Davie souhaite une «grappe maritime»

En prévision du passage du premier ministre du Canada dans la capitale vendredi, deux joueurs de l'industrie maritime du Québec dressent leurs demandes à Justin Trudeau en lien avec la Stratégie nationale de construction navale. Si rien n'est fait, de l'expertise et des emplois sont en danger.

Chantier Davie souhaite que le Québec s'inspire de l'Europe pour faire évoluer sa stratégie navale. L'entreprise demande au gouvernement provincial de mettre sur pied une grappe maritime qui «permettrait de générer des milliards de dollars en retombées économiques», a appris Le Soleil.

Dans un document présenté à l'occasion des consultations prébudgétaires, Davie dresse le portrait de sa situation ainsi que ses prévisions pour les années à venir. Si rien n'est fait, le chantier maritime de Lévis pourrait connaître de nouveau des jours sombres entre 2019 et 2020. Période où le carnet de commandes est presque à sec.

De 1331 travailleurs en 2017, Davie sert de gagne-pain aujourd'hui à environ 200 personnes. Rappelons qu'au moment où le groupe Inocea, nouveau propriétaire, a pris les commandes en 2012, il n'y avait qu'une poignée de salariés, notamment des agents de sécurité et des employés d'entretien.

Pour éviter d'autres problèmes de santé, Davie propose de faire du Québec un centre d'excellence pour l'Arctique spécialisé dans une niche de technologies et de classes de navires. Davie lance comme idée la création d'une grappe maritime, comme on retrouve en Finlande, en Norvège, aux Pays-Bas, en France et en Italie.

«L'avantage concurrentiel d'une grappe maritime réside dans son intégralité et ses connexions, dans ses connaissances et compétences avancées ainsi que dans sa spécialisation régionale», notent des responsables du chantier maritime. «Les fournisseurs qui font affaire avec l'industrie maritime, même s'ils ne sont pas traditionnellement liés à celle-ci, augmentent considérablement leurs opportunités d'exportation», ajoutent-ils.

Ces derniers estiment que le Québec possède actuellement tous les ingrédients pour créer une grappe maritime prospère. «Davie a construit le premier traversier au GNL en Amérique du Nord, Chantier Forillon a construit le premier traversier à piles en Amérique du Nord et Terragon de Montréal est le leader mondial des technologies de déchets marins écologiques».

Stratégie maritime

Pour y parvenir, Davie demande toutefois au gouvernement provincial de faire davantage pression sur Ottawa afin que le Québec obtienne sa juste part des 100 milliards $ investis dans la Stratégie nationale de construction navale. L'organisation réitère que ses rivaux n'ont toujours pas livré la marchandise.

L'entreprise de Lévis juge que 23 % de la cagnotte de 100 milliards $ aiderait à faire de la province un leader à l'international. Un montant qui générerait «50 milliards $» en retombées économiques pour le Québec sur une période de 20 ans et qui assurerait le maintien de 8000 à 12 000 emplois directs et indirects.

«Munie d'une telle base, la chaîne de valeur de la construction navale au Québec pourrait rivaliser avec les grands pays constructeurs navals européens», fait valoir Davie. «En 2016, la grappe maritime norvégienne a rapporté plus de 9,7 milliards $, a atteint une création de valeur de 2,7 milliards $ et a employé 18 000 personnes.»

En décembre dernier, l'Assemblée nationale a adopté à l'unanimité une motion visant à appuyer la croisade du chantier maritime. Québec, qui reconnaît ainsi l'expertise de l'entreprise, réclame qu'Ottawa ajuste sa Stratégie nationale de construction navale et octroie, à court terme, à Davie un contrat pour un second navire ravitailleur de la classe Resolve.

Cet accord qui vise la construction du navire Obelix pour la Marine royale canadienne — son jumeau l'Asterix avait coûté 650 millions $ — pourrait agir comme bouée de sauvetage et assurer du boulot à 1500 travailleurs.

Sans le feu vert pour la construction de ce nouveau navire, Davie ne cache pas que certaines périodes pourraient être plus difficiles, et ce, même si des contrats ont récemment été signés.

Contrat mal présenté

Dans son document, la direction du chantier maritime affirme que le contrat de 610 millions $ lui étant octroyé par Ottawa pour la construction de trois brise-glaces pour la Garde côtière a été «faussement présenté».

«En réalité, la vaste majorité de ce montant a servi à l'achat des navires déjà construits à l'étranger, et non pas pour les travaux ni pour des emplois au chantier».

Quant aux travaux annoncés pour l'entretien des 12 frégates de la classe Halifax de la Marine royale canadienne, des contrats de 7 milliards $, Davie rappelle que ces chantiers ne commenceront que vers la fin 2020 et que le travail sera réparti entre les trois grands joueurs au pays, Davie, Irving Shipyards (Halifax) et Seaspan Shipyards (Victoria).

«Les intervalles entre les travaux pour chacun de ces trois navires peuvent atteindre jusqu'à 9 mois. Cette charge de travail sporadique n'est pas suffisante pour maintenir le plus grand chantier naval canadien ni pour assurer des emplois stables et de valeur aux travailleurs de près de 900 entreprises locales», prévient Davie.

    NORAD modernization to dominate agenda of Canada-U.S. defence relations, experts say

    Levon Sevunts, Radio Canada International The modernization of the North American Aerospace Defence Command (NORAD) will dominate the agenda of Canada-U.S. defence relations as the Biden administration gears up to repair relations with old allies and face emerging threats from resurgent Russia and ascending China, Canadian defence experts say. The continued modernization of the binational command created in 1957 was on the agenda of the first phone call between President Joe Biden and Prime Minister Justin Trudeau last month, and during the first calls of Canadiand and U.S. defence ministers, said Andrea Charron, head of the Centre for Defence and Security Studies at the University of Manitoba. “This is at the highest levels. When the U.S. is concerned about the homeland defence and they feel vulnerable, it's something that Canada has to take very-very seriously and I think that is what's happening,” Charron told Eye on the Arctic. Canadian defence expert Nancy Teeple said she expects the Biden administration to ask Canada to contribute more to continental defence. “It opens up the question of whether Canada will participate in missile defence, it's going to push Canada towards that new fighter capability,” said Teeple, who teaches at the Royal Military College of Canada and is Postdoctoral Fellow at the North American Defence and Security Network (NAADSN). The need for NORAD modernization is driven by changes in the strategic and the global geopolitical environment, Charron said. “Where as before the primary threat during the Cold War was one peer competitor, who wasn't using greyzone tactics, or at least not to the same extent as now, we now have two peer competitors to the U.S. – China and Russia – and they are using greyzone tactics, and they're developing more sophisticated weapons like hypersonic glide vehicle weapons,” Charron said. A new generation of threats The urgency of the NORAD modernization and the paths towards that goal were outlined last fall in a paper written for the Wilson Center's Canada Institute by the former U.S. NORAD commander, retired Gen. Terrence O'Shaughnessy, and U.S. Air Force Brig.-Gen. Peter Fesler, the current deputy director of operations at the U.S. air defence headquarters. In the paper, titled Hardening the Shield: A Credible Deterrent & Capable Defense for North America, O'Shaughnessy and Fesler argue that “with innovations in long range missiles and foreign missile defense systems as well as a changing Arctic landscape, threats to U.S. national security are closer and less deterred than ever from attacking the U.S. Homeland.” O'Shaughnessy and Fesler argue that both China and Russia have developed capabilities to target North America with a new generation of long-range and high-precision conventional weapons. They say that while the U.S. has invested billions of dollars into building ballistic missile defences to protect against strikes by rogue nations such as North Korea, Washington and Ottawa have neglected investments and upgrades of the continental defensive systems “designed to defend against the range of threats presented by peer competitors.” Moreover, the various systems in place in many cases simply can't automatically share information, they say. “The radars used by NORAD to warn of Russian or Chinese ballistic missile attack, for example, are not integrated with those used by Northern Command to engage missiles launched by North Korea,” O'Shaughnessy and Fesler write. “Even if the ballistic missile defense architecture were to detect a launch from China, it would not directly share that information with NORAD's missile warning systems. “The watch standers in the consolidated NORAD and Northern Command headquarters are forced to verbally pass information displayed on independent systems.” Putting up a SHIELD O'Shaughnessy and Fesler call for a “more holistic modernization effort” for NORAD. Northern Command and NORAD have collectively developed a modernization strategy for defence referred to as the Strategic Homeland Integrated Ecosystem for Layered Defence, or SHIELD, they write. “SHIELD is not a system, or even a system of systems, it is an ecosystem,” O'Shaughnessy and Fesler write. “It is a fundamentally new approach to defending North America.” SHIELD takes advantage of the data provided by traditional and non-traditional sources to provide a layered ability to detect any threat approaching the continent, from the seafloor to on orbit, in what NORAD and Northern Command refer to as “all domain awareness,” they write. “It pools this data and fuses it into a common operational picture. Then, using the latest advances in machine learning and data analysis, it scans the data for patterns that are not visible to human eyes, helping decision-makers understand adversary potential courses of action before they are executed.” ‘It's many things and they are already happening' Experts say figuring out Canada's role in this new “ecosystem” will be tricky politically and likely to come at a steep financial cost just as both Ottawa and Washington are deep in the red because of the economic fallout of the COVID-19 pandemic. “It's everything from, for example, the runways at Inuvik being extended because right now only the CF-18 Hornets can land there and we need to make it longer,” Charron said. “It's things like better communication in the Arctic because there seems to be the potential for more activity there.” Or it could be something like coming up with a new Combined Forces Air Component Commander to change the command and control structure and allow the NORAD commander to think more strategically rather than to be bogged down by the day-to-day tasks, Charron said. In addition, upgrades to NORAD capabilities also have to be guided by the need for information dominance, Charron said. “So it's many things and they are already happening,” Charron said. “For example there is a new program called Pathfinder, which is helping feeds from the North Warning System through artificial intelligence to glean more information that the North Warning System is actually picking up but current algorithms and analysts aren't able to see.” Teeple said Canada can also benefit from Washington's interest in developing continental defence, including the Arctic by developing infrastructure that has dual military-civilian use. “This provides incredible benefits if Canada can collaborate,” Teeple said. “And those benefits would be obviously involving collaboration, involving input from Northern Indigenous communities and developing systems that can enhance things like communications and other types of infrastructure in the North that would enhance their quality of life.” Canadian policy-makers should also think about some of the niche areas where Canada can contribute to the NORAD modernization and the continental defence, Teeple said. “So enhancing its sensor capabilities for early warning, obviously that involves the upgrading of the North Warning System,” Teeple said. Other roles for Canada could include non-kinetic disruptive capabilities, such as cyber capabilities, Teeple said.     More than 100 military procurements facing delays: Defence Department

    The delivery dates for new or upgraded equipment, some of which is needed urgently, have been pushed several years into the future by Lee Berthiaume OTTAWA — The Department of National Defence has identified delays in more than 100 planned military purchases and facility upgrades, most of which have flown under the radar as attention has focused on the government's problems buying new fighter jets and warships. While some of the schedule setbacks revealed by the Defence Department are relatively minor, others are significant, with the delivery dates for new or upgraded equipment — some of which is needed urgently — pushed several years into the future. Those include new engineering vehicles and machine-guns for the army, new drones for the navy to hunt mines and satellite hookups for its submarines, and upgrades to the air force's aging fighter-jet and surveillance aircraft fleets. More than half the list of 117 delayed projects is infrastructure projects on military bases, including health facilities, maintenance and storage hangars, armouries and ammunition depots. The list was produced by the Defence Department and recently tabled in the House of Commons in response to a request from the official Opposition Conservatives. Federal officials have to get better at setting “predictable” schedules when it comes to purchasing new equipment, Troy Crosby, whose job as assistant deputy minister of materiel is to oversee procurement at the Defence Department, acknowledged in an interview. Yet Crosby believes much of the frustration around military procurement is the result of unrealistic expectations born of a lack of understanding and appreciation for how the system, which is dealing with more projects than at any time in recent history, actually works. “The complexity of what it takes to bring a new piece of equipment into service is extraordinary, and early, early, early in a process, when we don't even know what it is we're going to buy or from where, there's a lot of uncertainty around those schedules,” he told The Canadian Press. “I think people will understand ... you can't nail a date down to a month in a year specifically. And then if you're two days late or two months late or what have you, are you really late or was there just an amount of uncertainty around those schedules to begin with?” As an example, Crosby pointed to the delayed delivery of new search-and-rescue airplanes, where the air force has been wrangling with the manufacturer Airbus over the level of detail that must be in the aircraft's technical manuals before the military will accept the planes. “Three years into the contract, we're behind 18 days,” he said. “That's not a failure. If the standard is perfection, will defence procurement ever be not broken? I'm not sure. I think you're holding us to a pretty amazing standard.” At the same time, Crosby noted that the air force's Buffalo and Hercules airplanes, which have been performing search-and-rescue missions in Canada for decades, continue to operate despite being long past their replacement dates. “Do we want to get (the Forces) even better equipment so they can be even more effective at the job using modern technology? Yes,” said Crosby. “But the Buffalo and those (search-and-rescue) crews are delivering for Canadians now. So I wouldn't want to leave the impression there that suddenly these capabilities don't work.” Yet there have been several examples in recent years of the military either doing without because equipment got too old to use or the government investing taxpayer dollars to keep old gear going longer than anticipated. Those include the navy having been without destroyers for the past few years, the government spending nearly $700 million to lease a temporary supply ship and plans to spend more than $1 billion to keep CF-18 fighters from the 1980s flying to 2032. While some of those problems were caused by political dithering or mismanagement, they nonetheless underscore the real cost of delays. The list of delayed projects produced by the Defence Department included brief explanations for why each procurement has been delayed. Some, such as the purchase of new machine-guns, related to problems with industry and fell outside government's control. Others were afflicted with unforeseen technical issues and many of the delays were the result of “detailed schedule analysis” by government officials, suggesting the original timeframes were unrealistic or otherwise inaccurate. There were also several delays, such as a plan to upgrade the sensors and weapons on the air force's Griffon helicopters, attributed to a shortage of procurement staff and other internal government resources. Despite the delays, Crosby said he felt military procurement is “in a good place,” listing the recent delivery of new armoured vehicles and trucks for the army and the pending arrival of new Arctic patrol ships for the navy and the search-and-rescue planes for the air force. “A lot is moving out,” he said. “There's a lot of movement.” Conservative defence critic James Bezan, however, suggested the delays were the result of Liberal government mismanagement. “The Trudeau Liberals continue to dither and delay when it comes to procuring new equipment for the Canadian Armed Forces,” he said in an email. “It is clear that the Trudeau Liberals repeatedly fail when it comes to procuring and upgrading equipment for our military heroes.” Defence Minister Harjit Sajjan's press secretary Floriane Bonneville defended the Liberals' record on procurement. “Overall, 90% of procurements are delivered within their planned scope and budget,” she said in a statement. “Our defence plan, Strong, Secure, Engaged, helps build strong, healthy communities and secures well-paying middle class jobs for Canadians.
