A Modern Solution To Improved Performance, Cost, Use For The Venerable Chinook

It's the dream of military acquisition in 2020: A new system that drops into place in a current piece of hardware, provides improved performance, easier maintenance, and builds on a legacy of more than 12 million battle-proven hours of operation.

It's the T55 714C, Honeywell Aerospace's new variant of the venerable T55 turboshaft engine used on American helicopters and fixed wing aircraft since 1955.

The engine's starring role, however, is aboard Boeing's CH-47A and MH-47 rotorcraft, known as the Chinook. The heavy-lift Chinook that has served the Army consistently, as well as international customers, for more than 60 years features two counter-rotating rotors that eliminate the need for an antitorque vertical rotor. The unique design requiring two T55 engines per aircraft allows all the T55's power to be used for lift and thrust and enable perhaps the toughest helicopter pilot maneuver known—the pinnacle landing.

In the years since the T55 and Chinook entered service in 1962, Honeywell has delivered more than 6,000 engines, with 2,500 engines in service today supporting 950 aircraft operating in 20 countries. Dave Marinick, Honeywell's President of Engines and Power Systems, says throughout all these years the company has invested in the engine, from its original 1,600 shp capability to today as the T55 produces 4,800 shp to power the Chinook to a maximum speed 196 mph.

But now, with Future Vertical Lift and its high-speed rotorcraft on the horizon, Honeywell looked again at what the Army needed to power the Chinook to fill the heavy lift role as the Future Armed Reconnaissance Aircraft and Future Long-Range Assault Aircraft go into service. "Looking back at the multi-decade history, characterized by a close relationship with the Army and an understanding of how the aircraft is used—how the army flies the Chinook, how they maintain the Chinook—we have been able to focus on what is important to our customer," Marinick adds.

The Charlie variant of the T55 fits the bill, according to Marinick. It maintains the current engine architecture, while offering 20% more power, nearly 10% improved performance at high and hot altitudes and using 9% less fuel. It includes a modern full authority digital engine control with health monitoring.

"We designed in a cost-effective way to increase power to 6,000 shp, and we have a roadmap to increase that up to 7,500 shp," Marinick says. "And while saving gas is one thing, we also are extending the range with the new engine, allowing the pilot to fly or loiter longer, an important option for the operators using this aircraft—whether for military missions, fire suppression or disaster relief."

In addition to its performance improvements, the T55 714C features a new compressor and improved reliability and lifecycle. The accessory section has also been redesigned based on feedback from Army customers. In the past, maintainers had to pull the engine entirely to access the accessory section on the number 2 engine. The redesign shifts the accessory section to the top of the engine, providing easier and saving hundreds of man hours to make a switch.

There are no changes to the engine mounts, making the T55 714C a drop-in replacement. It can be installed as a full-up new engine or as a kit that is introduced during overhaul. "In this concept, we are turning a maintenance event into much more—a Chinook leaving with new engines, without requiring a block upgrade. We're delivering major performance improvements, without tearing up the aircraft," Marinick says. The engine's tooling, logistics and training remain the same, further reducing the time required to introduce a much-improved engine.

The new engine comes with another major change. The U.S. Army has completed a product verification audit to provide approval for Honeywell to open a state-of-the-art T55 Repair and Overhaul Center of Excellence near the company's Phoenix, Arizona headquarters. Marinick says the new facility will increase throughput by two to three times the previous capacity for CH-47 Chinook helicopter fleets. The move also establishes a larger pool of highly trained technicians who will work alongside the engineering team to streamline feedback and help to inform future upgrades. The company has also launched an initiative to ensure on-time delivery of materials from suppliers to support the expanded capacity.

"Future Vertical Lift is upon us," Marinick says, "We think of the Charlie as an affordable, responsible upgrade and service designed to keep the Chinook at optimum performance and readiness in a realistic way, through 2060."

Honeywell's upgraded T55 Charlie engine is expected to be ready for flight test at the end of 2022.

    UK defense plans could take major hit from coronavirus fallout

    By: Andrew Chuter LONDON — Britain is facing some “distasteful medicine “ in an upcoming defense review, with question marks around money, allies, the industrial base, Defence Secretary Ben Wallace has warned. Giving evidence in a virtual session of the Parliamentary Defence Committee April 22, Wallace said there were some difficult issues to be addressed by a post COVID-19 Britain. “We will have to take some pretty distasteful medicine," he told committee members spread across the country in the first ever virtual session of the committee. "It's not just about sums of money. It is about cultural change — our relationship with our allies, what Britain's ambitions are going to be. Do we want to do everything? Do we want to do less? Do we want to let go of something? Do we want to bank on international consortia every time, or do we want to invest in our industrial base? All those are difficult questions. The defense secretary, who only recently recovered from COVID-19, said changing the culture is going to be as important as the sums of money made available to the Ministry of Defence in the integrated review. The government refers to it as an ‘integrated review' as it involves, defense, security, foreign policy and international development departments. Wallace said that whether the review is uncomfortable or not, his hope is the defense ministry will have a realistic amount of money available to undertake what it recommends. That's rarely been the case in previous reviews over the last 30 years or so, and few people here are expecting much different this time round. The issue is already complicated by the never-ending budget pressure at the MoD. According to the National Audit Office, the government's financial watchdog, the MoD already has a financial black hole for its equipment program of between £3 and £13 billion, or as much as $16 billion. John Louth, an independent defense analyst in the U.K., said one of the big challenges facing the MoD will be putting the procurement roadmap back together post COVID-19. “One of the real challenges will be re-profiling a schedule for procurement," Louth said. Everything is slipping to the right, and re-profiling is going to be difficult, particuarly as many of the programs are interdependent on other programs. That poses a large and difficult challenge within a restricted budget." The economic impact of the COVID-19 pandemic is likely to make more difficult allocation of cash to its various departments and ministeries in the next comprehensive spending review. That's not withstanding the fact that MoD personnel — nearly 3,000 at the last count — have been lauded for their excellent performance assisting the National Health Service and others, carrying out tasks ranging from delivering oxygen to hospitals to setting up and running command and control centers. In particular the MoD has been widely praised for rapidly constructing several field hospitals for COVID-19 sufferers, including a 4,000 bed facility at the Excel Centre in London. The site is well known to defense contractors, as it's the venue for the DSEI exhibition. The government announced last week it was pausing the integrated review to focus resources on the COVID-19 fight, without saying when the work would recommence. Wallace answered that question — twice. First he said the review would recommence next year; later he said the correct date was the end of this year, but he was seeking clarity on the exact timing. That decision will be taken by the Cabinet Office who are leading the review. They had previously ordered the review, which was initiated after Prime Minister Boris Johnson won the general election last December, be completed by July. That was a date many analysts and politicians, including the defense committee, thought was risky. “This [the delay] is welcome news. I want a longer period for the integrated review. I want us to examine our place in the world, especially post COVID. It's going to be a different world,” he said. Wallace, an ex-British Army officer, said the number one threat is lack of resilience. "I suspect it will be higher up the agenda as a result of the virus,” he said. The defense secretary said that unlike countries such as France, Britain wasn't bringing forward a number of programs to protect the industrial base. “We are though speaking to industry to ensure their cash flow is continuing. There is a lot of work on the books that we would like to keep going,” he told the committee. One industry executive who asked not to be named said, “cash is not an issue yet, but I'm prepared for that to happen. I'm bracing for extended credit being taken by our customers, but I haven't seen it yet.” The virus has had an impact on a number of major defense programs in the U.K., as people have been ordered to work at home or, if that's not possible, adopt social distancing requirements in the workplace. The impact that might have on defense suppliers ability to meet their contractual obligations, and subsequently their financial viability and and that of the supply chain, has been recognized by the government . A series of actions relating to paying suppliers has been in place since late March, with MoD procurement authorities advised to support suppliers in a range of ways to maintain cash flow. This includes forward ordering, payment in advance, interim payments and payment on order rather than receipt. The scheme has been well received by industry here. The executive said he applauded the government for its swift action, but acknowledged the challenge remains for protecting employment and cash flow. The executive did say though that more clarity was needed from the government over the availability of initiatives like the Corona Business Interruption Loan scheme for defense exporters. Wallace named BAE's F-35 and nuclear submarine activities as programs where the balance between COVID restrictions to keep workers safe and keeping production and cash flow moving were vital. “It's really important that we continue some work that's absolutely key. We also need to help these firms to get through the process, because cash flow is really important to their survival,” said Wallace. But it's not easy keeping your distance from colleagues if you are trying to build something like a nuclear submarine. As such, Wallace said submarine building activities in the U.K. had some of the highest absentee rates in the sector. BAE employs around 9,000 people at its nuclear submarine yard at Barrow in northwest England where it is building Astute-class attack submarines and working on the Dreadnought class of Trident nuclear missile boats. About 4,000 of the staff are working from home with over 1,100 employees now working on site – up from 800-900 last week. A BAE spokesperson said the employees were supporting critical work at the yard.     New Swedish government advocates for greater defense spending

    By: Gerard O'Dwyer STOCKHOLM — The Swedish military can expect to see a sizable increase in its annual budget regardless of the composition of the new government that will be formed in the wake of parliamentary elections. All of the mainstream parties, including the ruling Social Democrats (SDP), the Moderates, the Center, Liberals and the Sweden Democrats' right-wing nationalist party, campaigned on delivering a stronger national defense and channeling a much higher level of spending to the Swedish Armed Forces over the next 10 years. "Sweden needs a more resilient national defense capability that is better funded and resourced," said Stefan Löfven, the SDP's leader and Sweden's prime minister. The SDP is hoping to assemble a new government in partnership with the Leftist and Green parties. These three parties secured a 40.8 percent share of the popular vote in the recently concluded September 2018 election. Löfven's main challenge is the center-right Alliance group, which includes the Moderates, the Center, Liberals and Christian Democrats. Together, the four Alliance parties won 40.3 percent of the popular vote. The Alliance is looking to form a new government that excludes both the SDP and the Sweden Democrats. The Sweden Democrats raised its share of the popular vote to 17.6 percent. All mainstream parties have ruled out forming a coalition that includes the Sweden Democrats. Defense will be very much on the minds of Sweden's new government, against a backdrop of an unpredictable Russia and a domestic military that is unable to either fund major new procurement programs or work within the tight parameters of the current budgeting framework. The budget allocated to the armed forces must reflect needs, operational realities and the requirement to replace outdated equipment. The goal should be to raise spending on defense to 2 percent of GDP, the recommended NATO level, inside 10 years,” said Ulf Kristersson, leader of the Moderates and someone being widely tipped to become Sweden's next prime minister. The Alliance supports a more ambitious spending plan for the military that would increase the armed forces' budget by $2.3 billion in the 2019-2021 budgetary period. “The [Swedish Armed Forces] needs to be able to afford to run essential equipment-replacement programs. We need more Army brigades, more fighter aircraft, and among other things an increased cyber defense capacity,” Kristersson said. Restoring the military's budget and finances to levels that actually reflect the force's capability requirements will take time. The organization's budget has been in decline since the Cold War era of 1963, when defense spending amounted to 3.68 percent of Sweden's gross domestic product. Spending as a ratio of GDP had dropped to 1.1 percent by 2015. It currently stands at about 1.03 percent, a historic low. A force development plan endorsed by the armed forces favors an increase in annual spending on defense to between $7.36 billion and $9 billion by 2025. In the longer term, and by the year 2035, the military would like to see defense spending rise to more than $12.1 billion. At the same time, the Swedish Armed Forces would be strengthened from the current 50,000 personnel of all ranks to 120,000 by the year 2035. This proposed new look, improved capability and reinforced organization would comprise at least four brigade-level units, a light infantry special forces regiment, a fleet of 24 surface combat naval vessels and six submarines, eight fighter squadrons, and 120 Gripen combat aircraft. Stefan Löfven's SDP-led government adopted new measures in 2017 to increase annual spending on the military from about $4.7 billion to $6.6 billion by 2019. Under the spending plan supported by the Alliance, defense expenditure would grow year on year after 2019, reaching $8 billion by 2024.
