanced Reliability Centered Maintenance [ERCM], which is really laying that artificial intelligence and machine learning on top of the maintenance information system data that we have today and understanding failure rates and understanding mission characteristics of the aircraft and how they fail, and then laying that into the algorithms that then tell us when parts are likely to fail based on failure rates and the algorithms we plug in.” “We're in the process of adding another 12 weapons systems under the ERCM umbrella this calendar year,” Berry said. Defense Daily has asked Air Force Materiel Command (AFMC) for the names of the 12 systems. AI/ML is to assume a significant role in predictive maintenance for the 11 combatant commands (COCOMs). In April last year, the Pentagon said that the new Joint Artificial Intelligence Center (JAIC) had delivered its first product, a predictive Engine Health Model (EHM) maintenance tool for Sikorsky [LMT] Black Hawk helicopters, to U.S. Special Operations Command's 160th Special Operations Regiment (SOAR) for use with SOAR's MH-60 helicopters. JAIC said that its Joint Logistics Mission Initiative (MI), one of six JAIC AI projects, is working “to develop a repeatable, end-to-end AI ecosystem” to bring EHM to scale across the Black Hawk fleet. EHM, developed in partnership with Carnegie Mellon University, “predicts the probability of an engine hot start so decision-makers can consider next steps,” including replacing the engine or holding it back for training missions instead of deployments in high-risk missions, Army Col. Kenneth Kliethermes, JAIC's Joint Logistics MI lead, said in a recent JAIC blog post. Another JAIC mission initiative, the Joint Warfighting MI, “is working with several COCOMs to build, test, and expand its Smart Sensor, a video processing AI prototype that rides on unmanned aerial vehicles and is trained to identify threats and immediately transmit the video of those threats back to manned computer stations for real-time analysis,” according to the JAIC blog post. Army Col. Bradley Boyd, the lead for the Joint Warfighting MI, said that the Smart Sensor could lead to “a dramatic reduction in the amount of data that has to be pushed back for a human to cull through.” “Instead of staring at one video feed and hours and hours of trees and rocks and nothing happening, that person can instead be monitoring 10 video feeds because they are only seeing the stuff that really matters,” Boyd said in the JAIC blog post. https://www.defensedaily.com/air-force-add-12-weapons-systems-ai-ml-informed-predictive-maintenance-year/army/
