European Nations Are Teaming Up to Make a 6th-Gen Fighter. Can the US Keep Up?

SALON DU BOURGET, PARIS -- France made a splash at this year's Paris Air Show, unveiling a sixth-generation fighter design, the Future Combat Air System. The Dassault-made aircraft, which is set to be made in collaboration with Airbus and acquired by Spain and Germany as well as France, represents a renaissance in European aviation, French President Emmanuel Macron said.

The unveiling comes just a year after BAE Systems debuted a concept model for a future British 6th-generation fighter, the Tempest.

Is Europe now on a trajectory to beat the U.S. to acquisition of 6th-generation fighter technology?

"I would have to say no," Acting Air Force Secretary Matt Donovan said here Monday during the airshow.

Donovan and Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, both noted last year upon the unveiling of the Tempest fighter in the U.K. that, while competition is "a good thing," any fighter NATO partners and allies aim to produce in the future should be complementary to U.S. capabilities. They stressed the same message after France unveiled the Future Combat Air System.

"We're putting a lot of focus into our next-generation programs right now to make sure we're going to lead the way to sixth-generation systems," Roper said. Roper and Donovan said they have yet to have a full briefing about what Europe's latest fighters, including the United Kingdom's Tempest jet, look like beneath the surface design.

"We would just like to cooperate and collaborate ... as well as to share technology, [which is] absolutely important for future interoperability if we're going to go to war as coalitions, which we always do, so that's really important," Donovan said.

Roper said it's not just about what a fighter can do, but also how it's made.

Discussions are ongoing within the Air Force about the need for a sixth-gen fighter, he said. Leveraging the use of "digital engineering," which sometimes allows the service to bypass the regular manufacturing process for parts, will give developers the ability to design and change blueprints with more flexibility, Roper said. The Air Force is currently using digital engineering for A-10 Warthogs, as well as the Ground Based Strategic Deterrent program, which is set to replace the Minuteman III intercontinental ballistic missile system.

"We [believe the] production technology may be the most game-changing component if it allows us to move into a different paradigm of doing rapid design spirals and updates," Roper told reporters here, adding that technology growth paired with digital engineering will allow for faster production of future aircraft. Roper said the Defense Department is used to outdated acquisition practices, out of step with what the pilot may need to outpace adversaries.

"In addition to looking at a lot of classified capabilities we want to give future warfighters, we also want to give manufacturers a different way of making that cutting-edge technology. Expect [that] for what we bring to the table for sixth-gen," he said.

"We're here to also ... connect with the future," Roper added. "Aviation is a booming business right now in Europe, so we're interested in seeing who the new movers and shakers are, engaging with some of the companies here in France, but also showing that some of the systems that we bring to bear from the U.S. are the best in the world, and we see a future where we maintain that edge far past our successors."

By THERESA HITCHENS WASHINGTON: While the cancelation of the biennial Farnborough Air Show due to the COVID-19 pandemic may not have an immediate impact on the bottom lines of aerospace firms in the defense sector, the decision to close one of the world's top two airshows is yet another harbinger of pending upheaval in the overall market, analysts say. In particular, it deprives US firms of publicity abroad and highly valuable face-time with customers and potential customers from foreign governments. “Things like Farnborough are important to US aerospace companies because they help to facilitate sales and marketing,” said Todd Harrison, director of the Aerospace Security Project at the Center for Strategic and International Studies (CSIS). “It's traditionally been a place where you show off your latest technology and latest systems, but it's also where you finalize deals that have been in the works for a while. And so, some of that can still happen, but some of it may not happen.” Richard Aboulafia, a veteran aircraft industry analyst at Teal Group, echoed: “It's just a reflection of a sad reality: economic time has simply come to a halt for our industry and for others. That means fewer big opportunities to meet clients, advertise products and capabilities, share information, and look for opportunities. Big air shows are essential for these, but here we are.” The Farnborough Air Show — which takes place south of London — registered representatives from 96 countries in 2018, and some logged $192 billion in orders and contract commitments. The cancelation of the 2020 show, slated for July 20-24, was announced today. “I don't see the cancellation of Farnborough as a big blow to defense contractors. It is generally a way of raising their profile, but has no immediate impact on their business prospects,” said Phil Finnegan, Teal Group's director of corporate analysis. That said, Finnegan and a number other analysts agreed, the aerospace market is in for a rough ride — and not just on the commercial side as airlines see their profits for 2020 nosediving, making it increasingly unlikely that they will invest in new planes. “Looking ahead, defense acquisition is in uncharted territory. Near- and far-term impacts of Coronavirus evolve daily,” Air Force acquisition head Will Roper said this afternoon. “As we complete our first week of response, our teams navigated potential work stoppages, changing local and state directives, halted supply chains, and gearing up to support any national Defense Production Act requirements.” The Defense Production Act, which allows the government to order companies to boost production or produce new things, was invoked last week by President Donald Trump. Finnegan said “the biggest threat to defense contractors will come to those with significant commercial aerospace operations. The cash flow drain from those operations potentially could hurt them. “It also reiterates the importance of maintaining a balance in operations,” he added. “Obviously, in recent years commercial aerospace has offered greater growth and potentially high profit margins. This crisis reiterates the importance of a diversified approach to defense and aerospace to take advantage of the stability of the defense market in a crisis.” Indeed, several other long-time industry analysts said that DoD may face price hikes as firms try to shift the costs of commercial overhead to the defense contracts — especially for spare parts. Further, Harrison noted, governments around the world are going to be cash-strapped and likely loathe to make new commitments to large buys of new fighter jets or drones.     The Air Force tested its Advanced Battle Management System. Here’s what worked, and what didn’t.

    By: Valerie Insinna WASHINGTON — The first field test of the U.S. Air Force's experimental Advanced Battle Management System in December was a success, with about 26 out of 28 capabilities showing some semblance of functionality during a recent exercise, the service's acquisition chief said Tuesday. But the service will seek to be more ambitious during a second demonstration in April, which will focus on space and bring in elements from U.S. Space Command and U.S. Strategic Command, said Will Roper, the Air Force's assistant secretary for acquisition, technology and logistics. "I am thrilled to say that 26 out of 28 things work. That is too high of a success rate at this point in time, but I'll take it. We should be taking more risk than that,” he told reporters during a roundtable. The three-day test took place at Eglin Air Force Base, Florida, and involved a potential cruise missile attack on the United States simulated by QF-16 drones. Through the exercise, Air Force F-22 jets, Air Force and Navy F-35 fighters, the Navy destroyer Thomas Hudner, an Army unit equipped with the High Mobility Artillery Rocket System, as well as special operators shared data in real time in ways the services cannot currently do in an operational environment. What will ABMS eventually look like? That's still a mystery, even to the Air Force, which wants to test different solutions for connecting platforms, crunching data and sending it to other assets with the goal of eventually fielding what works and abandoning what doesn't. “We gave the team the goals of: Pull what you can together in three and a half months to see how far we can stretch, how quickly we could achieve something,” said Air Force chief architect Preston Dunlap, who manages the ABMS effort. “We were quite happy actually, even with 10 percent solutions.” Here's a rundown of some notable successes so far, as well as major failures: The F-35 and F-22 were able to stealthily exchange data. Despite the two jets having advanced “sensor fusion” capabilities, the Air Force's two most advanced fighters can't really talk to each other. The F-35 uses the Multifunction Advanced Data Link, or MADL, to securely share sensitive information with other F-35s, while the F-22 has its own data link, the Intra-Flight Data Link, or IFDL. Even using a non-stealthy connection to share information has its limitations: While the F-35 can both transmit and receive data via the Link 16, which meets NATO standards, the F-22 currently can only receive data. However, the first ABMS test showed hopeful signs for fifth-generation fighter communication. The demonstration involved radio systems — built by F-35 prime contractor Lockheed Martin as well as Northrop Grumman, which manufactures key structures and mission systems for the aircraft, including MADL, Dunlap said. The demo also included Honeywell-made antennas built to speak across both MADL and IFDL, he added. Those systems were integrated onto a ground based rig that “look[ed] like a big piece of hardware with radios on it,” according to Roper. Then, the F-35 and F-22 flew over the system, exchanging data by bouncing it back-and-forth from the ground-based radios, Dunlap said. He noted that the test verified that existing technology can be used to overcome three obstacles: translating the F-35's MADL to the F-22's IFDL; moving data across the different frequencies; and securing the communication. "It was really herculean,” Dunlap said. "[The contractors] were excited by the speed of the acquisition team to get the ball going." During the next ABMS demo in April, the Air Force plans to stretch the capability by putting the translation system inside the unmanned Kratos XQ-58 Valkyrie for flight-based testing. “I also challenged the team to expand the amount of information translated between the different platforms so they can take advantage of new information on the displays,” Dunlap said. An AC-130 gunship connected with SpaceX's Starlink constellation. Although Dunlap did not provide much detail on this element of the exercise, he confirmed that the AC-130 was able to pass data through the constellation of small, high-bandwidth commercial internet satellites. The Air Force has shown interest in connecting its platforms to commercial broadband satellites through its Global Lightning experiment. A demonstration with Starlink and the KC-135 tanker aircraft is in the works, and the service also plans to evaluate equipment from Iridium, OneWeb and L3Harris. The Air Force created a cloud-based application for command and control. Typically, the service performs command and control from air operations centers — physical buildings where analysts sit in front of computers with specialized software that provides data from multiple assets, Dunlap said. Changes to software don't necessarily happen automatically, and they may require assistance from information technology experts. In the ABMS exercise, the Air Force demonstrated a cloud-based battle management and situational awareness application for the first time. It used a “CloudOne” system to host data up to the secret level, which will be a formative system underlying ABMS, Dunlap said. Both Amazon and Microsoft are involved in standing up the CloudOne technology, but Roper said the Air Force could use the Joint Enterprise Defense Infrastructure contract vehicle for CloudOne if JEDI winner Microsoft provides better rates. The robot dogs were a swing and a miss. U.S. Special Operations Command brought the robots that are capable of augmenting surveillance operations to the ABMS field test, but operators couldn't figure out how to connect them with the other platforms involved in the exercise. “We had some robot dogs — apparently those exist — that can go and do patrol. We were never able to patch their feeds in,” Roper said. There's hope for cybernetic canines becoming part of ABMS in the future though.
