Canadian military will no longer release info about numbers of personnel affected by COVID-19

“This is information we don't want opposing forces to have as we're relatively a small force,” a spokesman said Friday.

The Canadian Forces won't be releasing information on the numbers of military personnel who have tested positive for the novel coronavirus because of security reasons.

The military had previously confirmed three cases, including one involving a reservist who had been on a personal trip to Spain. The Canadian Forces had also stated that no personnel on overseas operations had tested positive for COVID-19.

But going forward, the Canadian military will no longer be confirming any other cases publicly because of operational security, Department of National Defence spokesman Dan Le Bouthillier said Friday. “This is information we don't want opposing forces to have as we're relatively a small force,” he added.

Chief of the Defence Staff Gen. Jon Vance has warned that the “integrity” of some military units could be threatened by personnel contracting coronavirus. The Canadian Forces could be eventually called upon by the federal government to provide support if the pandemic worsens.

The U.S. military has confirmed that more than 50 of its personnel have tested positive for COVID-19.

The Canadian Forces has also ordered approximately 2000 COVID-19 test kits for military clinics across the country, Le Bouthillier said. The kits are expected in the next week. “The needs of deployed units for COVID-19 testing will be considered in the distribution plan,” he added. “In the interim, we are working in collaboration with our partners, through a combination of integral, allied and host nation supports, to ensure deployed CAF members are provided with the best available health care.”

COVID-19 has also caused the cancellation of Exercise Maple Resolve, the army's main training event for the year, as well as a naval exercise off the coast of Africa. HMCS Glace Bay and HMCS Shawinigan, which were to take part in that naval training, are now returning to Halifax. The ships are expected to arrive in mid-April.

Troops from Canadian Forces Base Petawawa who were supposed to take part in Exercise Maple Resolve will now be training in smaller groups, Le Bouthillier said.

“We will mitigate this lost training opportunity through the aggressive pursuit of smaller training events and professional development,” he noted. “We will return to our normal managed readiness cycle when conditions permit.”

“The current situation with COVID-19 is unprecedented and prudence demands we adopt a posture that allows us to best support civilian authorities should the need arise while safe-guarding the well-being of our personnel and the broader Canadian public,” Le Bouthillier stated.

Maple Resolve was scheduled to take place from May 11 to 24 at Wainwright Alta. It normally involves approximately 5000 personnel and 1450 pieces of major equipment. The exercise gives participating personnel the opportunity to train with a wide variety of weapons, simulation technology, armoured fighting vehicles, and aircraft in order to hone their skills in a realistic setting, short of an actual operation.

Another exercise that was to have taken place before Maple Resolve has also been cancelled. That training event, scheduled to run from April 5 to May 5, would have involved around 2,000 troops.

Military personnel from the U.S., United Kingdom, France and Brazil had been scheduled to take part in Maple Resolve.

Many other nations are also cancelling military exercises because of COVID-19.

In addition, the Canadian Forces is also limiting public access to its recruiting centres across the country. The military is continuing to recruit but has asked new applicants to begin their recruiting process using its website. “For those applicants currently going through the recruitment process, please note that all face-to-face interactions will be restricted and by appointment only,” the Canadian Forces added in a social media post. “If contacted for an appointment, please note that we are implementing additional protective protocols including increased questions specific to individual circumstances in order to ensure the continued health of our recruiting teams.”

    A cyber war has started and Canada isn't ready to fight it, says report

    Murray Brewster · CBC News Analysis says Canada lagging far behind its allies in responding to cyber warfare threat A new report questions how well prepared the Canadian military and the federal government are to fight a cyber war that, for all intents and purposes, has started already. The Canadian Association of Defence and Security Industries (CADSI), which represents major weapons and high-tech manufacturers, warns in a new report that, despite recent investments and policy papers, the country is lagging far behind its allies in preparing to fight a new kind of war. "The cyber threat to the Canadian Armed Forces (CAF) permeates domestically through vulnerabilities in critical infrastructure, combat systems and equipment, and extends to where the military is deployed abroad," said the association's report, released Thursday. "Russia have proven their ability to launch attacks that cripple critical systems in seconds or quietly collect intelligence for years. The CAF has only recently received approval to engage in active and offensive operations at scale (though specialized activity has been present for years)." 'A genuine sense of urgency' To compile the report, researchers at CADSI conducted 70 interviews with government and military officials, as well as defence industry leaders. Christyn Cianfarani, the association's president, said the feedback was frank. "There's a genuine sense of urgency for Canada to advance in this space," she said. Even if the public doesn't feel the country is vulnerable, she added, "we could stand to be vulnerable by not moving forward very quickly." The report comes just weeks after a House of Commons committee heard that online attacks on Canada's financial system and other key infrastructure could become far more destructive as more militaries around the globe get involved in cyber operations. That testimony came from security expert and former CIA analyst Christopher Porter, an executive at the U.S. cyber security company Fireeye, Inc. He said the west's imposition of sanctions on "some countries" has in the past been met with denial-of-service attacks on financial services websites, but those attacks have only been disruptive. "In the future, they may respond with destructive attacks," he testified on Feb. 6. Cianfarani echoed that warning. "I think, if you look, other nations are attacking Canada," she said. "Other nations aren't just attacking Canada in a short-game play. They are attacking Canada and trying to influence things in our country in a long-game play." The defence association report also took aim at the federal government's ponderous procurement system, noting that adversaries and allies have "demonstrated their ability to deploy new cyber capabilities in months or weeks, while the CAF remains burdened by a years-long and sometimes decades-long procurement cycle." Time to 'blow up' the procurement system? Cianfarani said the procurement system has to "be blown up" and "torn apart" when it comes to acquiring cyber equipment and services. It should take six months, not 10 years, to get those kinds of products into the hands of cyber operators, she added. Defence Minister Harjit Sajjan's office declined comment and referred CBC News to the Communications Security Establishment, which defends the federal government's networks. While CSE spokesman Evan Koronewski did not address the specific criticisms in the industry association report, he pointed to the creation of the Canadian Centre for Cyber Security, which brings "operational security experts from across the Government of Canada under one roof" — something that is expected to deliver a more unified approach. "Although we cannot speak specifically to the Cyber Centre's capabilities, we are confident our men and women have the tools they need to deliver on their mission," Koronewski said in an email. The study found "government and industry lack the mutual trust required to effectively collaborate in the cyber defence of Canada" and proposed a series of remedies. "This distrust has been sown over time through a history of unproductive engagements, limited communications and inadequate mutual understanding of each other's capabilities," said the analysis. The Council of Canadian Innovators has delivered a similar message to the federal government on many occasions over the last two years, but Cianfarani said she believes that the upcoming federal election and the possibility of interference in it — foreign or otherwise — will focus the attention of both the public and decision-makers. "I think around an election is probably when we have the loudest voice, and it's when we're probably, as a country, the most vulnerable," she said. The report pointed to other countries, such as the United States, where cyber defence strategies are primarily driven by industry, supported by the academic community and funded by the government without bureaucratic limitations.     Federal budget shores up cyber defences but is silent on new jets and warships

    By Murray Brewster, CBC News The new federal budget focuses on ones and zeros over tanks and troops by pouring hundreds of millions of dollars into new and improved cyber and national security defences. Several federal departments will not only see upfront cash but promises of long-term spending to counter both the threat of hackers — state-sponsored and otherwise — and cyber-criminals. National Defence, by comparison, is seeing virtually nothing in terms of new spending on the nuts and bolts of the military, other than initiatives outlined in the recently tabled national defence policy. The 2018 budget is, on the surface, a tacit acknowledgement that the nature of threats to national security — the nature of modern warfare itself — is changing. The budget recycles the government's $3.6 billion pledge last December to provide veterans with the option of a pension for life and better services. But cyber-security was, by far, the headline national security measure in the budget. Finance Minister Bill Morneau's fiscal plan sets aside $750 million in different envelopes — much of it to be spent over five years — to improve cyber security and better prepare the federal government to fend off online attacks and track down cyber-criminals. More for CSE It also promises an additional $225 million, beginning in 2020-21, to improve the capacity of the country's lead electronic intelligence agency, the Communications Security Establishment, to gather foreign signals intelligence. The Liberals will soon pass new national security legislation — C-59 — and CSE will receive important new powers and responsibilities to disrupt global cyber threats. "These are brand new tools. They're going to need lots of resources — technological resources, personnel resources — to engage in those kinds of operations," said Wesley Wark, a University of Ottawa professor and one of the country's leading experts on cybersecurity and intelligence, in an interview prior to the budget. The sense of urgency about getting the country's cyber-security house in order is being driven in part by the fallout from Russian hacking and meddling in the 2016 U.S. presidential election, said a former assistant parliamentary budget officer. "With what we've seen south of the border, I think cyber-security and cyber-threat has been elevated in this budget to a high-priority item," said Sahir Khan, now the executive vice president of the Institute of Fiscal Studies and Democracy. The budget creates two new entities to deal with online threats. The first, the Canadian Centre for Cyber Security, will assemble all of the federal government's cyber expertise under one roof — a plan that will require new legislation. The second organization will be run by the RCMP and be known as the National Cybercrime Coordination Unit. It will coordinate all cybercrime investigations and act as a central agency to which the public can report incidents. The budget also includes cash for Public Safety's National Cyber Strategy, which not only aims to protect federal government networks but is meant to collaborate with the corporate financial and energy sectors to boost their defences. Military procurement a work in progress The budget's dearth of new spending on the real-world military — at a time of significant global insecurity — is due to reasons that are partly political and partly organizational, said Khan. The former Conservative government's inability to deliver on promises of new equipment during its nine-year tenure was a political "albatross around its neck," he said. The Liberals may have produced a clear defence policy but they have yet to straighten out the procurement system, he added. The Trudeau government has promised a lot of military capital spending down the road. Khan said it seems determined to keep the issue out of the spotlight in the meantime. What's missing from the new budget is a clear commitment that National Defence will get the cash it needs as those needs arise. "I think there was a lot of clarity in the policy direction coming out of the government [defence] white paper," said Khan. "What a lot of us are trying to understand is whether the money ... is accompanying that change in direction ... so that DND has a stable footing to meet its needs." He said he still has questions about whether promised future spending on fighter jets and warships has been baked into the federal government's long-term fiscal plans. A senior federal official, speaking on background prior to the release of the budget, insisted that military capital spending is welded into fiscal plans going forward into the 2030s. Defence Minister Harjit Sajjan has said repeatedly, since the strategy was released last June, that the defence plan was "fully costed" into the future. Up until 2016, National Defence produced an annual list of planned defence purchases. The Liberals promised to produce their own list of planned acquisitions and table it this year. Khan said it "needs to be presented to Parliament and the public." Training and retaining? The cyber initiatives in Monday's budget drew a mixed response from the high-tech sector. On the one hand, the Council of Canadian Innovators praised budget signals that suggest the Liberals are open to dealing with home-grown companies rather than buying off-the-shelf from major U.S. firms. "The imperative to build domestic cyber capacity is not just economic. It's existential," said Benjamin Bergen, the council's executive director. "Without a domestic capacity in cyber we risk becoming a client state. Innovators welcome the announcement of a new Canadian Centre for Cyber Security, which will allow for information sharing between the public and private sector." What the budget didn't offer was a clear commitment to training and retaining highly-skilled software engineers and IT professionals. "We would have liked to have seen a retention strategy. There wasn't one," said Bergen. "We know Canada produces amazing graduates but we're struggling to keep that talent here." The council estimates there will be up to 200,000 job openings in high-tech by 2020, which will put pressure on the industry and on the federal government as it bulks up its cyber capability. Adam Froman, CEO of the Toronto-based data collection firm Delvinia, was blunt when asked if the federal government will be able to fill all of the cyber-security job openings created by this budget. "They're not going to be able to. Plain and simple," he said.
