Australia plans US$190 billion defence boost over decade

CANBERRA, AUSTRALIA -- Australia's prime minister on Wednesday announced 270 billion Australian dollars (US$190 billion) in additional defence spending over the next decade, which will include long-range missiles and other capabilities to hold enemies further from its shores.

Prime Minister Scott Morrison warned that the post-pandemic world will become more dangerous and announced a renewed focus on Australia's immediate region, although its military would be open to joining U.S.-led coalitions as it did in Afghanistan and Iraq in campaigns that were in the Australian national interest.

Australia had not seen such economic and strategic uncertainty in the region since the Second World War for reasons including tensions between the United States and China, he said.

"This simple truth is this: Even as we stare down the COVID pandemic at home, we need to also prepare for a post-COVID world that is poorer, that is more dangerous and that is more disorderly," Morrison said.

Tensions over territorial claims were rising between India and China and in the South China Sea, Morrison said.

"The risk of miscalculation and even conflict is heightened," Morrison said. "Regional military modernization is at an unprecedented rate."

"Relations between China and the United States are fractious at best as they compete for political, economic and technological supremacy," he added.

Rory Medcalf, head of the Australian National University's National Security College, said the announcement showed Australia was "getting serious about deterrence and the prospect of armed conflict in the Indo-Pacific region."

"It was only a matter of time before the Australian government made a choice about the kind of defence force that we're going to have in the 21st century with the rapid deterioration in the strategic environment in recent years," Medcalf said.

"The government has accepted that the Australian military needs to be able to attempt to deter armed conflict through its capabilities and to be able to fight in our region if we have to," he added.

Australia will invest in more lethal and long-range capabilities that will hold enemies further from its shores, including longer-range strike weapons and offensive cyber capabilities.

To increase maritime strike capability, Australia will buy the AGM-158C anti-ship missile from the U.S. Navy at an estimated cost of AU$800 million, the government said.

The new missile is a significant upgrade from Australia's current AGM-84 air-launched Harpoon anti-ship missile, which was introduced in the early 1980s. It has a range of 124 kilometres (77 miles), while the missile being purchased can exceed 370 kilometres (230 miles).

The new missile will initially be used on the F/A-18F Super Hornet jet fighters but can be used by other defence aircraft. Training on the weapon system would begin next year, the government said.

Australia will also invest in advanced naval strike capabilities, including long-range anti-ship and land strike weapons, and will buy long-range rocket artillery and missile systems to give the army an operational strike capability.

It also plans to develop and test high-speed, long-range strike weapons, including hypersonic weapons.

The announcement comes as Australia's relationship with China, its most important trading partner, is under extraordinary strain over Australian calls for an independent investigation of the pandemic.

The United States, Australia's most important security partner since the Second World War, remains "the foundation of our defence policy," Morrison said.

"Of course we can't match all the capabilities in our region," Morrison said. "That is why we need to ensure that our deterrence capabilities play to our strengths."

    By: Sebastian Sprenger BERLIN — Germany may be committed to a project with France aimed at building a new aircraft for Europe by 2040, but don't expect anything drastic or sudden to happen out of Berlin. That was the principal message delivered here to defense industry leaders by German Air Force Brig. Gen. Gerald Funke, who oversees Germany's planning for the Future Combat Air System, or FCAS. “Don't trust anyone who says they can make predictions about the characteristics of an air system in 2040,” Funke said at the International Fighter industry conference on Wednesday. That attitude means Germany is expected to wait as long as possible before closing the design phase of the envisioned weapon and moving toward production. “We need [a] sensible starting point that's worth spending money on,” Funke told Defense News on the sidelines of the conference. “The time pressure is not as acute as industry presents it.” Funke expects money to start flowing toward the project in 2019, when initial concept studies begin to refine plans for the weapon. He said it remains to be seen whether the initial investment will exceed €25 million (U.S. $28 million), the cutoff for parliamentary approval in Germany. Exactly what the new combat jet will look like is still up in the air. But a set of key “design drivers,” as Funke called them, has emerged and are meant to shape the types of questions analysts will pose as they forge a collection of actual capabilities. Autonomy will be a key feature for the jet and its accompanying drones, though never to a degree that humans are no longer involved in striking targets. Officials want it to be highly interoperable with allied aircraft and weapons, even older ones, and able to easily pass data between them. Costs, both for buying the system and operating it, also will be key considerations, especially in Germany, Funke said. The catchphrases “modularity” and “software” also are on the forefront of requirements developers. That means the Air Force eventually wants to have a base aircraft configuration that can be programmed on the fly for specific missions, like strike, reconnaissance or inflicting some sort of cyber damage to future foes. For Germany, a high degree of “tailorability” is a must-have feature, Funke said. Airbus, meanwhile, has some ideas about the physical appearance of the system and its associated components. According to the company, a typical FCAS fleet includes so-called command aircraft of varying configurations, surrounded by autonomous “remote carrier” drones that work in swarms to do anything from attack to surveillance. Additional, smaller unmanned flying sensors provide yet another layer of eyes and ears for the group, with support aircraft for aerial refueling or transport and even space assets counted as part of the FCAS family. The most important component is something called the “combat cloud ecosystem,” a kind of brain connecting all FCAS nodes through secure data arteries. Airbus project lead Bruno Fichefeux argued time is of the essence in developing the program, even though the envisioned fielding time is still decades away. “The technology needs time to mature,” he said. “If we mean the program seriously,” France and Germany should soon begin spending money on it. The Spanish military, meanwhile, is keeping an eye on the FCAS program and will decide at a later point whether to join. Among the autonomous underwater vehicles (AUVs) featured: a new high-speed, micro-sized vehicle by Hydroid and a subsea drone refueling station by Teledyne Energy. Hydroid's Remus M3V is substantially smaller than previous models. With a compact, A-size (36-inch long, 4.875-inch diameter) envelope and no fins or appendages, the vehicle can achieve speeds of more than 10 knots and dive up to 300 meters. It can be used in search and survey; intelligence, surveillance and reconnaissance (ISR); and multivehicle missions. With its variable center of gravity, the Remus M3V can also operate in buoy mode. Its key marketing points are its small size, low cost and compatibility with existing AUV operating systems. “The Navy always wants more with less,” said Justin S. Reid, business development manager at Hydroid. “They want a smaller vehicle that can do the same things as a larger vehicle, and also the price point to match it.” Teledyne Energy featured its untethered subsea power station at the exposition, along with its Gavia AUV. The Gavia can perform side-scan sonar operations to capture images of the sea floor. It is intended to travel ahead of Navy fleets and transmit oceanographic data back to the vessels. Teledyne's subsea power station can remotely refuel the Gavia and other underwater vehicles. Deployable via ship or helicopter, the fuel cell system has an energy storage of 200 kilowatt-hours and an operating depth of 3,000 meters. Teledyne will demonstrate the subsea power station at the Navy's Advanced Naval Technology Exercise in August.
