    The latest step in the Air Force’s Enterprise IT as a Service plan

    By: Cal Pringle The Air Force is adding another company to its Enterprise IT as a Service experiment, the service announced June 28. Accenture Federal Services, a multinational professional services company, received the third contract for Air Force's Enterprise IT as a Service program and will experiment with delivering computing and storage capabilities as a service to eight Air Force bases, according to the release. The new capabilities will allow the Air Force to use edge cloud computing to expedite data-driven base operations and support artificial intelligence efforts, the release said. Microsoft and AT&T had previously won contracts for the program. The agreement comes as a part of a multi-year modernizing initiative for the Air Force's digital structure, which is meant to improve technologies and delivery models. The Enterprise IT as a Service model allows the Air Force to use commercial companies, which can perform IT services more efficiently than airmen, for day-to-day IT tasks. The eight bases Accenture will support are Buckley Air Force Base in Colorado, Maxwell Air Force Base in Alabama., Offutt Air Force Base in Nebraska, Joint Base Elemendorf-Richardson in Alaska, Cannon Air Force Base in New Mexico and Hurlburt Field in Florida.     USAF: New Raytheon Bomb Ready for Real-World Vetting

COHEN The Air Force's top weapons development official says Raytheon's Small Diameter Bomb II, or “StormBreaker,” is ready for primetime despite needing to work out some lingering issues. “Getting them out into the field, right now I think that's the best way for us to wring this out,” Air Force Weapons Program Executive Officer Brig. Gen. Anthony Genatempo said at a recent Air Force Life Cycle Management Center conference. “Get it into the hands of the people using it, figure out what they can do with it that we did not think of, figure out what things are happening in the operational environment that we were not able to replicate and test, and then feed that back into successive upgrades.” The Pentagon plans to buy 17,000 SDB IIs, split between 12,000 for the Air Force and 5,000 for the Navy, and will fly them on all current Air Force fighter and bomber aircraft as well as the A-10, AC-130J, and MQ-9. StormBreaker was designed as a precision munition that can communicate with nearby aircraft to attack moving and stationary targets in bad weather and notch “multiple kills per pass,” according to the Air Force. “The StormBreaker tri-mode seeker uses imaging infrared and millimeter wave radar in its normal mode to give pilots the ability to destroy moving targets, even in adverse weather, from standoff ranges,” Raytheon said in a press release. “Additionally, the weapon can use its semi-active laser guidance to hit targets.” As of October 2018, the service planned to spend $1.9 billion on development and $2.6 billion on procurement, the Government Accountability Office reported in May. StormBreaker's ability to communicate with its host aircraft needs more vetting, Genatempo said, and other fixes are already being added into the current production batch, Lot 4. Its radio may not be fixed until Lot 6 or 7, and the service plans to address parts that will be outdated in Lot 8. “Whether or not that is an issue that will prevent fielding, I don't think I can say that. I don't even think Air Combat Command can say that right now,” Genatempo said. “They very well may choose to take an initial delivery of these weapons at the capability they're at, knowing that one caveat. ... It certainly doesn't affect the entire envelope of operation of the weapon. It's a miniature part of one or two different scenarios.” The weapon is moving closer to being declared ready for initial operations afterfinishing operational tests in June and an overall test program that uncovered a range of performance issues that Raytheon and government officials say are routine in the course of vetting. When airmen are ready to receive the new bomb is ultimately up to Air Combat Command. “It's a very good conversation and dialogue with Air Combat Command about what they would like, when they would like it, what they're willing to take and employ,” Genatempo said. “I very much think that this weapon is ready to go out [to] operational use.” The Air Force now expects to reach its “required assets available” milestone, which has changed multiple times, from the fourth quarter of fiscal 2019 through the end of 2020. It was most recently slated for January 2019. To meet RAA, the service must arm 12 Boeing F-15Es with 144 weapons and own spare parts, support equipment, and more. The milestone was originally scheduled for July 2017. Genatempo said RAA was pushed back again to avoid punishing the program for having to wait its turn for testing ranges, as range availability is scarce thanks to several weapons programs simultaneously in testing.     How 2 Space Norway satellites will help the Air Force in the Arctic

    By: Nathan Strout Two Norwegian satellites will host the core components of the U.S. Air Force's next generation satellite communications system for the arctic, Northrop Grumman announced July 3. The Air Force payloads are part of the the Enhanced Polar System Recapitalization project, a program that fills the military's satellite communications need in the arctic reguib, which is not regularly covered by the Advanced Extremely High Frequency satellite system or its predecessor, the Milstar system. EPS-R will replace the Interim Polar System, which has been providing military satellite communications in the North polar region since 1998 as an adjunct to Milstar. Similar to the AEHF satellites, the EPS-R payloads will provide secure, anti-jamming communications for war fighters. The Pentagon announced the $428.8 million contract with Northrop Grumman for the Air Force EPS-R payloads in February 2018. At the time, the Pentagon noted that the payloads could be hosted on a separately procured satellite. Then, on July 3, Northrop Grumman announced it had been awarded a contract from Space Norway for two satellites capable of delivering the agency's Arctic Satellite Broadband Mission. The two Space Norway satellites will carry several payloads, including an X-Band payload for Norwegian Defense, a Ka-Band payload for Inmarsat and the two Air Force payloads.     General Dynamics wins $217M contract for the Air Force’s network

    By: Cal Pringle General Dynamics Information Technology will provide the Air Force's 480th Intelligence, Surveillance and Reconnaissance Wing with network technology through a contract worth up to $217 million, according to a June 26 news release from the company GDIT already works for the Air Force to provide network support for the service's Distributed Common Ground System), a contract the company has held for 20 years, the report said. That program is the Air Force's primary ISR planning, collection, processing and exploitation, analysis and dissemination weapon system. GDIT developed and implemented the initial design for the global network that supports the system, the report said. As a result of the contract, the program's operations center will receive network administration, network engineering, information assurance, computer network defense, systems administration, computer network defense, systems administration, project management and C4ISR engineering, according to the report.     Airbus Press Release The first Airbus C295, purchased by the Government of Canada for the Royal Canadian Air Force (RCAF) fixed-wing search and rescue (FWSAR) aircraft replacement program, has completed its maiden flight, marking a key milestone towards delivery by the end of 2019 to begin operational testing by the RCAF. The aircraft, designated CC-295 for the Canadian customer, took off from Seville, Spain, on July 4 at 8:20 p.m. local time and landed back on site one hour and 27 minutes later. “On these types of flights, pilots and flight engineers test the aircraft's flight controls, hydraulics and electrical systems,” an Airbus spokesperson told Skies. “All systems performed effectively, as expected.” FWSAR program facts and figures The contract, awarded in December 2016, includes 16 CC-295 aircraft and all in-service support elements including, training and engineering services, the construction of a new training centre in Comox, B.C., and maintenance and support services. The aircraft will be based where search and rescue squadrons are currently located: Comox, B.C.; Winnipeg, Man.; Trenton, Ont.; and Greenwood, N.S. Considerable progress has been made since the FWSAR program was announced two-and-a-half years ago: the first aircraft will now begin flight testing; another five aircraft are in various stages of assembly; and seven simulator and training devices are in various testing stages. In addition, the first RCAF crews will begin training in late summer 2019 at Airbus's International Training Centre in Seville. The FWSAR program is supporting some $2.5 billion in Industrial and Technological Benefits (ITB) to Canada through high-value, long-term partnerships with Canadian industry. As of January 2019, 86 per cent of key Canadian In-Service Support (ISS) tasks have been performed in-country by Canadian companies in relation to establishing the FWSAR ISS system. Airbus is thus on track in providing high value work to Canadian industry and has demonstrated a successful start to the development and transfer of capability to Canadian enterprises for the support of the FWSAR aircraft.     By Andrew Liptak The Pentagon's Defense Innovation Unit (DIU) has issued a solicitation for a tiny, “self-contained and free flying orbital outpost” that can host experiments and equipment in orbit and could eventually be scaled up for human habitation. The Orbital Outpost that's being solicited would be small: it needs to have at least a cubic meter of space inside, be able to carry 80 kilograms, have continuous power, and should have a pressurization of anywhere from 0 to 1 atmospheres. It should be able to move around in orbit on its own, and it has to be built quickly; the military wants it ready to go within two years after it awards a contractor a contract.     Northrop Grumman Awarded Recapitalization Contract to Provide Continuous Secure Communication in Polar Region

    REDONDO BEACH, Calif. – July 3, 2019 – Northrop Grumman Corporation (NYSE: NOC) has been awarded an $82 million contract by the U.S. Air Force to facilitate military satellite communications in the Earth's north polar region through its Enhanced Polar System Recapitalization (EPS-R) Control and Planning Segment (CAPS) program. Northrop Grumman is the provider for all three major components of the EPS-R CAPS program demonstrating the company's industry-leading end-to-end capabilities. The U.S. Air Force's EPS provides secure, jam-resistant satellite communications coverage to forces in the North Polar Region (above 65 degrees north latitude) in support of national objectives. CAPS is a next-generation ground system that receives telemetry and supplies configuration commands, mission planning and cryptographic planning for the EPS and EPS-R polar-orbiting payloads. Northrop Grumman successfully developed, built and delivered the EPS CAPS for the U.S. Air Force Military Satellite Communications Systems Directorate (MILSATCOM) on a previous contract. The Authority to Proceed granted by this contract award includes the development of software for the EPS-R CAPS taking the program from requirements analysis to test and delivery.     Helen Chachaty En réponse à une question du député François Cornut-Gentille, le ministère des Armées a publié les chiffres actualisés du taux de disponibilité des différentes flottes exploitées par l'armée de l'air, la marine nationale et l'armée de terre. Si certaines font figure de « bonnes élèves » et enregistrent une hausse constante ces trois dernières années, d'autres en revanche, continuent de plonger. Du côté des voilures fixes, la flotte de transport gouvernemental affiche une disponibilité au beau fixe, relativement constante depuis trois ans : Les A310/330/340 culminent respectivement à 73%, 81,5% et 88,7% de disponibilité, quand les Falcon 7X sont à 71,4% et les Falcon 2000 à 77,8%. Le dernier-né de la flotte, l'A330 MRTT, dont l'affichage du taux risque de disparaître avec son entrée dans le contingent dédié à la dissuasion nucléaire, il enregistre une disponibilité de 66,2% depuis son entrée dans les forces en octobre 2018. Toujours côté transport, les deux C-130J, réceptionnés fin 2017 et en 2018, affichent un score très respectable de 75,6%. La situation de l'A400M est certes loin d'être florissante, mais le taux de disponibilité est en hausse constante depuis 2016, passant ainsi de 13% à 25,6%, atteignant en 2018 un taux de 27,5%. Les CN235 restent constants sur les trois dernières années, autour de 50%, avec un léger rebond en 2018, pour atteindre les 53,7%. Quant aux C-130H, leur taux de disponibilité continue de baisser (19,4% en 2018), en attendant les effets bénéfiques du changement de prestataire de MCO. Côté aviation de chasse, les Rafale (air et marine) affichent un taux respectable de 53,6 et 53,7%, soit quasiment 20 points de plus que les Mirage 2000D, dont le taux de disponibilité est passé de 36,3% en 2017 à 33,8% en 2018. La flotte de MQ-9 Reaper, après avoir enregistré une baisse entre 2016 et 2017 en ayant chuté de près de 10 points (de 71,4% à 62,6%), est remontée en 2018 à 73,7% de disponibilité. Pour les voilures tournantes, ce sont la Gazelle et... la vénérable Alouette III qui tiennent le haut du pavé, affichant respectivement des taux de disponibilité de 46,2 et 44,7%. Ces flottes sont suivies de peu par les Dauphin (43,5%), le Caracal (40%), le Panther (39,9%) et le Fennec (38,65%). En bas de classement, le Lynx, qui atteint à peine les 15,5%. Quant au Tigre HAD (30,2%), il est légèrement devant la version HAD (28,1%).
