    Helsinki dispose de 11 milliards pour son nouvel avion

    Pascal Kümmerling Le gouvernement finlandais a fixé un plafond de 11 milliards de dollars américains pour l'achat du futur avion de combat a annoncé mercredi le ministère de la Défense. Le plafond financier comprendra le coût d'achat de nouveaux jets, de leurs armes et de divers systèmes au sol. Le projet vise à remplacer la flotte actuelle de 64 avions de combat F/A-18C/D « Hornet » achetés aux États-Unis au début des années 90. Le ministre finlandais de la Défense, Antti Kaikkonen, a déclaré que le nombre de nouveaux avions à acheter pourrait être supérieur ou égal au niveau actuel et espérait qu'il ne serait pas inférieur. Les bases du projet La Finlande ne veut pas sacrifier sa capacité d'engagement en temps de paix et doit pouvoir compter sur une dotation lui permettant un engagement sur de longs mois en cas de situation tendue au niveau international. Pour ce faire la Force aérienne veut un minimum de 64 nouveaux avions de combat multirôle, soit la même dotation qu'actuellement. Pour la Finlande il n'est pas question de sacrifier sa capacité d'action. L'avion doit pouvoir évoluer en réseau connecté avec les systèmes de défenses au sol et le reste de l'armée. A noter, que la Finlande estime que les coûts à l'heure de vol pourraient atteindre trois fois le montant du prix d'achat sur une période de 30 ans. Cette donnée sera prise en compte pour le choix final. Les aéronefs en compétition On retrouve une nouvelle fois les grands classiques du moment, avec le Lockheed-Martin F-35 «Lightning II», le Saab JAS-39 Gripen E MS21, l'Eurofighter «Typhoon II» T3A/B Block20 et le Dassault Rafale F3-R, ainsi que le Boeing F/A-18 E/F « Advanced Super Hornet ». Essais techniques La Finlande a observé avec intérêt les essais des quatre avions effectués ce printemps dans notre pays à Payerne. Le pays procédera également à des tests techniques qui seront effectués en Finlande cet hiver. Mais avant cela, le pays enverra des demandes d'offre plus détaillées aux candidats durant l'automne. Les dernières offres seront organisées en 2020. Le gouvernement finlandais fera son choix en 2021. Le Hornet en Finlande C'est en 1992 que la Finlande décida d'acquérir 64 F/A-18 C/D «Hornet» pour remplacer les bons vieux MiG-21 et Saab J-35 «Draken». A l'époque, les Hornet finlandais ne sont pas complètement équipés, notamment en matière de guerre électronique et d'avionique, ce qui avait permis à l'époque de faire baisser le prix d'achat. Mais dès le début des années 2000, la Finlande décida d'équiper ses « Hornet » des systèmes manquants. Depuis les « Hornet » finlandais ont reçu les missiles air-air à moyenne portée de type AIM-120 AMRAAM avec un système de système de visée plus performant et de doter ceux-ci, du système de guerre électronique AN/ALQ-67. Le groupe de travail du ministère de la Défense finlandais a recommandé que la flotte de F/A-18C/D puisse entrer en retraite durant la période 2025-2030.     Lockheed Seeks Options As F-35 Cost Pressure Rises

    Steve Trimble ORLANDO, Florida—Lockheed Martin sees Poland's defense industry as a potential low-cost manufacturing source for the F-35 program, as “upward pressure” continues to grow on aircraft prices beyond Lot 14 partly due to the loss of Turkey as a low-cost manufacturing source. “Poland is a new opportunity to provide higher quality and lower cost,” said Greg Ulmer, Lockheed's vice president and general manager of the F-35, speaking to journalists at the Air Warfare Symposium here. Last month, Poland signed an order to buy 32 F-35As from production lots 16-23. The acquisition helps the NATO member that shares a border with Russia to replace its remaining fleet of Soviet-era fighters. But the deal also opens a new industrial source for the overall program. Meanwhile, the U.S.-led Joint Program Office is still working out procedures for finally expelling Turkey from the F-35 supply chain. A decision by Ankara last July to accept deliveries of Russian S-400 air defense systems prompted the U.S. government to cancel Turkey's remaining F-35 orders and suspend the country from participating in the program. An executive steering group is continuing to finalize plans to expel Turkey's companies, Ulmer said. The loss of Turkey's industrial base comes as the F-35 production system enters a transition period. After annual output more than doubled to 134 aircraft in 2019 from 66 in 2017, the pace of growth is slowing, with about 170 deliveries expected by 2023 as upgraded Lot 15 jets roll off the assembly line. The production ramp-up helped Lockheed dramatically lower prices, with F-35As from Lot 14 delivered in 2022 projected to cost $78.9 million each. As the pace of the ramp-up slows, Lockheed is starting to see “upward pressure” on recurring procurement costs after Lot 14, Ulmer said. A request for proposals sent by the U.S. program office to Lockheed recently for Lot 15 includes a greater variance between guaranteed orders and priced options than the company has seen before, Ulmer said. The minimum number would decline in annual production after Lot 14, he said, and the maximum could increase deliveries. The insertion in Lot 15 of Technical Refresh 3 upgrades under the Block 4 modernization program should not change recurring production costs, Ulmer added.     FCC and Ligado are undermining GPS – and with it, our economy and national security

    Sen. Jim Inhofe, Sen. Jack Reed, Rep. Adam Smith, Rep. Mac Thornberry Right now, the coronavirus is rightly our country's most immediate concern. But the Federal Communications Commission has used the crisis, under the cover of darkness, to approve a long-stalled application by Ligado Networks — a proposal that threatens to undermine our global positioning system (GPS) capabilities, and with it, our national security. The FCC granted Ligado (formerly known as LightSquared) permission to repurpose spectrum adjacent to GPS frequencies for a terrestrial cellular network — framing this proposal as essential to “winning the race to 5G.” But what Ligado has done is conflate two different and important spectrum issues: the sharing of mid-band 5G spectrum by the Department of Defense and commercial industry, and harmful interference of Ligado's signal with the low-band GPS signals used in nearly every aspect of daily life. The result: some members of Congress, members of the administration, and the public are now confused about the real and immediate impacts of Ligado's proposal. So, we wanted to clarify things: domestic 5G development is critical to our economic competiveness against China and for our national security. The Pentagon is committed working with government and industry to share mid-band spectrum where and when it makes sense to ensure rapid roll-out of 5G. [Editor's note: C4ISRNET first broke the news that the FCC would move forward with Ligado's request on April 10.] The problem here is that Ligado's planned usage is not in the prime mid-band spectrum being considered for 5G — and it will have a significant risk of interference with GPS reception, according to the National Telecommunications and Information Administration (NTIA). The signals interference Ligado's plan would create could cost taxpayers and consumers billions of dollars and require the replacement of current GPS equipment just as we are trying to get our economy back on its feet quickly — and the FCC has just allowed this to happen. Think of all the ways Americans use GPS each and every day. GPS satellites provide free precise timing and navigation that powers thousands of functions: making financial transactions at our banks, keeping the lights on in our homes, traveling around the country — the list goes on and on. Studies show GPS satellites contribute at least $1 billion to our economy every single day. GPS also forms the backbone of countless military operations and applications — to get supplies to our war fighters on the battlefield, guide unmanned aircraft and vehicles, target its precision weapons, and much more. It would be practically impossible to identify and repair or replace all of the potentially adversely affected receivers. It would “needlessly imperil [Department of Defense] GPS-dependent national security capabilities,” per Secretary Esper, putting the war fighter, U.S. Space Force, military readiness, and even the defense of our homeland at risk. American families and businesses would lose coverage or be forced to use systems from our strategic competitors, China and Russia, jeopardizing our global leadership in precision timing. We're not the only ones with serious concerns. Nine federal departments and agencies have completed extensive engineering tests and analyses on Ligado's proposal; and the results are clear: Ligado's plan would interfere with millions of GPS receivers across the nation. The Departments of Defense, Commerce, Interior, Justice, Homeland Security, Energy, and Transportation — as well as NASA, the National Science Foundation, the Coast Guard and the Federal Aviation Administration — all strongly object to Ligado's plan. What kind of precedent is the FCC setting by disregarding near unanimous opposition of federal agencies to this proposal? It's not just the government, either — industry leaders representing GPS, satellite communications services, automotive companies, commercial aviation, and weather data have also voiced concerns over Ligado's proposal. We would expect that the FCC listen not just to Ligado's privately funded research, but also broad-based, in-depth research from experts in national security and other fields. This makes it all the more confusing — why is the FCC ignoring all the evidence, especially now, at the height of a global crisis? The Ligado application highlights the need to use a technical, data-driven approach to balance the use of the spectrum between war fighter requirements and commercial needs, rather than strong-arming a proposal through the process like the FCC just did. We can expect this issue to be an ongoing national security challenge. If we want to strike a responsible balance moving forward, the U.S. government must modernize the infrastructure needed to manage and share spectrum efficiently, promote policy and technology innovation, and improve the ability of military systems to operate alongside commercial systems. Considering the risks, it's clear the FCC commissioners made the wrong decision regarding Ligado's plan, which will set a disastrous precedent while impeding ongoing work on spectrum sharing. The vulnerabilities to our national and economic security are not worth the risk, particularly for a band of spectrum that isn't necessary to secure a robust 5G network. We encourage the FCC to withdraw its approval of Ligado's application and take this opportunity to work with the NTIA and other federal agencies, including the Departments of Defense and Transportation, to find a solution that will both support commercial broadband expansion and protect national security assets. Moreover, we expect the FCC to resolve Department of Defense concerns before moving forward, as required by law. If they do not, and unless President Trump intervenes to stop this from moving forward, it will be up to Congress to clean up this mess.
