    ‘Hard decisions are going to have to be made’: can vital defence procurements survive in a post-pandemic world?

    By NEIL MOSS MAY. 13, 2020 'When you are trying to fix a fiscal problem, inevitably national defence is part of the way governments have tended to try and fix that,' says defence procurement expert David Perry. In the midst of critical procurements that will set the framework for the Canadian military for years to come, questions remain on how the COVID-19 pandemic will affect the oft-delayed projects. The pandemic has already impacted the two most high-profile defence procurement projects with another delay in the replacement of Canada's fighter fleet as well as a reduced capability at the shipyard that will be building the 15 new warships that will serve as the backbone of the Canadian Navy for decades to come. “Companies and government are always generally working hard trying to meet [the] schedule, and make up time wherever they can afterwards, but there's a limit what you can do to replace a few lost weeks of work,” said David Perry, a defence procurement expert and vice-president of the Canadian Global Affairs Institute. “The impacts are going to be tangible,” Mr. Perry said, adding that the picture is still murky about the final impact on the current procurements as defence companies are still trying to get a handle on the pandemic. The high-profile $19-billion project to replace Canada's fleet of CF-18 fighter jets was delayed a second time in 100 days last week, over a bidder's concern over completing its bid on time, according to a Canadian Press report. Irving Shipbuilding's Halifax shipyard, which has been tasked to build two central pieces for the future of the Canadian Navy in six Arctic and Offshore Patrol Ships and 15 Canadian Surface Combatants, is running at half capacity with around 650 people working at the shipyard and 300 remotely, according to a CTV report. The two projects are projected to cost upwards of $4.3-billion and $60-billion, respectively. Mr. Perry also said the impact on the procurements will depend on what stage the project is in, with less effect for those still in design and requirement phases and more impact on projects in the midst of construction. He added that the impact will also depend on where the facilities are located, as the Irving shipyard in Nova Scotia faced a three-week shutdown, opposed to the Seaspan shipyards in B.C., which has continued relatively normal operations. A spokesperson for the Department of National Defence told The Hill Times that progress is still being made “where possible” on current and future equipment for the Canadian Forces. “While our focus must be on responding to the COVID-19 pandemic, we remain committed to the National Shipbuilding Strategy and other defence projects under Strong, Secure, Engaged,” the spokesperson said in an email. “We continue to meet regularly with PSPC [Public Services and Procurement Canada] to address the delivery of ongoing and future major procurement projects, and to assess and address the impact of the pandemic on these projects. However, given that the extent of COVID-19, or how long this situation will last, cannot be assessed at this time, it is not yet possible to determine the impact this situation will have on our projects,” the statement read, adding that the focus remains on continuing essential services, which include “domestic operations and search and rescue.” Former Air Force pilot Alan Stephenson said that there is “no doubt” that there will be “a huge impact” to defence procurement caused by the pandemic, pointing to the government's ballooning spending. Mr. Stephenson, a retired colonel who is now a senior associate at David Pratt and Associates, said the problem with the fighter jet procurement is being compounded by successive governments' use of military spending to solve other problems. “Now we find ourselves with ... fighters that will be over 50 years old,” he said. “And we'll be flying [the CF-18s] into the future.” “COVID has changed the game,” Mr. Stephenson said, adding that the focus on the Liberals' 2017 defence policy, Strong, Secure, Engaged, will still be present, but there will be fiscal questions of its feasibility. “Hard decisions are going to have to be made,” he said, as the government will balance military requirements with economic needs. Mr. Perry said historically when the government has needed to slash spending, it has looked at the military. “When you are trying to fix a fiscal problem, inevitably national defence is part of the way governments have tended to try and fix that,” he said, adding that given the size of the defence budget, it is “virtually impossible” to address an economic situation without making some fiscal changes at the Department of National Defence. But he said that historical pattern may not continue as it's a different kind of fiscal problem for the government. “In a dynamic where you have real big impacts on consumer confidence and there's also, I think, fairly serious concerns about the availability of financing and liquidity in the civilian economy, potentially there's more of a room for DND and the Government of Canada writ large to be part of the economic solution here and not just part of the fiscal problem,” Mr. Perry said. Former naval officer Norman Jolin, who served in the Canadian Navy for 37 years and commanded the Halifax-class HMCS Montréal, said the last thing the government will want to do is cancel projects that it has already announced at the expense of Canadian workers. “The last thing [the government] would want to do in a world where we've lost so many jobs is to cause more people not to have jobs by cutting things,” he said. Mr. Jolin compared the National Shipbuilding Strategy to the construction of a trans-Canada railway in the 19th century. “This is jobs across Canada,” he said, adding that it is not just jobs at shipyards but throughout the supply chain including manufacturing jobs in southern Ontario. Mr. Jolin said with the procurements under the National Shipbuilding Strategy, the lengthy timeline will mitigate the pandemic's impact. For the Canadian Surface Combatant procurement, the first ship isn't projected to be completed until the mid-2020s and the final delivery date for the entire fleet is in the late 2040s. He said while there may be minor delays in the short term, it shouldn't have much impact on when the ships are delivered in the end. But he said there is still much unknown about how the pandemic has affected the procurement process. Charles Davies, a retired colonel in the Armed Forces who spent time as the senior director responsible for procurement and equipment management policy at the Department of National Defence, also said the long timeline on projects should reduce the impact of any delay. “In the inherently long gestation periods of the major programs, the net impact should be limited,” he said. Mr. Davies, a CDA Institute fellow, said now can be a time for the government to look to make key investments in capabilities that will be needed in the future to defend its borders while at the same time keeping the economy afloat. The C-130 service to the UN stopped on March 6 and personnel redeployed back to Canada, UN and military sources told this newspaper. The Canadian military confirmed the information. “In light of the COVID-19 pandemic situation worldwide, and given the strict isolation measures imposed by Uganda for crews arriving in the country, it is anticipated that the crew's and the aircraft's availability for operations in Canada would be severely limited,” the Canadian Forces stated in an email Thursday. “The CAF has therefore deferred the April-May combined iteration, and the feasibility of the iteration scheduled for 25 June-6 July 2020 will be reassessed at the beginning of June.” Starting last year the Canadian Forces committed a tactical airlift detachment on a monthly basis to Entebbe, Uganda to assist the UN's Regional Support Centre in the sustainment of ongoing UN operations. That involved a C-130J Hercules aircraft and about 20 personnel.     David Pugliese • Ottawa Citizen The Canadian military plans to take part in the world's largest maritime exercise this summer even as the U.S. Navy, which is hosting the event, struggles to deal with coronavirus outbreaks that have sent two of its ships back to port. There have also been COVID-19 outbreaks on French, Belgium and Taiwanese navy ships. There are COVID-19 cases among the crews of 26 U.S. Navy ships. But that won't stop the U.S. from holding its Rim of the Pacific or RIMPAC exercise in August. The Canadian Forces is planning to attend although military officials haven't outlined yet which Canadian ships and aircraft will take part. “The Canadian Armed Forces remains committed to participating in the Rim of the Pacific Exercise 2020 in a significant way in order to maximize the unique training opportunities this biennial exercise provides as well as strengthen relationships with allies and partners in the Pacific,” Department of National Defence spokesperson Jessica Lamirande said in an email. She said Canadian military officials are in discussions with their U.S. counterparts and are “currently evaluating options to adapt our participation accordingly.” “Participation in RIMPAC will balance the requirement to complete critical tasks and high readiness training in support of planned operations, with the requirement to protect the health and safety of our personnel,” added Lamirande. RIMPAC is usually held in and around Hawaii. In 2018 the Canadian Forces sent more than 1,000 personnel, five ships and a patrol aircraft. They operated alongside approximately 25,000 military personnel from 24 other nations as well as more than 200 aircraft and 50 ships and submarines. The U.S. military says changes will be made to RIMPAC and that on-shore interactions will be limited. Ships can go into the Joint Base Pearl Harbor-Hickam in Hawaii for supplies, but the number of staff ashore for support functions will be limited. The U.S. Navy has the highest rate of COVID-19 in the U.S. military. There are 2,125 cases in the navy, with around 800 linked to the aircraft carrier Theodore Roosevelt. The Canadian military does not release statistics on how many of its members have been infected with the virus. It cites security reasons for keeping such details secret. The Royal Canadian Navy has implemented a number of measures to deal with COVID-19, including trying to practise physical distancing on ships as much as possible and restricting shore leave. The pandemic has also prompted changes in other Canadian Forces operations. The military has scaled back the number of soldiers it is sending to Ukraine to conduct training there. It had planned to send a new group of soldiers, numbering 200, to relieve the Canadian troops now in Ukraine. That number will now be cut back to 60 personnel. The pandemic caused the cancellation of Exercise Maple Resolve, the army's main training event for the year, as well as a naval exercise off the coast of Africa. HMCS Glace Bay and HMCS Shawinigan, which were to take part in that naval training, were ordered to return to Halifax. HMCS Nanaimo and HMCS Whitehorse also cut short their participation in U.S.-led counter-drug operations. In addition, the Canadian Forces withdrew many of its troops assigned to the Iraq mission, ordering them home because COVID-19 has hindered training of Iraqi military personnel. The Canadian military has also pulled back its commitment of a transport aircraft for the United Nations because of COVID-19. The Department of National Defence, however, says it will not change the Canadian commitment to NATO's enhanced Forward Presence in Latvia. A new group of Canadian military personnel arrived in Latvia in January and will stay there until July. There are around 540 Canadian soldiers working in Latvia. The 30-day extension is a response to the coronavirus pandemic that has disrupted business operations globally, especially in the aerospace sector. “The COVID-19 pandemic is presenting numerous challenges for businesses and their workforce, including the eligible suppliers for the Future Fighter Capability Project,” said a spokesperson for the department in a statement on May 6. “The unprecedented situation has impacted proposal finalization. To support our commitment to conducting an open, fair, and transparent competition, the extension will ensure all suppliers are able to submit their most competitive offer to Canada.” Three qualified contenders remain in the competition to replace the Royal Canadian Air Force fighter jet fleet: Sweden's Saab Aeronautics with the Gripen E and the United States-backed Boeing F/A-18 Super Hornet and Lockheed Martin F-35A Lightning II. Dassualt Aviation and Airbus Defense and Space withdrew their entrants, the Rafale and Eurofighter Typhoon, in 2018 and 2019, respectively. The project, valued at up to $19 billion, is seeking proposals for 88 advanced aircraft to replace an aging fleet of 76 A and B model Hornets that began entering service in the mid-1980s. The bids will be evaluated on technical capability, worth 60 per cent of the evaluation; acquisition and operating costs (20 per cent); and economic benefit to Canadian industry, also 20 per cent and the highest weighting for economic return on any defence procurement to date. It's the second time this year the federal government has prolonged the deadline for the request for proposals (RFP). In February, at the request of one of the suppliers, it granted a three-month extension from March 30 to June 30. Release of the formal RFP was also pushed back several times before being issued in July 2019, to accommodate changes during the draft RFP process. The project is the largest acquisition in recent Air Force history and has faced numerous schedule changes over the past decade. This latest change comes a week after Canada submitted an annual payment of US$70.1 million to remain in the F-35 development program, which is being supported by nine partner countries. To date, the government has invested US$541.3 million since 1997 into the multi-variant, next-generation fighter program. However, Canadian companies have captured US$1.8 billion in work on the fighter. “This participation provides Canadian industry with contract opportunities that are only available to program participants,” a spokesperson for National Defence told Canadian Press. “Our membership will also allow us preferential pricing and sequencing in the build schedule should the F-35 aircraft be successful in the current future fighter capability program.” Despite the recent delay because of COVID-19, PSPC still anticipates to award a contract in 2022. The first new aircraft would be delivered in early 2025. In the interim, the government is acquiring and upgrading 18 operational Australian F/A-18A Hornets to augment the current fleet of 76 Hornets. Canada had the vehicles on hold since 2018, following the death of Saudi journalist Jamal Khashoggi; and by October, Saudi Arabia had racked up $1.5 billion in back payments to General Dynamics. Amid news on the April 29 call that the company's revenue fell $512 million in connection with the coronavirus pandemic, General Dynamics Chief Financial Officer Jason Aiken highlighted “the formal signing of the restructured contract on the Canadian international program, which settled all issues to the satisfaction of the parties.” “With respect to our standing receivable you may recall that we received $500 million early in the first quarter and we received another $500 million this month. This will be very helpful to free cash flow in the second quarter,” Aiken said. “We will begin a regular cadence of scheduled payments in 2021 consistent with deliveries and making further progress in the scheduled amortization of the arrearage.” The company's Combat Systems division had revenue of $1.7 billion, up 4.4 percent over the same quarter last year, and sales to the U.S. government were up 12 percent. The firm's aerospace business segment also had revenue of $1.7 billion, but that represented a 23 percent fall from the same quarter last year. On April 9, Canada's foreign affairs minister, François-Philippe Champagne, announced Ottawa was “able to secure significant improvements” to the LAV contract, including more latitude for the Canadian government to speak about it. Under the new terms, Canada could also delay or deny export permits without penalty if it learned Saudi Arabia was not using the vehicles for their stated purpose. Ottawa would also be reviewing permit applications on a case-by-case basis to ensure they meet Canadian law and the U.N. Arms Trade Treaty. Though the Trudeau government has been under political pressure to scrap the LAV deal over human rights concerns, Champagne said its cancellation would have “resulted in billions of dollars in damages” and risked thousands of Canadian jobs across the defense supply chain.     OTTAWA — The federal government has made another multimillion-dollar investment into the development of the F-35 stealth fighter jet, even as it weighs a new extension to the $19-billion competition to replace Canada's aging CF-18s. Canada made the annual F-35 payment to the U.S. military last week, spending US$70.1 million to remain one of nine partner countries in the fighter-jet project. Each partner is required to cover a portion of the plane's multibillion-dollar development costs to stay at the table. Staying in the program has advantages, as partners get a discount when purchasing the jets and compete for billions of dollars in contracts associated with building and maintaining them. The F-35 is being built by U.S. defence giant Lockheed Martin. While the new payment brings Canada's total investment in the F-35 to US$541.3 million since 1997, the government says Canadian companies have also secured US$1.8 billion in work related to the stealth fighter. “This participation provides Canadian industry with contract opportunities that are only available to program participants,” Defence Department spokesman Daniel Le Bouthillier said in an email. “Our membership will also allow us preferential pricing and sequencing in the build schedule should the F-35 aircraft be successful in the current future fighter capability program.” Canada actually started to shoulder more of the development costs last year. That is because the Liberal government increased the number of new fighter jets that Canada plans to buy to 88 from 65, even though it has not committed to buying the F-35. News of the payment comes as the federal procurement department confirmed it was considering another extension to the $19-billion competition to replace Canada's CF-18s. The F-35 is one of three planes in running along with Boeing's Super Hornet and the Saab Gripen. The extension was recently requested by one of the three fighter-jet makers. The bids were originally supposed to be submitted in May 2019 but that was pushed back to March 30 this year. That deadline, in turn, was pushed back to June 30 at the request of the aerospace industry, Public Services and Procurement Canada announced in February. But now the department is once again evaluating a request from industry to further extend that deadline for the proposals, Procurement Canada spokesman Marc-André Charbonneau confirmed in an email to this newspaper. “We remain committed to providing members of the Royal Canadian Air Force with the fighter aircraft they need to do their jobs, and ensuring the best possible value for Canadians,” he added. “This procurement is a once in a generation opportunity to support the growth of Canada's aerospace and defence industries for decades to come.” If that happens it is unclear on how the current timetable for buying the fighter jets, to replace the CF-18 aircraft, might be affected. A winning bidder was to have been chosen in 2022. The first aircraft would have been delivered by 2025, according to the government's schedule. Industry representatives say they expect the bid submissions to be pushed back at least until the end of the summer. The federal government is focused on dealing with its response to the novel coronavirus pandemic and Public Services and Procurement Canada is deeply involved in setting up procurements of protective gear and medical supplies. It has also been difficult for companies to collect and provide the necessary classified information to the federal government that is needed for the bids. Much of that has to be delivered directly to government officials and cannot be transmitted over the internet because of the sensitivity of the information. The fighter jet competition was launched on Dec. 12, 2017 and at this point three aircraft are to be considered. Those include the F-35, the Super Hornet, and the Gripen. The program is expected to cost around $19 billion and will see the purchase of 88 new jets. Information about how Canada intends to evaluate the jets is limited. But Public Services and Procurement Canada has noted that technical merit will make up the bulk of the assessment at 60 per cent. Cost and economic benefits companies can provide to Canada will each be worth 20 per cent.
