    Slippery slope: MDA boss fights transfer of missile defense system to Army

    By: Jen Judson HUNTSVILLE, Ala. — The new U.S. Missile Defense Agency director is opposed to the transfer of the Terminal High Altitude Area Defense System, or THAAD, to the Army — something Senate authorizers want to do this year in the fiscal 2020 authorization bill. Talk of transferring THAAD to the Army has been ongoing for roughly a decade. The Army officially operates the system, but the MDA conducts its development and continued modernization. Both MDA and Army leadership have said if Congress were to authorize a transfer, they would not oppose the move as long as the necessary funding is made available and not taken from other portfolios within the service. But there's still a fear that programs transferred to the services is where they go to die, either in their entirety or at least the chance of continued system modernization. For instance, there could be a plan down the road to extend the range of the THAAD interceptor. Historically, at times, when programs are transferred, funding meant to further improve systems has been cannibalized for more pressing, immediate needs within the armed services. “Why would we hand that off to the Army or Air Force, that sort of transfer to a service where it won't be prioritized? They have many other priorities,” MDA Director Vice Adm. Jon Hill told Defense News in an exclusive interview at the Space and Missile Defense Symposium in Huntsville, Alabama. “I don't like organizational experiments on programs that are delivering more fighting capability,” he added. The challenge Before Congress, the military or the MDA consider transferring such a capability, a better definition for “transfer of services” must be ironed out, Hill said. He considers defining this one of his top challenges. “It gets suspicious when we don't have a fully defined term because all it really results in is fracturing of a program during a time where it's most critical to have those programs stable and taking care of the war fighter,” Hill said. “There's been a lot of discussion about the THAAD and the SM-3 [missile] transfer to the services. What does that mean?” The definition of transfer “ranges everything from a full-up transfer of the system over to the service, which assumes that the system is static and how it's designed today is how it's going to be designed forever,” Hill said. If it means transferring operations and sustainment responsibility, and then “put that in the done pile. The Army invests heavily in the operations and sustainment of that. I don't know what more we would want out of them,” he said. The argument MDA is examining whether it is doing enough to support the Army's successful operation and sustainment of the system, he noted, such as whether the service has the right logistics line in place and the right training. A THAAD transfer could also be disruptive to production at a time when THAAD interceptors are in high demand and orders continue to grow. Even if the transfer of THAAD meant the service would responsible for interceptor procurement, the MDA would have to break contracts for the Army to take over, which could result in delayed production, according to Hill. “We know right now, in today's operational environment, we need more,” Hill said. “So that makes no sense to me.” And for Hill, a THAAD transfer is a slippery slope. If the Army took complete control of the batteries, “then there's this discussion, ‘Well, let's include the TPY/2 radar and let's walk it a little bit further and let's take the homeland defense radars that are deployed globally that have a totally different mission.” The resistance to transfer THAAD in its entirety is not a sign of a resistance to transfer where it makes sense, Hill noted. “I often hear that we don't know how to transfer. Well look at the Aegis ships today. Navy procures those ships with ballistic missile defense capability. The Navy has come in and said: ‘Hey, we're going to build a multimission radar to include BMD capability in a SPY-6 [radar],' ” Hill said. “Man, what's wrong with that? That's fantastic.” MDA has also fully transferred the Patriot air and missile defense system to the Army. “Where Patriot is different, is it's a multimission system,” Hill said. “They have air defense as part of the maneuver force. It's sort of like cruise missile defense on a ship. We don't need to take over the Navy's cruise missile defense. ... Patriot is sort of the same thing.” THAAD is part of a wider integrated missile defense system, he added. “THAAD has to stay in MDA ... for the interoperability and integration into the other domains from across the services," Riki Ellison, chairman and founder of the Missile Defense Advocacy Alliance, told Defense News. "THAAD is not an Army-centric weapon system. It should never be deployed as a standoff, alone weapon system.” The Joint Urgent Operational Need out of the Korean theater that calls for the integration of THAAD and Patriot is a prime example, Ellison noted. “MDA is the only one that has cross-domain [Command and Control, Battle Management and Communications] development and operational development as proven with the [Ground-Based Midcourse Defense] System," he said. Rebeccah Heinrichs, a senior fellow at the Hudson Institute, said: “I'm afraid the Army won't fund THAAD if it's their responsibility. We need to free up more money in MDA so it can focus on research and development, so we have a dilemma. Something has to give.” Short of the defense secretary directing the services to fund and support systems like THAAD, Heinrichs said, “they're probably just going to have to stay in MDA.     4 big problems the intelligence community faces moving to a new data system

    By: Nathan Strout The Defense Intelligence Agency wants to move quickly in developing the Machine-assisted Analytic Rapid-repository System, but the massive project, which will transform how the intelligence community uses data, faces some hard problems. The Defense Intelligence Agency is responsible for informing war fighters and policy makers on the military capabilities of foreign nations. Currently, the agency relies on the Modernized Integrated Database to house foundational military intelligence, but the 20-year old database wasn't built for the 21st century data landscape. The DIA wants to replace MIDB with MARS, a comprehensive, adaptable, scalable and rigorous data environment. With more data that is better labeled and organized, MARS will allow analysts to use applications to sort and process that data to make connections they couldn't otherwise. Last year, the DIA issued a broad agency announcement to solicit industry feedback from MARS. They've spent the year going over that information and are now preparing to actually build it. “2019 was about learning,” said Terry Busch, chief of DIA's integrated analysis and methodologies division. “This was the year of prepping to get started. In 2020 we get started ... We're going to move from designing to building very very quickly." Irving Townsend, also of the DIA, added that the agency was working to make some components of MARS available to the United States' closest allies in 2020 so leaders in those countries can begin looking at how they can use that data. In summer 2020, the MARS application programming interface will be released to the public, Busch said. But even as the DIA gears up to begin building MARS, the agency has four big problems left to solve. Resolving data inconsistency Perhaps the most pressing problem with creating a unified resource such as MARS is ensuring that the data fed into the system has been labeled and handled in a uniform way. That's easier said than done. According to Busch, there are 1,300 different data standards in the Department of Defense. “I work a lot with (the National Geospatial-Intelligence Agency) and DIA because we have a very similar path for our data,” said Busch. “The NGA has done some wonderful work with some of their data standardization and modeling (...) because NGA's been in the data making business for a long time.” Making the data collected by the various agencies and services interoperable is essential for the MARS enterprise. Data storage The amount of data collected by the intelligence community that MARS needs to encompass is staggering. Hosting images and videos, like those collected by the National Reconnaissance Office, for instance, takes up a lot of space. Because of this, MARS will not actually host all of the data itself. Instead, MARS will refer to intelligence hosted by other agencies. Instead, MARS needs to be able to index that intelligence. Theoretically, users will be able to click a link to access that data hosted on other servers. The DIA will have to figure out how this solution for MARS to operate effectively. The black box problem In developing a massive dataset of intelligence, the DIA wants all intelligence to be explainable, meaning that analysts need to be able to see how the intelligence was arrived at. In other words, can analysts and systems show their work? “It's really, really important to understand that we're not going to accept a black box,” said Townsend. “Our analysts are not going to accept that.” This is a problem for intelligence agencies and contractors who don't want to reveal their methods or proprietary information. Townsend noted that companies are going to have to figure out how to explain their intelligence without giving away that information. Legacy systems Another problem with moving to MARS? Many legacy systems will not be able to move to the MARS framework. While MARS will incorporate all of the MIDB data, some legacy systems will not be able to use the new system and will instead remain reliant on MIDB. “The transition is difficult. Many of our war fighters are impinged by legacy technology,” said Busch. “There is not turning MIDB off. Not for the foreseeable future.” Busch noted that while Congress may not like funding both programs simultaneously, it is necessary until those legacy systems can be replaced or upgraded.     Pour compenser l'annulation d'Eurosatory 2020, la COGES, filiale du GICAT, va organiser des rendez-vous B2B sous forme de visio-conférences les 14 et 15 septembre prochains. Une première pour Eurosatory Contrainte d'annuler le salon Eurosatory 2020 pour cause de coronavirus, la Coges, filiale du Gicat, va organiser, les 14 et 15 septembre prochains, des rendez-vous B2B sous la forme de visio-conférences organisées par Proximum, un prestataire que Coges connaît déjà bien pour avoir organisé de tels rendez-vous dans ses propres salons, à Eurosatory notamment. A ce niveau, et dans l'armement, où la confidentialité incite à des rencontres directes plutôt qu'à des visios sans garantie totale d'interception, cette initiative est une première que forcément les organisateurs de salon vont regarder de près. Les PME et ETI, qui sont représentées dans les salons (qui représentent une énorme effort rapporté à leurs moyens) vont aussi devoir se positionner. Le Gicat à l'initiative Autre difficulté, des problèmes de compatibilité entre créneaux horaires risquent de se produire d'un continent à l'autre. Mais manifestement, le GICAT veut montrer à ses adhérents et à ses clients du salon qu'il est conscient de son rôle d'animation du secteur. D'ores et déjà, la campagne de remboursement d'Eurosatory 2020 est aussi engagée. L'annulation d'Eurosatory a forcément un gros impact pour les rentrées de la Coges, mais aussi pour un écosystème de fournisseurs qui travaillent autour (fabricants de stands, restauration, limousines, etc). Au cabinet de la ministre des Armées, Florence Parly, on mesure amplement l'impact sur les industriels de la filière terrestre. Au GICAT, on rappelle que 50 % du chiffre d'affaires des adhérents proviennent de l'exportation. Et qu'évidemment Eurosatory y concourt à son échelle. Des formules de salons à revoir ? Cette dématéralisation des salons professionnels est une tendance encore faible, mais réelle. Le coronavirus ou covid-19, et son caractère potentiellement récurrent oblige à se poser les bonnes questions pour les salons. D'autres organismes français vont forcément devoir se poser de telles questions, rassembler les rendez-vous, digitaliser. Ceci alors que les dépenses de communications connaissaient déjà de très fortes baisses tendancielles et/ou conjoncturelles avant-même le covid-19, comme chez Thales et Dassault Aviation. La multiplication des salons régionaux et thématiques fragilise aussi les gros salons, et assèche les trésoreries des exposants. Report de trois autres salons Le covid-19 impacte aussi clairement les trois autres salons professionnels détenus par la COGES : le salon Platinum à Monaco (sécurité privée et intérieure) prévu en mai et repoussé aux 2 et 3 février, Shield Africa à Abidjan est décalé de fin janvier aux 7-10 juin (également pour prendre en compte les élections). Enfin, ExpoDefensa à Bogota se tiendra du 29 novembre au 2 décembre. A ce stade, Euronaval 2020 est maintenu et le Sofins reste programmé pour 2021.
