This agreement will be incrementally funded with fiscal 2018 through 2024 research, development, test and evaluation funds totaling a maximum of $967,000,000. Fiscal 2018 funds in the amount of $109,000,000 are being obligated at the time of award. Orbital Sciences Corp., Chandler, Arizona, has been awarded a $791,601,015 other-transaction agreement for the development of a Launch System Prototype for the Evolved Expendable Launch Vehicle program. This award is part of a portfolio of three agreements that leverage commercial launch solutions in order to have at least two domestic, commercial launch service providers that meet National Security Space requirements, including the launch of the heaviest and most complex payloads. This agreement requires shared cost investment for the development of the OmegA launch system. Work will be performed in Chandler, Arizona; Magna and Promontory, Utah; Iuka, Mississippi; West Palm Beach, Florida; Sandusky, Ohio; and Michoud, Louisiana, with launch facilities at Kennedy Space Center, Florida; and Vandenberg Air Force Base, California. The work is expected to be completed by Dec. 31, 2024. This award is the result of a full and open competition. This agreement will be incrementally funded with fiscal 2018 through 2024 research, development, test and evaluation funds totaling a maximum of $791,601,015. Fiscal 2018 funds in the amount of $109,000,000 are being obligated at the time of award.     By: Jaroslaw Adamowski WARSAW, Poland — Serbia's acting assistant defense minister has announced the ministry is negotiating with a number of Chinese drone manufacturers to acquire UAVs for the Serbian military. Nenad Miloradovic said Serbia aims to buy Chinese drones for its armed forces as well as the technology that will allow the country's defense industry to produce UAVs in the long term. "This package deal, under which we plan to purchase, but also produce reconnaissance drones for the Serbian military, should be implemented shortly," Miloradovic said, as reported by local daily Blic. The official said that Serbia is positioning itself as a military-neutral country, and its government aims to procure weapons and military gear for the country's armed forces from various suppliers. "We don't have ideological prejudices in what concerns buying weapons," Miloradovic said. In a sign of strengthened military cooperation with Russia, Serbia's government earlier this year approved the purchase of six Mil Mi-17 helicopters, complementing acquisitions of other aircraft and weapons from Moscow. In contrast, Serbia signed a deal in 2016 to buy nine H145M helicopters from Dutch-French company Airbus.     Industry, nations hope to cash in on unmanned ground vehicle growth

    By: Aaron Mehta WASHINGTON — With the presence of drones ubiquitous in the skies, industry and international partners are turning their eyes closer to earth in an attempt to cash in on a growing sector: unmanned ground vehicles. “UGV market growth has historically been slow and steady, mostly S&T and niche procurements. What we're seeing now is an inflection point,” said Joshua Pavluk, a principal with Avascent. “There's a lot of activity happening and several DoD new starts happening nearly all at once.” That inflection point is partly the result of improved autonomy and navigation opening up opportunities, Pavluk said. But there is also a desire to see how these systems can transition from sole-mission capabilities, such as explosive ordnance disposal, to multi-mission systems capable of doing ISR, EW and communications. According to a report from the Center for the Study of the Drone at Bard College, total spending for ground drones in FY19 was set at $429 million, of which only $86 million is for procurement — DoD planned to buy 134 new systems during the fiscal year — and the rest for research and development. That pales in comparison to the $6.05 billion the Pentagon planned to spend on UAVs, and half the expected $982 million in naval drones. But that number shows steady growth, doubling in just two years from $212 million in FY17 and $310 million in FY18. And while explosive ordnance disposal systems still represent the biggest spending from the Army in this arena, it will likely be overtaken by programs such as the Army Common Robotic Systems and Robotic Ground System Advanced Technology Development. “The market won't match overall UAS spending levels anytime soon, but it's fast growing, and there's opportunity for the taking,” Pavluk said. However, Michael Blades, an analyst with Frost and Sullivan, is more subdued in his predictions. “It's a significant market and it is growing, but not at the levels of sea or air systems, or even counter-drone capabilities,” Blades said. “We will see some unmanned-unmanned teaming between UAS and UGV, but the land market for unmanned will be orders of magnitude smaller than the markets for air and maritime.” From a competition standpoint, Blades sees “the usual suspects” who are already in the market continuing to dominate in the coming years. And internationally, there are only a few players, with the market largely dominated by Israel. Could that change in the future? The international market generally lags behind the U.S. on such capabilities, Pavluk said, but he noted that “other countries will get in on the act, and it doesn't have to be large ones” to try and participate.     By: Tom Kington ROME – Italian firms Leonardo and Fincantieri have announced tighter cooperation on naval systems work to help them build better ships and get ready for an expected Italo-French team-up in warship construction. The two firms said they would relaunch Orizzonte Sistemi Navali, an existing joint venture between them, to develop naval combat systems. Leonardo, which holds 49 percent of the joint venture, has long supplied radars, guns and systems to ships built by shipyard Fincantieri, which holds a majority 51 percent stake. OSN was created in 2002 to integrate the work of the two firms on Italy's Horizon frigates, Cavour carrier and FREMM frigates, but was not used for the more recent construction of Italy's new PPA frigates. In its new form, OSN will “assume responsibility for the development of the combat systems and the definition of subsystem requirements and individual components' architecture, including the Combat Management System (CMS),” in new vessels, the firms said in a statement. “Fincantieri will act as prime contractor, the single interface to customers and hold responsibility for the warship as a whole (Whole Warship Design Authority), therefore in charge, on behalf of OSN, of the architecture of the ship system concerning both the platform and the combat system. Leonardo will be the preferred partner for the Combat Management System and the equipment and systems of the ship,” the statement reads. An Italian industrial source said the deal was designed to make systems integration more central to shipbuilding by the two firms. “Until now a lot of work on integration took place during the ship building process. Now, integration should happen earlier in the process,” the source said.     Air Force hopes to train 1,500 new pilots each year by 2022 to help solve shortage

    By: Stephen Losey The Air Force hopes to be able to train 1,500 new pilots each year by fiscal 2022 as part of its effort to solve its troubling shortage of aviators. Air Force Secretary Heather Wilson said at a Senate Armed Services readiness and management support subcommittee hearing Wednesday that the Air Force trained 1,160 new pilots in fiscal 2017, and expects to train 1,311 in fiscal 2019, before expanding further. The Air Force has taken several steps to try to improve air crew's quality of life and quality of service, and solve problems that might be leading some to choose to leave the Air Force. Wilson highlighted efforts to reduce operating tempos, revitalize squadrons and restore support staffs so air crew can concentrate on flying, as well as generous incentive pay and bonuses. The Air Force is also working on testing a “fly-only” technical track for interested airmen, and giving air crew greater input on assignments. But, Wilson said, “retention efforts alone will not solve the aircrew shortage," leading the Air Force to beef up its training capacity. Increased pilot training capacity could become even more important as the Air Force seeks to increase its number of operational squadrons from 312 to 386 by the end of 2030. Wilson told lawmakers that restoring readiness must be a top priority of the Air Force. The service is focusing on fixing readiness in the 204 operational squadrons that would be most important in a high-end fight. By the end of 2020, she said the Air Force hopes 80 percent of those units will have the right number of properly trained and equipped airmen. And two years after that, Wilson hopes 80 percent of all 312 operational squadrons will be ready. The Air Force has already made significant progress in cutting the maintainer shortage, Wilson said. Two years ago, the Air Force was short 4,000 maintainers, but by December, that gap is expected to be completely eliminated. But the Air Force's work on maintenance isn't done. Wilson said these new, green maintainers must be seasoned until they have enough experience to do more complicated or unsupervised work.     Inflection point: Army wrestles to strike balance between current and future capability

    WASHINGTON — The Army is at an inflection point. It's a statement its top leaders have acknowledged countless times in recent months as they have made the case to begin major investment in future capability. But to bring online state-of-the-art technology and weapons and equipment that will maintain overmatch against peer adversaries like Russia and China, the Army will need money. Lots of money. And that means, at some point soon, the Army will have to make difficult decisions on how long legacy weapon systems and planned upgrades for those capabilities can — or should — carry the service into the future. It is Army Secretary Mark Esper and Army Chief of Staff Gen. Mark Milley's goal and mandate to have a fully modernized Army that aligns with the service's multidomain operations doctrine by 2028. It logically follows that to get there, much has to happen in the 10 years between now and then. The Army wants longer-range fires, new combat vehicles and tanks, two new helicopters, highly capable autonomous vehicles and aircraft, a robust and resilient network tying together everything on the battlefield, a layered and more advanced air-and-missile defense capability and more lethal systems for warfighters. These capabilities all fall under the Army's top six modernization priorities, which the service laid out a year ago in an overarching modernization strategy. The Army then stood up Army Futures Command — a new four-star command — that will focus on rapidly bringing online modernized equipment and weapons that fit under the top six priorities. And it put a general officer in charge of a cross-functional team for each priority to advance prototypes and technology development.     US Army triggers start of possible ground mobility vehicle competition after long delay

    By: Jen Judson WASHINGTON — The Army seemed geared toward holding a rapid competition to buy a Ground Mobility Vehicle in 2016, but the plan was delayed without much explanation in favor of buying an interim vehicle already in use by special operations forces. Buying the GMV was a top priority following the fall 2015 release of the Army's Combat Vehicle Modernization Strategy, which called for such a vehicle in future and current operations. After a competition never materialized, however, rumors began to swirl that the Army may decide to buy more of the U.S. Special Operations Command's GMV — General Dynamics Ordnance and Tactical Systems' Flyer 72 — even after the service had spent several years prior testing a wide variety of commercial off-the-shelf options. But Congress spurred the effort in its fiscal 2018 defense policy bill, mandating the Army hold a competition and move forward with a program. The Program Executive Office Combat Support and Combat Service Support's product lead for the GMV has quietly stated on its website that the Army plans to pursue a competition for the GMV — calling it an Infantry Squad Vehicle — as a formal program of record. The office states that it is projected to enter into a production contract in fiscal 2020 to procure 2,000 vehicles, roughly a year later than originally planned. The Army took a big step forward on Sept. 24, releasing a market survey to industry, via the Federal Business Opportunities website, soliciting offerings for an Infantry Squad Vehicle. The notice states the service is looking for a vehicle that provides mobility for a nine-soldier infantry squad as well as its associated equipment to “move around the close battle area.” The vehicle should be lightweight, highly mobile and transportable “by all means” to include CH-47 Chinook cargo helicopters, UH-60 Black Hawk utility helicopters and by Low Velocity Air Drop. Responses to the solicitation are due on Oct. 26. While the Army has already bought quantities of the SOCOM vehicle for five airborne infantry brigade combat teams, other companies have continued to wait in the wings for the possibility to compete. And the pool of readily available ultralight vehicles is deep. In addition to GD's Flyer, these vehicles all participated in vehicle demonstrations at Fort Bragg, North Carolina, in 2014: Boeing-MSI Defense's Phantom Badger. Polaris Defense's air-transportable off-road combat vehicle DAGOR. Hendrick Dynamics' Commando Jeep. Vyper Adamas' Viper. Lockheed Martin's High Versatility Tactical Vehicle, which is a version of the British Army's HMT-400 Jackal. The Army launched its new-start GMV program in 2017 as planned, based off the service's new combat vehicle modernization strategy released in 2016, which called for the capability. The Army planned to reach a full-rate production decision on a vehicle by the end of FY19. But then it decided to split GMV procurement into two phases in the FY18 budget request and, in the first phase, planned to exclusively buy 295 of GD's Flyers through a previously awarded contract with U.S. Special Operations Command. The second phase would open up into a competition to build 1,700 more GMVs.     By: Jen Judson WASHINGTON — The Army is expected to make a decision by the end of the year on which companies will build prototype vehicles as part of its light tank competition. The requirement for a Mobile Protected Firepower vehicle to provide infantry brigade combat teams a protected, long-range, cyber-resilient, precision, direct-fire capability for early or forcible entry operations was first laid out in the Army's combat vehicle modernization strategy released in October 2015. The Army is looking to rapidly procure this capability by turning to commercial off-the-shelf technology rather than spend years developing it. Several competitors submitted offerings to the competition in late February in the hopes that they are selected to build 12 prototypes that will be demonstrated and evaluated — and that will ultimately lead to the service selecting a winner to go into production. The low-rate initial production plans are for roughly 54 vehicles — 26 to start, with an option to build 28 more, as well as retrofitting eight of the prototype vehicles. The first unit equipped is planned for 2025. If selected, the contractors have 14 months to deliver MPF prototypes to the Army. A final request for proposals will likely come out in late October or November, and the service will make a decision shortly thereafter. SAIC partnered with Singapore's ST Kinetics and Belgium-based CMI Defense; BAE Systems and General Dynamics Land Systems all submitted written proposals, vehicles and armor coupons for testing. The SAIC team integrated CMI's Cockeril 3105 turret on an ST Kinetics next-generation armored fighting vehicle chassis as its offering. BAE Systems is offering an M8 Buford Armored Gun System with new capabilities and modernized components. GD submitted an offering that combines a version of its latest Abrams turret with a chassis that leverages experience from the United Kingdom's AJAX program. “We have additional new and proven technologies to meet MPF specific requirements,” a GD spokesperson said. The Army has already moved through its testing and evaluation ahead of a decision later this year. Vehicle bid samples were tested to evaluate mobility and firepower performance, and the armor coupons were tested to evaluate protection performance. According to Jim Scanlon, senior vice president and general manager of SAIC's defense systems group, the company did both pre-validation and follow-on testing of its vehicle offering before and after the Army's own evaluation period. The company has brought the vehicle to the Association of the United States Army's annual conference. If selected, SAIC plans to perform final integration work in its Charleston, South Carolina, facility, with the other companies in the team building their contributions in their own facilities. However, Scanlon said, the company is working to come up with ways to do more and more of the production work in the United States, and both companies involved are on board and see moving some work into the country as a necessary investment as big combat vehicle programs gain traction. All options are being considered, Scanlon said. BAE plans to build its EMD prototypes within its manufacturing network including York, Pennsylvania, Aiken, South Carolina, Anniston, Alabama and Sterling Heights, Michigan, according to the company's MPF capture lead Greg Mole. GD said it would not release build locations for the vehicles at this time.
