L'aéronautique militaire sera-t-elle la planche de salut des sous-traitants mis en grande difficulté par la crise du secteur aérien ? À l'occasion de la présentation du volet Défense du projet de loi de finances 2021, la ministre des Armées Florence Parly a annoncé de nouvelles commandes, soit 12 Rafale au profit de l'armée de l'air et 10 hélicoptères NH90 pour les forces spéciales.

La commande des Rafale va apporter un ballon d'oxygène à l'ensemble du tissu industriel mobilisé pour l'appareil de combat tricolore, soit 7 000 salariés répartis dans 500 entreprises en France. L'achat des hélicoptères va soutenir l'activité d'Airbus, de Thales et de Safran et de leurs sous-traitants.

Dès juin, Florence Parly avait endossé l'uniforme de bon soldat du plan de soutien à la filière aéronautique. "Soutenir l'industrie aéronautique, c'est épauler la remontée en puissance de l'économie française tout entière", avait-elle déclaré. Les armées avaient accéléré leurs achats pour un montant de 600 millions d'euros. De quoi sauvegarder plus de 1 200 emplois pendant trois ans sur l'ensemble du territoire.

Faut-il y voir aussi un juste retour des choses ? L'effort de la nation pour ses armées est des plus significatifs. Après quatre années de forte augmentation, le budget de la Défense va culminer à 39,2 milliards d'euros en 2021, soit 7 milliards de plus qu'en 2017 !

    To maintain tech edge, US seeks export controls on AI

Atherton In just two words, the phrase “artificial intelligence” captures a deep techno-utopian promise, the notion that through craftsmanship humans can create learning and thinking machines outside the processes of organic life. AI is typically the realm of technologists and science fiction writers. Now it is also in the world of export controls prohibitions and restrictions on technologies as overseen by the Department of Commerce. In a proposed rule announced Nov. 19, the Bureau of Industry and Security wants to set out guidelines establishing “criteria for identifying emerging technologies that are essential to U.S. national security.” The stated goals of such controls are tied to both security and protectionism for existing American industry, especially the science, technology, engineering and manufacturing sectors. The proposed rules encompass 14 technologies, covering brain-computer interfaces to advanced surveillance technology. Nestled in that list of technologies is “artificial intelligence (AI) and machine learning technology,” which is further broken into 11 related tools. Here is a list of all the kinds of AI that the new rules seek to put under Commerce export controls: Neural networks and deep learning (e.g., brain modelling, time series prediction, classification) Evolution and genetic computation (e.g., genetic algorithms, genetic programming) Reinforcement learning Computer vision (e.g., object recognition, image understanding) Expert systems (e.g., decision support systems, teaching systems) Speech and audio processing (e.g., speech recognition and production) Natural language processing ( e.g., machine translation) Planning (e.g., scheduling, game playing) Audio and video manipulation technologies (e.g., voice cloning, deepfakes) AI cloud technologies AI chipsets Several of these are as much mathematical concepts, or processes, as they are distinct, controllable technologies. Others, like AI cloud technologies, suggest always-online servers, which by the very nature of the internet, are difficult to control within borders. Tackling an entire technological field, especially one with as low a barrier to entry as coding, is a tricky proposition, even in the instances where the technology is clearly defined. Why might the White House go through all this trouble? “These revisions could compose an important element of a strategy of targeted countermeasures against the near-term threat posed by China's tactics for tech transfer and the long-term challenge of China's emergence as a powerhouse in innovation,” said Elsa B. Kania, adjunct fellow at the Center for New American Security. “However, the revision of this traditional mechanism for today's challenges is inherently challenging, particularly when development is driven by commercial technologies.” Unlike, say, controlling the components and designs of missiles in the Cold War, many of the technologies covered under these proposed rules have both commercial and military applications. We need not look abroad to find this. Project Maven, the tool Google created to process images collected from drones, was built on top of an open-source library. Identifying objects in images is hardly a military-specific task. Should companies within the United States be restricted in how they create, sell and share those same tools with researchers and commercial companies outside American borders? “China's national strategy of military-civil fusion, which seeks to create and leverage synergies among defense, academic, and commercial technological developments in dual-use technologies, increases the ambiguity and uncertainty of tech transfer and collaboration,” Kania said. “That is, the boundaries between defense and commercial technologies can become quite blurred as a result of the nature of these technologies and the Chinese government's strategy for their integrated development.” Putting in place controls to hinder the free flow of AI between American companies and businesses abroad may mitigate that risk somewhat, but countries set on acquiring the tools can pursue research by other means, including technology transfers, espionage, theft through hacking, or even straightforward investment and acquisition. Staying ahead in artificial intelligence likely cannot be done through commerce restrictions alone. “The U.S. must recognize that such controls may slow and hinder China's advances in these emerging technologies, but China's emergence as a powerhouse and would-be superpower in such emerging technologies will remain a critical long-term challenge,” Kania said. “We must not only pursue such defensive countermeasures, but also undertake a more offensive approach to ensuring future American competitiveness through investing in our own innovation ecosystem.” https://www.c4isrnet.com/it-networks/2018/11/20/to-maintain-tech-edge-us-seeks-export-controls-on-ai

    US Air Force gets ready for decision on commercial aerial-refueling services

    By: Valerie Insinna ORLANDO, Fla. — The U.S. Air Force will know by the end of this month whether it will kick-start a competition for aerial-refueling services, the head of Air Mobility Command told Defense News. The service is in the final stages of a feasibility study that is evaluating whether the Air Force should buy commercial tanking services to support day-to-day needs for training and testing, said Gen. Maryanne Miller in an exclusive Feb. 28 interview. “The interest is high on the commercial side. The commercial companies who are considering this are really waiting to see the feasibility study, which will be completed in March,” she said. “The interest is high on the outside. I talked to a few vendors yesterday that was asking me when the study is going to be done. We're all waiting for that.” The study will help the Air Force determine whether it is cost-effective to use commercial aerial-refueling services as well as help set parameters on how a contract could be structured. However, Miller said, industry-operated tankers would not conduct combat or other overseas operations, and instead would be used exclusively for tasks in the continental United States such as augmenting training or for test and evaluation missions that AMC does not always have the capacity to fill. AMC believes its requirement will amount to about 6,000 hours per year, although the study could influence that number. Currently 14 companies have indicated interest in competing for the opportunity, she said. If the service decides to move forward with a competition, it believes it will be able to move from a contract award to an initial operating capability using a few aircraft in about a year, Miller said. “I love the idea. I hope the feasibility proves positive for us. That way we can get our requirements out there, we can start receiving proposals and then work that process as defined. We're optimistic,” she said. “That would be exciting to relieve some of the tension and stress on our force.” Getting Congress to agree to fund aerial-refueling services could be a hard sell, especially as the service considers paring back some of its own capacity. To free up funds for other priorities, the Air Force proposed retiring 16 KC-10s and 13 KC-135s in fiscal 2021. However, the idea has come under fire from U.S. Transportation Command — which has sought funds to buy back 23 of those tankers — as well as lawmakers who question whether the Air Force would be taking on too much near-term risk. But Miller contended that having the flexibility of commercial aerial-refueling services could relieve pressures on the military's own tankers, filling the gap for U.S. missions when there is high demand abroad. “It really just relieves and fills that market of the service missions we just don't get to today. Some of that is readiness-related,” she said.     Saab delivers virtual Gripen E program update

    by Chris Thatcher The Saab Gripen E test program has surpassed 300 flight hours and the company is preparing to deliver production aircraft to the Swedish Air Force in 2020. “We are proceeding according to plan and are delivering according to our customers' expectations,” Eddy de la Motte, the head of Saab's Gripen E/F business unit, told webinar viewers during a briefing on Mar. 26. The annual update on the Gripen program was moved to an online forum in response to the coronavirus pandemic. Although Sweden has for now adopted a notably different approach to addressing the spread of COVID-19 than its neighbours – most businesses remain open – defence and aerospace journalists and other interested attendees were confined to virtual participation. “Saab is not one of those companies that is feeling immediate consequences because of the situation given a large order backlog and the business model that we use,” said Ellen Molin, head of Business Area Support Services. “We are doing everything we can to work on development and production.” The Gripen E is among three fighter jets contending to replace the Royal Canadian Air Force fleet of CF-188 Hornets. The others are the Lockheed Martin F-35A Lightning II and the Block III Boeing FA-18E/F Super Hornet. The Gripen E is the only one not yet in service. The briefing was an opportunity for Saab to highlight the progress of the flight test program and forthcoming deliveries to the first customers, Sweden and Brazil. The test program now includes six aircraft and will be expanding to two sites this year involving test pilots from Saab, the Swedish defence materiel administration, and the Swedish Air Force. The accelerated test and verification program will be “more efficient,” said de la Motte. “We are now shifting focus to more testing on the tactical systems and the sensors.” Saab had high expectations for the Gripen E's enhanced fused sensor suite and decision-support capabilities before flight testing began, he said. But the Active Electronically-Scanned Array (AESA) radar, passive infrared search and track (IRST) sensor, tailored datalink and multi-function electronic warfare (EW) system “are preforming better than expected.” Testing has also included an electronic jammer pod to complement the internal active EW system, flights with the MBDA Meteor beyond-visual-range air-to-air missile, and firing of the short-range IRIS-T air-to-air missile. The first production aircraft rolled off the line in Linköping, Sweden earlier this year, and the second and third will be delivered to Sweden later in 2020. Among other milestones, Saab turned over the first test aircraft to the Brazilian Air Force in August 2019. Its arrival in Brazil is scheduled for the end of 2020. Brazil has ordered 36 jets, 28 in the single-seat E variant and eight in the two-seat F model. In advance of the Brazilian flight test program and the launch of a Gripen flight test centre in Brazil, Saab has transferred aircraft intellectual property and knowledge to hundreds of Brazilian technicians, test engineers and pilots at its production facility in Linköping. Furthermore, the Gripen Design and Development Centre in Brazil has cut the first metal on the F-model two seat variant, to be delivered in 2023. Saab is also hoping to expand its customer base as the Gripen E enters service. In February, the company demonstrated two of its test aircraft at Pirkkala Air Base in southern Finland as part of the HX Challenge, the first stage of a capability assessment of five aircraft vying to replace the Finnish Air Force fleet of F/A-18 C and D Hornets. The Gripen is up against the Eurofighter Typhoon, Dassault Rafale, Lockheed Martin F-35A and Boeing F/A-18 Super Hornet. The two aircraft were demonstrated alongside a Saab GlobalEye airborne early warning and control platform, a multi-role air, maritime and ground surveillance system based on the Bombardier Global 6000/6500 jet. As part of a package with Finland, Saab is proposing to transfer intellectual property to operate maintenance, repair and overhaul facilities, spares production, final assembly and a development and sustainment centre. “We fully understand the needs of national security and the ability to control critical technology,” said de la Motte. A similar offer is likely to be part of Saab's pitch to Canada when the request for proposals closes on June 30. In March, the company announced a “Gripen for Canada Team” that includes IMP Aerospace & Defence, CAE, Peraton Canada and GE Aviation. De la Motte said the proposal for 88 Gripen E jets would include “high skilled jobs” as well as aircraft and systems built by Canadians. Both de la Motte and Molin emphasized the “smart and cost-efficient support concept inherent in the aircraft design” that now includes the ability to 3D print spare parts for battle damage repair in a forward hangar to allow grounded aircraft to return to a main operating base. That efficiency was underscored by Col Torgny Fälthammar, head of the Gripen program for the Air Staff of the Swedish Air Force (SAF). A former Saab 37 Viggen and Gripen C fighter pilot, he noted the SAF “operates in a domain where the time to react is sometimes very short – the aircraft and systems we face have a very high velocity.” Since Sweden can't field superior numbers, “we have to strive for the best balance between technology, competence and tactics, and having the relevant numbers... [and] we believe we have found that in the Gripen system.” The Gripen E will introduce “high tech, state-of-the-art systems,” he added.
