    US Air Force’s plan to launch light-attack aircraft competition is now deferred indefinitely

    By: Valerie Insinna WASHINGTON — The start of a competition to provide light-attack aircraft for the U.S. Air Force has been postponed for the foreseeable future, as the service decides the way forward for additional experiments, the Air Force's No. 2 civilian said Friday. The Air Force started evaluating light-attack plane offerings in 2017 and was set to release a request for proposals in December 2018 to potentially lead to a program of record. But the service is not ready to commit to a program just yet, and wants to continue the experimentation phase, Under Secretary of the Air Force Matt Donovan told reporters after an Air Force Association event. "We're going to broaden the scope a little bit,” he said, potentially alluding for the possibility of new aircraft types to enter the competition. Asked if this meant the two aircraft positioned by the Air Force as potential contenders for a contract — the Sierra Nevada Corp.-Embraer A-29 Super Tucano, and the Textron AT-6 Wolverine — were no longer in the running, Donovan responded: “We're not excluding anything.” The Air Force's decision is a somewhat surprising one. The light-attack experiment began with four aircraft involved in flight tests at Holloman Air Force Base in New Mexico: the A-29 and AT-6, but also Textron's Scorpion jet and L3's AT-802L Longsword. The AT-6 and A-29 moved onto the second phase of experiments in 2018, which were mostly centered around the planes' maintainability and network capability. When the Air Force put out a draft RFP later that year, the solicitation stated that Textron and the SNC-Embraer partnership were “the only firms that appear to possess the capability necessary to meet the requirement within the Air Force's time frame without causing an unacceptable delay in meeting the needs of the warfighter.” If the Air Force is considering alternative aircraft, it's unclear what requirements are driving that search or whether a new entrant has caught the service's eye. Some foreign companies, namely South Africa's Paramount Group and Czech aerospace firm Aero Vodochody, have expressed interest in competing for U.S. light-attack aircraft contracts. And it's possible the T-X trainer jet, for which the Air Force chose Boeing to build, could be modified for a light-attack role. But for the last six months, Air Force acquisition officials have firmly suggested the A-29 or AT-6 would be the only options under consideration going forward. “The whole way we got to where we're at, we put out an invitation to participate, and we only had two that met all of the criteria that we were looking for,” Lt. Gen. Arnold Bunch, the service's top uniformed acquisition official, said in July. “We experimented with those, and they performed well enough that we did another phase, and those are the only two that we invited in [for phase two]. So at this point right now I'm seeing it as a competition between two airplanes.” If the Air Force is seeking more data from the current entrants or wants to conduct further demonstrations, the exact nature of those future experiments are also unclear — though Donovan said more information about the path forward would be released this year. Although Friday's announcement doesn't shut a door on the light-attack aircraft program, it does highlight the difficulties of rapid acquisition. In 2016, Gen. Mike Holmes, then the Headquarters U.S. Air Force's top requirements official and now the head of Air Combat Command, spoke with Defense News about the prospect of dedicating funds to flight test a range of off-the-shelf light-attack planes. The thought was that buying a low-cost, easy-to-maintain aircraft could effectively accomplish low-end missions in the Middle East at a lower expense than other Air Force planes, and that buying several hundred of such aircraft could also help the service absorb and train more pilots. Air Force Chief of Staff Gen. Dave Goldfein repeatedly spoke about seeing a potential light-attack aircraft program as a way to increase interoperability with air forces that couldn't afford an F-15 or F-16, but who would benefit from commonality with American-operated platforms. More than two years later, Donovan said the Air Force is still learning, and hinted that perhaps there was not enough buy-in among international partners. “Did we meet the cost targets that we're aiming for? What's the market out there for coalition partners? Global PCCI, Irvine, California, a joint venture, is awarded a maximum value $250,000,000 cost-plus-award-fee, fixed-fee, indefinite-delivery/indefinite-quantity contract for the Emergency Ship Salvage Material (ESSM) system. The primary purpose of this contract is to manage the facilities with emergency response equipment stockpiles pre-positioned to support and augment the Navy fleet capability in the areas of salvage, diving, pollution response, and underwater ship husbandry maintained by the Supervisor of Salvage, SEA 00C. This contract includes five ordering periods, which if executed, would make the maximum value of this contract $250,000,000. Work will be performed worldwide, and is expected to be completed by January 2024 when all five ordering periods have been executed. This contract was competitively procured via the Federal Business Opportunities website, with one offer received. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-19-D-4323). Raytheon Integrated Defense Systems, Tewksbury, Massachusetts, is awarded a $38,140,569 cost-plus-fixed fee, cost only contract for Dual Band Radar (DBR) Design Agent Technical Engineering support efforts. The work to be performed is for engineering services for DBR system upgrades or redesigns, engineering change proposals, product support, test equipment procurement, installation integration support, combat system integration testing, program management support, studies and analysis. This contract includes options which, if exercised, would bring the cumulative value of this contract to $98,839,761. DEFENSE LOGISTICS AGENCY Bell Boeing Joint Project Office, California, Maryland, has been awarded an estimated $143,863,184 firm-fixed-price requirements contract for performance based logistics and engineering support for the V-22 platform. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is an 11-month base contract with four one-year option periods. Locations of performance are Texas and Pennsylvania, with a Nov. 30, 2019, performance completion date. Using military services are Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2019 through 2020 various Air Force, SOCOM and Navy appropriated funding.     Le futur Rafale sera ultra-connecté pour chasser en réseau

    Louis Neveu En attendant l'arrivée d'un nouvel avion de combat européen à l'horizon 2040, le Rafale va bénéficier d'une importante mise à jour du standard dit F4. Il va renforcer sa connectivité pour évoluer en réseau et s'enrichir de capteurs et d'intelligence artificielle. Explications. Disponible dans l'armée française depuis près de 18 ans, le Rafale est aujourd'hui considéré comme l'un des meilleurs avions de combat au monde. Il est souvent en lice avec le F-35 américain de dernière génération qui bénéficie pourtant d'un puissant soutien de nombreux pays et des membres de l'Otan. Pour se hisser à ce niveau, l'avion de chasse made in France bénéficie depuis ses débuts de mises à jour importantes reposant sur des standards (F1, F2, F3...). Le standard actuel est opérationnel depuis 2018 et s'appelle F3R. Avec lui l'avion s'est bardé de capteurs, de nouveaux missiles d'équipements laser et des améliorations logicielles. Le 14 janvier 2019, Florence Parly, la ministre des Armées a remis à Dassault le contrat de développement du nouveau standard F4 du Rafale sur son site d'assemblage à Mérignac. Il en coûtera 2 milliards d'euros pour voir voler le premier démonstrateur mis à jour dès 2025. Il ne faut pas s'attendre à une révolution esthétique de l'avion de chasse. Et pourtant, cette mise à jour est une véritable révolution ! C'est sous la carlingue et dans les datacenters de l'armée que l'innovation va débarquer. Ce standard F4 va faire basculer le Rafale dans l'ère du big-data et de l'hyperconnexion. Sa connectivité va, en effet, être renforcée pour qu'il puisse communiquer et échanger de nombreuses quantités de données en réseau avec tous les véhicules alliés et même les autres forces déployées au sol ou en mer sur le champ de bataille. C'est ce que les militaires appellent le combat collaboratif. Dans tous les cas, la communication doit être fiable, rapide, sécurisée et ce, quelle que soit la distance. Pour cela, il sera équipé d'un nouveau système de radio chiffré renforcé par des nouvelles liaisons satellitaires. Un saut technologique, un saut stratégique Le Rafale va également se barder de nouveaux capteurs ou les optimiser, pour détecter les menaces. Ainsi, son radar à balayage électronique sera amélioré, son système de protection avec son brouilleur dernier cri sera renforcé (Spectra). Côté armement, il pourra emporter de nouvelles générations de missiles et une nacelle de visée laser. L'intelligence artificielle va aussi s'inviter à bord. Elle servira de mécano d'appoint pour prédire les opérations de maintenance à venir, ainsi que réaliser des pronostics de pannes et les diagnostiquer. Il faut dire qu'un avion de chasse comme le Rafale doit bénéficier d'importants travaux de maintenance qui viennent le clouer au sol. L'idée est de réduire ce temps de diagnostic et de maintenance. Ce standard F4 devrait arriver progressivement de 2023 à 2025 au fil des innovations technologiques. Cette importante mise à jour du Rafale va être un premier pas pour dessiner concrètement ce que sera l'avion européen du futur baptisé Scaf (système de combat aérien du futur). Cet avion sera mis au point à l'horizon 2040 par Dassault et Airbus afin de remplacer le Rafale actuel et l'Eurofighter. CE QU'IL FAUT RETENIR Le Rafale va renforcer sa connectivité et se doter d'intelligence artificielle dans une mise à jour baptisée F4. Les premiers démonstrateurs sortiront en 2025. Le 18 janvier, Thales a annoncé sa participation au développement du standard F4 du Rafale. Aux côtés de Dassault Aviation et de Safran, Thales a ainsi été notifié par la DGA « pour le développement des futurs capteurs et systèmes de communication qui seront à bord du Rafale au standard F4 » a annoncé Thales. L'un des enjeux majeurs du standard F4 repose sur la connectivité et le partage de données. Cela est d'autant plus vrai alors que nous nous dirigeons vers le développement de systèmes de systèmes, fonctionnant en réseau. Le programme SCAF (système de combat aérien du futur) illustre cette tendance. « Thales travaillera notamment à l'introduction de la radio CONTACT, d'un serveur de communication intelligent sécurisé et d'une solution de transmission par satellites (SATCOM) via Syracuse IV » annonce Thales. Afin de prendre en compte l'évolution des menaces et renforcer les capacités du Rafale, Thales poursuivra le développement du système de guerre électronique SPECTRA. « Le radar à antenne active RBE2 verra son emploi amélioré notamment pour ses capacités en mode air/sol. Quant à la nacelle optronique TALIOS, l'Intelligence Artificielle permettra un traitement en vol presque en instantané des données collectées pour extraire et identifier les cibles », ajoute Thales. Le traitement des informations collectées par les capteurs du Rafale sera donc amélioré et permettra aux pilotes d'appréhender au mieux la situation opérationnelle.     UK: £293 million deal for Apache fleet

    The MOD has awarded a five-year, multi-million-pound deal to Leonardo Helicopters (UK) for the support of the existing fleet of 50 Apache attack helicopters. Defence Minister Stuart Andrew announced the £293 million contract with Leonardo Helicopters during a visit to the company's site in Yeovil where some of the vital work on the aircraft will take place. The Apache AH MK1 Integrated Operational Support (IOS) contract will maintain the fleet until it's out of service date in March 2024. The Apache MK1 is being incrementally replaced by the latest Apache AH-64E aircraft that will begin entering service with the British Army in 2022. The new AH-64E model will have improved sensors and avionics as well as greater performance that will enable the Army to sustain its battle-winning capabilities in future operations. Defence Minister Stuart Andrew said: The Apache has provided years of crucial battlefield support to UK and coalition troops in operations in Libya and Afghanistan. This multi-million-pound contract will ensure our Armed Forces continue to benefit from this vital capability as we integrate the latest Apache model into service in 2022. The IOS contract secured by Defence Equipment and Support, the MOD's procurement agency, includes deep maintenance, repair and overhaul of the MK1 aircraft as well as the provision of technical and spares support. The contract modification provides for the cut-in of force and vortex capabilities onto the existing FY17 aircraft production configuration.
