    India releases details of new defense budget

    By: Vivek Raghuvanshi NEW DELHI — India on Monday allocated $18.48 billion for weapons procurement in its 2021-2022 defense budget amid an ongoing military standoff with China and financial stress on the national economy due to the coronavirus pandemic. Excluding pensions, the new defense budget totals $49.6 billion, an increase of more than 3 percent from the previous year's $47.98 billion. New capital expenditure of $18.48 billion meant for arms procurement witnessed an increase of about 16 percent from the previous year's $15.91 billion. This is the highest-ever increase in capital outlay for defense in the last 15 years, according to Indian Defence Minister Rajnath Singh. An additional $2.84 billion was spent on emergency arms purchases in the summer of 2020 to deal with the ongoing confrontation with China. The budget's revenue expenditure meant for maintenance of existing weapons, pay and allowances, and recurring expenses is set at $29.02 billion, compared to $28.75 billion in the previous defense budget. Officials in India point to the COVID-19 pandemic as disrupting the economy and thus affecting the government's income and driving spending decisions. Consequently, the defense budget might not be as high as it would've been were there not a pandemic, said Amit Cowshish, a former financial adviser for acquisition at the Ministry of Defence. Cowshish noted that the funds may be inadequate for all the planned acquisitions from abroad and at home to be signed during the upcoming financial year, which begins April 1. Capital expenditure is essentially defense funding meant for fresh arms procurement and existing liabilities from previously conducted defense contracts. Revenue expenditure is defense spending meant for the pay and allowances of military personnel as well as the maintenance of weapons and other existing inventory items. The Army will receive $4.9 billion in capital expenditure, which is an increase of 8.17 percent from the previous year's $4.53 billion. “The service could buy additional military vehicles and upgrade its drones fleet,” a senior Army official said. The service's revenue expenditure is set at $20.37 billion, compared to $20.11 billion in the previous budget. The Navy will receive $4.55 billion in capital expenditure, which is an increase of nearly 22 percent from previous year's $3.73 billion. This could pave the way for the service to buy 10 tactical MQ-9 Reaper drones from General Atomics through the U.S. Foreign Military Sales program, an Indian Navy official said. The revenue expenditure for the Navy is $3.19 billion, which is meant for the maintenance of warships and submarines, compared to $3.13 billion in the previous budget. The Air Force will receive $7.2 billion in capital expenditure, which is a hike of 19 percent from the previous year's $6.05 billion. According to a service official, this will go toward a new contract for 83 homemade LCA MK1A Tejas light combat aircraft, an existing commitment to pay for 36 Rafale fighters from France and five units of S-400 missile defense systems from Russia, among other efforts. The Air Force's revenue expenditure is $4.19 billion, compared to $4.1 billion in the previous budget. About $1.55 billion in capital expenditure will go toward the state-owned Defence Research and Development Organisation for new projects, compared to $1.47 billion in the previous budget. DRDO has also been given a revenue expenditure totaling $1.24 billion, compared to $1.2 billion last year. This year, existing liabilities could eat up to 90 percent of the new capital expenditure, which will impact several new weapons procurement efforts, an MoD official said. But if that high percentage is accurate, according to Cowshish, there must be a lot of equipment already on contract. The military will have to make do with whatever amount is left over for acquiring new systems, he noted. “Capability-building and self-reliance ... are long-term projects, which are not dependent entirely on the budgetary allocation in a particular year.     Dear Canadian Innovators,   On Monday, 19 June, NATO DIANA launched its first three pilot challenges. Applications are now open to world-class innovators who have exceptional ideas to help solve dual-use critical defence and security problems.   DIANA’s Pilot Challenge call focuses on the following three areas:   Energy Resilience:      In an uncertain and changing world, there is an urgent need for more reliable, resilient, and efficient energy solutions – particularly in the aftermath of natural disasters or in conflict zones. Climate change and its consequences will only make that need greater.   For this challenge, DIANA is therefore seeking technology solutions that enable the modular design of microgrids that can meet supply demands reliably. Of interest are technologies and systems that are capable of scaling and that are interoperable with other similar systems; renewable power generation; power storage; hardware and software for adaptive and intelligent power conditioning and management; and technologies for the detection and protection of the physical system and components from malicious cyber-attack.   Download the Problem Statement here    Secure Information Sharing:     By secure information sharing, we typically mean the ability to exchange documents and other static content with others safely, without the risk of interference by malicious actors. However, while protecting document-based information transfer in an office environment is important, it is a simpler task than securing multiple forms of information flow when working in the field or on the move, as is often the case with first-responders, peacekeeping forces and the military.   For this challenge, DIANA is looking for ways of creating a secure and trusted information environment – with the emphasis on live data streams such as those used to provide near real-time video, augmented reality feeds, digital radio and more. Of particular interest are hardware and software solutions that operate over open networks and that can function in ‘austere’ or ‘disadvantaged’ environments.   Download the Problem Statement here    Sensing and Surveillance:     Coastal waters are vital to the economic and security interests of the countries whose borders they touch, and critical to all who rely on them for commerce, transportation, recreation, and food, for example. Yet, even today, our understanding of the undersea environment is limited – not least because many standard methods of observation don’t work well underwater and because the marine environment is difficult to access and to work in for extended periods.   For this challenge, DIANA is seeking components and systems for sensing and information gathering in subsurface coastal zones. Applications of interest might include, but are not limited to, novel techniques and/or advanced capabilities for seafloor mapping, undersea infrastructure monitoring, manmade object and marine-life tracking, climate-change-effects sensing, and patterns-of-life visualisations.   Download the Problem Statement here The call for proposals will be open until 25 August 2023.  In Phase one of the DIANA accelerator program, approximately 30 innovators will receive grant funding of $150,000 CAD/ € 100,000 EUR starting in late 2023. At the end of Phase One, a smaller number of companies will be offered an additional grant of up to $450,000 CAD/ € 300,000 EUR and be invited to participate in Phase Two of the accelerator programme called ‘Scale’. During this second six months, companies will focus on demonstrating their technological solution, developing transition strategies, and working with investors and end users to identify pathways to adoption.     How would NATO respond to a cyberattack?

    By: Martin Banks NATO Secretary General Jens Stoltenberg says “it is time we all woke up to the potential dangers of cyber threats.” Speaking at a conference on cyber crime in Paris May 15, Stoltenberg said, “In the Second World War there was a popular saying, ‘Loose lips sink ships.' Today, it is weak passwords, failing to add software updates, or opening unfamiliar emails. Simple things. But if we get them right, we go a long way to protecting ourselves.” Stoltenberg was speaking at the Ecole Militaire in the French capital on a major conference on NATO's so-called “Cyber Defence Pledge” which, he said, had helped nations to look at their cyber-defences in a more holistic way. NATO countries have faced a series of attacks in recent years. In France, TV-Cinq Monde was taken off air by hackers while Fancy Bear, a group associated with the Kremlin, hacked the main political parties in the United States in what Stoltenberg called “a brazen attempt to influence the 2016 election.” Last year's WannaCry attack forced Renault to halt production at several of its factories and a cyberattack brought hospitals in the UK to a standstill. “The very nature of these attacks is a challenge,” Stoltenberg said. “It is often difficult to know who has attacked you or even if you have been attacked at all. There are many different actors. “Governments, but also criminal gangs, terrorist groups and lone individuals. Nowhere is the ‘Fog of War' thicker than it is in cyberspace,” he said. “If these were hard attacks, using bombs or missiles instead of computer code, they could be considered an act of war. But instead, some are using software to wage a soft-war - a soft-war with very real, and potentially deadly consequences.” In 2014, NATO leaders agreed that a cyberattack could trigger Article 5, meaning that an attack on one ally is treated as an attack on all allies. He added, “I am often asked, ‘under what circumstances would NATO trigger Article 5 in the case of a cyber-attack?' My answer is: we will see. The level of cyberattack that would provoke a response must remain purposefully vague as will the nature of our response. “But it could include diplomatic and economic sanctions, cyber-responses, or even conventional forces, depending on the nature and consequences of the attack.But whatever the response, NATO will continue to follow the principle of restraint. And act in accordance with international law.” In less than two years, almost every ally had upgraded their cyber defences with France leading the way, investing €1.6 billion and employing thousands more cyber experts.
