    Thanks To NATO Infighting, the Future of the F-35 Is Shrinking

    PATRICK TUCKER The U.S. Senate wants to revoke Turkey's license to buy the jet, while other European governments are looking to get a competitor off the ground. The most sophisticated fighter jet in the world, the F-35 Joint Strike Fighter, will play a smaller role in the future of European security than originally conceived. On Monday, the Senate amended its version of the 2019 defense authorization act to block the sale of the fifth-generation fighter jet to Turkey. The reason: the NATO ally's purchase of the Russian S-400, a radar and missile battery with a lethal range of 250 km. In routine operation, the sensor- and transmitter-packed jet exchanges electronic data with friendly anti-air systems and sensors, and if Turkey were to do this, data collected by the Russian-built weapon might find its way back to Moscow. The House version of the bill also expresses concerns about the S-400 and Turkey and requires a report 60 days after the bill's enactment to assess Turkey's purchase of the system and possible consequences to U.S. aircraft. Turkey inked the S-400 deal last year, over strenuous objections from the U.S. and other NATO-member governments concerned about an ally using Russian air defense systems. “A NATO-interoperable missile defense system remains the best option to defend Turkey from the full range of threats in the region,” Pentagon spokesperson Johnny Michael told CNBC last fall. Turkey's Prime Minister Binali Yildirim called Monday's decision“lamentable.” It's also very inconvenient for Turkey's political elite, coming just days before Turkish elections. The U.S. military has gotten up close and personal with the S-400 over Syria, where the Russian military has deployed to aid the Assad regime. Its deadly presence reshaped how the U.S.-led coalition flies air ops, Lt. Gen. Jeffrey Harrigan told reporters in September. “‘We are consistently monitoring them to see if something changes their intent because we have to manage that and respond quickly...We look at it every day. It's an everyday discussion to make sure our force can manage that risk.” Strained Atlantic relations aren't just affecting today's jet sales and development today, but potentially decisions far off as well. France and Germany have agreed to work together on a sixth-generation fighter, the so-called Future Combat Air System, or FCAS, to begin to replace the Tornado by 2040. The previous chief of the Luftwaffe, Lt. Gen. Karl Müllner, had been in favor of replacing the Tornado with the F-35. Partly for that reason, he was dismissed in May. Going with the F-35 would “eliminate the need for a next-gen European fighter and possibly cripple Europe's capacity to develop such a system for years to come,” said Ulrich Kühn, a German political scientist and senior research associate at the Vienna Center for Disarmament and Non-Proliferation. The move has ramifications far beyond what new jets are sitting on the tarmac in Western Europe in ten years. “Since Germany takes part in NATO nuclear sharing, a new platform would have to be certified by the U.S. to deliver U.S.B61s,” thermonuclear gravity bombs, Kühn pointed out on Twitter. He was responding to an article that ran Sunday in the German Frankfurter Allgemeine Zeitung newspaper. “But [the] new fighter should be nuke capable,” says Kühn. “Now, German Airbus officials have started asking the Gretchen Question: what nukes shall the FCAS carry? U.S. or French ones?” Kühn argues that the question of how to develop the FCAS as a nuclear capable jet will be one of the most important decisions that Germany will take in the next few years and could have ramifications for the future of the nuclear umbrella over Europe. What was supposed to be a unified, highly interoperable American weapons web could become more fractured, less under American control. “The decision about the FCAS as a nuclear platform will have wide-ranging repercussions on Germany, the EU and NATO,” he says. The U.S. military has been pushing allies to buy the F-35 not just to expand America's weapons reach but because the jet is a flying intelligence fusion cell as much a bomb-dropper. One of its core selling features is its ability to transmit rich targeting intelligence to nearby drones or faraway jets or even Aegis warships rigged for missile defense miles away. That interoperability is key to the Pentagon's vision of future wars.     France, Germany kick off race for ‘quantum leaps’ in aircraft and tank tech

    Sebastian Sprenger COLOGNE, Germany ― The defense ministers of Germany and France have inked new agreements for the joint development of a new combat aircraft and a next-generation tank, key programs that could shape the European defense landscape for decades to come. Ursula von der Leyen and Florence Parly signed the letters of intent on the sidelines of a bilateral Cabinet meeting in Berlin on Tuesday. The documents are meant to provide the necessary guidance to set up a program of record for the Future Combat Air System and the Main Ground Combat System. A defense spokesman in Berlin told Defense News the agreement calls for the examination of potential management structures, for example through OCCAR, a European collective for joint weapons acquisition and management. The core members of OCCAR include France, Germany, the United Kingdom, Italy, Spain and Belgium, though other nations can partake in individual projects. By: Sebastian Sprenger According to a German Defence Ministry statement, the signed documents establish the two governments' “left and right boundaries” for the programs. “Industry is now requested to fill the space,” the statement reads. “Both projects ... stand for technological quantum leaps that shall be approached together while integrating the strengths of each nation's industries.” Led by France, the Future Combat Air System aims to replace the Eurofighter Typhoon in Germany and the Rafale aircraft in France. The Main Ground Combat System, helmed by Berlin, will succeed the German Leopard 2 tanks ― used widely in Europe and beyond ― and the French Leclerc. The new aircraft are envisioned to hit the skies by 2040, while the the new tanks are pegged to roll in the mid-2030s. Connected to the tank effort is also an artillery replacement plan, named Common Indirect Fire System. While both projects initially are exclusively German and French, partner countries will have an opportunity to join once a “strong foundation” is established by the two lead nations, the German Defence Ministry said. KNDS, a joint venture by German tank-maker Krauss-Maffei Wegmann and France's Nexter, unveiled a European Main Battle Tank as an interim step toward the future tank program at the Eurosatory defense trade show in Paris last week. The next-generation combat aircraft project, which officials said will include a sizable unmanned component, is slated to enter a concept-study phase by the end of the year, according to the German ministry. Both efforts are still some time away from formulating concrete military requirements, to which companies eventually can tailor their offers. That cooperation process is expected to be thornier than the agreement on political pronouncements so far that paint Germany and France as the motor of Europe's new defense ambitions. Absent from Tuesday's joint statement was any mention of cooperative work on a new air-to-ground missile and modernization of the Tiger attack helicopter to a Mark 3 version. The two ministers had announced at the ILA Berlin air show in April that the two countries would cooperate on the airborne weapon and the midlife upgrade of the combat helicopter.     Trump orders creation of independent space force - but Congress will still have its say

    Valerie Insinna and Aaron Mehta WASHINGTON — President Donald Trump on Monday appeared to sign an executive order directing the Pentagon to create a new ”Space Force,” a move that could radically transform the U.S. military by pulling space functions variously owned by the Air Force, Navy and other military branches into a single independent service. But while the president's support for a new military branch is notable, experts -- and a powerful member of Congress -- believe Trump still needs the support of Congress to make a space force happen. “I am hereby directing the Department of Defense and Pentagon to immediately begin the process necessary to establish a Space Force as the sixth branch of the armed forces,” Trump said during a meeting of the National Space Council. “That's a big statement. We are going to have the Air Force and we are going to have the Space Force. Separate but equal. It is going to be something. So important,” Trump added. “General Dunford, if you would carry that assignment out, I would be very greatly honored.” Dunford responded in the affirmative, telling Trump, “We got you.” According to a White House pool report, the president signed the executive order establishing the Space Force at about 12:36 p.m. EST. However, a readout issued from the White House later that day of the executive order contained no language related to the creation of a new military branch, leaving open the question of whether Trump has actually issued formal guidance to the military. The Air Force referred all questions to the Office of the Secretary of Defense, which did not respond immediately to requests for comment. However, a defense official, speaking on background, said “The Joint Staff will work closely with the Office of the Secretary of Defense, other DoD stakeholders and the Congress to implement the President's guidance." Trump's support for creating a separate branch for space is a break from his own adminsitration's stance last year, as well as that of Secretary of Defense Jim Mattis. “At a time when we are trying to integrate the Department's joint warfighting functions, I do not wish to add a separate service that would likely present a narrower and even parochial approach to space operations vice an integrated one we're constructing under our current approach,” Mattis wrote in a 2017 letter to members of Congress. But in recent months, Trump has signaled he was intrigued by the idea of a stand alone space force, saying in a May 1 speech that “We're actually thinking of a sixth” military branch for space. At the time, that statement confounded Air Force leaders who had publicly opposed the creation of a separate space service, leading them to adopt a softer tone when talking about the potential for Space Force to avoid being seen as out of step with Trump. This time, however, Trump's announcement tracks with the Pentagon's schedule for an interim report on whether to establish an independent space corps. Deputy Secretary of Defense Patrick Shanahan said in April that it was on track to be wrapped up on June 1. The final report, which would be sent to Congress, is due in August. Trump's announcement was characteristically vague, but experts say that any new branch would have to come through an act of Congress. “The Congress alone has the power to establish a new branch of the military and to establish the positions of senior executive officials to lead such a department,” said Jonathan Turley, a professor at Georgetown University's law school who has studied constitutional issues relating to the military. “While the Pentagon can informally create study or working groups, it has no such authority.” The president can have the military lay the groundwork for a future new branch, Turley said, which is close to what Trump seemed to be getting at. By: Kelsey Atherton “What the President can do is to order the study and proposal for a new branch, which would ultimately go to Congress of any authorization and appropriations,” he said. Todd Harrison, an expert with the Center for Strategic and International Studies, agreed, tweeting Monday that “The president can't just create a new military service on his own. It requires congressional authorization..” “So the near-term practical effect of all this is that the president can direct DoD to come up with a plan and start preparing to create a Space Force, but he still needs congress to authorize it,” Harrison continued. And while sources on Capitol Hill said they believe Trump does have the authority to establish the new military branch, and that their attention will now turn to funding and missions for the new Space Force, at least one Republican member of Congress made his stance clear. “Establishing a service branch requires congressional action,” House Armed Services Tactical Air and Land Forces Subcommittee chair Mike Turner, R-Ohio. “We still don't know what a Space Force would do, who is going to be in it, or how much is it going to cost. “The congressionally mandated report evaluating a Space Force to answer those questions is due in August,” Turner added. “After we get the report that we required as a legislative body and the President signed off on, then this issue can be appropriately evaluated for what's best for national security.” Congress reacts Trump's announcement also left it unclear whether this new space force will rest under the Department of the Air Force — much like the Marine Corps is a component of the Department of the Navy — or whether a new “Department of the Space Force” will also be created. Rep. Mike Rogers, R-Ala., the head of the House Armed Services strategic forces subcommittee, tweeted out his support for Trump's order. Rogers had previously proposed a separate space service as part of Congress' annual defense policy bill. However, lawmakers and experts also immediately registered their opposition to the announcement. Sen. Bill Nelson, (D-Fla.), the top Democrat on the Senate Commerce Committee that oversees nonmilitary space programs, tweeted that now was not the right time to establish a separate space force. Harrison noted that the infrastructure may already exist to smooth the creation of a space force. “Creating a Space Force would not necessarily mean a huge increase in funding. We already have space forces within the military, this would just be reorganizing them under a single chain of command,” he tweeted. “Yes, there would be some extra overhead costs, but it doesn't have to be huge.” But David Deptula, a retired Air Force lieutenant general and currently dean of the Mitchell Institute for Aerospace Studies, questioned whether the administration had hammered down the details needed to successfully consolidate the military's space functions into a single service. “This is another case of ready, fire, aim,” he said.     Tom Kington ROME — Assembly is underway in Italy on a F-35 Joint Strike Fighter destined for the Netherlands Air Force, Dutch and Italian officials have said. The Netherlands is planning to assemble most of its F-35s at the line at Cameri in northern Italy, where Italian Air Force and Navy F-35s are already being assembled. Dutch secretary of state for defense, Barbara Visser, attended a ceremony at Cameri on Thursday to mark the start of the work on Dutch aircraft. “She was there as the aircraft, ‘AN9,' went to the mating station as assembly got under way,” said Dutch Air Force spokesman, Sidney Plankman. The aircraft is the ninth of the Netherlands' order of 37 F-35As. The first eight are being assembled at Lockheed Martin's Fort Worth facility in the U.S. The first Dutch F-35 assembled in the U.S. will roll off the Fort Worth line in January 2019 and will head to Luke Air Base for pilot training, said Plankman. “Six or seven of those assembled in the U.S. will go to Luke,” he added. Under a deal struck with the Italian government, the remaining 29 Dutch aircraft will all be assembled at Cameri, which is owned by the Italian government and operated by Italian state-controled defense firm Leonardo in partnership with Lockheed Martin. AN9 will be completed in February 2019 before undertaking test flights in Italy and heading to the Netherlands around October 2019. “It will be the first F-35 to arrive in the Netherlands,” said Plankman. Cameri has already delivered F-35As to the Italian Air Force, which are flying from Italy's Amendola Air Base. In January, the first F-35B to be assembled outside the U.S., which is destined to fly with the Italian Navy, was handed over to Italy at Cameri. The extra aircraft will likely be stripped down for parts Canada has boosted the number of used Australian fighter jets it is purchasing to 25, but the deal still hinges on approval from the U.S. government. The Liberal government originally announced it would buy 18 used Australian F-18 jets to augment the Royal Canadian Air Force's CF-18s until new aircraft can be purchased in the coming years. It has added seven more aircraft to the deal, Dan Blouin, a spokesman for the Department of National Defence, confirmed Friday. Those extra aircraft will likely be stripped down for parts. It is not known yet if the seven aircraft will be flown to Canada or shipped, Blouin added. The exact cost of the aircraft, along with weapons and other equipment, is not yet known as negotiations are still underway, Procurement Minister Carla Qualtrough recently told journalists. The Liberal government has set aside up to $500 million for the project and that would cover the seven added jets. An Australian Senate hearing was recently told that Canada was presented with a cost proposal last year. “They accepted our offer in December, but they have also put in a further request for some seven aircraft for system testing, training and spares,” Australian Air Vice Marshal Cath Roberts told the hearing. The U.S. government is examining the deal and will have to give its approval before Australia can sell the F-18s to Canada, because the F-18s were built in the U.S. with American technology. Canada is hoping for the U.S. approval sometime in the summer. Although U.S.-Canada relations have hit a slump, with President Donald Trump vowing to punish Canadians over economic disputes, the DND does not expect that to affect approval of the fighter jet deal. Pat Finn, DND's assistant deputy minister of materiel, has said he expects a deal by the end of the year with deliveries of the Australian planes to begin in the summer of 2019. The government originally planned for the arrival of the first used aircraft next January. The government had originally planned to buy 18 new Super Hornet fighter jets from U.S. aerospace giant Boeing. But, last year, Boeing complained to the U.S. Commerce Department that Canadian subsidies for Quebec-based Bombardier allowed it to sell its C-series civilian passenger aircraft in the U.S. at cut-rate prices. As a result, the Trump administration brought in a tariff of almost 300 per cent against the Bombardier aircraft sold in the U.S. In retaliation, Canada cancelled the deal to buy the 18 Super Hornets. That project would have cost more than US$5 billion. In the meantime, the federal government expects to issue next year a request for proposals from aerospace firms who want to take part in the competition to provide Canada with 88 new fighter jets. That project, with a $19 billion price-tag, would see the purchase of a new fleet of planes that would replace both the CF-18s and the used Australian jets.A winning bidder is expected to be selected in spring 2021 and the first of the new aircraft would be delivered four years later.
