    DND unable to say exactly when delays in $70-billion warship program began

That lack of knowledge about a massive mega-project is unprecedented, according to the department's former top procurement official, and is further proof the Canadian Surface Combatant project has gone off the rails. The Department of National Defence revealed Feb. 1 that the delivery of the first surface combatant ship would be delayed until 2030 or 2031. The first ship was to have been delivered in 2025, according to DND documents. The five-year delay will cost taxpayers billions of dollars, but the specific amount has yet to be determined. DND now acknowledges that while there were indications in early 2020 the project schedule was slipping, it doesn't actually know when it was determined the Canadian Surface Combatant program was facing significant delays. “There was no specific month/year,” DND spokesperson Jessica Lamirande wrote in an email to this newspaper. “It was an evolving schedule that continued to shift.” But Alan Williams, the former assistant deputy minister in charge of procurement at DND, said that lack of insight by DND staff is dangerous. On major equipment procurements, every step should be documented, as bureaucrats could be called on to justify future spending decisions and overall management of a project, he said. “It's totally absurd they can't even say when they first determined this project would be delayed by five years,” said Williams. “Is that not the definition of a total loss of accountability and control?” The Canadian Surface Combatant (CSC) project would see the construction of 15 warships for the Royal Canadian Navy at Irving Shipbuilding on the east coast. The vessels will replace the current Halifax-class frigate fleet. However, the project has already faced delays and significant increases in cost, as the price tag climbed from an original $14-billion estimate to $26 billion and then to $70 billion. The parliamentary budget officer is working on a new report on the CSC cost, to be finished by the end of February. Each year of delay could cost taxpayers more than $2 billion, the PBO warned previously. Although the DND has a new delivery date for the initial ship in the fleet, that doesn't mean that the vessel will be ready for operations at that time. “We expect delivery of the first ship in 2030/2031, followed by an extensive sea trials period that will include weapons certification and the corresponding training of RCN sailors, leading to final acceptance,” Lamirande said. No dates, however, were provided on when that final acceptance of the first ship would happen. Troy Crosby, the assistant deputy minister of materiel at the DND, denied the CSC project is in trouble. “I wouldn't call it trouble,” he said in an interview with this newspaper in November. “Is it hard? Is it challenging work? Absolutely. But I wouldn't say we're in trouble.” Other defence analysts are arguing the CSC program is salvageable with better governance and oversight. But Williams said the CSC is like a train rolling down a hill without brakes. “You're heading for disaster and people are talking about improving governance,” he said. “That won't save this project.” Canada has yet to sign a contract to build the Type 26 ship proposed by the consortium of Lockheed Martin and BAE for the CSC. So far, taxpayers have spent $739 million preparing for the eventual construction, according to figures tabled with parliament. Australia and the United Kingdom also plan to purchase the Type 26. But the first ship, destined for the U.K., has yet to be completed. The Canadian government originally said it would only accept a winning bid based on a mature existing ship design or a ship already in service with other navies. That would eliminate technical risk, as the design would be a known and tested commodity. The Type 26 carries extra risk as its design has not yet been proven. Williams said Canada could build an initial three Type 26 ships and then purchase other warships based on a proven design at a much reduced cost.     Canada seeking qualified bidders for Polaris replacement

The Canadian government is inviting aerospace and other interested companies to qualify for the Strategic Tanker Transport Capability (STTC) project. Public Services and Procurement Canada (PSPC) posted the notice on the government Buy and Sell website Feb. 12 as a first step in a three-phase procurement process to replace the Royal Canadian Air Force (RCAF) CC-150 Polaris strategic airlift fleet. The invitation to qualify (ITQ), which closes on Feb. 26, is intended to identify respondents able to meet the project's security and other core requirements before moving to the tender phase. Once a qualified suppliers list is established, Procurement Canada and the Air Force will then review and refine the project requirements with companies before developing a draft request for proposal (RFP), to be issued by fall 2021. The review phase “is intended to be a collaborative process and may involve interactions such as workshops, one-on-one sessions (commercially confidential meetings), and written questions and answers,” according to the ITQ documents. “Canada will consider the feedback provided by qualified suppliers.” A formal RFP, the third phase, is expected by late 2021 or early 2022. While the process means only qualified suppliers will be invited to submit bids, the government “reserves the right . . . to re-evaluate any aspect of the qualification of any Qualified Supplier at any time during the aircraft procurement process and change their status to ‘unqualified' if they no longer meet the requirements provided in this ITQ,” according to the document. In addition, “Canada may, at its sole discretion, re-open Phase 1 – ITQ.” The RCAF is seeking a multi-role platform that can be configured for air-to-air refueling, personnel airlift, strategic government transport, aeromedical evacuations and freight movement, among other roles. The aircraft may also be used to support disaster relief, search-and-rescue and contributions to peace operations; it must also include the capacity to detect, avoid and defeat air-to-air and air-to-ground threats. In its tanker role, the aircraft must be able to refuel allied fighter jets on NATO and NORAD operations. Though the ITQ does not specify a quantity, the fleet must be large enough to concurrently provide support to three lines of tasking of “unrestricted global air mobility movements” over a 24-hour period. The STTC project was outlined in the Liberal government's June 2017 defense policy as initiative 47 to recapitalize strategic tanking and airlift with a next generation platform to replace the CC-150. The Polaris is a modified variant of the Airbus A310-300 built in the late 1980s, and operated by 437 Transport Squadron at 8 Wing Trenton, Ontario. A fleet of five was acquired in 1992 from Canadian Airlines, and two were converted to tankers in 2008. While the two CC-150Ts have been providing air-to-air refueling globally (their crucial role alongside other coalition tankers in the fight against ISIS in Iraq and Syria was highlighted in a recent RAND research brief), they only recently received full operational capability to conduct mid-air refueling on NORAD operations — a role that had previously only been done by the CC-130H Hercules tankers operated by 435 Transport and Rescue Squadron from 17 Wing Winnipeg, Manitoba, and U.S. Air Force aircraft. Boeing and Airbus have indicated interest in the program. Boeing is offering the KC-46 Pegasus, a militarized variant of the 767 widebody, while Airbus is promoting the A330 multirole tanker transport (MRTT), a variant of the A330-200 airframe. CBC has reported the government may also be assessing “whether any deal can be found among commercial airlines that are currently looking for financial relief from Ottawa,” including Air Canada. “We look forward to working with the government of Canada and engaging in [the] Strategic Tanker Transport Capability project,” Boeing Defense, Space & Security said in a statement. “Boeing's KC-46A is a wide-body, multi-role tanker, and is already certified to refuel Canadian, allied and coalition military aircraft. In addition to serving as an aerial refueling tanker, the KC-46 can be configured to accommodate cargo, passengers, or to serve as an aero-medical evacuation aircraft or any combination of all three. . . . The KC-46 offers superior interoperability, supportability and affordability benefits – coupled with a robust industry plan that will bring real, guaranteed jobs to companies all across Canada. With 183 aircraft on order and growing international interest, we expect the fleet to surpass 200 aircraft by 2029.” “We welcome Canada's invitation to qualify for the Strategic Tanker Transport Capability project,” said Simon Jacques, president of Airbus Defence and Space Canada, in a statement. “We believe that our A330 MRTT multirole-tanker is the best option in the market, and are confident that our offer will fulfill all current and future requirements for this key capability for the RCAF.” Prospective bidders will be expected to provide aircrew and maintenance training programs, and establish initial sustainment and long-term in-service support “that assures operational readiness and maintains mission effectiveness of the capability throughout its service life,” according to the ITQ. As part of the STTC project, the Air Force will improve infrastructure for 437 Squadron. In December, the government released an advanced procurement notice for a new or renovated hangar at the main operating base in Trenton, as well as upgrades to the apron and taxiways. A request for proposals is expected by summer 2021. Contenders will also have to comply with Canada's Industrial and Technological Benefits policy, which requires the successful bidder to make investments in Canadian industry and academic research equal to the value of the contract. One of the major technical objectives of the PEM project is to provide silent mobility for a 50-ton tracked vehicle. Continuous composite rubber track (CRT) solutions provide significant noise and vibration reduction compared to a typical steel track. Soucy CRT has made great improvements over the last 15 years, with the continuous, single loop design providing significant reductions in weight; vibration; acoustic and thermal signature; increased fuel efficiency, and ease of maintenance, allowing for reduced logistical support. Segmentation of a composite rubber track could potentially further reduce soldier physical maintenance burden, vehicle installation time, and ease overall sustainment challenges in a contested operational environment. Czech firearms company Ceska Zbrojovka will acquire Colt in the U.S. as well as its subsidiary Colt Canada, based in Kitchener, ON. The deal is expected to be completed by the summer. Colt Canada, with around 100 employees, is Canada's Small Arms Strategic Source and Centre of Excellence. It is included in what the federal government calls the Munitions Supply Program, which sees contracts directed to Colt Canada to maintain its expertise. Department of National Defence officials acknowledge that taxpayers pay a premium to have the guns manufactured in Canada through the sole-source deals. The Czech firm has around 1,650 workers in the Czech Republic, United States and Germany. In a statement it noted that the acquisition of Colt “will acquire significant production capacity in the United States and Canada and substantially expand its global customer base.” National Defence spokesperson Andrée-Anne Poulin said Sunday that the department has been informed of the pending sale of Colt Canada. “While we do not expect an impact on our existing contracts, we are still assessing the situation,” she noted. Public Services and Procurement Canada couldn't provide comment because its media relations office is closed on the weekends.     Feb 08, 2021 • 1 day ago • 3 minute read TORONTO — Magellan Aerospace Corporation (“Magellan”) announced today the signing of a Memorandum of Understanding (“MOU”) with General Electric Aviation Canada (“GE Canada”) for the purpose of exploring an arrangement whereby GE Canada would support Magellan in establishing and delivering a Canadian-based sustainment solution for the GE F414-GE-400 engine, which powers Boeing's F/A-18 Block III Super Hornet fighter jet. This initiative is in support of Boeing's proposal to provide the Block III Super Hornet as a solution for Canada's Future Fighter Capability Project (“FFCP”). Under this MOU, with the selection of the Super Hornet for the FFCP, GE Canada and Magellan would develop an appropriate and competitive sustainment solution for Canada which would provide all aircraft engine sustainment services for the Royal Canadian Air Force (“RCAF”) on their F414 engine fleet. The in-country depot level sustainment support for the engines includes onsite maintenance, repair and overhaul (“MR&O”) support services, technical services, and engineering support and would be performed in Magellan's facility in Mississauga, Ontario for the life of the program. This engine sustainment work for Magellan aligns with the objectives outlined in Canada's FFCP ITB requirement and will continue to provide high-value, high-complexity jobs in Ontario, Canada. GE Canada and Magellan have an enduring and mutually successful relationship that has spanned more than five decades.     NORAD modernization to dominate agenda of Canada-U.S. defence relations, experts say

    Levon Sevunts, Radio Canada International The modernization of the North American Aerospace Defence Command (NORAD) will dominate the agenda of Canada-U.S. defence relations as the Biden administration gears up to repair relations with old allies and face emerging threats from resurgent Russia and ascending China, Canadian defence experts say. The continued modernization of the binational command created in 1957 was on the agenda of the first phone call between President Joe Biden and Prime Minister Justin Trudeau last month, and during the first calls of Canadiand and U.S. defence ministers, said Andrea Charron, head of the Centre for Defence and Security Studies at the University of Manitoba. “This is at the highest levels. When the U.S. is concerned about the homeland defence and they feel vulnerable, it's something that Canada has to take very-very seriously and I think that is what's happening,” Charron told Eye on the Arctic. Canadian defence expert Nancy Teeple said she expects the Biden administration to ask Canada to contribute more to continental defence. “It opens up the question of whether Canada will participate in missile defence, it's going to push Canada towards that new fighter capability,” said Teeple, who teaches at the Royal Military College of Canada and is Postdoctoral Fellow at the North American Defence and Security Network (NAADSN). The need for NORAD modernization is driven by changes in the strategic and the global geopolitical environment, Charron said. “Where as before the primary threat during the Cold War was one peer competitor, who wasn't using greyzone tactics, or at least not to the same extent as now, we now have two peer competitors to the U.S. – China and Russia – and they are using greyzone tactics, and they're developing more sophisticated weapons like hypersonic glide vehicle weapons,” Charron said. A new generation of threats The urgency of the NORAD modernization and the paths towards that goal were outlined last fall in a paper written for the Wilson Center's Canada Institute by the former U.S. NORAD commander, retired Gen. Terrence O'Shaughnessy, and U.S. Air Force Brig.-Gen. Peter Fesler, the current deputy director of operations at the U.S. air defence headquarters. In the paper, titled Hardening the Shield: A Credible Deterrent & Capable Defense for North America, O'Shaughnessy and Fesler argue that “with innovations in long range missiles and foreign missile defense systems as well as a changing Arctic landscape, threats to U.S. national security are closer and less deterred than ever from attacking the U.S. Homeland.” O'Shaughnessy and Fesler argue that both China and Russia have developed capabilities to target North America with a new generation of long-range and high-precision conventional weapons. They say that while the U.S. has invested billions of dollars into building ballistic missile defences to protect against strikes by rogue nations such as North Korea, Washington and Ottawa have neglected investments and upgrades of the continental defensive systems “designed to defend against the range of threats presented by peer competitors.” Moreover, the various systems in place in many cases simply can't automatically share information, they say. “The radars used by NORAD to warn of Russian or Chinese ballistic missile attack, for example, are not integrated with those used by Northern Command to engage missiles launched by North Korea,” O'Shaughnessy and Fesler write. “Even if the ballistic missile defense architecture were to detect a launch from China, it would not directly share that information with NORAD's missile warning systems. “The watch standers in the consolidated NORAD and Northern Command headquarters are forced to verbally pass information displayed on independent systems.” Putting up a SHIELD O'Shaughnessy and Fesler call for a “more holistic modernization effort” for NORAD. Northern Command and NORAD have collectively developed a modernization strategy for defence referred to as the Strategic Homeland Integrated Ecosystem for Layered Defence, or SHIELD, they write. “SHIELD is not a system, or even a system of systems, it is an ecosystem,” O'Shaughnessy and Fesler write. “It is a fundamentally new approach to defending North America.” SHIELD takes advantage of the data provided by traditional and non-traditional sources to provide a layered ability to detect any threat approaching the continent, from the seafloor to on orbit, in what NORAD and Northern Command refer to as “all domain awareness,” they write. “It pools this data and fuses it into a common operational picture. Then, using the latest advances in machine learning and data analysis, it scans the data for patterns that are not visible to human eyes, helping decision-makers understand adversary potential courses of action before they are executed.” ‘It's many things and they are already happening' Experts say figuring out Canada's role in this new “ecosystem” will be tricky politically and likely to come at a steep financial cost just as both Ottawa and Washington are deep in the red because of the economic fallout of the COVID-19 pandemic. “It's everything from, for example, the runways at Inuvik being extended because right now only the CF-18 Hornets can land there and we need to make it longer,” Charron said. “It's things like better communication in the Arctic because there seems to be the potential for more activity there.” Or it could be something like coming up with a new Combined Forces Air Component Commander to change the command and control structure and allow the NORAD commander to think more strategically rather than to be bogged down by the day-to-day tasks, Charron said. In addition, upgrades to NORAD capabilities also have to be guided by the need for information dominance, Charron said. “So it's many things and they are already happening,” Charron said. “For example there is a new program called Pathfinder, which is helping feeds from the North Warning System through artificial intelligence to glean more information that the North Warning System is actually picking up but current algorithms and analysts aren't able to see.” Teeple said Canada can also benefit from Washington's interest in developing continental defence, including the Arctic by developing infrastructure that has dual military-civilian use. “This provides incredible benefits if Canada can collaborate,” Teeple said. “And those benefits would be obviously involving collaboration, involving input from Northern Indigenous communities and developing systems that can enhance things like communications and other types of infrastructure in the North that would enhance their quality of life.” Canadian policy-makers should also think about some of the niche areas where Canada can contribute to the NORAD modernization and the continental defence, Teeple said. “So enhancing its sensor capabilities for early warning, obviously that involves the upgrading of the North Warning System,” Teeple said. Other roles for Canada could include non-kinetic disruptive capabilities, such as cyber capabilities, Teeple said.     For CAE the future means expansion in cyber, space and more defense acquisitions

    By: Aaron Mehta WASHINGTON — With defense budgets around the globe expected to fall, simulation and training firm CAE is moving to diversify its defense and security portfolio, with an emphasis on space and cyber capabilities. Dan Gelston, who took over CAE's defense and security business unit in August 2020, told Defense News that his team is also looking to partner with defense primes during the early stages of new competitions, a shift which could require CAE investing in research and engineering efforts. Over the last two decades, CAE was “very focused” on traditional platforms, particularly planes and unmanned aerial vehicles, Gelston said. Now, he expects the future of the company to involve “a real focus on space and cyber, not only for that customer, but also for CAE. And those are areas that we need to augment our capabilities to make sure that we're providing the best product, the best service to help our customers.” The full interview will air as part of CAE's OneWorld event Feb. 9. CAE reported just over $1 billion in defense revenues in 2019, which made it the highest-ranked Canadian company on the annual Defense News Top 100 list. Currently, Gelston's unit makes up about 40 percent of the company's overall business, but he sees a chance to hit a “much larger” market going forward. Gelston's plan includes increasing the “security” part of the company's “defense and security” portfolio by aggressively pursuing contracts for government agencies such as the Department of Homeland Security and Transportation Security Administration. This would competing for what he describes as a “multi-hundred-million dollar opportunity with TSA here in the next few months” for training security forces for airports. “With space assets ability to target, with cyber assets ability to attack anywhere and everywhere, it's not just the Pentagon, it's critical infrastructure, it's a lot of what we traditionally have separated into DHS. So that security element is crucial,” he said. “We could really bring a lot of our research and development, our capabilities in machine learning and AI and virtual reality and augmented learning management systems” to DHS, which “you could categorize a little more of a traditional time phased approach to training.” As the company seeks to expand into the non-defense security realm, Gelston said the company is keeping an eye out for potential merger and acquisition options, saying “I certainly would like to think in the next 18 to 24 months a property would come along, that's particularly attractive to me.” 2020 was a rocky year for CAE, which was hit particularly hard given its ties to the commercial aviation space. But the company worked quickly to shave costs, and toward the end of the year issued a public offering, with the goal of raising roughly $2 billion Canadian ($1.56 bn American). The plan, as Gelston said, was to have enough “dry powder to make sure that we're coming out leaning forward out of the COVID crisis. We don't want to be hunkering down just trying to survive. We want to take advantage of this.” While not discussing specifics, Gelston emphasized that “I'd love to get a little more robust training capability in the cyber realm... that's an area that that I can certainly see augmenting with potential acquisition here in the next 18 to 24 months if the right property comes along, I think we would be positioned to potentially pursue that.” Teaming with defense manufacturers That focus on new areas doesn't mean the company is turning away from traditional defense projects, but it does come with a greater focus on teaming up with prime contractors early in the process to offer the DoD and other customers a package solution from the start, as opposed to bidding on training and simulation contracts after a design has been selected. He pointed to the surprise rapid test-flight of the Next Generation Air Dominance (NGAD) demonstrator from last September as an example of how defense acquisition is speeding up. “Our defense acquisition officials are really looking for skin in the game from industry” early on, he said. “We don't have the time for the classic cost-plus development work, years and years and multiple phases” of a project. “No company, even the big OEMs, have unlimited research and development budgets. No company, even Lockheed Martin, has unlimited engineering assets,” he continued. “So if I can partner with these OEMs on these major next generation platforms now and start co developing as they develop the platform, I'm codeveloping the training in the simulation experience, and sharing some of that burden, adding skin into the game for research and development engineering — It's not just money, it's also time, and time, arguably right now is our is our biggest enemy — I can really help those OEMs and give them a true discriminator in their offering.” “And certainly at the end, that international or us customer is going to be much better off as they've got a fully baked, fully integrated training and simulation solution with that new platform.” In addition to looking into NGAD, Gelston said the company plans to pursue nearer-term contracts related to the F-35 joint strike fighter, MQ-9B drone, and the Army's Future Vertical Lift competition, while also continuing ongoing efforts like its C-130H business, which was awarded in 2018. https://www.defensenews.com/training-sim/2021/02/08/for-cae-the-future-means-expansion-in-cyber-space-and-more-defense-acquisitions
