Here’s the No. 1 rule for US Air Force’s new advanced battle management system

LE BOURGET, France, and WASHINGTON — The U.S. Air Force has started work on a data architecture for its Advanced Battle Management System, the family of platforms that will eventually replace the E-8C JSTARS surveillance planes.

But the “biblical” rule for the program, according to the service's acquisition executive Will Roper, is that “we don't start talking platforms until the end,” he told Defense News at the Paris Air Show in June.

“It is so easy to start talking about satellites and airplanes and forget what ABMS is going to have to uniquely champion, which is the data architecture that will connect them,” Roper explained.

“I'm actually glad we don't have big money this year because we can't go build a drone or a satellite, so we've got to focus on the part that's less sexy, which is that data architecture,” he said. “We're going to have to do software development at multiple levels of classification and do it securely. All of those are things that are hard to get people energized about, but they're going to be the make-or-break [undertakings] for this program.”

Some initial work has begun on identifying the requirements for ABMS data architecture. The service in March named Preston Dunlap, a national security analysis executive at Johns Hopkins University Applied Physics Laboratory, as the program's “chief architect.” Dunlap will be responsible for developing the requirements for ABMS and ensuring they are met throughout the menu of systems that will comprise it.

The Air Force Warfighter Integration Center, or AFWIC — the service's planning cell for future technologies and concepts of operation — provided feedback to Dunlap about how ABMS should work, Roper said.

The Air Force is still deliberating what ABMS will look like in its final form, although officials have said it will include a mix of traditional manned aircraft, drones, space-based technologies and data links.

The effort was devised as an alternative to a replacement for the E-8C Joint Surveillance Target Attack Radar System.

While the service first considered a traditional recapitalization program where it would buy new JSTARS aircraft equipped with more sophisticated radars, leaders ultimately backed the more ambitious ABMS proposal, believing it to be a more survivable capability.

But defense companies are hungry for more information about the platforms that will comprise ABMS, seeing the opportunity to develop new systems or upgrade legacy ones as a major potential moneymaker.

Once the service has defined an ABMS data architecture — which Roper believes will occur before the fiscal 2021 budget is released — it will need to form requirements for the data that will run through and populate it as well as the artificial intelligence that automatically sorts important information and passes it to users.

“Maybe one sensor needs to be able to fill a gap that others are creating,” he said. “We're going to have to look at requirements at a systems level and tell satellites that you need to be able to provide this level of data at this refresh rate. UAVs, you need to be able to do this rate and so on and so forth. Once we do that, then we'll be in the traditional part of the acquisition, which will be building those satellites, building those UAVs.”

The Air Force intends to conduct yearly demonstrations throughout this process, the first of which will involve “ad hoc mesh networking,” which will allow platforms to automatically begin working together and sharing information without human interference. By FY21, full-scale prototyping could start, he said.

In the commercial sector, where devices can be seamlessly linked and monitored over the internet, this concept is known as the internet of things. But that construct — where companies build technologies from the get-go with open software — is difficult to replicate in the defense world, where firms must meet strict security standards and are protective of sharing intellectual property that could give competitors an edge.

“Openness in the internet of things makes sense because you can monetize the data,” Roper said. “That's not going to exist for us, so we're going to have to have a contracting incentive that replicates it. The best theory we have right now is some kind of royalty scheme that the more open you are and the more adaptation we do on top of your system, the more you benefit from it.”

The service wants to hold a series of industry days to see whether such a construct would be appealing to defense companies, and how to structure it so that it will be fair and profitable. One unanswered is how to incentivize and compensate defense firms that build in new software capability.

“If you create the system that allows us to put 100 apps on top of it, you benefit differently than if we can only put one. But the details are going to be difficult because maybe that one app is super important,” Roper said.

“But if we can't replicate profit and cash flow on which their quarterlies depend, then they're going to have to go back to the old model of saying they are for open [architecture] but secretly giving you closed.”

    ‘Gamechanger’ aerial drone arrives in UK after mammoth 24-hour transatlantic flight

    By: Beth Stevenson RAF FAIRFORD, England — General Atomics Aeronautical Systems' developmental MQ−9B SkyGuardian made the first ever transatlantic flight of a medium-altitude, long endurance aerial drone. The unmanned aerial vehicle completed touched down at RAF Fairford in the United Kingdom after a 3,760 nautical mile sortie from the U.S. July 11 that began at the Grand Forks test site in North Dakota 24 hours and 2 minutes prior. The journey was the first transatlantic flight of both the SkyGuardian and any MALE UAV, but also the first U.K. appearance of the UAV that the Royal Air Force will operate under its Protector program. The U.K. is the launch customer for SkyGuardian, and the journey to RAF Fairford to take part in the Royal International Air Tattoo (RIAT) ties in with the RAF's centenary celebrations, as the MQ−9B will be one of the next combat aircraft types delivered to the service. L3 Technologies Communication Systems provided Ku-band satellite communication (SATCOM) to control the UAV throughout the flight with no handover to a control station in the U.K, although Inmarsat Government provided a backup L-band SATCOM capability in case of failure. A line-of-sight ground control station was shipped to Fairford and was responsible for taxiing the aircraft once it had carried out its automatic landing. It flew at approximately 27,000 feet for most of the flight, dropping to 9,000 feet and maintaining a holding pattern near Fairford for some 2 hours ahead of landing, transiting initially via Canada, over to the South of Ireland, and then over Wales before reaching its end destination. Jonny King, vice-president of GA-ASI UK, told a media briefing at Fairford that the transit demonstrates that the UAV is self-deploying, and the journey was relatively routine for the test aircraft — just with a different landing destination. It has previously flown a sortie of more than 48 hours, King noted, and for the transatlantic flight it was able to fly under the U.S. Federal Aviation Administration's authorization, with support from the U.K. Civil Aviation Authority that granted an overflight permission for the transit into U.K. airspace. While the U.K. is on record as being the launch customer for the SkyGuardian through its Protector effort, the aircraft is yet to go through certification testing — one of the most distinguishing features of this variant — and will not be delivered to the RAF until the early 2020s. Development and certification contracts for Protector have been signed, but a production contract for the buy is not expected to be signed for some time, the RAF told Defense News. Air Marshal Julian Young, chief of materiel for air, defense equipment and support for the RAF, said that it is expected that Protector will be acquired under two direct commercial sales contracts and two foreign military sales deals with the U.S. government, covering the various elements of development and acquisition. “Protector is one of the most exciting projects I have to deliver,” Young said, adding that it will be a “gamechanger” in its ability to fly alongside manned aircraft under the remit of air traffic control, with the ultimate goal of being able to fly in open airspace alongside uncontrolled aircraft. “This is a key component of the future of the RAF's air power,” he told media at the aircraft landing event. “I hope this is going to set the standard for aviation. The U.K. is very happy to be the lead with this unique capability.” SkyGuardian has been in test flight for some 18 months so far, King said, adding that the second test aircraft – YBCO2 – will join the first aircraft in test flight in the next month or so. In accordance with the U.K.'s 2015 Strategic Defence and Security Review, the RAF will more than double its MALE UAV capability, which is currently fulfilled by a fleet of 10 Block 1 MQ-9 Reapers, so as few as 21 could be acquired, although 26 is a figure that has been previously touted. The RAF has claimed that integrating UK-made weaponry is a priority for the program, so it will operate MBDA's Brimstone ground attack missile and Raytheon UK Paveway IV laser-guided bombs, although contracts for these have also not yet been signed. “Sovereignty is clearly an important issue,” Young told Defense News, adding that while the Reapers that were bought in the same configuration operated by the U.S. Air Force have been a capability that the U.K. has been able to effectively exploit, more sovereignty would have been an advantage. But “this comes at a cost.” He added that the training capability that the U.K. will use is still undecided on, although the U.K. is open to this taking place domestically or with other partners should another nation elect to acquire aircraft.     Post-pandemic world presents real opportunity to change U.S.-Canada relationship, experts say

    By AIDAN CHAMANDY MAY 27, 2020 As the COVID-19 pandemic rages and the American election gets closer, Canadian foreign policy experts weigh in on how the pandemic has affected bilateral relations, and where we go from here. As the November U.S. presidential election approaches, with the prospect of a second-Trump term a real possibility, and the COVID-19 pandemic upending life on both sides of the border, some Canadian foreign policy experts say they expect the fallout from the pandemic will have a lasting effect on the bilateral relationship and the post-pandemic period presents a good opportunity for Canadian foreign policy practitioners to take novel approaches to the age-old problem of over reliance on trade with the United States, regardless of who sits behind the Resolute desk on Jan. 20, 2021. One of the most high-profile issues currently facing the relationship is managing the nearly 6,500-kilometre border, especially as both countries begin to gradually reopen and COVID-19 cases continue to spike in certain locales. Both countries have agreed to keep the border closed to non-essential travellers until at least June 21. Certain cross-border health-care workers are permitted entry to either country, and trade and commerce continue to flow. Refugee claimants who cross into Canada at official points of entry and meet certain eligibility criteria under the Safe Third Country Agreement are also allowed to enter. The decision on when and how to open the border will likely become a much more difficult issue to manage as time passes, given the divergent political incentives of U.S. President Donald Trump and Prime Minister Justin Trudeau (Papineau, Que.), said Christopher Sands, director of the D.C.-based Wilson Center's Canada Institute. The two leaders' differing political incentives are based “on the election cycle and the economy,” Mr. Sands said. “Trudeau was hit in the last election, but his election is behind him and he has a huge advantage because of the official opposition leader's weakness.” On the economic front, however, Mr. Sands said, is where Mr. Trudeau's job gets trickier. “Canada's economy was almost in recession in the fourth quarter of 2019. Canada is going into a recession and has been performing bad, economically, for some time. Mr. Trudeau is not in a strong position,” Mr. Sands said. Canadian gross domestic product (GDP) growth was largely flat from the third quarter to the fourth quarter of 2019, and that trend continued into early 2020 with factors such as rail disruptions contributing to the slow growth, according to data from Statistics Canada. In March, GDP dropped nine per cent and the most recent Labour Force Survey data showed more than three million Canadians have lost their jobs due to the pandemic. Because Canada's economy was already a poor performer prior to the pandemic, Mr. Sands said it behooves Mr. Trudeau to take an extremely cautious approach to reopening the border and to continue to emphasize the centrality of public health in the decision. “It's in his interest to say ‘safety first,'” Mr. Sands said. “As long as COVID is on everyone's mind, he has a perfect thing to blame for hard economic times.” The incentives for President Trump are almost exactly the opposite. “The U.S. has an election in November and Trump was going into it with a much stronger economy. He was planning to run on good times, but then COVID throws everything into question. He's got a political and economic interest in moving forward, but Trudeau doesn't,” Mr. Sands said. With the border closed until at least June 21, many would-be travellers on both sides have found their vacation plans interrupted. As the world adjusts to the new and yet-unforeseen norms of international travel post-pandemic, the U.S. will become an even more attractive target for Canadians looking to get away, said Sarah Goldfeder, principal at Earnscliffe Strategy Group and a fellow with the Canadian Global Affairs Institute. “The reason a lot of people go from Canada to the U.S. isn't because they want to see things, it's because they want to see people,” Ms. Goldfeder said. As the pandemic has and continues to prevent families with members on either side of the border from travelling to see each other, Ms. Goldfeder said she expects vacations to be “centred around seeing family, and the reality for many Canadians is their family is on the other side of the border.” However, Ms. Goldfeder also said security will be tightened. “It's going to be a long time before we take for granted crossing the border like we used to,” she said. “There will be more pressure to account for where and why you're going. There will be longer conversations about who you're going to see and how long you're staying.” Time to diversify trade options, say experts While the border and all the downstream implications are a more pressing problem, for some experts the pandemic and four years of the Trump administration—with four more potentially on the horizon—have highlighted the need for a renewed push for rethinking trade diversification and the broader relationship with the Americans. Fear of over-reliance on the United States for economic prosperity and external security has long pervaded Canadian foreign policy thinking. In 1972, foreign minister Mitchell Sharp articulated the “Third Option” doctrine in an article published in International Perspectives. Mr. Sharp tried to answer the question of how to live “distinct from, but in harmony with” the United States, as rising nationalist tides hit the shores of both countries. He argued against increased integration with the U.S. in favour of a trade diversification and a national industrial strategy emphasizing Canadian ownership. The proceeding years saw the creation of institutions such as the Foreign Investment Review Agency and Petro-Canada that addressed Canadian ownership issues. Trade diversification, however, did not bear the same fruit. The 1982 Macdonald Commission recommended taking a “leap of faith” and signing a free trade agreement with the U.S. In the late-1980s, the U.S.-Canada Free Trade Agreement, which later became NAFTA, made Canada and the U.S. two most of the most integrated economies, and countries, in the world. Then came Mr. Trump's claim that NAFTA was “perhaps the worst trade deal ever made” and his administration's subsequent efforts to renegotiate the deal, ending with the Canada-United States-Mexico Agreement (CUSMA), which comes into effect on July 1. “One of the fundamental damaging things Trump has done to the relationship is shaken Canadians' trust in the U.S. in ways that have been profound and radical. Threatening the destruction of the Canadian economy resonated deeply in Canada,” said Eric Miller, president of Rideau-Potomac Strategy Group and fellow at the Canadian Global Affairs Institute. Canadians have mistrusted U.S. presidents before, Mr. Miller said, but where unpopular leaders like George W. Bush were perceived as “cowboys that would do bad things that harm the world,” Mr. Trump is entirely different. “There was no sense under [Ronald] Reagan or George W. Bush that the U.S. was deliberately going to use its power to injure Canada. Canada might be excluded from certain things, but there was no sense that we [the U.S] are going to destroy your economy,” Mr. Miller said. “Canada now has to make choices about co-operation on bigger picture issues, on economic issues that it hasn't had to contemplate much in the past.” The Liberals' 2018 fall economic statement announced the federal government's intention to increase non-U.S. exports by 50 per cent by 2025. Attached to the announcement was a $1.1-billion investment over six years to beef up trade resources and infrastructure for exporters. Mr. Miller said that is a welcome investment, but new ideas in addition to new money will be required for diversification to be successful. “When Canada looks for models it tends to look at the Anglosphere. Neither the U.S. or U.K. are good models because Canada needs a mid-sized country that trades a lot,” he said. Mr. Miller said countries like Japan have successfully grown their respective trade volumes by reducing the risk of exporting, something Canada has not done well. Japan deploys a model dubbed “Consortium for a New Export Nation,” wherein the Japanese government essentially approaches a partner country and fronts it money for an infrastructure project to be built by Japanese companies, ensuring future servicing of the infrastructure will also be done by Japanese companies. The model incorporates small, medium, and large companies, which Mr. Miller said would be essential to replicate in Canada's SME-driven economy. Just as Mr. Miller said Canadian trade policy needs to take advantage of the geopolitical environment, James L. Anderson, an external fellow at the Centre for International and Defence Policy at Queen's University, said he believes Canadian foreign policy is in a similar position. Mr. Anderson said the Trump administration's focus on the domestic challenges of the pandemic creates space for global leadership on infectious disease co-operation, especially as the World Health Organization comes under heavy criticism from multiple countries, which he said Canada is well-positioned to fill. Whereas the WHO is made up of all 193 United Nations countries save for Liechtenstein, Mr. Anderson sees value in a smaller body tasked with handling infectious diseases, what he calls “an infectious disease analogue to the G7.” Pursuing such a policy could be a boon to Canada's campaign for a UN Security Council seat, too, Mr. Anderson said. https://www.hilltimes.com/2020/05/27/post-pandemic-world-presents-real-opportunity-to-change-u-s-canada-relationship-experts-say/249721
