Quand l'armée française vole au secours de l'aéronautique

L'aéronautique militaire sera-t-elle la planche de salut des sous-traitants mis en grande difficulté par la crise du secteur aérien ? À l'occasion de la présentation du volet Défense du projet de loi de finances 2021, la ministre des Armées Florence Parly a annoncé de nouvelles commandes, soit 12 Rafale au profit de l'armée de l'air et 10 hélicoptères NH90 pour les forces spéciales.

La commande des Rafale va apporter un ballon d'oxygène à l'ensemble du tissu industriel mobilisé pour l'appareil de combat tricolore, soit 7 000 salariés répartis dans 500 entreprises en France. L'achat des hélicoptères va soutenir l'activité d'Airbus, de Thales et de Safran et de leurs sous-traitants.

Dès juin, Florence Parly avait endossé l'uniforme de bon soldat du plan de soutien à la filière aéronautique. "Soutenir l'industrie aéronautique, c'est épauler la remontée en puissance de l'économie française tout entière", avait-elle déclaré. Les armées avaient accéléré leurs achats pour un montant de 600 millions d'euros. De quoi sauvegarder plus de 1 200 emplois pendant trois ans sur l'ensemble du territoire.

Faut-il y voir aussi un juste retour des choses ? L'effort de la nation pour ses armées est des plus significatifs. Après quatre années de forte augmentation, le budget de la Défense va culminer à 39,2 milliards d'euros en 2021, soit 7 milliards de plus qu'en 2017 !

    Top US Air Force general hopes for major KC-46 fix by March

    By: Valerie Insinna WASHINGTON — After more than a year of deliberations, the U.S. Air Force is hoping to have a fix in hand for the KC-46 tanker's most critical technical problem by the end of March, the service's top general told Defense News in an exclusive interview. The hope is for the Air Force and Boeing to sign off next month on a finalized design for the KC-46's Remote Vision System, or RVS — a series of cameras and sensors that allow its users to steer the aircraft's boom into a plane for aerial refueling. “The fact [is] that we're in negotiations right now; I can't say anything that would affect those negotiations,” Air Force Chief of Staff Gen. Dave Goldfein said in a Feb. 18 interview. “Here's what I will tell you: They're not stagnant in any way, shape or form. It's a very active dialogue. We're working on getting a serious fix,” he said. “We're looking for a serious fix on the table by the end of March, and we're going to be flying that fix and starting to test it by the end of this summer.” For several years, the KC-46 program has grappled with a critical deficiency involving the RVS, which is manufactured by Rockwell Collins. Under certain lighting conditions, the imagery is difficult to see and sometimes distorted, making it difficult for operators to safely move the boom without scraping the aircraft receiving fuel. Despite ongoing RVS problems, the service and Boeing came to a compromise in late 2018 that would allow the aerospace firm to begin delivering the KC-46 if the company would swallow the cost of fixing the system to the Air Force's specifications. At the time, Boeing and the service agreed on nine performance areas where the Air Force wanted to see improvements, but the parties have been embroiled in debate for months over how to turn those into technical requirements that would allow Boeing engineers to make specific hardware and software changes to the RVS design. The first tanker was delivered in January 2019, but months later in September, Air Mobility Command head Gen. Maryanne Miller said Boeing had made no progress on the RVS and that it would take three to four years before the KC-46 was technically mature enough to deploy. Tensions culminated in January 2020 when Goldfein sent a letter to incoming Boeing CEO Dave Calhoun criticizing the company for “unsatisfactory” progress on the RVS despite having a year to make design changes. “We require your attention and improved focus on the KC-46,” Goldfein wrote in the Jan. 9 letter, which was first obtained by Bloomberg News. “The Air Force continues to accept deliveries of a tanker incapable of performing its primary operational mission.” Calhoun came to the Pentagon for a face-to-face meeting with Goldfein on Jan. 15. According to Goldfein, the meeting went well. “[Calhoun] committed to me in the meeting that the KC-46 was his top priority and he was going to put the talent, the resources and whatever the company needed to do to get it on track, so now I'm holding him to his word,” Goldfein said. “I don't want to go into too many details because we're in a pretty intense negotiation, but I've seen a behavior change,” he added. Goldfein declined to provide examples of specific improvements but said he had seen “a different level of intensity from the leadership at Boeing on getting a serious fix for the KC-46.” In a statement to Defense News, Boeing said it valued its partnership with the Air Force and is committed to delivering a KC-46 that matches the service's expectations. “We're engaged in productive discussions with the Air Force about enhancements for the KC-46 Remote Vision System. We expect those discussions will establish a collaborative plan through which we can improve the aircraft's already robust capabilities,” the company said. Having a finalized RVS fix on the books could be crucial for defending the Air Force's fiscal 2021 budget. The service plans to retire 13 KC-135 and 16 KC-10 tankers in FY21, but Congress has been skeptical of making reductions to the Air Force tanker fleet when demand continues to outpace supply. An agreed-upon fix could also bring some financial relief for Boeing. The Air Force is currently withholding $28 million per aircraft upon delivery of each tanker with the hopes of inducing Boeing to arrive at an RVS fix sooner rather than later. However, officials have said the service would be open to rolling back the amount of money the service withholds if it sees progress. According to the terms of Boeing's fixed-price contract for the KC-46 program, the company is responsible for all costs past the award's $4.9 billion ceiling. Boeing has already eaten more than $3 billion in cost overruns, and the final price of the RVS redesign is still unknown and will likely trigger further penalties. So far, 31 KC-46s out of the 179 planned for purchase have been delivered to the service.     Opinion: Defense Is Unscathed By COVID-19? Think Again.

    John Dowdy May 22, 2020 The rapid onset of the novel coronavirus has wreaked havoc on markets around the world, hitting commercial aviation especially hard as load factors plummet, flights are canceled and suppliers cut production rates and furlough workers. Amid all this disruption, defense manufacturers appear to have been relatively unscathed. But defense has always been a long-cycle business, driven more by annual budgets than daily load factors. And as the bill for rebuilding the global economy mounts, defense budgets are sure to come under pressure. COVID-19 is first and foremost a human tragedy, and its continued spread is still a major concern. But we must solve for both the virus and the economy; the dual imperative of our time is the desire to preserve lives and livelihoods. Both will require substantial resources for public health and for economic rejuvenation. Countries around the world are making massive investments to rebuild battered economies, putting out more than $11 trillion in the last 2.5 months, with more sure to follow. In the U.S., Congress passed the $2.2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act at the end of March, bringing the total stimulus thus far to $3 trillion, which could push the fiscal 2020 budget deficit to a record $3.8 trillion, an eye-watering 18.7% of the country's GDP. Other countries have passed similar aid packages, leading to soaring debt levels around the world. And more may well be necessary: The House has passed proposals for another $3 trillion in aid, although the bill's fate in the Senate is unclear. Government debt levels are already high, swelling as the global financial crisis of 2008 caused a drop in tax revenues and a rise in social-safety-net payments. And the wave of deleveraging many expected as the recession eased never materialized: From 2008 to mid-2017, global government debt more than doubled, reaching $60 trillion. According to the International Monetary Fund (IMF), this year's increase in public-sector debt has reached 122.4% of gross domestic product (GDP) on average in developed countries. Increased deficits worldwide are likely to put pressure on all discretionary spend, including defense. In the U.S., military spending accounts for 15% of all federal and roughly half of discretionary spending, so defense may come under real pressure. Rep. Ken Calvert of California, the ranking Republican on the House Appropriations defense subcommittee, says defense budgets were strained even before this year's unplanned burst of deficit spending. “There's no question that budgetary pressure will only increase now for all segments of our federal budget, including defense,” Calvert said. Defense Secretary Mark Esper has said he is preparing for future defense budget cuts and that legacy systems may need to be scrapped to pay for more modern forces. South Korea shows early signs of this trend, with leaders recently announcing a shift in resources to disaster relief in response to the pandemic. Money came from education, agriculture, and environmental protection but mostly from defense. This example is particularly significant, given that South Korea is still technically at war, frozen in conflict with its immediate neighbor to the north. Furthermore, South Korea has been more effective than its peers in addressing the pandemic with a swift medical response and widespread testing that allowed the country to reopen its economy faster than other advanced countries. If South Korea is altering its budgetary priorities, others could follow. The coronavirus has already had a massive human cost, resulting in approximately 300,000 deaths, including more than 90,000 Americans, more than were killed in Vietnam, the Gulf War, Iraq and Afghanistan combined. But the financial cost has been even greater. The cost in the US has already exceeded that of all the wars the U.S. has fought over the last 50 years. And if an additional $3 trillion is approved by Congress, the cost will surpass that of World War II. At this point, it is too early to predict how much the defense budget will draw down how quickly. Indeed, the shift might not occur immediately. Broadly speaking, two factors have historically had the most influence on defense spending: threats and affordability. Governments will all calibrate the relative importance of the threats they face against their new economic realities. In keeping with past patterns, countries may give most weight to threats, real or perceived, over the near term. If there are anticipated or ongoing conflicts, their defense budgets will probably increase. Over the longer term, however, economic factors tend to prevail, and governments may set defense budgets in line with their diminished resources.
