    Qatari research center chooses Leonardo for cyber range

    Agnes Helou BEIRUT — A Qatari cyber research center has selected Leonardo to provide a cyber range and training system to support security operations, the Italian firm announced Feb. 3. The Qatar Computing Research Institute, or QCRI, was established by the Qatar Foundation for Education, Science and Community Development. The training platform ordered by the QCRI is capable of simulating cyberattacks so users can assess the resilience of digital infrastructure. “The training is completely to be performed in Qatar, and it is expected, through an approach oriented to ‘train the trainers,' to provide courses to a significant number of operators involved in the cybersecurity framework,” Tommaso Profeta, managing director of Leonardo's Cyber Security Division, told Defense News. He noted that training and exercise scenarios can be customized using a drag-and-drop graphical interface. The platform can also analyze and classify the results of simulated attacks based on data collected during real-world offensive campaigns. Scenarios can be used for individual training or classroom experiences, and they provide practice for security operations centers and incident response activities. This training tool “will allow the QCRI to deliver a complete cyber training process, from the design of the learning path to specific training sessions. Users will be able to practice their skills in simulated attack and defense scenarios, employing both information technology (IT) and operational technology (OT). The training will produce qualified teams of operators equipped with up-to-date knowledge and techniques, ready to face ever-evolving cyber threats,” according to a company statement. “The best cyber training/testing environments are in theory real production systems. But in practice for such environments, institutions, enterprises and organizations cannot easily experience critical situations without paying high, sometime unaffordable prices,” Profeta said. “Training and testing are therefore the two essential, human-driven processes that can effectively support the overall cyber ‘protection' loop, but only if they can cope with real threats and highly realistic systems in highly realistic situations.” Cyber ranges provide a controlled environment where cybersecurity experts can practice their technical and soft skills in emulated complex networks and infrastructures to learn how to respond to real-world cyberattacks. In these environments, cyber tools can be stressed to reveal their limits and vulnerabilities before deployment into cyberspace. Leonardo's platform challenges such assets and provides digital twin environments for predeployment testing. Asked whether other Gulf countries have expressed interest in this training system, Profeta said it “has already been presented to other high-level Middle East stakeholders, and a significant level of interest has been registered for the platform.” What scenarios are available? Those using the cyber range will try to defend against simulated but realistic cyberattacks. According to Profeta, these include: Man-in-the-middle attacks. Botnets. Exploitation of client and server vulnerabilities with lateral movements in search of sensitive data. Distributed denial-of-service attacks (HTTP flooding or domain name system reflection) designed to disrupt connections to a targeted server. Ransomware via multiple vectors, such as spear-phishing via email or drive-by downloads, relying on DNS-based covert channels. Data exfiltration of personally identifiable information and intellectual property. Though it's difficult to measure the potential effectiveness of this platform for Qatar, the company official predicted the system will reduce the cost of and improve the user experience in cyber training.     BAE Makes Big Bet On Small Companies: FAST Labs

    By THERESA HITCHENS BOSTON: BAE Systems, the third-largest defense contractor in the world, is funding innovative small startups to get innovative technology quickly to its Defense Department customers. Through an initiative called FAST Labs, BAE is both providing seed capital directly to startups and funding a number of accelerators to widen the potential market. The standard tactics include simply buying a smaller company to gain its technology or investing in a startup in order to control the direction of its research. Instead, BAE's FAST Labs is attempting to serve as a middle man connecting startups with DoD customers and BAE's various units. “By giving [the startups] the feasibility money, we can expose them to those harsh requirements that exist in the aerospace and defense world, but we can also in turn do social engineering inside our company,” Jerry Wohletz, the vice president and general management of BAE FAST Labs, told me. The idea is to introduce the startups' designs to BAE's factory and engineering work force, he said, “because we need to get it out of R&D land and get it into those products and services” that BAE knows its defense customers are looking for. FAST Labs is focused on research related to next-generation electronics, intelligent autonomous systems, cyber, electronic warfare, and sensors and processing. Wohletz explained that BAE does in-house research on capabilities that are solely of interest to DoD and the Intelligence Community, but it is reaching out to startups in order to partner on products and services based on commercial market needs. “A lot of aerospace and defense companies have venture capital funds,” Wohletz said. “That's not what we are trying to do. This is not an equity play to drive bottom line performance. We talk here about innovation velocity. We want speed to market.” Therefore, BAE is also putting its money — but more importantly its time — into a number of technology accelerators, such as Techstars in Boston, Capitol Factory in Austin, Texas, and MASSChallenge with hubs in both cities. FAST Labs has a team of scouts whose job is to attend pitches all across the country. “This is not based on ownership. We leave them their freedom,” Francesca Scire-Scappuzzo, who heads the scout team, told me. “We want innovation not just to support our market, we want to support their own innovation” for the commercial market. “Other defense contractors are trying to get involved with venture capital, but they for the most part don't really get it. BAE was in early, and they had the benefit of being linked with us,” Lt. Col. Dave Harden, chief operating officer of AFWERX, the Air Force's innovation hub, told me during the Techstars Air Force Accelerator Demo Day here last Thursday. Indeed, BAE cosponsored the event, and put upfront investment in at least three of 10 start-up companies participating.     Nikkei staff writers TOKYO -- Japan is preparing to order another 100 F-35 stealth fighter jets from the U.S. to replace some of its aging F-15s, according to sources. The plan can be considered a response to China's military buildup, as well as a nod to U.S. President Donald Trump's call for Tokyo to buy more American defense equipment. Japan already intended to procure 42 of the new fighters. A single F-35 costs more than 10 billion yen ($88.1 million), meaning the additional order would exceed 1 trillion yen. Japan's government plans to approve the purchase when it adopts new National Defense Program Guidelines at a cabinet meeting in mid-December. It will also include the F-35 order in its medium-term defense program, which covers fiscal 2019 to fiscal 2023. The government wants to obtain 42 F-35s as successors to its F-4s by fiscal 2024. The 42 fighters Japan originally planned to buy are all F-35As, a conventional takeoff and landing variant. The additional 100 planes would include both the F-35A and F-35B, which is capable of short takeoffs and vertical landings. At present, Japan deploys about 200 F-15s, roughly half of which cannot be upgraded. The Defense Ministry wants to replace the planes that cannot be upgraded with the 100 F-35s, while enhancing and retaining the remaining F-15s. To accommodate the F-35Bs, the government intends to revamp the Maritime Self-Defense Force's JS Izumo helicopter carrier to host the fighters. Japan's neighbors are busy introducing their own advanced military aircraft. China deployed its homegrown J-20 stealth fighter in February, and by 2030 some experts expect the country to build a fleet of more than 250 fifth-generation jets -- as the latest generation of fighters like the F-35 is known. Russia, too, is expected to introduce its fifth-generation Sukhoi Su-57 in 2019, at the earliest. To keep up, Tokyo believes it is imperative to significantly increase its procurement of the most sophisticated stealth jets. At the same time, Trump has repeatedly urged Japan to purchase more American hardware and reduce the trade imbalance between the countries. Buying more of the high-priced fighters is a quick way to do that.
