L3 WESCAM launches smarter imaging and processing technologies

SINGAPORE, February 6, 2018 – L3 WESCAM announced today that it has created smarter, more technologically advanced electro-optical and infrared (EO/IR) systems by incorporating highperforming imaging and processing technologies into its MX™-Series product line. These new technologies will enable MX operators to conduct missions with enhanced image processing and greater visual capabilities than ever before.

“Today's environments are more complex, and missions need to be executed with more assurance,” said Paul Jennison, Senior Vice President of Strategy and Business Development for L3 WESCAM. “L3's newly incorporated smart technologies provide a portfolio of capabilities that will help operators succeed though a combination of ease-of-use and robust performance.”

Newly launched imaging technologies include the addition of higher-sensitivity cameras that offer advanced imaging capabilities across a much wider range of illumination conditions, thereby advancing operator capabilities in low-visibility and no-visibility environments.

Advancements to L3's MX image processing technologies include WESCAM's embedded Advanced Video Engine (WAVE) and a newly embedded Graphics Processing Unit (GPU). L3 WESCAM's new Automated Video Tracker (AVT) and embedded Moving Target Indicator (MTI) technologies are supported by this new architecture and provide automatic target acquisition of multiple targets with significantly improved target lock performance in challenging mission scenarios.

L3's significant investment in its image processing technologies has made the MX product line smarter, as the WAVE's architecture supports future growth and allows for the rapid deployment of future image processing techniques.

L3 has more than 40 years of experience in the design and delivery of stabilized imaging and targeting solutions. Systems range in size from 8 to 25 inches in diameter, portray clear sighting capabilities across the visible and infrared spectrums, and operate with outstanding stabilization and leading range performance.

    Military to spend $170,000 so leaders can see what it's like to be stoned on marijuana

    The Canadian Forces is buying kits that will let its leaders experience what it's like to be stoned on marijuana. The “marijuana simulation kits” will include “marijuana impairment goggles,” among other items. The Canadian Forces wants to acquire 26 of the kits by April 30 or sooner if possible. “The purpose of the Marijuana Simulation Kits is to raise awareness of marijuana impairment, reduce risk of marijuana impairment, and promote healthy lifestyles within the Canadian Armed Forces,” companies who want to bid on the contract were told. “The marijuana impairment goggles, which is one of the several items included in the Marijuana Simulation Kit, allows users to experience first-hand, the deficits marijuana creates on the body.” Department of National Defence spokesman Dan Le Bouthillier said Friday that the kits will be used in the Military Personnel Command's supervisor training course. “This will help ensure that CAF members in leadership positions will be able to identify signs of, assist in detecting and provide guidance regarding, prohibited drug use,” he said. The value of the contract will only be known once bids are received, evaluated and a contract is awarded, but it is estimated at up to $170,000 over five years. The Liberal government intends to make the use of recreational marijuana legal by the summer. CBC reported this week that a Statistics Canada survey found Canadians pay an average of less than $7 a gram for pot. The kits may also be used at National Defence health fairs, community events, kiosks or other events to educate other military members, families and the public about the impact of marijuana on cognitive functioning, Le Bouthillier said. A number of firms make such devices. In 2015, Innocorp Ltd. in the U.S. unveiled green-tinted goggles that simulate “the distorted processing of visual information, loss of motor co-ordination, and slowed decision-making and reaction time resulting from recreational marijuana use.” Some police departments in the U.S. already use marijuana impairment kits for training. Participants wearing the goggles will experience the simulated effects resulting from recreational marijuana use, such as distorted processing of visual information, slower decision-making and loss of motor coordination, Le Bouthillier said. The training could include exercises such as ball tossing, simulated driving and other means of demonstrating the effect on reaction time.     January 26 2019 – Ottawa, Ontario – National Defence / Canadian Armed Forces As outlined in Canada's defence policy, Strong, Secure, Engaged, the Government of Canada is making investments to re-capitalize and extend the life of equipment to ensure our women and men of the Royal Canadian Air Force (RCAF) have the equipment they need to fulfill the Canadian Armed Forces' (CAF) core missions. In support of this, Parliamentary Secretary to the Minister of Canadian Heritage and Multiculturalism Andy Fillmore, on behalf of Defence Minister Harjit S. Sajjan, announced today that Bell Helicopter Textron Canada Limited will be undertaking design work to extend the life of Canada's fleet of 85 CH-146 Griffon helicopters to at least 2031. The first phase of this life extension is the definition phase, during which Bell Helicopter Textron Canada Limited – the original equipment manufacturer – will develop design changes to upgrade the helicopter's avionics systems, engines, and cockpit displays, and integrate sensor systems. This definition work, valued at up to $90 million (including taxes), will be performed under the existing support contract for the CH-146, which was awarded to Bell Helicopter Textron Canada Limited in 2011. The overall scope of the Griffon Limited Life Extension project is estimated to be valued at approximately $800 million (taxes included). The Griffon, Canada's multi-purpose utility helicopter, is essential to CAF operations both at home and abroad. The helicopter fills a number of functions, including tactical troop transport, reconnaissance, escort and surveillance, casualty evacuation, disaster relief, special operations aviation support, and search and rescue. Upgrading the CH-146 will ensure that it continues to make important contributions to the success of the full range of the CAF's missions and operations. Meinzinger, Commander of the Royal Canadian Air Force Quick facts CH-146 Griffons are currently deployed on Operation PRESENCE in Mali, providing an armed escort for the CH-147 Chinooks during medical evacuations and transport of troops and supplies. Griffons are also deployed on Operation IMPACT in Iraq, carrying Canadian troops, equipment, and supplies in support of the CAF's training mission. CH-146 Griffons provided close fire support and tactical transport during the CAF's engagement in Afghanistan, reducing exposure of CAF personnel to ground threats such as ambushes, land mines, and improvised explosive devices. The CH-146 is based on the commercially available Bell 412 helicopter, and was developed with unique specifications for the Canadian Armed Forces. Canada's fleet of CH-146 Griffons entered service between 1995 and 1997. The CH-146 can carry up to 15 people (two pilots, a flight engineer, and 12 passengers), has a maximum gross weight of nearly 5,400 kilograms, and can reach speeds up to 260 kilometres per hour. The Griffon Limited Life-Extension (GLLE) project will extend the life of the fleet to at least 2031 while the project for the acquisition of the next generation of tactical utility helicopters is developed and implemented. Once the definition phase is complete, a separate contract is expected to be awarded for implementation in 2022.     Government of Canada invests in pilot training at the First Nations Technical Institute

    Marc Garneau, minister of Transport, on behalf of Navdeep Bains, minister of Innovation, Science and Economic Development and minister responsible for FedDev Ontario, announced a Government of Canada investment of up to $4.9 million over three years for the First Nations Technical Institute (FNTI). The FNTI is an Indigenous-owned post-secondary institute offering unique educational opportunities for Indigenous peoples. The First Peoples' Aviation Technology program at FNTI is the only Indigenous aviation post-secondary program of its kind in Canada. With this investment, the FNTI will strengthen its aviation training program. It will double the number of Indigenous students training to become commercial pilots, enabling more Indigenous peoples to take advantage of growing economic opportunities in the aviation sector. The Government of Canada investment will support Indigenous students through the purchase of five new training aircraft; hiring additional aircraft maintenance engineers, flight instructors, dispatch staff, academic faculty and student support facilitators; and acquiring innovative safety maintenance software. “The Government of Canada is pleased to support the First Nations Technical Institute in increasing its capacity while helping to break down some of the barriers currently facing Indigenous peoples in pursuing careers in aviation.
