Swiss seek package deal of ground-based weapons, combat aircraft

COLOGNE, Germany — The Swiss government plans to make the integration of combat aircraft and ground-based air defense assets a key benchmark in its planned $8 billion Air 2030 program, according to officials.

Program leaders disclosed the desire for a high degree of interplay between the two competing missile-defense offers and four possible aircraft types during a news conference in the capital Bern earlier this month. The comments reveal a new front in the selection criteria for one of Europe's most prized defense acquisitions, where the air and ground portions had always existed as separate tracks.

Fear of fratricide in Switzerland's small and crowded airspace is one of two key factors driving the need for close integration between ground and aerial assets, said Swiss Air Force Col. Marco Forrer. Given the country's alpine terrain and the requirement to hit targets more than 50 kilometers away and over 12 kilometers high, official are concerned about erroneously downing civilian planes, he said.

“That's why BodLuv has to be integrated into the Air Force operational picture and command-and-control network,” Forrer said, referring to the German-language acronym for the ground-based program Bodengestützte Luftverteidigung.

Forrer added that a high level of integration also is crucial to keeping costs down, enabling air defenders to engage targets with greater precision and — hopefully — fewer misses.

Of the total Air 2030 program, $6 billion is slated for a new fleet of aircraft, while $2 billion is budgeted for ground-based defenses.

In the aerial segment, the planes in play are the Airbus Eurofighter Typhoon, the Lockheed Martin F-35, Dassault's Rafale and Boeing's F-18 Super Hornet.

In the ground segment, Swiss officials are left with choosing between Raytheon's Patriot and the SAMP-T system, which is made by an MBDA-Thales consortium called Eurosam. Israel's Rafael, which was also invited to bid with its David's Sling system, never responded to the invitation, presumably following pressure by the Israeli or American governments to stay out of the race.

Swiss officials have complained that they never got a straight answer explaining Rafael's abstention, and the company's non-response has left them worried about the losing an element of competition in the race that could make for lower costs.

“It can have a negative impact on the competitive situation,” said Christian Catrina, who oversees Air 2030 at Switzerland's defense ministry. “We will never know if so and how strongly. We would have appreciated having three contenders.”

Following a similar wave of aircraft tests in Switzerland over the spring and early summer, evaluations of the two ground-based systems, namely regarding their radar sensors, began this month. First up is the Patriot system with a two-week test, which will end Aug. 30; SAMP-T is next, beginning Sept. 16.

The tests will take place at an army range near Menzingen, central Switzerland, where the Swiss operated the Bloodhound weapon system until its retirement in the late 1990s.

    US considers new ways to detect and track enemy missiles

    By: Robert Burns, The Associated Press WASHINGTON — The Trump administration is considering ways to expand U.S. homeland and overseas defenses against a potential missile attack, possibly adding a layer of satellites in space to detect and track hostile targets. Details on how far the administration intends to press this in a largely supportive Congress are expected to be revealed when the Pentagon releases results of a missile defense review as early as Thursday. The release was postponed last year for unexplained reasons, though it came as President Donald Trump was trying to persuade North Korea to give up its nuclear weapons. A review might have complicated the talks. The Trump approach is expected to include emphasis on stopping missiles either before they are launched or in the first few minutes of flight when their booster engines are still burning. Congress already has directed the Pentagon to push harder on this "boost-phase" approach, which might include the use of drones armed with lasers. Any expansion of the scope and cost of missile defenses would compete with other defense priorities, including the billions of extra dollars the Trump administration has committed to spending on a new generation of nuclear weapons. An expansion also would have important implications for American diplomacy, given longstanding Russian hostility to even the most rudimentary U.S. missile defenses and China's worry that longer-range U.S. missile defenses in Asia could undermine Chinese national security. Senior administration officials have signaled their interest in developing and deploying more effective means of detecting and tracking missiles with a constellation of satellites in space that can, for example, use advanced sensors to follow the full path of a hostile missile so that an anti-missile weapon can be directed into its flight path. Space-based sensor networks would allow the U.S. to deal with more sophisticated threats such as hypersonic missiles. "I think that makes a lot of sense," said Frank Rose, a former Pentagon and State Department official and now a senior fellow for security and strategy at the Brookings Institution. "This could make a real improvement in our missile defense capabilities." Current U.S. missile defense weapons are based on land and aboard ships. Republican presidents starting with Ronald Reagan, who proposed a "Star Wars" system of anti-missile weapons in space, have been more enthusiastic about missile defense than Democrats. In recent years, however, both parties have argued that better defenses are needed, if only against emerging nuclear powers such as North Korea. Trump's detailed views on this are not well-known. The national security strategy he unveiled in December 2017 called "enhanced" missile defense a priority, but it also said it was not intended to disrupt strategic relationships with Russia or China, whose missile arsenals the U.S. sees as the greatest potential threat. John Rood, the undersecretary of defense for policy, said last year that a space-based layer of missile-tracking sensors would not mark a big shift in American policy or as a security threat to others like Russia or China. "It watches, it detects what others are doing. I don't regard it as a provocative act to observe the missile flights of missiles that are potentially threatening to the United States," Rood said in September. "I don't think having a sensor capability is a sea change for the United States," he added, without stating directly that the Trump administration will pursue this. Such a system is different than the more provocative idea of putting missile interceptors aboard satellites in space, which is not expected to be part of the Trump strategy. Congress has ordered the Pentagon to study it and some senior Pentagon officials have said recently that space-based interceptors are feasible and affordable. However, Rood in September strongly suggested that that Pentagon is not ready to move ahead with that. "Those are bridges yet to be crossed, some time away," he said.     Britain unveils new operating concept for a ‘fundamental transformation in the military’

    Andrew Chuter LONDON — The British military and government must “fundamentally change” the way they counter the political and military ambitions of authoritarian rivals, or risk being overwhelmed, warned the country's top soldier. Gen. Nick Carter's speech at the Policy Exchange think tank Sept. 30 coincided with the publication of Britain's new “Integrated Operating Concept.” The chief of the Defence Staff said key changes backed by the concept include improved integration of effort across government and with allies, equipment modernization, and constant competition with adversaries below the threshold of war. The concept says the strategy rethink “represents the most significant change in UK military thought in several generations. It will lead to a fundamental transformation in the military instrument and the way it is used.” Carter said one of the “big ideas” in the operational concept was that it makes a distinction between “operating” and “war fighting." “In an era of persistent competition, our deterrent posture needs to be more dynamically managed and modulated. This concept therefore introduces a fifth 'C' — that of competition — to the traditional deterrence model of comprehension, credibility, capability and communication,” he said. “This recognizes the need to compete below the threshold of war in order to deter war, and to prevent one's adversaries from achieving their objectives in fait accompli strategies, as we have seen in the Crimea, Ukraine, Libya and further afield. “Competing involves a campaign posture that includes continuous operating on our terms and in places of our choosing. Carter also identified the nature of the growing threat driving Britain to rethink its strategy. “Our authoritarian rivals see the strategic context as a continuous struggle in which nonmilitary and military instruments are used unconstrained by any distinction between peace and war. These regimes believe that they are already engaged in an intense form of conflict that is predominantly political rather than kinetic,” he said. “Their way of warfare is strategic, it is synchronized and systematic, and our response must be too.” The new concept comes ahead of the government's Integrated Defence Review, expected in the second half of November. The review is planned to bring together British policy thinking across defense, security, foreign policy and overseas development spending. Government ministers and advisers previously signaled the review would see the military effort pivot away from conventional military capabilities and move toward a greater focus on space, cyberspace and artificial intelligence. Carter's speech and the new strategy document are the best evidence to date of where the government's plan for change is heading. “We must chart a direction of travel from an industrial age of platforms to an information age of systems,” Carter said. “Some industrial-age capabilities will increasingly have to meet their sunset to create the space for capabilities needed for sunrise. The trick is how you find a path through the night. We know this will require us to embrace combinations of information-centric technologies. But predicting these combinations will be challenging." The concept identified some capabilities it expects will be in demand in the future, including smaller and faster capabilities to avoid detection; trading reduced physical protection for increased mobility; an increasing dependence on electronic warfare; stealth technology; and evermore sophisticated networks of systems. Carter made no mention of how the cash-strapped country will find the resources for a strategy rethink that requires substantial spending in sectors like space and cyberspace. Analysts here reckon the early disuse of conventional capabilities, like much of the main battle tank force, may be one way of balancing the books. Last week, the Ministry of Defence confirmed it is considering cutting an order to buy five Boeing Wedgetail command-and-control aircraft to three platforms as part of its cost-cutting effort. Completion of the new aircraft expected around 2030. The new operating concept document said it's impossible to immediately abandon the current force structure and create a bespoke one from scratch, noting that important operations must continue and that legacy programs and platforms should retain utility.     DSEI: Shoot and scoot: Industry answers call for more mobile firepower

    By: Jen Judson LONDON — As the U.S. military and its European allies look to counter Russian capabilities observed against Ukraine in Crimea, countries are looking to move away from towed artillery systems to highly mobile mortar systems that pack a punch at greater range. The exposition floor at DSEI, a large defense trade show in London, was littered with examples of mobile mortar systems that are answering the call. “We're seeing the emergence of mobile mortars now due to changing threats and environments,” James Tinsley, a managing director at Avascent, told Defense News at the show. “Where U.S. and allied operations in Afghanistan and Iraq used largely static mortar and artillery emplacements at Forward Operating Bases, these sites are easily fixed, targeted and destroyed by more advanced conventional adversaries,” Tinsley said. “Those adversaries use unmanned aerial vehicles, electronic intelligence and counter-battery radars to quickly target and counter-fire on vulnerable artillery positions.” Militaries have increased their focus on mobile artillery solutions, as a result, Tinsley said, to include self-propelled howitzer being recapitalized with new systems like the Paladin M1299 Extended Range Cannon Artillery, Hanwha's K9, BAE Systems' Archer 155mm howitzer to name a few. And there's an effort to extend the range of rounds like the Nammo ramjet capability. Hammer of Thor BAE Systems showcased its CV90 Mjölner variant — Hammer of Thor — with a 120mm mortar system, which is about to be delivered to the Swedish Army after completing qualifications. The company is seeing a genuine requirement from customers because they are seeing the threat and so the company believes its system fits the bill due to its simplicity for the operator. Swedish Armed Forces Colour Sergeant Joakim Kylstad, a development officer at the Land Warfare Centre, said the system brings an increase in mobility and speed of firing and it can keep up with main battle tanks. The ability to shoot and move out of the way before an enemy can detect and return fire is critical, he added. And the 120mm's firepower and range are more effective than an 81mm mortar, Kylstad said. While this variant was specifically designed for the Swedish Army, there are a number of other countries interested in the platform, Dan Lindell, BAE Systems' director of combat vehicles in Sweden, said. The company has sent information on both the Mjölner variant and an advanced mortar system to the United States, but the two have very different price points, Lindell noted. The vehicle was delivered in record time to the Swedes. BAE fired the first shot from the variant just two-and-a-half months after signing a contract in December two years ago. BAE also brought its Archer system on an 8x8 truck. The system carries 21 rounds and can be fired in two-and-a-half minutes. Also packing a punch, Finnish defense company Patria displayed a 120mm Nemo turret on its 6x6 armored wheeled vehicle. While not integrated onto a vehicle at the show, German defense company Rheinmetall brought its 120mm Ragnarok mortar combat system intended for integration into combat vehicles. Downsizing But even smaller vehicles came to the show with mortar systems highlighting easy setup and high mobility. AM General's booth had one vehicle - a HMMWV with a Hawkeye 105mm mobile weapon system using a standard M20 cannon installed with a soft recoil capability. The company has been working with Mandus Group on refining and integrating the Hawkeye system to the humvee. The only parts different from what is already in the U.S. Army inventory is the gun system's cradle and the recoil mechanism, Nguyen Trinh, company executive vice president of International Defense, told Defense News. The 105mm system can be found on Korean and South African vehicles, but it's installed on huge 6x6 trucks. Yet, AM General installed the gun without making any modifications to the humvee besides adding stabilizer legs to adjust to uneven ground. In a recent demonstration, an experienced artillery crew at Fort Campbell, Kentucky, showed the benefits of a system installed on a humvee versus a towed M119. Compared to the four minutes and 41 seconds an artillery crew of seven took to set up and first fire the system, the four person crew using the HMMWV Hawkeye system fired its first shot in one minute and 54 seconds after spending a day-and-a-half training to use it, Trinh said. In emergency situations, a two-person crew can set up and deploy the weapon. Additionally, the system can fire 24 rounds within three minutes from the time the vehicle stops, and by the time a counter-battery radar has time to find the system, it's already moving to its next firing position, he added. And towed-artillery crews can normally only break down and set up the system several times before it becomes physically exhausting. But the mobility and ease of use of the Hawkeye humvee system means the crew can keep going longer. The AM General system can also shoot in 360 degrees and is the only company worldwide with this capability. The rest of the systems out there can shoot in a forward-facing “wedge.” One of the U.S. Army's priorities is to increase protective mobile fire capability because of the threats observed by Russia on the battlefield in Ukraine, and the Army is evaluating systems including AM General's system. “Mobile, self-protected howitzers we believe are the future, not only in the Army but internationally,” Trinh said. Ditching towed systems The U.S. Army has recently completed an Army Requirements Oversight Council review on mobile, self-propelled artillery and language on the way forward is expected soon. The United Kingdom is also looking at the same thing seriously and has requirements for a 155mm system. But “I would say any country that has towed systems today and that really understands the survivability challenges of towed systems are looking in general terms at self-propelled systems,” Trinh noted. While not at the show, the company also has a 155mm system called Brutus on an FMTV chassis. The system doesn't just have to go on a humvee or FMTV either, Trinh said, but any vehicle in a country's inventory. Also taking up less of a footprint was British company Supacat's High Mobility Integrated Fires Capability with an 81mm mortar system on the back. The U.S. Army has several programs that increase the mobility of 120mm mortar systems from the Future Indirect Fire Turret (FIFT) program, the Armored Multipurpose Vehicle (AMPV) and work within the Next-Generation Combat Vehicle program. Several options are being demonstrated to the Army with Stryker for the FIFT program, with a target of installing on AMPV or the future Optionally Manned Fighting Vehicle. “Mortars offer significant firepower in lighter weight systems than self propelled howitzers, albeit at lower ranges. But they are a highly effective complement to other systems,” Tinsley noted. Most self-propelled mortars today are mounted in the hull of vehicles like AMPV or the Stryker combat vehicle. “These can be effective but they are slower to bring to bear, have an open roof, which is vulnerable to counter-fire and require a heavier vehicle to handle recoil or an expensive and complex recoil system,” Tinsley said. So turret-mounted systems are “coming into vogue now,” he said. “They offer high rates of fire, maintain crew protection and tightly integrate fire control or indirect and direct fire missions. Some have automatic loaders and other automation to drive even higher rates of fire.” The Army was moving in this direction back in the days of Future Combat Systems, but the program was cancelled with the rest of the program.
