    PAR LAURENT LAGNEAU Après avoir, dans la foulée de l'accord de partenariat stratégique conclu entre Paris et Canberra, signé le contrat de design pour les 12 futurs sous-marins Shorfin Barracuda destinés à la Royal Australian Navy, le constructeur naval français Naval Group, associé ECA Robotics, vient de remporter l'important marché portant sur le renouvellement des capacités de lutte anti-mines des forces navales belges et néerlandaises. Lancé en 2016 sous la responsabilité de la Belgique, ce marché, pour lequel une enveloppe de 2 milliards d'euros était prévue, vise à remplacer les chasseurs de mines de type Tripartite [CMT, conçus à Lorient] qui, en service depuis plus de 30 ans au sein des forces navales belges et néerlandaises, arriveront en fin de vie en 2023. Concrètement, le consortium emmené par Naval Group et ECA Robotics aura à livrer 12 chasseurs de mines à la Belgique et aux Pays-Bas mais surtout à imaginer ce que sera la guerre des mines de demain. « La future capacité utilisera des systèmes non habités en surface, au-dessus du niveau de l'eau et sous l'eau afin de détecter puis neutraliser des mines. Gr'ce à cette nouvelle méthode de travail, le vaisseau-mère et son personnel pourront rester hors du champ de mines car seuls les drones y seront actifs », a ainsi résumé le ministère belge de la Défense. Deux autres concurrents étaient en lice pour ce marché, dont le néerlandais Damen, associé à l'allemand Atlas Elektronik et à Imtech België, ainsi que le français Thales [actionnaire de Naval Group à hauteur de 35%, ndlr] allié aux chantiers navals de Saint-Nazaire et à Socarenam. Selon la presse d'outre-Quiévrain, le tandem Naval Group et ECA Robotics s'est imposé en faisant l'offre la moins disante à 1,756 milliad d'euros tout en assurant qu'il y aurait des retombées pour les industriels belges et néerlandais. Ainsi, la production d'une cinquantaine de robots sous-marins devrait se faire à Zeebruges. Quoi qu'il en soit, en obtenant ce marché visant à équiper des forces navales qui passent pour être parmi les plus performantes dans le domaine de la lutte anti-mines, Naval Group et ECA Robotics ont fait un coup de maître. En outre, dans le cadre de l'Otan, et avec 11 autres alliés, la Belgique et les Pays-Bas ont signé une lettre d'intention en vue de coopérer à la création de systèmes maritimes sans pilote, notamment en vue de réduire les coûts en réalisant des économies d'échelle. Et sur ce point, les deux industriels français sont sans doute désormais bien placés pour obtenir d'autres contrats à l'avenir. « Les mines marines sont des armes relativement peu coûteuses et disponibles. Elles peuvent aisément empêcher l'accès aux ports et aux voies navigables. Un incident survenu sur l'Escaut ou dans la mer du Nord peut représenter une perte économique quotidienne de cinquante millions d'euros. Garantir la sécurité des voies navigables et des ports est donc crucial pour notre économie. Chaque semaine, nos navires sont engagés.     New Pentagon tech chief to focus on improving project coordination

    By: Andrew Eversden   WASHINGTON — The Pentagon's new acting research chief wants to provide the department's vast research and development enterprise with a “north star road map” amid an effort to adopt emerging technologies ahead of adversaries. Speaking on a webinar hosted by Georgetown University's Center for Security and Emerging Technology, newly installed acting Under Secretary of Defense for Research and Engineering Michael Kratsios said that he will focus on providing top-level guidance to the host of organizations that make up the Defense Department's R&D efforts. Those organizations include the Defense Advanced Research Projects Agency and service laboratories. Kratsios said a team of principal directors are working to establish road maps for individual technologies. “To me, what's critical is that R&E can serve as a place where we can sort of adjudicate disagreements between individual organizations, make sure they're working on these that complement each other, making sure that similar research isn't being done at multiple different labs,” Kratsios said Thursday in his first public speech since taking over the office from Michael Griffin, who left the position in July. The Pentagon's R&E team has laid out several modernization priorities that include emerging technologies, including advancements in hypersonic weapons, artificial intelligence, 5G network connectivity and cyberspace. As different components across the department advance the maturity of these technologies, Kratsios said, his office will ensure modernization areas are not siloed. “The way that we succeed and provide the best tools for the war fighter is understanding that these technologies are going to interact with one another,” Kratsios said. “Even when, for example, you want to launch a hypersonic missile, that requires so much other important technology that all needs to be done and working together in concert. So for me, it's really building those relationships between those individual modernization priorities and making sure they don't remain stovepiped.” Kratsios still serves as the U.S. chief technology officer at the White House, a position he's held since August 2019. He has advised President Donald Trump on technology issues since early 2017.     India opens contest to supply more than 100 fighter jets

    NEW DELHI (Reuters) - India is seeking to buy around 110 fighter jets, the air force said in a request for information issued on Friday, marking the first step toward a long-delayed deal that could be worth more than $15 billion. Boeing (BA.N), Lockheed Martin (LMT.N), Saab (SAABb.ST) and Dassault Aviation (AVMD.PA) are among the manufacturers expected to compete. The aircraft must be built largely in India as part of Prime Minister Narendra Modi's drive to build a domestic industrial base. The air force said in a notice that “85 percent will have to be made in India by a Strategic Partner/Indian Production Agency”. Lockheed has offered to move its F-16 production line in Fort Worth, Texas, to India and make it the only plant worldwide to produce the F-16 for not only India but also other countries, said Vivek Lall, vice president, strategy and business development at Lockheed Martin. Lockheed has teamed with India's Tata Advanced Systems to build the planes locally while Sweden's Saab has entered into a partnership with the Adani Group, a resources conglomerate. The other contenders have not announced their local partners. The tender will be open for makers of both single engine and twin-engined combat jets, in a widening of the field. The Eurofighter Typhoon and Russian aircraft are also potential contenders under the new requirements. A spokesman for Dassault Aviation which makes the twin-engine Rafale declined to comment. Earlier, the defense ministry had sought expressions of interest from single-engine manufacturers which effectively restricted the contest to Lockheed's F-16 and Saab's Gripen fighter jets. But in February the government asked the air force to open up the competition to twin-engined aircraft, in the latest flip-flop in policy that has delayed the acquisition process for years and left the air force short of hundreds of planes. India began its search for new planes for the Indian air force in 2003 to replace its Soviet-era MiG fighters. The request for information is open until July, the air force said. A request for proposal will then be issued followed by bid evaluations and contract negotiations.
