Airbus reveals classified LOUT stealth testbed

Airbus Defence & Space has revealed a more than decade-long research and demonstration effort into very low observable (LO) technologies, conducted as a classified effort for the German defence ministry.

Showing its LO UAV testbed – or LOUT – platform at Manching on 4 November, Airbus future combat air system (FCAS) programme manager Mario Hertzog said the company began initial concept work in 2007. This led to a contract award in 2010 to refine configuration and material choices, and the production of a diamond planform demonstrator was completed in 2014.

Pointing to the company's long involvement with LO reseach, Hertzog says: “Bringing all our experience into one programme was a logical conclusion.”

The chosen configuration used for aerodynamic and anechoic chamber testing since 2014 has a roughly 12m (39.3ft) wingspan and similar length, and is described as a 4t-class vehicle. The subsonic design would use a conventional engine concealed behind a diverterless inlet, and has twin intakes blended into its upper fuselage. A cockpit transparency and sensor apertures also formed part of the testing.

The aircraft's exhaust nozzle also is shielded from beneath, with Hertzog noting that such a vehicle would be optimised for use against ground-based air-defence systems. This mission requirement also led the company to hone LO techniques for the vehicle's landing gear doors and centerline internal weapons bay, Hertzog notes.

Focus areas have included testing LO materials, including a radar absorbent structure for engine intake ducts, and on assessing radar frequency and infrared signature performance. Modelling work has also been conducted to analyse the likely acoustic characteristics of such a design.

Airbus confirms that it has completed contracted work on LOUT, but says additional activities could be conducted. However, Hertzog declines to say whether Berlin could seek a flight-test campaign with such a system.

Lessons learned from the LOUT programme will be available for potential adaptation during a long-term evolution activity on the Eurofighter Typhoon, and on a proposed French-German-Spanish FCAS development, Hertzog says.

    Andrew Eversden WASHINGTON — The Army network modernization team announced a technical exchange meeting Tuesday to discuss the service's plan for its next round of network tools, known as Capability Set '23. The meeting will be held Sept. 2 on Microsoft Teams due to COVID-19, according to a solicitation posted on beta.sam.gov. “The goal of the event is to assist industry partners and interested government organizations in identifying and aligning their efforts with Army tactical network modernization, specifically Capability Set 23 which is the Army's next integrated kit of tactical network transport, application and command post enhancements,” the announcement reads. The Army network leadership team wants to discuss the results of critical design review for Capability Set '21, the new set of network tools set to be fielded to soldiers next year. The team also wants to discuss Capability Set '23 experimentation and design goals with a focus on its needs for command post integration and modernization efforts. Command post survivability and mobility is a major focus of Capability Set '23. Army's Network-Cross Functional Team (N-CFT), in collaboration with Program Executive Office Command, Control, Communications-Tactical (PEO C3T), the Army's Combat Capability Development Command's Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center, is hosting the meeting. The team will also be introducing the Joint Communications Marketplace, the solicitation reads, which will “which will be an online tool and repository for industry and the government to use for submission of CS23 related white papers, and associated technical information,” said Paul Mehney, spokesperson for PEO C3T, in a statement.     The Portuguese army is ditching the G3 and getting a US spec ops-inspired rifle

    For years, the Portuguese Army has built their infantry corps around the Gewehr 3 (G3) battle rifle, jointly developed by a team of engineers from Heckler & Koch and the Spanish CETME state-owned research group in the 1950s. Built under license in Portugal as the Espingarda m/961, this rifle has seen action in conflicts from the Portuguese Colonial War to deployments in Kosovo, East Timor and Afghanistan. According to both NATO and the country's Ministry of National Defence, it's now time for a drastic change and overhaul that will see the Portuguese Army jump feet first into the 21st century with a large revamp and overhaul of its small arms arsenal and individual soldier systems and kit. When the country's state-owned arms producer shut down just over a decade ago, it left Portugal without the means to manufacture firearms domestically, and brought about the need to source new weapons from foreign vendors. NATO's Support and Procurement Agency was thus commissioned to find and buy new weaponry for the Portuguese military by the country's defense apparatus. After a relatively short and streamlined testing and evaluation period, the NSPA awarded Belgian arms giant Fabrique National (FN) Herstal an expansive USD $50.3 million contract to be fulfilled by 2022.     The next cybersecurity concern for NATO? Space

    By: Kelsey Reichmann A new report warns that the cybersecurity vulnerabilities related to military space systems, specifically terminals and command-and-control systems, deserves renewed attention from NATO countries. The report, titled “Cybersecurity of NATO's Spaced-based Strategic Assets,” was produced by Chatham House, which is part of the Royal Institute of International Affairs, a policy institute in London. The paper, by Beyza Unal, was released July 1. “There is an urgent need to study and address cyber-related challenges to strategic assets within NATO and its key member countries, particularly the cyberthreat to space-based command and control systems,” the report read. “The increasing vulnerability of space-based assets, ground stations, associated command and control systems, and the personnel who manage the systems, has not yet received the attention it deserves.” The report highlights cybersecurity vulnerabilities to space systems used by countries in the NATO alliance, notably singling out commercial products used in military operations as a particular risk. These vulnerabilities can come from back-door encryption, supply chain security, and personnel and procedural practices, according to the report. NATO uses space assets to defend territory, peacekeeping missions, humanitarian assistance and disaster relief, counterterrorism, and conflict prevention. “There is an increasing need to apply higher-grade military hardening and cyber protection specifications to civilian capabilities that have the potential to be used in support of military applications,” the report read. “If military standards are not met, items procured from commercial industry with design flaws may expose NATO's systems to additional vulnerabilities." The report also points to the importance of securing satellite terminals. “Terminals located in ground stations constitute a critical vulnerability, as a terminal is an access point to a satellite and is usually not protected by authentication in order not to hinder operational actions,” the report said. “Terminals house software systems that can be compromised and require patching and upgrading.” Data flowing between satellites, especially ground stations, can become vulnerable, according to the report. “Adversaries infiltrating ground- or space-based systems could exploit weak software implementation, or the incompatibility of network or data transfer protocols in the chain,” the report read. “While the absence of data is easy to detect, the manipulation of data or erosion of confidentiality at such an interface is potentially more difficult to discern.” Among the report's recommendations is that NATO strengthen its cyber defense through increased collaboration between the public and private sector. This would allow for more timely information sharing of cyberthreats. The report also urges NATO to emphasize that commercial manufacturers meet basic cybersecurity standards and possibly more stringent military protection standards. “In the future, military systems will be increasingly connected to non-military systems,” the report stated. “This has important implications for the laws of armed conflict, as the combination of civilian, commercial and military capabilities in the cyber domain and space raises the risk that civilian capabilities used for military purposes qualify as legitimate military targets.” https://www.fifthdomain.com/international/2019/07/30/the-next-cybersecurity-concern-for-nato-space/
