    The U.S. Navy Is Developing Mothership Drones for Coastal Defense

    By Patrick Tucker, The service is looking to accelerate the way it buys, builds and drills drones and robotic ships. The U.S. Navy and researchers from Florida Atlantic University are developing robotic boats that can launch aerial and sub drones to protect U.S. coastal waters. “Our focus will be on developing a multi-vehicle system that can safely and reliably navigate coastal waters with a high level of autonomy while performing assigned tasks,” Manhar Dhanak, director of SeaTech, the Institute for Ocean and Systems Engineering in FAU's Department of Ocean and Mechanical Engineering, said in a press release. The AU researchers will develop new software tools for better sensing and collision avoidance as well as to allow the ship “to serve as a docking station” and power sub and air drones that latch onto it, according to a statement from the University. One aspect of the effort, developing software to help the surface vessel obtain a clear picture not just of obstacles to avoid but also friendly and hostile elements in the area, to help it better plan routes and paths for different missions. It's an example of the types of prototypes that will become more common, according to a Navy roadmap for the development and acquisition of autonomous systems. This Strategic Roadmap for Unmanned Systems, which began circulating around the Pentagon last year, has not yet been released. But a predecisional copy obtained by Defense One shows that the Navy is pushing to develop and buy its drones faster, integrate them more aggressively in exercises and other activity, and work more closely with universities and other non-traditional research partners particularly in the design of new prototypes. The Navy's research into unmanned weapons goes back to World War I research into flying munitions and torpedos. The term “drone” was coined in the 1930s by Cmdr. Delmar Fahrney, who was in charge of Navy research into radio-controlled aircraft. More recently, the Navy has sought to incorporate ever-higher levels of autonomy into drills and activity. In 2014, the service ran a dramatic experiment that showed that a swarm of 13 autonomous roboticized boats might help defend a warship. The Navy has also developed (and plans to soon deploy) the Sea Hunter, an unmanned ship that can guide itself on the open water while obeying international maritime laws. Former Defense Undersecretary Bob Work speculated that the Sea Hunter could be armed with ballistic missiles. “We might be able to put a six-pack or a four-pack of missiles on them. Now, imagine 50 of these distributed and operating together under the hands of a flotilla commander,” Work said at an event sponsored by CNAS. “This is going to be a Navy unlike any navy in history, a human-machine collaborative battle fleet that will confound our enemies. The Navy is experimenting with a widening menagerie of novel aerial drones, such as a tube-launched rotary-wing drone called the Nomad, which was launched off of the destroyer Pinckney in2016. Another is the hybrid flying-swimming Glider, a drone that can deploy from a plane, fly along the surface of the water, and then submerge to a depth of 200 meters. Flight-testing for a new version of Glider is scheduled for later this year, and the Naval Research Laboratory expects to a full demonstration in 2019. The new Navy roadmap argues that the service's adoption of unmanned and robotic capabilities must move far more quickly than it buys human-operated planes, boats, and ships. It outlines steps to accelerate their building, buying and deploying. One key is moving away from a “platform-centric model” — think big, expensive ships that only serve one role. Instead, envision small, cheap robots that can be robustly networked and easily configured to new tasks. “The Navy must evolve from today's platform-centric, uncontested-environment [unmanned systems] operating concept to the concept of a platform-agnostic force,” it says. “A cross-domain, distributed, netted, self-healing, highly survivable, and collaborative communications network made of manned and unmanned nodes will enable multi-domain communications.     As part of the ongoing effort to establish National Marine Program Strategies, the Marine Procurement Modernization (MPM) working group hosted four regional workshops across Canada between November 2017 and April 2018. Collectively, the regional workshops included participation from close to 100 Industry representatives (regional boat builders, suppliers, marine engineering firms and repair yards as well as provincial counterparts and regional development agency representatives. Industry's in-session contributions provided the MPM working group with a better understanding of the Canadian Marine Industry's issues and concerns across the four themes (outlined below).     Feds OK early start to construction of navy's new supply ships

    OTTAWA — The federal government has approved plans to start some work on the navy's new support ships in the coming months in a bid to keep delivery of the much-needed vessels from slipping farther behind schedule. Seaspan Shipyards is expected to begin cutting steel on some parts of the two vessels in Vancouver this summer during a lull in the construction of two science vessels for the Canadian Coast Guard, several sources told The Canadian Press. The science vessels will still be delivered first, but officials are hoping that the head start will result in the first Protecteur-class joint support ship, as the naval vessels are officially known, being delivered 2022. That would be a year earlier than the Department of National Defence's current estimate for the ship's completion, which was recently revealed in an annual report tabled in Parliament. Construction on the first vessel was supposed to start in 2016, with delivery slated for 2019, but the project has been plagued by delays and the government says its $2.3-billion budget is under review. The navy has been without a permanent support ship since 2015, when it was forced to retire its existing vessels due to an unexpected fire and corrosion issues, though it is leasing a temporary replacement, the MV Asterix. The Asterix is at the heart of the criminal case against Vice-Admiral Mark Norman, who has been charged with breach of trust for alleging leaking government secrets about the project to a Quebec shipyard in 2015. Norman has denied any wrongdoing and vowed to fight the charges in court. An official announcement about the plan to start work on the support ships, which are considered essential for supporting a modern navy on international operations, was expected this week but has been delayed. Seaspan, which is responsible for building the two support vessels as well as four science ships and a polar icebreaker for the coast guard, initially pitched the plan in a bid to prevent layoffs between construction of the science ships. National Defence publicly backed the proposal last month as a way to save time and it was touted in the department's annual report to Parliament, which was written before the federal government signed off on the plan. “Current discussions underway between Canada and the shipyard could also result in schedule compression opportunities being exploited,” the report reads, “including the potential to commence the early construction of some JSS components.” Yet the report also confirmed what many have feared: The project continues to experience delays. The department predicted last year that the first ship would be delivered in 2021; the new report says it will be delivered in 2023, though officials hope that the advance work will cut that time to 2022. The cause of the delays has been sharply contested by the government, National Defence, Seaspan and other industry players, with fingers pointed in all directions.     Japan focuses on maritime security in new ocean policy

    Japan approved Tuesday a new ocean policy that highlights maritime security, amid perceived growing threats from North Korea and China, in a reversal from the previous version which focused largely on sea resource development. The ocean program cited threats from North Korea's launching of ballistic missiles, and operations by Chinese vessels around the Japan-controlled and China-claimed Senkaku Islands in the East China Sea. “Amid an increasingly severe maritime situation, the government will come together to protect our territorial waters and interests at sea,” Prime Minister Shinzo Abe said in a meeting of the government panel on ocean policy. The contents of the third Basic Plan on Ocean Policy are expected to be reflected in the government's defense buildup guidelines that are set to be revised in December. Since its first adoption in 2008, the ocean policy has been reviewed every five years. The policy pointed out that the maritime security situation facing the nation is “highly likely to deteriorate, if no measure is taken.” The government also plans to make use of coastal radar equipment, aircraft and vessels from the Self-Defense Forces and the Japan Coast Guard, as well as high-tech optical satellites of the Japan Aerospace Exploration Agency, to strengthen the nation's intelligence gathering abilities. The policy underscores the need for cooperation between the coast guard and the Fisheries Agency to enhance responses to illegal operations by North Korea and fishing vessels from other countries, amid a surge in the number of such cases in the waters surrounding Japan.     What do Marines want in their next drone? Everything

    By: Mark Pomerleau The Marine Corps has revamped its requirements for a large unmanned aerial system after industry leaders said an early version of the drone could cost as much as $100 million. Now, Marine leaders are following a tiered approach to the requirements as a way to manage costs and work closely with industry. The Marines are charting ahead with the Marine Air Ground Task Force (MAGTF) Unmanned Expeditionary, or MUX, group 5 UAS. The Marines have long expressed a desire for an organic drone in the Group 5 category, the largest category of military drones. The initial desired capability set for the MUX was extremely broad, mirroring a Swiss Army knife of mission sets. When first presented to industry, leaders derided the expansive mission set as too costly. “They came back and said you're talking about something that's going to be $100 million, as big as a V-22. Are you sure that's what you want?,” Lt. Gen. Robert Walsh, commanding general of the Marine Corps Combat Development Command and Deputy Commandant for Combat Development and Integration, told a small group of reporters following his appearance at the Modular Open Systems Summit in Washington May 1. “We said ‘No, that's not what we want, not something that big. We want something to fly off a ship, off an expeditionary site. What that allowed us to do through the industry involvement then was to neck down, if you look at the [request for information] we sent out for the industry day, it tiered the requirements.” The initial RFI was released March 8. With the tiered requirements approach, Walsh explained that the Marines listed four capabilities they wanted most, while others could be nice to haves or even be handled by other assets. Tier 1 capabilities include airborne early warning – which Walsh said industry wasn't heavily considering but is a capability the Marines absolutely need coming off a ship – command and control communications, digitally passing information, intelligence, surveillance and reconnaissance and electronic warfare. Additional capabilities include potential weapons armament if the drone will escort V-22s and logistics. “Amazon, FedEx, somebody else will help us with that and we'll probably buy what they're developing,” Walsh said of the logistics portion. Similarly, Col. James Frey, the director of the Marine Corps' Aviation Expeditionary Enablers branch, told USNI News that the Future Vertical Lift program might fill this void, adding that whatever is not covered by the program could be done with the CH-53K heavy-lift helicopter. Ultimately, Walsh noted that bringing industry in early will help the service refine its requirements before setting them in stone, leading to a better capability. The industry day, slated for June 6 and 7, will “bring everybody together and help us with this and have like a workshop approach to that.     Selon les nouveaux chiffres du Stockholm International Peace Research Institute (SIPRI), le total des dépenses militaires mondiales a atteint 1 739 milliards $US en 2017, une augmentation de 1,1 % en termes réels par rapport à 2016. L'organisation explique dans son rapport que les dépenses militaires de la Chine ont de nouveau augmenté en 2017, poursuivant une tendance à la hausse des dépenses qui dure depuis plus de deux décennies. Les dépenses militaires de la Russie ont diminué pour la première fois depuis 1998, tandis que les dépenses des États-Unis sont restées constantes pour la deuxième année consécutive. En 2017, les dépenses militaires représentent 2,2 % du produit intérieur brut mondial (PIB) soit 230 $US par personne. «L'augmentation des dépenses militaires mondiales de ces dernières années est largement dues à la croissance substantielle des dépenses des pays d'Asie et Océanie et du Moyen-Orient, tels que la Chine, l'Inde et l'Arabie Saoudite», précise Dr Nan Tian, chercheur au programme Armes et Dépenses militaires (AMEX) du SIPRI. «Au niveau mondial, le poids des dépenses militaires s'éloigne clairement de la région Euro-Atlantique». Dans le détail Les dépenses militaires en Asie et Océanie ont augmenté pour la 29ème année consécutive. La Chine, deuxième plus grand dépensier au monde, a augmenté ses dépenses militaires de 5,6 % à 228 milliards $US en 2017. La part des dépenses chinoises dans les dépenses militaires mondiales est passée de 5,8 % en 2008 à 13 % en 2017. En revanche, les dépenses militaires en Afrique ont diminué de 0,5 % en 2017, soit la troisième baisse annuelle consécutive depuis le pic des dépenses enregistré en 2014. Avec 66,3 milliards $US, en 2017 les dépenses militaires de la Russie sont inférieures de 20 % à celles de 2016, première baisse annuelle depuis 1998. Poussées, en partie, par la perception d'une menace croissante de la part de la Russie, les dépenses militaires en Europe centrale et occidentale ont augmenté respectivement de 12 % et 1,7 %. De nombreux États européens sont membres de l'Organisation du Traité de l'Atlantique Nord (OTAN) et, dans ce cadre, ont convenu d'augmenter leurs dépenses militaires. Le Canada n'est pas en reste puisque pour la première fois le pays intègre le Top 15 mondial (14e place) avec plus de 27 milliards $ CAD dépensés en Défense, comparativement à environ 24 milliards $ CAD en 2016. C'est donc une hausse de 15% en une seule année ! Dans une déclaration envoyée à 45eNord.ca, le ministre de la Défense nationale Harjit Sajjan indique: «Nous respectons notre engagement d'accroître les dépenses de défense gr'ce à notre politique de défense nationale, Protection, Sécurité, Engagement. Tel qu'énoncé dans notre politique de défense, nous augmentons les dépenses annuelles de défense au cours des 10 prochaines années pour les porter à 32,7 milliards de dollars en 2026-27, soit une augmentation de plus de 70%. Sans surprise, le Fonds européen de défense se taille la part du lion avec une dotation pour l'ensemble de la période de 7 milliards pour l'industrie de la défense et une autre de 3,5 milliards pour la recherche et le développement conjoints de technologies et d'équipements. Une seconde enveloppe de 6,5 milliards d'euros est consacrée à la mobilité militaire en Europe. L'espace n'est pas en reste avec un financement programmé de 13 milliards d'euros pour les systèmes de navigation par satellites Galileo et EGNOS. « Cela correspond exactement à ce qui est annoncé depuis le lancement du Fonds de défense avec une dotation de 1,5 milliard d'euros par an », a déclaré à l'Agence France-Presse l'eurodéputé français Arnaud Danjean, spécialiste des questions militaires. Des économies potentielles L'effort financier demandé est aussi justifié par les économies potentielles. « En procédant à des acquisitions communes, nous pouvons économiser près d'un tiers des dépenses actuellement consacrées à la Défense », soutient le président de la Commission européenne Jean-Claude Juncker. « L'UE compte actuellement 178 systèmes d'armes différents contre 30 seulement aux États-Unis », se plaît-il à rappeler. « Lorsque les chefs d'État et de gouvernement déclarent que l'Europe doit à l'avenir se mobiliser encore plus fortement pour protéger la population et assurer sa sécurité, ils doivent traduire leurs paroles en actes, répondre aux questions par des moyens financiers concrets », a estimé M.     US makes it cheaper for foreign nations to buy American weapons

    By: Aaron Mehta WASHINGTON ― The Defense Security Cooperation Agency announced this week that it is reducing a surcharge on American defense goods sold abroad from 3.5 percent to 3.2 percent, effectively dropping the price foreign nations have to pay when buying weapons through the Foreign Military Sales system. The change will go into effect June 1. The funding from the surcharge is used to support the FMS process, by which the U.S. government acts as the go-between for industry and a foreign customer, using the American acquisition system. The announcement comes days after the Trump administration rolled out a new set of guidelinesfor conventional arms transfers and unmanned systems as part of a broader push to increase American weapon sales abroad. The U.S. sold $41.9 billion in arms through the FMS process in fiscal 2017, per a DSCA statement. Based on that figure, the U.S. took in roughly $1.46 billion through the 3.5 percent surcharge. Reducing it to 3.2 percent would drop that number to around $1.34 billion. DSCA head Lt. Gen.
