Retired Marine infantry officer Joe L'Etoile remembers when training money for his unit was so short "every man got four blanks; then we made butta-butta-bang noises" and "threw dirt clods for grenades."
Now, L'Etoile is director of the Defense Department's Close Combat Lethality Task Force and leading an effort to manage $2.5 billion worth of DoD investments into weapons, unmanned systems, body armor, training and promising new technology for a group that has typically ranked the lowest on the U.S. military's priority list: the grunts.
But the task force's mission isn't just about funding high-tech new equipment for Army, Marine and special operations close-combat forces. It is also digging into deeply entrenched policies and making changes to improve unit cohesion, leadership and even the methods used for selecting individuals who serve in close-combat formations.
Launched in February, the new joint task force is a top priority of Defense Secretary Jim Mattis, a retired Marine Corps infantry officer himself. With this level of potent support, L'Etoile is able to navigate through the bureaucratic strongholds of the Pentagon that traditionally favor large weapons programs such as Air Force fighters and Navy ships.
"This is a mechanism that resides at the OSD level, so it's fairly quick; we are fairly nimble," L'Etoile told Military.com on July 25. "And because this is the secretary's priority ... the bureaucracies respond well because the message is the secretary's."
Before he's done, L'Etoile said, the task force will "reinvent the way the squad is perceived within the department."
"I would like to see the squad viewed as a weapons platform and treated as such that its constituent parts matter," he said. "We would never put an aircraft onto the flight line that didn't have all of its parts, but a [Marine] squad that only has 10 out of 13? Yeah. Deploy it. Put it into combat. We need to take a look at what that costs us. And fundamentally, I believe down at my molecular level, we can do better."

Larter and Aaron Mehta WASHINGTON — The Pentagon's upcoming recommendation for a future Navy is expected to call for a significant increase in the number of ships, with officials discussing a fleet as large as 530 hulls, according to documents obtained by Defense News. Supporting documents to the forthcoming Future Navy Force Study reviewed by Defense News show the Navy moving towards a lighter force with many more ships but fewer aircraft carriers and large surface combatants. Instead, the fleet would include more small surface combatants, unmanned ships and submarines and an expanded logistics force. Two groups commissioned by Secretary of Defense Mark Esper to design what a future Navy should look like suggested fleets of anywhere from 480 to 534 ships, when manned and unmanned platforms are accounted for — at least a 35 percent increase in fleet size from the current target of 355 manned ships by 2030. The numbers all come from an April draft of inputs to the Future Navy Force Study conducted by the Office of the Secretary of Defense. While the number will likely have changed somewhat in final recommendations recently sent to Esper, the plans being discussed in April are notable as they reflect what will likely be major shift in the Navy's future — and the expectation is that a larger-than-planned Navy based on the concepts laid out in the documents will remain intact in the final analysis. Esper himself hinted at that in comments last week. In a speech delivered at the think tank Rand, the secretary called for a Navy of “over 350 ships,” specifically by increasing the Navy's shipbuilding funding account. “In short, it will be a balanced force of over 350 ships — both manned and unmanned — and will be built in a relevant time frame and budget-informed manner,” he said. Indeed, the fleet compositions presented in the inputs broadly reflect the concept of a lighter fleet more reliant on unmanned or lightly crewed vessels that Esper described to Defense News in a February interview. “One of the ways you get [to a larger fleet] quickly is moving toward lightly manned [ships], which over time can be unmanned,” Esper said then. “We can go with lightly manned ships, get them out there. You can build them so they're optionally manned and then, depending on the scenario or the technology, at some point in time they can go unmanned.” The Future Naval Force Study, overseen by Deputy Secretary of Defense David Norquist, kicked off in January after Esper decided he wanted an outside take on the Navy's self-review of its future force structure. The OSD-led review tasked three groups to provide their version of an ideal fleet construction for the year 2045, one each by the Pentagon's Cost Assessment & Program Evaluation office, the Joint Staff, the Navy and a group from the Hudson Institute. Those fleets were war-gamed and the results were compiled into the Future Naval Force Study, which was briefed to Esper earlier this month. Ultimately, the Navy is using the feedback from the study to create their shipbuilding plan and fiscal 2022 budget request, the service said in a statement. “The Future Naval Force Study is a collaborative OSD, Joint Staff and Department of the Navy effort to assess future naval force structure options and inform future naval force structure decisions and the 30-year shipbuilding plan,” said Navy spokesman Lt. Tim Pietrack. “Although COVID-19 has delayed some portions of the study, the effort remains on track to be complete in late 2020 and provide analytic insights in time to inform Program Budget Review 22.” The April documents viewed by Defense News included notional fleets designed by CAPE and the Hudson Institute. Defense News did not have access to the Navy's inputs into the FNFS. Neither fleet reviewed by Defense News, nor the fleet developed by the Navy, will be the final composition reflected in the FNFS. By: Valerie Insinna   20 hours ago WASHINGTON — Lockheed Martin will throttle back the pace of F-35 production on May 23, leaving it anywhere from 18 to 24 jets short of the 141 scheduled for delivery this year. The COVID-19 pandemic has made it more difficult for Lockheed's supply chain to make components on time, and as a result the company is moving to an adjusted work schedule where production will slow over the next three months, said Greg Ulmer, Lockheed's vice president for the F-35 program. Ultimately, Lockheed aims to accelerate production as soon as possible and hopes to decrease the number of aircraft that will delivered late. However, Ulmer said there are too many variables to say precisely how long buyers will be left waiting for their F-35s. “If I have the ability to speed up or recover sooner, then I will do so,” Ulmer said. “If there are other unknown COVID-19 impacts that I don't know about that come on the horizon — I don't know that either. ... As we go forward, probably late summer or early fall, we'll have a pretty good sense of where we're going to be.” Beginning on May 23, Lockheed will divide the approximately 2,500 employees who staff the F-35 production line in Fort Worth, Texas, into three groups, moving them to new schedule where each group works for two weeks and then has a week off. After one three-week rotation, the company will determine whether the system is successful and can either alter the schedule or continue until Sept. 4, it said in a statement. Rotating smaller groups of employees on the line allows Lockheed to move to a slower pace of operations while at the same time ensuring that workers retain their expertise and don't need to be retrained when the production rate returns to normal, Ulmer said. “It really maximizes our ability to recover production on the backside and retain our workforce with no loss of learning.” Lockheed Martin executives first disclosed that F-35 deliveries could be delayed during an April 21 earnings call with investors. “There are local distancing requirements that are being more stringently applied across the globe. There is workforce disruption,” Kenneth Possenriede, the company's chief financial officer, said at the time. “We've actually had some issues with shipping constraints.” Most of the supply chain pressure on the program stems from constraints on low-tier suppliers that produce components that feed into larger portions of the F-35. While the production line tries to do as much work on each section as possible, workers are having to slow down and wait for missing parts to arrive, Ulmer said. Lockheed has also had challenges getting connectors for the jet on time — another problem that makes it difficult for the company to merge F-35 sub-assemblies into a finished aircraft, Ulmer said. Once aircraft are completed and go through acceptance testing, the sequence of deliveries will remain the same, he said. The slowdown of the F-35's production rate comes days after President Donald Trump voiced support for moving more of the jet's production to the United States. Currently, international partners who helped fund development of the F-35 can compete for work on the jet, reducing the cost of the aircraft and giving foreign buyers an industrial incentive to support the program. “The problem is if we have a problem with a country, you can't make the jet. We get parts from all over the place. It's so crazy. We should make everything in the United States,” Trump said on Thursday. However, the industrial challenges currently faced by Lockheed do not appear to be caused by the international supply base. Ulmer said European suppliers, who were hardest hit before the United States, are now rebounding from the pandemic. “I really see Europe kind of [on the] leading edge of the recovery side of this,” he said. In particular, northern Italy struggled with high numbers of confirmed COVID-19 cases, leading Italian defense firm Leonardo, which runs an F-35 final assembly and check out plant in Cameri, to shut down operations over a two day period in March to clean the facility. With the number of new cases receding, Italy began reopening nonessential businesses this month. “Leonardo today is north of 90 percent manned, fully operating. They're pretty much back to normal operations,” Ulmer said. The ongoing expulsion of Turkish suppliers from the F-35 program is also unlikely to be affected by the production slowdown at Fort Worth, as Lockheed has already identified companies to take over that work, he said. “With the vast majority of those, that alternate sourcing has been accomplished. I really don't see this as an impact to that." Ramping production back up Unless COVID-19 cases spike in the coming months, Lockheed believes it will be able to return workers to a normal production schedule in the late summer or early fall. What will vary is timing for when suppliers can return to their usual production rates, and whether those suppliers have the capacity to expedite the manufacturing of key parts, Ulmer said. Once the supply chain has fully recovered, it will take the Fort Wort line two to three months to resume full rate production. “There are 1,900 suppliers across the program” in the United States, Ulmer said. “So we take all that information in, we determine what rate they can deliver to, we determine if they have any kind of constraints we can help them deal with, and then we have to balance that into the production system to dial in the production rate we can execute.” “I am optimistic that the majority of industry is on the backside.
