    Spain cleared to buy American assault amphibious vehicles

    By: Aaron Mehta WASHINGTON — The U.S. State Department has cleared Spain to purchase 11 assault amphibious vehicles, built by BAE systems, in a deal that could be worth $107 million. The possible foreign military sale notification was posted on the website of the Defense Security Cooperation Agency on Friday. Sale notifications are not guarantees of sale, and quantities and dollar figures can often change during final negotiations. “This proposed sale will support the foreign policy and national security of the United States by improving the security of a NATO ally which is an important force for political stability and economic progress in Europe,” the notification reads. “It is vital to the U.S. national interest to assist Spain in developing and maintaining a strong and ready self-defense capability.” Spain seeks three types of vehicles in the deal, which will join the 19 AAVs already in use by that country. Included in the proposal are eight personnel carriers, two command vehicles and one recovery vehicle. Also included are “Enhanced Armor Applique Kits (EAAK), spare and repair parts, tools and test equipment, technical data and publications, training and training material,” per the notice. Work will be done at BAE's locations in York, Pennsylvania, and Anniston, Alabama. The announcement marks Spain's first FMS request of fiscal 2019.     US Army cuts current vehicle fleet to make way for next-gen tech

WASHINGTON — The U.S. Army has telegraphed its plans to terminate 93 programs and truncate another 93to make room for next-generation technology under ambitious and rapid modernization plans, and the first major programs to feel the ax blows in the next five years are vehicles in the current fleet. According to fiscal 2020 budget request documents released March 12, the service plans to cut back on upgrade plans for its Bradley Fighting Vehicle program, an aging platform in the fleet currently unable to effectively support technology like active protection systems. But the Army is also planning to cut not-so-legacy systems as well — the Armored Multipurpose Vehicle (AMPV) built by BAE Systems and the Oshkosh-manufactured Joint Light Tactical Vehicle (JLTV) — that recently replaced legacy systems, Army Comptroller Lt. Gen. Thomas Horlander said during a March 12 budget briefing with reporters at the Pentagon. The service has not reached a full-rate production decision for the JLTV. That was pushed back from December 2018 to May 2019 due to new plans to alter the vehicles — to include larger windows and the addition of a muffler — based on soldier feedback. And the first prototype for AMPV — the M113 personnel carrier replacement — rolled off the line in 2016. The budget documents lay out the Army's FY20 plans to cut Bradley A4 upgrade plans from 167 vehicles to 128. The plan is to procure five more sets of Bradley A4 vehicles with one going to pre-positioned stock in Europe and the other four replacing the oldest sets of Bradleys. Then the program will stop around 2023 to make way for the Next-Generation Combat Vehicle, or NGCV, according to Lt. Gen. James Pasquarette, the Army's G-8 chief. Although the Bradley will be curtailed, Pasquarette noted that its funding in FY20 was up 37 percent from last year at $639 million. While the Army — as of last year — planned to buy 3,035 JLTVs, it now plans to purchase just 2,530 of the vehicles in FY20. Army Under Secretary Ryan McCarthy told an audience at the McAleese & Associates and Credit Suisse Defense Programs conference in Washington on Wednesday that the service would stop at five brigades of Bradley A4 vehicles. That decision, he said, would sync with an investment increase for the NGCV expected in 2023 and beyond. And while the Army plans to decrease JLTV buys in 2020, cuts will likely not stop there. McCarthy said the Army is looking to lower the requirement for JLTVs and could soon be locking in a new top-line requirement number. Yet, Pasquarette also said at the McAleese conference that the top-line requirement would not change for the JLTV but would just be pushed to the right. McCarthy added that cutting the fleet of JLTVs was justified because the Army has a wealth of vehicles, from 55,000 Humvees, and 49,000 more JLTVs and another 800 Infantry Squad Vehicles planned. “We clearly have more capability than we need,” he said. The AMPV buy holds steady in FY20 at 131 vehicles. The FY19 plan shows the Army wanted to buy 130 vehicles. The five-year plan has yet to be released by the Army, but it's likely to show a decline in AMPV buys following FY20. Pasquarette said the AMPV top-line requirement remains unchanged, but the service was simply slowing the procurement rate per year. The cuts to current programs were made following painstaking deliberations among Army leadership over the course of last year in a forum dubbed “night court.” Through the process, the service measured current capability against its contribution to increasing capability in a modern, more lethal Army, and it terminated or truncated programs that didn't fit the bill. Pasquarette noted that the programs that were fully terminated were small ones that did not contribute to the lethality of the future force. Some of the bigger programs were slowed such as the vehicle programs. Overall, the Army moved an additional $3.6 billion into modernization funding accounts in FY20 over last year's levels — planning to spend $8.6 billion on programs that get after a more modern force. And across the five-year budget plan, the service moved an additional $32 billion to fund modernization efforts beyond what was planned in FY19 for a total of $57 billion. The Army isn't cutting or slowing all of its legacy vehicle systems, Pasquarette noted. The Stryker Double V-Hull (DVH-configuration combat vehicles) will get $550 million per year over the next five years to outfit a half of a Stryker brigade combat team annually.     Massive simulation shows the need for speed in multi-domain ops

    FORT BENNING, Ga. – The Army tested its current and future equipment and warfighting methods for the potential next war in a massive, weeks-long simulated experiment that wrapped up recently. The Unified Challenge 19.2 experiment in August involved more than 400 participants working with 55 formations, 64 concepts and 150 capabilities, said Col. Mark Bailey, chief of the Army's Futures and Concepts Center's Joint Army Experimentation Division. The exercise ran Aug. 5-23. The simulation allowed Army leaders to “understand some of the complex patterns” that come out of the very complex systems that the United States and its adversaries are using, or developing to use, in future scenarios, Bailey told reporters this week. Much of what was tested couldn't be done in the real world because it hasn't been invented yet. For example, the Army's priorities in the Cross Functional Teams, from Future Vertical Lift to the Next Generation Combat Vehicle, are years away from fielding their platforms to the force, but through mathematical models and algorithms, researchers can plug in the day and play out a very detailed set of events. And the scope of the experiment dove deeper than what a typical tabletop exercise or wargaming scenario might. It allowed experimenters to see down to the small unit level and all the way up to the division and corps level what would likely play out if those formations collided with a near-peer competitor on foreign turf in a battle for territory. Chris Willis, the chief of the Maneuver Battle Lab's Model and Simulations Branch, said that for the first time, experimenters were able to use “nonlethal effects” in a simulation — electronic jamming, cyber-attacks and other methods — to support maneuver warfighting. That helped them gather data on concepts that Army leaders have been considering and theorizing about for years. But the multi-domain operations tools that were used in simulation were not being flung about the simulated battle space by random privates. Currently, the experiments look at having commanders below the brigade level aware of what MDO tools are at their disposal and how to get access to them when needed from higher echelons, which would likely house them. “The brigade would get access to some effects but those wouldn't rest inside of the brigade proper,” said Col. Chris Cassibry, director of the Maneuver Capabilities Development and Integration Directorate's Concepts Development Division. Cassibry emphasized that at this stage it's more important for the brigade commander to understand what's happening across the battlefield and use those effects to execute maneuver. For instance, the idea is that by enabling space and cyber assets, ground forces can have more freedom to maneuver. That was assumed to be the case but the complex simulation has put some data behind the concept for researchers to now analyze. A lot of what presented challenges that will consume commanders of the future was creating “windows of domain superiority,” Bailey said. Converging effects The basic plan is to converge effects, fires or non-kinetic or other types, which create that window. Commanders can plan for that and they do. But to do that at the speed that leaders believe MDO will unfold presents a whole other set of challenges. “Things happen so fast you must have this flexibility to do that in a moment's notice so that when you identify a target on a battlefield and don't have the artillery tube in range you have to quickly identify what else you have in range to hit that target,” Bailey said. And also, to understand that even if you switch “guns” quickly enough to another asset, drone, missile, electronic warfare, that means the new tool you've chosen will now not be used on another quickly emerging target or threat. That's where artificial intelligence must fill the gap, by offering up those menus of options for commanders and identifying the targets so that the human can then fire. Unified Challenge is a twice a year event; this was the second. Though it provides a lot of data, it's not something easily replicable. That means that in the near term, smaller experiments will unfold using some of the lessons learned from the larger experiment, further refining concepts and next steps on many of the ways in which the Army goes after MDO. The next step will be for the Futures and Concepts Center to compile a report of lessons learned and recommendations moving forward with some of the platforms, capabilities and doctrine.
